Summary

Is Mark Carney a closet dictator? Or is he a naive Prime Minister who needs to know how to deal with a national emergency to get things done in order to take on the USA? What is the difference between a declared emergency and a declared state of emergency?

00:00:00.040 Hi, it's John and welcome to the channel 441 a.m. on Thursday, February the 13th with the big blue mug of coffee.
00:00:06.400 I hope you're having a great day today and I do not want you to think I'm some kind of conspiracy theorist
00:00:12.980 but I think Mark Carney is incredibly naive or he is a closet dictator.
00:00:18.940 Now, he can be both at the same time and what has got me thinking that?
00:00:23.700 And what has got me thinking that I might be on the edge of a conspiracy here
00:00:27.240 but then again, I may be absolutely right with this.
00:00:30.440 Well, it's a viral clip that I saw on X yesterday.
00:00:33.740 I'm going to show you that in just a moment but I'm also going to show you a clip from February 6th.
00:00:37.360 They're very short. I'm going to play them back to back.
00:00:40.120 Now, the February 6th one, I think I downloaded it within 24 hours of Mark Carney actually saying this.
00:00:45.900 He talks about extraordinary powers at disposal of the government of Canada in the first one
00:00:53.540 and he ups it a little bit in the second video.
00:00:55.920 If you've seen it, you'll know what I'm talking about.
00:00:57.940 He talks about the federal government having emergency powers
00:01:01.640 but pay very close attention to what he says right after that and we'll come back and discuss.
00:01:06.480 The government of Canada has extraordinary powers at its disposal today to respond to a national crisis.
00:01:15.020 And Donald Trump's aggression against Canadian livelihoods and workers constitutes just such a crisis.
00:01:22.320 And something that my government is going to do is to use all of the powers of the federal government
00:01:27.720 including the emergency powers of the federal government
00:01:31.120 to accelerate the major projects that we need
00:01:33.700 in order to build this economy
00:01:35.600 and take on the Americans.
00:01:38.680 When you see those clips
00:01:44.320 or when I saw those clips
00:01:46.740 you probably thought the same thing.
00:01:48.500 You probably thought Emergencies Act.
00:01:50.380 He says extraordinary powers in the first one
00:01:52.820 but he says emergency powers in that second clip.
00:01:55.580 I think he's purposefully
00:01:56.900 avoiding saying Emergencies Act.
00:01:59.680 And I've said here before
00:02:00.680 and you may be thinking the same thing as me
00:02:02.700 the Liberals are going to get in
00:02:05.480 and they're going to say there's a state of an emergency
00:02:07.440 we won't have an election until 2026.
00:02:10.040 I still think that's the case
00:02:11.300 and I do think that Carney is talking about the Emergencies Act here
00:02:15.080 but what did he say right after he said that?
00:02:17.280 Let me tell you the exact quote of everything he said in that video.
00:02:20.400 And something my government is going to do
00:02:23.200 is to use all of the powers of the federal government
00:02:25.880 including the emergency powers of the federal government
00:02:29.320 to accelerate the major projects that we need
00:02:32.420 in order to build this economy
00:02:33.980 and take on the Americans.
00:02:37.240 What the hell is he talking about here?
00:02:40.640 He can't use emergency powers
00:02:43.260 to accelerate major projects in this country.
00:02:45.680 We have a government
00:02:46.360 and we have to go through government to get these things done.
00:02:49.540 And folks, if you actually look at the Emergencies Act
00:02:52.160 how long can you invoke the Emergencies Act?
00:02:55.540 Because these things he's talking about
00:02:57.420 major projects to build the economy
00:02:59.900 these things take years.
00:03:02.580 Am I wrong in thinking that Mark Carney
00:03:04.800 thinks he's going to be some type of a dictator
00:03:06.740 to control government for years
00:03:09.180 with emergency powers to take on the Americans?
00:03:11.840 Am I wrong to think that?
00:03:13.100 That's what he said yesterday.
00:03:14.720 Now again, he didn't say the words Emergencies Act
00:03:16.820 but I think that's what he wants to invoke.
00:03:19.020 So, what do we have to do?
00:03:20.840 Well, we have to understand the Emergencies Act.
00:03:22.900 Ever read it?
00:03:23.720 Let's take a quick look at it right now.
00:03:25.520 So, here is the Canada Emergency Act
00:03:28.120 direct from the Government of Canada
00:03:29.800 and I'm not going to go through this whole document.
