00:00:00.000 A constitutional rights group has put Nova Scotia Premier Tim Houston on notice after his government banned residents from walking in the forest and set up a snitch line for violators of the law.
00:00:14.780 The Sikh temple in Suri, BC has erected a large banner promoting a, quote, Republic of Khalistan, publicizing its support for anti-Indian separatism, which many label as extremist.
00:00:25.680 In an answer to a question from Juneau News' Kian Bextie, Conservative leader Pierre Poiliev laid out his plan to fix Canada's immigration system and disincentivize fraud among asylum seekers.
00:00:36.560 Hello Canada, it's Friday, August 8th, and this is the True North Daily Brief. I'm Isaac Lamoureux.
00:00:41.760 And I'm Willie Tamtan.
00:00:42.900 We've got you covered with all the news you need to know. Let's discuss the top stories of the day and the True North exclusives you won't hear anywhere else.
00:00:50.400 A constitutional rights group has issued a warning to Nova Scotia Premier Tim Houston, urging him to reverse the province's forest ban or risk infringing on the fundamental rights of Canadians.
00:01:03.040 This comes as Nova Scotia introduces what some are calling a snitch line for residents to report neighbours who enter forests, an act now considered a finable offence.
00:01:12.580 The Canadian Constitution Foundation, a civil liberties organisation, has put Houston on notice, claiming that Nova Scotia's blanket travel ban on entering forests in a bid to prevent wildfires is an unjustified infringement on Canadians' liberty.
00:01:25.800 The restriction announced Tuesday prescribes fines up to $25,000 for hiking, camping, fishing, or using vehicles in the woods to prevent potential forest fires.
00:01:36.000 According to Nova Scotia Forest Notes, about 75% of the province is covered in forest.
00:01:41.020 Since the Tuesday announcement, the province's Natural Resources Department has set up a phone line residents can call to report anyone breaching burn ban or woods restriction measures.
00:01:50.500 In a post on Axe, the province warns potential callers that some individuals may have travel permits if their work requires them to be in the forest.
00:01:57.920 The CCF, a legal charity which through litigation and education, aims to protect Canadians' civil liberties.
00:02:03.980 The organisation sent a letter to Houston and his Natural Resources Minister, Tory Rushton, warning them to amend the restrictions.
00:02:10.980 Josh DeHass, legal counsel for the CCF, wrote in the letter, quote,
00:02:15.660 So, Walid, what's unique about the CCF intervening here?
00:02:45.640 What arguments will they be bringing to the table in this case?
00:02:48.640 So, Josh in his letter says, and he quotes,
00:02:52.640 While the Forest Act contemplates restricting travel into particular zones to protect the forest,
00:02:57.940 he argues that it's unreasonable to interpret the Act as authorizing blanket province-wide bans on activities that pose no serious risk of sparking fires.
00:03:06.320 Now, the legal case here, in terms of the Constitution, he says that the blanket travel ban imposed by the Nova Scotia government infringes the right to liberty protected by Section 7 of the Charter Rights and Freedoms.
00:03:19.380 It also limits common law rights and may impact on the Aboriginal and treaty rights protected by Section 35 of the Constitutional Act of 1982.
00:03:29.160 So, again, whether it's Indigenous rights, civil liberties, the Constitution, or common law,
00:03:36.060 Josh has made the case that the Nova Scotia government is infringing on more than just one front.
00:03:41.420 And he also says in this letter that a $25,000 fine for hiking, birdwatching, or fishing in the woods is also grossly disproportionate.
00:03:50.980 So, the CCF and Josh are leading the way to convince this Nova Scotia government to rescind their actions
00:03:58.760 and are calling on the public to sign on to their petition in order to increase pressure on the government to pull back.
00:04:09.320 A Sikh temple in Surrey, BC has erected a large banner promoting a so-called Republic of Khalistan,
00:04:16.000 drawn support, ridicule, and condemnation online.
00:04:18.800 The promotional banner for a so-called Republic of Khalistan, which has now gone viral,
00:04:23.700 was established on the premises of the Guru Nanak Sikh Gurdawa in the city's Newton neighborhood,
00:04:31.840 the same temple where Hardeep Singh Najjar, a vocal Khalistan separatist,
00:04:36.200 served as president before he was shot dead in the temple parking lot in June 2023.
00:04:41.240 Critics have pointed to the promotional banner as further evidence of Canada's inaction towards pro-Khalistan extremism
00:04:47.420 and anti-India separatist activity within its borders.
00:04:51.460 The temple has long been a source of controversy both in Canada and abroad
00:04:56.000 for displaying posters and banners portraying individuals accused of terrorism as Sikh martyrs
00:05:01.220 and for openly promoting the creation of an independent Khalistan state carved out of India's Punjab region.
00:05:08.120 Large banners inside and outside the Gurdwara have featured images of Nijjar
00:05:14.060 as well as Jarnel Singh Behindrawe,
00:05:18.060 Talwinder Singh Parmar,
00:05:20.320 two men closely associated with violence and terrorism.
