00:00:37.320 should discuss and bring up so first i'm going to start with the budget it all starts on page 293
00:00:42.420 of this huge huge budget and it's actually 725 pages about 300 pages longer than the average
00:00:48.500 but section 9.4 on 290 page 293 says building a safer resilience and equitable world so right there
00:00:55.300 you can see some of the language the government has used and the largest item by far on this one
00:01:01.240 aside from the additional pledges of humanitarian assistance so 165 million dollars to humanitarian
00:01:05.580 assistance 288 million dollars million dollars over three years to the rohingya crisis 80 million
00:01:10.920 dollars over two years to the venezuelan migrant crisis the largest line item is 527 million dollars
00:01:16.400 for extending canada's middle east strategy now i previously spoke about the strategy it was really
00:01:21.800 to combat isis and deal with some of the fallout from the syrian civil war uh there's a military
00:01:26.380 component operation impact which again we spoke about previously and a humanitarian component dealing
00:01:30.980 with refugees created by both situations but in that document there was a line item that i sort of
00:01:36.260 glazed over last time and i think it's important to cover this time because this is really revealing
00:01:41.160 and it says here on the humanitarian assistance part of the uh middle east strategy number three is
00:01:50.140 meeting the specific needs priorities and capacities of vulnerable and marginalized people so that's
00:01:55.440 again it's very much in line with the government and it reads the needs and rights of women and
00:02:00.100 girls continue to be at the heart of our assistance our feminist international assistance policy in
00:02:04.480 global affairs canada's gender equality and humanitarian action policy recognizes humanitarian assistance is more
00:02:10.180 effective if the specific needs capacities and priorities of vulnerable and marginalized groups
00:02:14.420 are integrated into the humanitarian response so that is uh i guess you know in line with the
00:02:20.400 government's uh talking points it's in line with their worldview but if you look at the feminist
00:02:24.880 international assistance policy you click on that there's an executive summary and there's one sentence
00:02:30.960 here that really outlines this government's view of foreign affairs and i want to bring it up to you
00:02:36.580 because i want to see what you guys think and it says here on the uh second paragraph canada is part
00:02:41.820 of a global community this is why we invest in international assistance helping to eradicate
00:02:46.500 poverty and vulnerability around the world enhances our own safety and prosperity and so this is in a
00:02:52.380 nutshell the worldview that the government holds and this is i guess what colors how they're going to
00:02:58.720 decide on foreign policy spending or what type of projects they're going to really get involved in
00:03:02.660 and i really just want to see what did you guys think do you guys feel that international assistance
00:03:08.060 is helping to eradicate poverty and vulnerability and therefore enhancing our own safety and prosperity
00:03:14.580 or do you think this is purely a charitable exercise is this something that canada is supporting
00:03:18.820 another country are there dividends that we are going to get out of this money uh we spoke previously
00:03:23.300 about the types of economic support or political support perhaps even military support that canada is
00:03:28.020 giving out are we going to expect to receive any type of support in return votes at the un i know we
00:03:32.880 pursued a security council seat is there any type of thing that you as a canadian would like to see
00:03:37.440 in return or is again is this simply something that is charitable something that canada as a wealthy