00:03:32.400 It would take far too long
00:03:33.380 but I think it's important that we read
00:03:34.800 really how you can declare a national emergency
00:03:37.660 and what constitutes a national emergency
00:03:39.540 and it's right here at the top.
00:03:41.500 The Act contains a specific definition
00:03:43.340 of national emergency
00:03:44.360 that makes clear how serious the situation needs to be
00:03:47.380 before the Act can be relied upon.
00:03:49.980 A national emergency is an urgent, temporary
00:03:52.360 and critical situation that seriously endangers
00:03:55.640 the health and safety of Canadians
00:03:57.140 or that seriously threatens the ability
00:03:59.180 of the Government of Canada
00:04:00.400 to preserve the sovereignty, security
00:04:02.940 and territorial right integrity of Canada.
00:04:06.060 It must be a situation that cannot be effectively dealt with
00:04:09.000 by the provinces and territories
00:04:10.520 or by any other law of Canada.
00:04:13.000 There are four types of emergencies
00:04:14.460 that can be declared under the Emergencies Act
00:04:16.540 and here they are right here.
00:04:17.460 A public welfare emergency, a public order emergency,
00:04:20.740 an international emergency or a war emergency.
00:04:23.500 So let's just put this into perspective.
00:04:25.900 Justin Trudeau, he curb stomped old ladies with horses
00:04:30.300 and kids in bouncy castles
00:04:31.880 because of illegal parking and honking in Ottawa.
00:04:34.960 He invoked the Emergencies Act because of that
00:04:37.720 but he's not declaring any kind of emergency right now
00:04:41.480 when we have an economic emergency actually in this country.
00:04:44.900 We don't even have Parliament sitting.
00:04:46.260 So if they're willing to go along with Emergencies Act
00:04:49.440 because of the trucker convoy,
00:04:52.420 do you have any doubt that the current situation
00:04:55.460 will lead us to the Emergencies Act?
00:04:58.660 And this just plays in with what we've said all along.
00:05:02.360 They declare an emergency.
00:05:03.880 We don't have an election until 2026.
00:05:06.360 It's all playing out exactly as it's intended to play out.
00:05:10.300 And the other thing here is this.
00:05:11.540 Think about it this way from the standpoint of an election.
00:05:14.120 The Liberals don't have to win a majority to do what they want.
00:05:18.460 They can win a minority because they'll get the backing of the Bloc.
00:05:21.580 They'll get the backing of the NDP.
00:05:24.920 If the Conservatives win a minority,
00:05:27.680 they have to have a throne speech.
00:05:29.920 It's the first thing they have to do
00:05:31.480 and that will mean there's going to be a confidence vote.
00:05:35.360 The Liberals, the NDP and the Bloc will form a coalition government.
00:05:40.520 Say goodbye to Pierre Polyev and you're going to have five more years of complete control.
00:05:45.320 And Mark Carney can, in effect, become a dictator in this country
00:05:50.440 and get what he wants done.
00:05:51.640 If you look back on this, what does it say here?
00:05:53.820 It says,
00:05:54.160 A national emergency is an urgent, temporary, and critical situation.
00:06:00.740 Temporary.
00:06:01.540 But what did he say in his little speech?
00:06:04.440 Watch it again.
00:06:05.740 Including the emergency powers of the federal government
00:06:08.920 to accelerate the major projects that we need.
00:06:11.460 in order to build this economy and take on the Americans.
00:06:27.260 If he uses the Emergencies Act,
00:06:29.640 he does not have the opportunity
00:06:31.700 to accelerate major projects and build an economy
00:06:35.160 because that takes years.
00:06:37.260 How long can you invoke the Emergencies Act?
00:06:39.680 Do you know?
00:06:40.300 Well, let's look at some of the safeguards they've got for you
00:06:43.280 when it comes to the Emergencies Act right off the top.
00:06:45.400 First of all, you have no rights in Canada.
00:06:47.780 Okay?
00:06:48.040 It talks here about the Charter,
00:06:50.340 Section 1 of the Charter of Rights and Freedoms.
00:06:52.460 But the section of the Charter takes away your rights.
00:06:56.740 You know, in the United States,
00:06:57.880 the Constitution,
00:06:58.700 the First Amendment of the Constitution of the United States
00:07:01.520 gives you the rights that you get in Section 2
00:07:04.480 down here in the Charter of Rights and Freedoms.
00:07:07.920 Freedom of conscience and religion,
00:07:09.600 thought, belief, opinion, and expression.