00:05:23.780 Bhindrawe, killed by Indian forces in 1984 during a siege of the Golden Temple in Amistar,
00:05:31.140 remains a polarizing figure seen by some Sikhs as a defender of the faith
00:05:34.720 and by others as a militant leader.
00:05:37.000 Parmar, widely believed to have mass-mired in the 1985 air India bombing
00:05:41.760 that killed 329 people, including 280 Canadian citizens,
00:05:46.800 is a particularly contentious figure in Canada.
00:05:50.080 Though Parmar was never convicted before his death,
00:05:53.040 a Canadian judicial inquiry later concluded he was indeed the architect of the bombing,
00:05:57.900 which remains the deadliest terrorist attack in Canadian history.
00:06:01.180 So question for you Isaac,
00:06:02.140 the Khalistani movement is a divisive group,
00:06:04.680 particularly among people in the Indian diaspora in Canada.
00:06:07.840 What are some recent incidents which gained public attention from this group in Canada?
00:06:12.800 Yeah, Waleed, so there's a long list to go through as the Khalistani movement
00:06:16.800 has been in the headlines repeatedly over the past couple of years in Canada,
00:06:20.560 especially with several high-profile incidents that have drawn not only national,
00:06:24.720 but sometimes international attention.
00:06:26.740 One of the most recent came during the recent G7...
00:06:29.280 One of the most recent came during the G7 leaders' summit in Alberta.
00:06:33.540 Indian Prime Minister Narendra Modi was invited as a guest,
00:06:36.620 and that decision sparked coordinated protests from Khalistan separatist activists across the country.
00:06:41.900 In Calgary, though, demonstrators gathered outside City Hall chanting
00:06:45.360 ''Kill Modi'' and holding signs with crosshairs over his face.
00:06:49.760 Other chants included praise for the ideology of Talwinder Singh Parmar,
00:06:53.360 the man accused of masterminding the 1985 Air India bombing that killed 329 people,
00:06:58.660 many of whom were Canadian citizens.
00:07:00.640 The protests were organized by Sikhs for Justice,
00:07:03.260 a group banned in India and led by Grupatwant Singh Panun,
00:07:07.040 who has been designated a terrorist by the Indian government.
00:07:10.280 And while police monitored the demonstration,
00:07:12.600 the Calgary Police Service later said that Kill Modi chance did not appear
00:07:16.460 to meet the threshold for criminal charges at the time,
00:07:19.200 though they did say they would continue watching for any unlawful activity.
00:07:23.280 And then, around the same time, Panun escalated the rhetoric further
00:07:26.180 when he released a video offering an $11,000 reward
00:07:29.240 for anyone who could provide details on Modi's departure flight from Canada.
00:07:33.740 He claimed the purpose was to deliver the remains of a burnt effigy
00:07:37.280 of the Indian Prime Minister and an Indian flag to him.
00:07:40.720 And in the same statement, Panun urged Hindu Indian Canadians to leave the country
00:07:44.700 and return to India with Modi, telling them to fly Air Canada rather than Air India.
00:07:49.300 And these incidents, of course, followed one of the most significant ones,
00:07:52.960 which was the June 2023 killing of Hardeep Singh Najjar
00:07:56.080 outside the Guru Nanak Sikh Gurdwara in Surrey, BC.
00:08:01.420 Najjar, who was a prominent Kallistan advocate,
00:08:03.460 was shot in the temple parking lot and his death became a flashpoint
00:08:06.860 in Canada-India relations because Prime Minister Justin Trudeau
00:08:10.440 alleged that India was involved in the killing.
00:08:13.640 And in May 2025, the RCMP actually charged four Indian nationals living in Canada
00:08:18.160 with first-degree murder and conspiracy to commit murder in connection with the case.
00:08:22.900 So, from the violent rhetoric and the bounty offered during the G7
00:08:26.400 to the ongoing fallout from Najjar's killing,
00:08:28.700 to the temple displays celebrating controversial figures,
00:08:31.120 these events have underscored both the persistence of Calistani activism in Canada
00:08:35.520 and the deep divisions it creates within the Indian diaspora
00:08:38.580 and Canada's political landscape.
00:08:43.420 Conservative leader Pierre Poilievre has laid out his plan to fix Canada's immigration system,
00:08:48.420 deport immigrants, and allow Canada's housing, healthcare, and job market
00:08:51.960 to catch up with the number of people currently in the country.
00:08:54.760 After being asked how he would fix the immigration system
00:08:57.260 and deport illegal immigrants by Juneau News' Kian Beksey in Calgary on Thursday,
00:09:01.920 Poiliev reaffirmed his commitment to deport anyone who has been deemed inadmissible
00:09:05.920 by Canada's border security and immigration departments.
00:09:08.840 He also restated his call to have more immigrants leave the country than enter in the coming years.
