00:00:00.000 Your home is your castle.
00:00:03.040 Your home is your castle.
00:00:05.600 And you have the right to defend your family in your home.
00:00:09.760 And right now, unfortunately, that is not the case.
00:00:14.200 You know, our purpose as Conservatives is to bring back a country
00:00:17.560 where hard work gets you a beautiful house on a safe street under our proud flag.
00:00:24.400 That when you come home and put the key in the door and you turn it,
00:00:28.880 you're filled with peace, knowing that you can leave all of the day's troubles behind.
00:00:35.680 That your biggest problem will be how you get the kids to eat all of their dinner,
00:00:39.800 finish their homework, and get to bed on time.
00:00:42.040 I confess that we fail on the last one regularly in the Paliyev household.
00:00:46.320 But these are the kinds of problems that we all want to have.
00:00:49.440 Unfortunately, there are bigger problems that people face after 10 years
00:00:53.240 of disastrous liberal government that has driven costs,
00:00:57.880 crime, immigration, and employment through the roof.
00:01:04.680 People worry.
00:01:06.040 They worry that they can't afford a home in the first place.
00:01:10.720 That if they do have a home, they can't afford to put food on the table
00:01:13.460 because of high liberal taxes and inflation.
00:01:16.240 They worry about losing their jobs because of liberal taxes and temporary foreign worker programs
00:01:22.880 that take jobs away from Canadians.
00:01:25.700 They worry that even if they have a job, a home, and food on the table,
00:01:30.040 that they're not safe in their homes.
00:01:32.080 They worry that their car might be gone from the driveway when they wake up in the morning.
00:01:36.740 Or worse, they worry that they might be awoken at 2 a.m.
00:01:42.920 to the sound of breaking glass and feet pounding on their living room floor
00:01:50.500 as an invader storms in to steal the family's goods or worse, harm the family itself.
00:01:57.880 They worry when they've seen the Toronto police say that it is necessary to leave your keys at the front door
00:02:05.740 to make it easier for criminals to safely steal your car.
00:02:10.740 And they worry when they think about what they might do to protect their family if an intruder ever entered.
00:02:17.520 What do you do if you've got a small child down the hallway and you hear that ominous sound of a home invasion?
00:02:26.040 The answer for any parent is we would do anything necessary to protect our children.
00:02:32.680 But unfortunately, people who've done that have faced the brunt of the law.
00:02:39.780 The system treats, after 10 years of liberals,
00:02:43.160 the system treats victims like criminals and criminals like victims.
00:02:48.260 Back in 2019, three mass intruders, one armed with a sawed-off shotgun,
00:02:52.920 broke into a residence in Collingwood.
00:02:56.040 Cameron Gardner and his girlfriend were tied up.
00:02:59.900 When they finally freed themselves, they struggled with the intruders.
00:03:04.280 The attacker's gun went off twice, striking two of the attackers.
00:03:08.820 One escaped.
00:03:09.800 Now, when Cameron saw the police arrive, he was relieved.
00:03:13.160 Until he found out that they were going to put him in handcuffs.
00:03:18.880 He'd fought for his life.
00:03:20.800 He was courageous.
00:03:21.980 And this is the price he paid.
00:03:23.720 He was in jail for six months.
00:03:27.120 He was in a legal process for over two years,
00:03:30.700 spending an ungodly fortune on lawyers.
00:03:35.140 And then there's Ali Mian.
00:03:36.280 In February of 2023, the Milton residence and licensed firearms owner awoke to find five,
00:03:45.420 five intruders who were masked and armed.
00:03:51.000 They came in, broke into his house, carrying weapons, zip ties, and harmed his mother.
00:03:57.320 After using his legal firearm to shoot one of the intruders,
00:04:02.400 he was able to fight them off.
00:04:05.580 But he was arrested.
00:04:06.400 By the way, one of the intruders had a nine-millimeter handgun.
00:04:09.540 And yet, the law went after this innocent man trying to defend his home.
00:04:17.300 He had to post $130,000 in bail for defending his family.
00:04:25.200 After five months of hell, the second-degree murder charge was finally dropped by the Crown
00:04:31.820 because they realized there was no reasonable chance of conviction.
00:04:36.480 But it is outrageous that this man had to live through that hell
00:04:39.340 when he should have been focused on recovering from the trauma of fighting off a dangerous criminal.
00:04:46.700 And that is why conservatives are standing here today.
00:04:51.440 Based on the principle that your home is your castle,
00:04:55.440 we're calling on the government to introduce and immediately pass the Stand on Guard law.
00:05:02.560 Failing which, one of our party's MPs will put forward such a bill.
00:05:08.020 It will amend Section 34.2 of the Criminal Code,
00:05:12.240 which right now says that you can defend yourself based on nine very complicated and vague conditions.
00:05:21.560 Now look, if you're defending your house, you don't have time to think through nine different conditions.
00:05:27.300 You have one condition, to protect yourself and your kids.
00:05:32.820 And it is wrong for the law, for the police, and for judges to apply a complicated, indecipherable legal doctrine
00:05:40.240 against you when you are only doing what is right.
00:05:43.860 Our amendment, instead, will change Section 34.2 of the Criminal Code
00:05:50.980 to say that the use of force, including lethal force,
00:05:55.540 is presumed reasonable against an individual who unlawfully enters a house
00:06:03.080 and poses a threat to the safety of anyone inside.
00:06:07.100 The proposed amendment is reasonable and prudent.
00:06:10.740 It applies only to the unlawful entry of a home and preserves proportionality.
00:06:16.540 Simply put, it means you have the right to use force to defend your home and your family
00:06:22.580 against someone who threatens you and who has entered illegally.
00:06:26.320 This bill will also put Canada in line with other developed, civilized countries.
00:06:34.360 Ireland, several Australian states, Spain, the United Kingdom, and some American states
00:06:42.520 already have this principle embedded.
00:06:45.380 And it will make sure that Canadians are treated right for a change.
00:06:50.080 We think that our role in this Parliament is to put forward good ideas.
00:06:53.860 And so my message to Mr. Carney is steal our best ideas.
00:06:58.200 Work with us. Let's get it done. Let's put our country first.
00:07:01.700 Who cares who gets the credit?
00:07:03.800 Take our ideas so that we can reverse not only the crime and chaos liberals have caused,
00:07:11.300 but let's also take these ideas to bring the cost of living, immigration, and unemployment down.
00:07:19.860 Keep our people safe.
00:07:21.560 Let's put our country first.
00:07:24.360 Let's once again work together, all of us, from all parties,
00:07:27.520 to make this a country where everyone who works hard gets a beautiful house
00:07:32.840 in a safe street with good food on the table,
00:07:37.640 united under our proud Canadian flag.
00:07:40.200 Thank you very much.
00:07:41.060 Thank you very much.