00:07:11.880 That's number one.
00:07:12.700 It's the most important thing in the U.S. Constitution.
00:07:15.300 What's most important in the Canadian Charter of Rights and Freedoms?
00:07:18.140 Taking away your rights.
00:07:19.660 The Canadian Charter of Rights and Freedoms
00:07:21.220 guarantees the rights and freedoms set out in it,
00:07:23.860 subject only to such reasonable limits prescribed by law
00:07:27.200 and can be demonstrably justified in a free and democratic society,
00:07:30.840 meaning they can take away your rights.
00:07:32.820 And this is the kind of thing that Carney wants to get his hands on.
00:07:35.740 The Emergencies Act.
00:07:37.520 Now let's take a look at the Emergencies Act.
00:07:39.900 Let's go down here.
00:07:40.720 And how long can you invoke the Emergencies Act?
00:07:43.120 Well, first off,
00:07:44.140 when do you,
00:07:44.720 what happens?
00:07:45.320 How can you make this happen?
00:07:46.420 Well, Parliament votes.
00:07:47.380 It's right here.
00:07:49.020 Parliament votes.
00:07:49.940 Both the House of Commons and the Senate
00:07:51.540 must vote on the motion.
00:07:52.720 If either the House of Commons or the Senate
00:07:55.080 does not vote in favor of the declaration,
00:07:57.220 then it's revoked that very day.
00:07:59.160 The NDP, Jagmeet Singh,
00:08:01.260 is going to vote in lockstep.
00:08:03.120 He's not...
00:08:03.580 This is a confidence vote.
00:08:04.940 If this happens, okay?
00:08:06.400 Think of this as a confidence vote.
00:08:08.300 Jagmeet Singh is going to support the Liberals in this.
00:08:10.760 And so will the Bloc Québécois.
00:08:13.060 And now you've got the people who want to...
00:08:15.660 Well, talking about spurring on economic growth
00:08:18.780 in the economy,
00:08:20.680 that's windmills, solar panels,
00:08:22.620 not oil and gas, folks.
00:08:23.860 Not the things you actually want.
00:08:25.480 But move down here to the bottom.
00:08:26.940 How long can you declare a state of emergency?
00:08:30.840 Declaration expires or is extended.
00:08:33.060 The declaration expires after 30 days
00:08:34.980 unless an extension is confirmed
00:08:36.620 within specific timelines
00:08:38.580 by both the House of Commons and the Senate.
00:08:40.680 So after every 30 days,
00:08:42.700 this is going to be extended
00:08:43.680 and extended and extended
00:08:45.180 so Mark Carney can get what he really wants.
00:08:48.380 And what does he say in that clip once again?
00:08:50.020 I'm going to go through it again.
00:08:51.400 And something my government is going to do
00:08:53.580 is to use all of the powers of the federal government,
00:08:56.440 including the emergency powers of the federal government,
00:08:59.100 to accelerate the major projects that we need
00:09:01.760 in order to build this economy
00:09:03.320 and take on the Americans.
00:09:04.600 He's either naive and doesn't understand
00:09:06.460 how the Emergency Act works
00:09:08.160 or he knows he can extend it out
00:09:10.060 indefinitely, ad infinitum,
00:09:12.400 so that he can do whatever he wants in this country
00:09:14.320 with the help of the Bloc Québécois and the NDP.
00:09:17.360 Am I being a conspiracy theorist thinking this?
00:09:20.920 And here are the people in this room.
00:09:22.480 Look at what they do.
00:09:23.840 Watch them.
00:09:24.660 After he finishes his little speech.
00:09:26.480 Watch it again.
00:09:27.360 And take on the Americans.
00:09:28.260 And those are the people who are going to vote for this guy.
00:09:34.860 Everything he's believed in his life,
00:09:37.340 he's reneged on.
00:09:38.560 Everything.
00:09:40.020 But you know it's all coming as soon as he gets into power.
00:09:42.760 And that's less than a month.
00:09:45.000 And he's going to have the control of the government.
00:09:47.740 And Jagmeet Singh is going to support him.
00:09:49.680 And we're not going to have an election for, what,
00:09:51.460 18 months or more?
00:09:53.040 So he's going to have close to two years
00:09:54.800 to do whatever the hell he wants.
00:09:56.600 And it's going to be an emergency.
00:09:59.740 Conspiracy theory?
00:10:00.640 Let me know what you think.
00:10:01.640 I appreciate you watching.
