01:58:55.000 With an estimated price tag of $500 billion, the value generated by U.S.-Mexican drug traffic is so large that if it were a company, it would be as valuable as Exxon, Visa, or Walmart.
01:59:08.000 According to U.S. Customs and Border Protection, 90% of fentanyl that makes it into our country comes in over the U.S.-Mexico border.
01:59:18.000 American citizens are Mexican drug cartel's biggest clients.
01:59:23.000 Just in the years 2020 to 2023, fentanyl seizures at the US-Mexico border increased from 4,600 pounds to 26,700 pounds.

02:02:16.000 Flores drove from Phoenix to California with AK-47s and handguns.
02:02:21.000 Two other defendants charged in connection with the murders remain at large.
02:02:26.000 In 2007, the bodies of Linoshka Torres and her boyfriend Luis Campos were found under a bridge near Dallas, Texas.
02:02:34.000 They had been held hostage in a shed where they were beaten, electrocuted, and strangled to death.
02:02:39.000 Linoshka was pregnant.
02:02:41.000 Three men were convicted of the murders.
02:02:43.000 They were tied to the notorious Gulf Cartel.
02:02:46.000 The three murderers were searching for people who had stolen money and drugs from them.
02:02:50.000 Linoshka and Luis were innocent and had no ties to the murders or any of their illegal activities.
02:02:56.000 Their ringleader, Nicholas Menares, first served 10 years in federal prison for a separate drug-related offense.
02:03:03.000 After his sentence was up, he was supposed to be transferred back to Texas to serve 15 years for the murder conviction, but that never happened.
02:03:10.000 The Dallas County Sheriff's Department never notified ICE to let them know to keep Menares in the country.

02:03:20.000 Dallas County Sheriff Marion Brown released the following statement.