00:09:13.500 Thanks for taking my question, Kian, with Juneau News.
00:09:15.960 I'd like to ask about immigration.
00:09:17.800 Yes.
00:09:17.900 Nigel Farage in the United Kingdom has been quite popular recently.
00:09:22.160 He might even be prime minister if an election was held today
00:09:24.000 with his plan to deport illegal migrants across the channel.
00:09:28.140 Donald Trump, same thing.
00:09:29.280 He just launched a father-son recruitment campaign for ICE.
00:09:32.180 It seems like the entire Western world, including the Liberals,
00:09:34.320 have realized that out-of-control immigration is a problem.
00:09:36.980 But Canada's the only country without a solution to fix it.
00:09:39.360 And you don't have sovereignty without control of the borders.
00:09:42.240 So I'm wondering what your plan is to fix it and get illegal migrants out of this country.
00:09:47.340 Thank you.
00:09:48.140 Well, anyone who has been deemed inadmissible needs to leave, and they need to be deported.
00:09:55.740 Anyone who commits a crime while they're in Canada, they need to be immediately detained.
00:10:01.020 And when their detention is complete, they need to be deported from the country.
00:10:04.960 We need to track down the roughly 600 criminals that the Liberals have lost track of.
00:10:09.760 That means using all our security agencies to find out where they are,
00:10:14.920 to locate them, arrest them, put them on planes, get them out of Canada.
00:10:18.320 He called on the government to, quote,
00:10:19.920 make it clear to temporary residents that if they commit a hate crime
00:10:22.700 or a violent act against an identifiable group, they will be deported.
00:10:26.500 Poliev also said that Canada must disincentivize fraudulent asylum seekers from coming to Canada.
00:10:32.280 He said, quote,
00:10:33.320 We need a review of all the benefits that go to people who come as asylum claims to make sure they are not getting more benefits than Canadian taxpayers get.
00:10:41.020 And those that arrive last, their cases should be treated first.
00:10:43.760 If you come to Canada and you're not a real refugee, your case will be heard in a few weeks and you'll be back in your own country.
00:10:48.860 Poliev said the current system offers an often backwards incentive as even if a person's asylum claim was found to be fraudulent and was rejected,
00:10:56.760 fraudsters know they will have at least seven or eight years of appeal while they reap benefits from Canadian taxpayers.
00:11:02.300 Poliev added, quote,
00:11:04.960 If it was very clear that their benefits wouldn't be there, that they would be sent back within a couple of weeks, they wouldn't come in the first place.
00:11:11.160 We need to secure our borders to stop the crossings and more broadly on immigration.
00:11:14.620 We need to bring way down the numbers of international students, of temporary foreign workers that are flooding our markets with low wage labor.
00:11:21.320 So, Walid, it seems as though conservatives have gotten bolder on immigration since losing the election.
00:11:26.220 What other solutions have Poliev been calling on to fix Canada's immigration system?
00:11:31.320 Well, before I tell you about the solutions, it's been clear that conservatives overall, not just Poliev, but even his more progressive wing of the party,
00:11:37.840 including Michelle Remford-Garner, a Calgary area MP that supported Patrick Brown in the leadership race.
00:11:43.240 She's made it clear that the government hasn't shown up when it comes to transparency on the issue of immigration by not showing any of the updated monthly numbers,
00:11:50.680 not releasing it at least since March.
00:11:52.860 It's been months.
00:11:54.280 And of course, this is the year that we've accepted over 817,000 immigrants of different classes into the country.
00:12:00.540 So, conservatives have taken definitely a stronger tone against mass migration since the election on April 28th.
00:12:06.900 Of course, Poliev suggesting a number of issues.
00:12:09.260 You've already mentioned some of them, including the crackdown on hate crime,
00:12:12.620 making it very clear to all temporary residents that they commit an act of violence or a hate crime towards an identified group that they would be deported.
00:12:20.620 He's also discussed previously linking the number of migrants to the housing situation in Canada.
00:12:27.820 I believe he's also been a bit more aggressive in saying that he would be willing to stop migration or to put a moratorium on migration, possibly,
00:12:35.340 although I can't quote him, until housing and the economy are fixed.
00:12:39.700 So, I believe the rhetoric at least is much more bold than it was previously.
00:12:44.480 And of course, Poliev has also said, and as you mentioned briefly,
00:12:48.060 that he looks to continue to reduce the overall number of immigrants over the next several years.
00:12:54.900 I mean, he even said to himself, we need more people leaving the coming net negative migration.
00:13:01.620 He says, you know, we've got millions of people whose visas are going to run out
00:13:05.600 and not going to be eligible to stay much longer.
00:13:07.560 So, clearly, not only is Poliev calling to reduce the amount of migration into Canada,
00:13:11.860 but he's certainly calling to up the stakes and raise the amount of people leaving Canada.
00:13:20.920 That's it for today, folks. Thanks for tuning in.
