00:03:31.620 Well, it turns out that, you see, and I can say this as a Catholic, we have this sort of strain in Catholics where they're pro-life, okay, so they're conservative on that issue, but they're pretty liberal on just about everything else.

00:28:30.900 Well, first of all, my assumption was there would probably be enough support, particularly
00:28:35.540 with any kind of even minimal border security, for $60 billion in Ukraine funding.
00:28:41.580 OK, kind of accept that reality.
00:28:43.600 I think most Americans are sympathetic with the brave and courageous people of Ukraine,
00:28:48.600 that they think Vladimir Putin's evil, and they'd like to see him certainly not win.
00:28:53.600 So again, I realize there's some support.
00:28:56.880 You know, other places, there's great opposition.
00:28:59.440 So it's a controversial issue.
00:29:00.900 But if it was going to pass, my suggestion was make it contingent on actually securing
00:29:07.120 the border.
00:29:07.840 They wanted $60 billion.
00:29:09.800 Trump took his top level number of migrants crossing per day and reduced that down to pretty
00:29:19.120 much secure border over the course of 12 months.
00:29:21.320 He went from peak to trough in 12 months.
00:29:23.400 So I divvy up $60 billion divided by $5 billion a month and maybe give, you know, $5, $10, $15
00:29:30.520 billion up front, wait three months, but then have rigorous targets that would force the
00:29:35.700 Biden administration to actually secure the border over that 12-month time period.
00:29:39.300 I think the open border pushed by Biden and Democrats is a clear and present danger to America.
00:29:46.360 It should be our top priority.
00:29:49.020 Whether you agree or disagree with funding for Ukraine, if you can use that as leverage to
00:29:53.320 secure the border, that would have been a deal I could have supported.
00:29:56.540 But I'm not seeing a negotiated deal right now that gives me confidence we would actually secure

00:30:02.500 I think it would give Democrats cover, but I'm not so sure it's going to actually secure the border.

00:36:31.920 So now his open border policy is facilitating the multi-billion dollar business model.

00:37:18.920 So during the Yeltsin years, those those alcohol related deaths, we've now overtaken them.

00:43:01.740 But that being said, one of the reasons I called this conference meeting for tomorrow
00:43:05.720 is in the Republican conference in the Senate, we've talked about Ukraine one time.

00:43:15.020 One senator stood up in opposition.
00:43:18.000 The rest of us were told to keep our comments to 60 seconds.
00:43:21.340 Now, this isn't the greatest delivered body on earth, right?
00:43:23.680 You know, an important and complex issue, and we gave it short shrift.
00:43:27.620 So I thought if we're going to be voting on a supplemental, we ought to talk about this.

00:43:34.760 I was the only member of Congress that attended Zelensky's inauguration.
00:43:38.960 Met with him then.
00:43:40.080 Went back two or three months later.
00:43:42.540 I was chairman of the European Subcommittee at that point in time.
00:43:44.820 Went back with Chris Murphy, and we met again with him among many issues.
00:43:50.020 I think he was dead serious about trying to defeat corruption.
00:43:53.480 But he was a political neophyte.
00:43:54.940 The long knives were out.
00:43:55.840 But one point he made to me, to us, was that he wanted to do a peace deal with Putin.
00:44:01.560 Now, this is when Russia had already completely annexed Crimea.
00:44:05.680 They were in total control of eastern Ukraine.
00:44:08.420 Zelensky knew it wouldn't be politically popular, but he also knew he couldn't displace Russia,
00:44:13.800 a superpower with nuclear weapons.
00:44:15.800 And so he wanted to do a peace agreement with them.
00:44:18.520 Fast forward, now we're in this bloody stalemate.
00:44:22.740 The reality is Putin will not lose this war.
00:44:26.920 Losing is existential to Putin.
00:44:29.460 Putin has nuclear weapons.
00:44:30.800 If he doesn't use them, he'll certainly threaten to use them.
00:44:33.380 Ukraine can't do the things like lob missiles into Moscow to turn the hearts and minds of Russians

00:44:39.720 So you have to recognize the only way the bloodshed ends is in a negotiated settlement.
00:44:44.380 Now, I'm not going to like it.
00:44:46.680 Americans aren't going to like the kind of settlement you have to do with the evil war criminal Putin.
00:44:52.520 But that's the fact of the matter.
00:44:53.720 And every day that this war goes on, more Ukrainians die, more Russian conscripts die.
00:44:59.020 I take no joy in that.
00:45:00.220 These people are pulled out of their villages and sent to the front lines as cannon fodder,
00:45:05.120 and more of Ukraine gets destroyed.
00:45:06.680 So anything the U.S. ought to do, or everything we do, ought to be focused around how do you convince
00:45:14.580 Vladimir Putin, sit down, sit down with Zelensky, end this bloody stalemate, do it sooner rather than

00:45:22.520 And I think that's certainly part of the discussion.
00:45:25.520 If the administration is asking for another $60 billion, not having accounted for this first
00:45:29.580 $100 billion, when you've got Zelensky aides telling reporters, turn off your recorder,
00:45:34.880 and then they say privately, they're stealing like there's no tomorrow, there are a lot of
00:45:38.920 questions that ought to be asked.
00:45:40.880 Nobody's answering questions, and we don't even have much of an opportunity to ask them.
00:45:45.160 You mentioned having those communications with Zelensky at the time and his administration.
00:45:53.340 When you mentioned about him wanting a peace deal with Russia, was that before the war started

00:45:58.300 Because I know we've received reports of that, you know, in like May of 2022 or March of 2022.
00:46:05.000 No, this was shortly after he was inaugurated.
00:46:07.200 It might have been the day of his inauguration or when I went back to with Chris Murphy,

00:46:12.300 But again, I was thoroughly convinced he wanted to do, he was rational enough to realize he's
00:46:17.680 not going to displace Russia, better do a peace deal with Russia and get it over with so he could
00:46:22.720 try and spend his effort to defeat corruption in Ukraine and build a more prosperous nation

00:46:29.860 That's what his focus was when I met him after he just got elected.

00:46:35.200 And actually, I remember covering the fact that he campaigned on that very same promise.
00:46:40.180 This was one of the reasons that he won.
00:46:42.740 So I think it's like something like 70 percent of the vote back in 2019 when he was elected,
00:46:47.320 because at the time and this was it was those three provinces and including Crimea at the
00:46:52.500 time that he wanted the peace in.
00:46:54.560 And, you know, simply obviously history took a slightly different route.
00:47:00.080 Of course, he was tied into the first impeachment of Trump over the phone call.
00:47:04.340 And it all comes down to this question, again, of the aid and where the aid is going.
00:47:09.480 And this is something even when I visited myself in the summer of 2022, we weren't in Lviv or
00:47:16.600 Lviv, however, you know, depending on which politically correct side you want to take on
00:47:20.220 that pronunciation that we were started.
00:47:24.360 I had a guy within a couple hours to start to tell me how I could buy AR-15s because the AR-15s were
00:47:30.600 coming in and he had had done a deal, had gone wrong, but he needed some money.
00:47:34.640 So he's asking me if I wanted to buy the AR-15s.
00:47:37.240 I'm like, I don't think a U.S. citizen should be coming to a war zone to buy AR-15s.
00:47:42.040 But if I can do it that quickly, imagine what the people on the ground who might be bad actors
00:47:47.260 or criminal organizations otherwise are doing.