02:33:30.000 And unfortunately, because of what's happening today in our society, that product can be really dangerous to the extent that it can kill people because of the contaminants and the additives and like fentanyl, right?
02:33:44.000 Yeah, we've seen a lot of that actually.
02:33:46.000 We've seen issues with fentanyl-laced marijuana, and you have these ads with Ron DeSantis and Casey DeSantis going around trying to demonize you.
02:33:55.000 They want to make you out to be the big boogeyman of Florida, and yet you yourself have children, right?
02:34:01.000 I understand that you're a mother.
02:34:02.000 You're obviously a very successful businesswoman.
02:34:04.000 You are the CEO of this amazing company.
02:34:07.000 I want to give you some time to talk about how you created this company from scratch.
02:34:13.000 It started with 10 employees and now you have created so many jobs here in the state of Florida.
02:34:20.000 Ron DeSantis wants to convince people that hemp products are somehow better.
02:34:26.000 These synthetic marijuana products are somehow better than actual pure, lethal marijuana.
02:34:34.000 And yet we know that there are many dangers associated with vaping.
02:34:38.000 And we're finding out that people are burning their esophagus.
02:34:41.000 Kids are getting cancer.
02:34:42.000 And kids are actually dying from drug overdoses because they're putting fentanyl-laced products inside their vapes.
02:34:50.000 And so Ron DeSantis is totally okay with vaping.
02:34:53.000 He actually vetoed a bill that would have cracked down on vaping.
02:34:57.000 And he vetoed a bill that would have helped protect children from these dangerous vape products.
02:35:03.000 And why is Ron DeSantis doing this?
02:35:05.000 Well, because Ron DeSantis and people within the Florida GOP are receiving hundreds of thousands of dollars in donations from hemp companies.
02:35:15.000 Hemp farmers and people who are owners of hemp businesses.
02:35:20.000 And so perhaps you can elaborate on that and Ron DeSantis' hypocrisy and how he's basically bought and paid for by the hemp industry.
02:35:28.000 Yeah, I mean, here's what we know, right?
02:35:30.000 What we know is that in the legal regulated marijuana market, right, it is absolutely very strictly regulated.
02:35:38.000 Everything that we sell has to be approved by the state of Florida.
02:35:41.000 We are not allowed to have anything, any colors, any shapes, right?
02:35:45.000 Everything that we sell has to be in child resistant packages.
02:35:48.000 We're required to age gate.
02:35:50.000 It's a very strict program.
02:35:52.000 And in fact, you know, research shows and studies show that, and there was a new study just a couple of days ago from the FAU, that in states with legalized marijuana programs, again, we're talking about actual marijuana programs, teen usage declines, which is very important to me as a mom of two teens,
02:36:07.000 right, to make sure that we're keeping our kids safe.
02:36:10.000 And the only way to do that is actually through legalization.
02:36:13.000 The other thing that I would tell you is that what's been very, very, you know, I would say maybe one of the most disappointing things about this campaign is the fact that the state of Florida and the current administration is weaponizing tax dollars.
02:36:24.000 They're utilizing $50 million of taxpayer money To go against this amendment.
02:36:32.000 And when you think about that, right, this is a citizen ballot initiative.
02:36:35.000 There were over a million Floridians who signed a petition to get this on the ballot.
02:36:39.000 And the fact that now their taxpayer dollars are being used to run these PSAs, to warn against the dangers of marijuana conveniently right before this election, it's really electioneering.
02:36:50.000 And on top of that, we just found out, Laura, that he's actually moved $4 million of opioid settlement money, money that was given to the state of Florida specifically to ensure that we're fighting and combating the opioid crisis to fight this amendment.
02:37:04.000 And the irony there is that marijuana is proven to actually help people get off of opioids.
02:37:10.000 It's a safer substance So that people can transition into a product that's not going to kill them, right?
02:37:16.000 You don't really ever hear about marijuana overdoses unless, of course, the marijuana is laced with a contaminant.
02:37:23.000 And so, you know, alcohol is dangerous.
02:37:26.000 And yet you see Ron DeSantis campaigning with alcohol.
02:37:28.000 And when he was running for president, he loved having these photo ops in bars and he filmed a lot of commercials with alcohol.
02:37:37.000 He tried to make himself out to be this relatable guy like, oh, wow, look at me.
02:37:41.000 I'm Barack Obama having a beer with the American people.
02:37:43.000 And yet you can die from alcohol poisoning.
02:37:46.000 And how many people die every single year from driving under the influence or alcoholism or basically they're, you know, Poisoning their liver or fetal alcohol syndrome.
02:37:57.000 You don't really ever hear about this with marijuana, which is a plant and in its purest form is medicine.
02:38:02.000 I mean, you have chronic pain disorders that are being treated with a plant and people are able to get off of opioids and other addictive narcotics that are killing people and are also laced with fentanyl in many cases.

02:38:36.000 Here in the state of Florida, highlighting the fact that contrary to what the Florida GOP and Ron DeSantis is saying, Donald Trump has endorsed your amendment, Amendment 3, and is in favor of legalizing.

02:39:04.000 Amendment 3 legalizes marijuana for adults, safe, lab tested, and regulated, generating billions for schools and law enforcement.

02:40:16.000 I mean, and the reality is, right, when we're talking about something, This is the third time citizens have attempted to bring this to the voters and to get this on the ballot, right?

02:40:30.000 And so when you have over 50% of your party who is in favor of something and is asking for something, and yet you are instead not just going against them, but again, weaponizing tax dollars against them, it really is, it makes you kind of Take a step back and question the process in general.

02:42:49.000 Your kids are going to become drug addicts.
02:42:51.000 And Casey DeSantis talking about how this is her job as the first lady of Florida to make sure that kids are not smoking marijuana.

02:43:03.000 And anybody who tells you otherwise is naive or they just don't know anything about teenagers.
02:43:09.000 I personally am not a marijuana user, but I know that from going to high school and being around teenagers and, you know, as somebody who went to boarding school, I know that kids were smoking weed and experimenting with drugs.

02:43:25.000 I saw college students experimenting with drugs.
02:43:27.000 And wouldn't you want your children, if they were going to be utilizing drugs, to actually be using it from a safe source that wasn't tainted with a contaminant?

