Summary
As spending on public education in Canada has gone up, performance in our public schools has actually gone down. Why is this happening, and what can we do to reverse it? In this episode, I discuss the problem with Canada's public education system and suggest a solution.

As spending on public education in Canada has gone up, performance in our public schools has
00:00:05.120
actually gone down. So PISA, which stands for Program for International Student Assessment,
00:00:11.700
is a international test coordinated every few years by the OECD, and it's basically the gold
00:00:17.840
standard for international educational performance. So this test means business. Now, right off the
00:00:22.820
bat, it's important to acknowledge typically Canadian students have performed pretty well on
00:00:27.480
PISA. So they have ranked quite highly in comparison to other OECD countries. And oftentimes leftists
00:00:34.300
will use this to say, look, we need to defend the status quo. We need to continue to spend more and
00:00:39.740
more and more, dump more money into the same system because look, we rank highly internationally.
00:00:45.720
But a clear and obvious rebuttal to this is that Canada has been slipping ever since they started
00:00:51.780
benchmarking our scores in reading science and math. Canadian student scores have been on the
00:00:57.220
decline. Consider this. Canadian scores in all three subjects of reading, math, and science have
00:01:03.000
declined from the respective benchmarking year to 2018. Reading has declined from 534 points to 520,
00:01:11.120
mathematics from 532 points to 512, and science from 534 points to 518. So right away, that should
00:01:21.680
disprove the leftist claim that increasing education funding improves student outcomes. Because as we've
00:01:27.460
seen, over this same period, education funding has increased, but our PISA scores have declined.
00:01:34.160
Vincent Geloso, an economics professor and senior economist at the Montreal Economic Institute,
00:01:39.380
points out in a recent article, Quebec data show that performance on PISA tests for mathematics
00:01:44.460
has been quite stable, declining only 1.5% since 2006, even though spending per pupil has increased
00:01:51.980
18%. So Canada's been spending more and getting worse results. Why? Here's the problem with Canada's
00:01:58.360
education system. Results have been going down despite increases in funding because Canada's
00:02:03.220
public education system is a government-backed monopoly. Canadians know that monopolies create
00:02:08.380
less choice, poorer service, and higher prices. So why do we tolerate the government's monopoly over
00:02:13.460
public education? In Ontario and Atlantic provinces, if you want your tax dollars to follow your son or
00:02:19.760
daughter wherever they're going to school, you have to send them to a government school. You have
0.90
00:02:24.080
no choice. However, in other provinces, 35 to 80% of per pupil funding can follow students outside the
00:02:31.260
government system. And this leads us to the solution. Canada's public education system needs
00:02:36.500
more competition and more school choice for parents.
00:02:43.460
Canada's public education system needs more competition in childhood water, such as the
00:02:53.400

00:03:01.680
