00:00:00.000 In July of last year we took a look at the case of Ottawa Police Constable Daniel
00:00:09.760 Moncyon who responded to a call of a male causing a disturbance and groping
00:00:14.700 female customers in a shop. The incident occurred in July of 2016, four years ago.
00:00:21.480 The subject of the disturbance call, Abdir Rahman Abdi, died the following day in
00:00:28.560 hospital ostensibly of coronary issues. The arrest itself was violent and resulted
00:00:34.560 in several strikes by Moncyon in order to get control of the larger psychotic man.
00:00:39.880 He was ultimately charged with manslaughter and suspended from duty
00:00:44.180 while he waited trial. He was acquitted this week in an Ottawa courtroom of all
00:00:49.080 charges, as he should have been. The criminal charges against Moncyon were
00:00:55.060 never about excessive use of force. The police used force every day in every
00:01:00.820 part of the country in the execution of their duty. No, in this case the criminal
00:01:06.580 charges were all about the perceived racism on the part of the Ottawa Police
00:01:10.780 Service simply because the officer was white and Abdi was black. That's all
00:01:17.080 nonsense of course, and I'm glad the rule of law overtook the nonsense of political
00:01:22.060 correctness and systemic racism as is touted by the Prime Minister and the
00:01:27.780 Commissioner of the RCMP Brenda Luckey. And it is nonsense, make no mistake. Not
00:01:33.400 one snippet of evidence adduced at trial suggested anything of the sort. The case
00:01:38.920 was adjudicated at Barr weighing the actual evidence and the law as it pertains to
00:01:44.440 the use of force by police. To be clear, the police are allowed by law to use force
00:01:51.440 to execute their duty and the law allows them to use as much force as is
00:01:56.200 necessary in the execution of that duty, and they are criminally responsible for
00:02:01.480 any excess thereof.
00:02:03.440 And so it was in this case. Abdi was acting out in a manner that resulted in
00:02:09.880 police being called to a volatile and violent situation. Monsillon responded and
00:02:15.520 had to go hands-on with Abdi to try and get control of the powerful and agitated
00:02:20.740 man. In taking control of Abdi, Monsillon used a number of hand strikes and took
00:02:27.040 control of the struggling man that way. He died the next day in hospital of
00:02:32.320 coronary issues. One thing that became clear in the trial is there was nothing
00:02:38.320 racist in the interaction. Abdi was violent and was dealt with accordingly.
00:02:45.320 Police work is occasionally violent. It goes with the territory. But the blatant nonsense
00:02:50.480 being spouted by the hand-wringers and the higher-purpose people in the aftermath of the
00:02:55.120 acquittal is really beyond the pale. Yes, Monsillon is white. Yes, Abdi was black. But
00:03:02.960 that does not and should not mean that Monsillon should not have dealt with the violent man
00:03:07.960 the way he did. It really is a stupid argument. Monsillon did his job on that fateful July 216 day.
00:03:14.960 He had to get physical and he did. But he got control of Abdi and made the citizens he was
00:03:21.120 being paid to protect safe from a violent psychotic man. The race of both men was and remains incidental.
00:03:28.960 The hand-wringers may want to make this about something else. It's not. And not by a long shot.
00:03:35.960 Monsillon, who has been suspended for nearly four years, should be restored to active duty forthwith.