02:45:05.000 Mega Marijuana Corporations wrote Amendment 3 and they rigged it.

02:45:23.000 So basically, they're accusing you of committing some kind of nefarious election interference in And so I want to get your take as a mother on the Florida GOP's claims and Ron DeSantis' claims that this is going to be more accessible to children and that you're trying to turn children into drug addicts.

02:45:42.000 Well, again, as a mom, I've got a middle schooler and a high schooler, and that's absolutely preposterous.
02:45:49.000 And candidly, it's offensive.
02:45:52.000 Again, study after study shows that with legalization, youth usage and teen usage over time declines dramatically.
02:46:01.000 And I mean, let me say that again, it goes down, right?
02:46:04.000 And so we are actually going to make It's safer for our youth.

02:46:09.000 When you get a product from a regulated store and a regulated market, there's a label on it with a lab test QR code.

02:46:17.000 You know the ingredients and you know the dosage.
02:46:20.000 To your point, the reality is that, let's just say that kids do experiment.
02:46:25.000 Isn't it better for them to have a product that you know exactly what's in it?
02:46:30.000 If there's an adverse effect, you can take the container to your medical professional and have everything right there at your fingertips.
02:46:38.000 I guarantee you, what he's talking about is he's talking about products in the unregulated and illicit markets.
02:46:45.000 Products that you get in gas stations, products that don't come With a lab test and don't come with an ingredient list and you have no idea how much you're taking, right?
02:46:54.000 I mean, there was testimony, believe it or not, actually in the House and Senate last year around the fact that some of these shops are selling 2000 milligram gummies.
02:47:04.000 The highest dosage that we are able to sell under Florida law is 10 milligrams.

02:47:13.000 Because again, there was an opportunity to regulate that industry and that bill was vetoed.
02:47:18.000 And so now what we're talking about is we are talking about a structure in the medical program that already exists.

02:47:29.000 And I think it's also important to say that, look, there are 25 companies currently That exist in Florida that sell medical marijuana.
02:47:36.000 So it is not about a single company.
02:47:39.000 And in fact, Ron DeSantis has 22 additional companies sitting on his desk that he could issue today, tomorrow, the next day.
02:47:47.000 So when this goes into effect, there's 47 operators.
02:47:50.000 So there's plenty of choice for consumers.
02:47:52.000 I think that's really important.
02:47:53.000 And in addition, the legislature has the ability to authorize even more and different types of licenses.
02:47:58.000 That's in the amendment as well.
02:48:00.000 Once this passes, and if you want to talk about the other point around immunity, because I think that's kind of an important point as well.
02:48:08.000 So there is immunity language that is the same as what is in the medical law.
02:48:13.000 Why?
02:48:14.000 Because our employees We need to make sure that they aren't stopped and prosecuted for drug trafficking.
02:48:21.000 So they have to have the ability to have chain of custody.
02:48:24.000 By the way, the lab tech and the state of Florida official who comes in and tests our product, they need that too, because they are handling a substance that is technically illegal under federal law.
02:48:36.000 It in no way, shape or form It gives us civil immunity from anything else.

02:48:45.000 We currently have lawsuits.

02:49:12.000 From FAU, it says dramatic drop in marijuana use among U.S. youth over a decade, and they found a direct correlation to that drop in marijuana use among teenagers in states that have legalization of marijuana.

02:49:33.000 There is actual studies from the state of Florida here at, you know, taxpayer-funded universities here in the state of Florida that are showing that actually when you legalize a substance, well, people don't want to use it as much.

02:49:49.000 Because what is the thrill of doing drugs if you want to use drugs?
02:49:52.000 Or what is the thrill of underage drinking?
02:49:55.000 Kids wanna drink when they're not 21 because, ooh, I'm not supposed to be doing this, and ooh, wow, I'm getting away with drinking, and they think that they're cool for drinking before they turn 21, or, oh, wow, I'm not supposed to be smoking weed, I'm not supposed to be doing this, I'm not supposed to be driving without a license.
02:50:11.000 Why do teenagers wanna do things that they're not supposed to do, right?
02:50:15.000 Because there's a thrill, there's an adrenaline rush associated with something that is illegal.
02:50:20.000 Whether or not you wanna admit that, You may think that you have the most perfect child in the world, but how many times have you caught your child or how many times?

