apprenticeships and training. And he says, we have difficult decisions, change the way government

works and the state works, spend less, invest more. He wants to balance the operating deficit in three

years, which is an accounting trick. I thought he was going to do that this year, but now it's in three

years. The other part of the budget is the thing he calls investing, which is deficits.

He says the government's looking for efficiencies. He says the budget will protect essential programs,

dental program, the food program for children in schools will become permanent. Did you realize,
