00:00:06.000 Act to deal with the current protests in Ottawa and in some parts of the country.
00:00:10.440 We know the protests continue here in Ottawa.
00:00:12.640 We know the Windsor border has been reopened.
00:00:14.840 We know that last night there have been arrests and coups.
00:00:18.280 Section 16 of the Emergency Act refers to threats to the security of Canada.
00:00:23.320 Given this context, does the Prime Minister think that these protests constitute a threat
00:00:27.880 to the security of Canada, and if not, does he think that with this news he could be escalating
00:00:34.280 rather than de-escalating an already in-clamed situation?

00:00:41.880 Mr. Speaker, these illegal blockades are hurting Canadians.
00:00:45.380 We've seen borders closed, our economy crippled.
00:00:47.880 We've seen Canadians lose their jobs, Mr. Speaker, and that's why, since the beginning,
00:00:52.060 this federal government has provided law enforcement with all of the resources that they've needed.
00:00:56.380 In Windsor, the RCMP and Windsor Police have reopened the Ambassador Bridge.
00:00:59.980 In Alberta, the RCMP made 11 arrests and seized guns at the Coutts border crossing.
00:01:05.640 And in Ottawa, the RCMP and OPP have established an integrated command centre with the Ottawa Police
00:01:10.980 Service.
00:01:11.980 Mr. Speaker, our number one priority is to end the illegal blockades, uphold the law, and
00:01:16.780 allow Canadians to get their lives back.
00:01:19.380 The Honourable Leader of the Opposition.
00:01:21.380 Mr. Speaker, we've been asking the Prime Minister to stop dividing, stigmatizing, and name-calling
00:01:26.780 people he disagrees with.
00:01:28.980 Let them know that he listens and that he hears them.
00:01:30.640 But he refuses to do that.
00:01:32.640 Today, we are voting on a Conservative motion.
00:01:35.640 A reasonable motion that asks the government to present a plan for a reopening by the end of

00:01:41.480 This should be a time of optimism and joy for Canadians.
00:01:45.640 It is not division and fear.
00:01:47.640 Can Canadians count on the Prime Minister to do the right thing?
00:01:51.440 And today, stand up with us, support our motion, and give Canadians the hope that they deserve

00:01:58.240 Mr. Speaker, it does not really matter whether certain members of the Opposition have been
00:02:06.480 merely irresponsible or recklessly complicit.
00:02:08.640 But what this country is facing is a largely foreign-funded, targeted and coordinated attack
00:02:15.640 on critical infrastructure and our democratic institutions.
00:02:19.140 The illegal border crossings are clearly intended to harm Canada and hurt Canadians.
00:02:24.640 And our government, Mr. Speaker, is prepared to do whatever is necessary to restore order
00:02:29.640 and to protect Canadian interests.
00:02:31.640 The Honourable Leader of the Opposition.
00:02:33.640 Well, it's clear the Prime Minister and these Liberals are still big fans of polarization,
00:02:38.640 division and negativity.
00:02:40.640 Two years into this pandemic, Mr. Speaker, Canadians deserve, in this moment, some optimism and
00:02:48.020 some hope for the future, and they deserve leadership from their government.
00:02:52.580 They need to know when the federal mandates and restrictions will be lifted.
00:02:56.380 That is not an unreasonable ask.
00:02:58.640 So again, will the Liberals, will their Prime Minister, will their Ministers, will their
00:03:02.640 backbenchers stand up for their constituents?
00:03:05.640 Vote with us to present some optimism and some hope for Canadians.

00:03:16.640 Mr. Speaker, at every turn in this crisis, the Conservatives had an opportunity to de-escalate,
00:03:21.640 to talk to those that were outside about dispersing and moving on.
00:03:25.640 Instead, what we see is from the Interim Leader of the Conservatives, who came out and said
00:03:30.640 that they should continue this for political purposes.
00:03:32.640 The member for Carlton, who is currently a leadership candidate, out saying that he's
00:03:38.640 proud and stands with the illegal activity that's happening outside.
00:03:42.640 The member for Yorkton-Melville, saying that ripping down barricades, protecting the war
00:03:48.640 memorial was an act of profound patriotism, passionate patriotism.
00:03:53.640 This is their failing leadership here.
00:03:56.640 Mr. Speaker, put this.