02:50:29.000 How many times as a teenager did you do something that you were not supposed to do and you did it because you thought, wow, I can get away with this?
02:50:38.000 Again, legalization really takes away that thrill and the adrenaline rush and the psychological urge to do something that you are not supposed to do.
02:50:47.000 We also have that testimony here in the Florida House that we want to play.
02:50:52.000 Let's go ahead and play that testimony that you referenced.
02:50:56.000 And also, to protect the medical program.
02:51:00.000 And I'll tell you why the medical program is so important.
02:51:03.000 First of all, when you look at illicit marijuana that's bought on the black market, over 90% of it has contaminants, fertilizers, pesticides, other things that we preclude that the companies that are actually producing the medical marijuana struggle and work quite diligently to make sure their products are pure.
02:51:29.000 That's the first thing.
02:51:30.000 The second thing is, many of these companies are spending millions of dollars to develop genomic strains.
02:51:37.000 Those strains will actually, hopefully, once the federal government deschedules marijuana from class 1 to class 3, will be used to actually do research on other types of diseases where this particular plant could be effective for our people,
02:51:53.000 for our citizens in our state.
02:51:56.000 Number three, I think it's important that the voters know that there are differences between medical use and recreational use.
02:52:05.000 And I'll give you one product that I'm sure we've all taken.
02:52:12.000 So again, that's a Florida legislature who is testifying to the fact that legalization is great because 90% of the illicit marijuana that is confiscated, whether it be at traffic stops or in drug raids here in the state of Florida,
02:52:29.000 has been tested and they have to test it, I guess.
02:52:31.000 You were telling me this.
02:52:32.000 I was not aware of this, but maybe you can elaborate this for our viewers.
02:52:36.000 When drugs are confiscated, apparently they have to be tested by the police department that confiscates them to see if they have contaminants in them.
02:52:43.000 And you told me this really interesting fact that 90% of the marijuana on the streets has some type of contaminant in it, whether it's fentanyl or some type of fertilizer or other chemicals that are toxic, not natural to the marijuana plant itself.
02:52:58.000 Perhaps you can elaborate, Kim.
02:53:00.000 Yeah, so, you know, we have very, very strict requirements, right, as a regulated operator.
02:53:07.000 And those requirements, because that framework exists today, those requirements will continue into the adult use recreational program.
02:53:13.000 And so, yeah, whenever there is a traffic stop or a bus of any kind, they actually test the product just, you know, as part of the standard protocol.
02:53:23.000 And what they're finding more and more is that there are not only these contaminants but also illicit substances and actually one of the sheriffs who's a big supporter of amendment three sheriff morris young out of quincy florida the reason that he's on board is because about six months ago unfortunately one weekend in gadsden county there were nine deaths We have a fentanyl crisis here in the state of Florida.
02:53:48.000 It's really countrywide, but here in the state of Florida, certainly, it's why it's the number one topic for Attorney General Moody here in the state, which we absolutely agree with.
02:53:57.000 It's opioid crisis, and now it's morphed into the fentanyl crisis.
02:54:01.000 And I can testify to that because several months ago, one of my producers actually died from what they said was a fentanyl overdose.
02:54:10.000 And they said that it was fentanyl laced marijuana.
02:54:12.000 And so this is happening.
02:54:14.000 People will say, oh, that's outrageous.
02:54:16.000 You know, there isn't fentanyl laced marijuana.
02:54:18.000 No, he was supposed to do my show.
02:54:20.000 And I literally had to cancel my show because 30 minutes before I was set to go live, I got a phone call from a former colleague that told me that they found him dead in his room.
02:54:30.000 And they had said that there was actually a bunch of fentanyl-laced marijuana that had made its way through Indian River County.
02:54:37.000 And that week, there were several young teenagers and young adults who OD'd because they bought marijuana and they thought that it was just marijuana and it was laced with fentanyl.
02:54:48.000 So this is happening.
02:54:49.000 And I know somebody who died from fentanyl-laced marijuana.
02:54:52.000 And you hear stories about this all the time.
02:54:54.000 And so as somebody like myself who does not even smoke marijuana and I don't use marijuana, I am in favor of legalizing marijuana because if people are going to use it, and they are, one, I have no problem with people using marijuana.
02:55:10.000 Roger Stone is a very good friend of mine.
02:55:12.000 His wife had stage four cancer and she was able to heal herself from marijuana products.
02:55:18.000 A lot of people I know have been able to heal their cancer and their chronic illness.
02:55:23.000 My father is a physician who treats chronic pain disorders in Arizona and he told me that many of his previous patients, and he was a specialist who treated a disorder called fibromyalgia, many of them had a greater response to medical marijuana as opposed to narcotics.
02:55:40.000 And a lot of people get hooked on narcotics.
02:55:42.000 So I've seen this firsthand.
02:55:44.000 I have a brother who has epilepsy and he had to take a epileptic medication and then he started smoking marijuana and his seizures were pretty much non-existent after that.
02:55:55.000 He was hospitalized multiple times from having grand mal seizures.
02:55:58.000 So I have personally seen the devastation caused by dirty marijuana, contaminated marijuana that people buy off the street.
02:56:06.000 And I have seen the positive medical effects Of recreational marijuana use and medical marijuana use.
02:56:13.000 So if you care about people living a healthy lifestyle and having the freedom to make their own medical decisions, and we like to talk about how my body, my choice, not as it relates to abortion, but for those of you who opposed vaccine mandates,
02:56:29.000 well, then you should also be in favor of people having the control of smoking recreational marijuana, and they should have the right and the freedom to smoke Clean marijuana or consume clean medical marijuana products or recreational if they wish to do so.
02:56:45.000 We're all adults and I also do not drink alcohol.

02:56:49.000 I have no problem with people drinking alcohol, but I would rather smoke a joint.
02:56:54.000 If I had to smoke a joint or drink a beer, I don't do either.
02:56:57.000 I'd probably smoke a joint over drinking a glass of beer because, well, I feel like it's probably healthier for your body.
02:57:07.000 Yeah, I mean, absolutely.
02:57:08.000 That's why, I mean, honestly, there's millions and millions of Americans, right, who are making that choice across the country today.
02:57:16.000 I mean, we see, and that's one of the, candidly, one of the pushes and pulls here, right, is that alcohol sales are actually starting to decline because in study after study, it's been proven that cannabis is a natural alternative It's safer in a lot of respects.

02:57:37.000 Candidly, for adults, you can choose to come home on a Friday night, have whatever cannabis product or marijuana product of your choice, and then you wake up the next day, you feel great, no hangover, and you can go on with your life.

02:57:56.000 And I mean, at the end of the day, like we're saying, Laura, right?
02:57:59.000 Marijuana is here.
02:58:00.000 We might as well make sure that it's safe, it's clean, it's regulated, and then candidly, generate some revenue that we can generate back into our community, that we can put back into our communities.

02:58:20.000 And again, I think in Florida, we have an opportunity to really do this It's the right way.

02:58:33.000 I think that the Florida voters are going to speak and we're going to be able to turn the page here on Tuesday.
02:58:40.000 It's a shame on one hand, but on the other hand, we're just taking it as the opportunity to really lean in and educate folks here and have an opportunity to talk about the benefits and make sure that the program gets launched the right way.

02:59:06.000 Because one of the benefits you would think that the state of Florida would actually be in favor of Amendment 3 because they'd be able to tax it and then they would be able to generate revenue for the state.
02:59:15.000 Ron DeSantis said he vetoed the anti-hemp and anti-vape legislation because he said that it would have killed off so many jobs from vape stores and all these smoke shops that sell hemp products.
02:59:27.000 Well, how many jobs would the legalization of marijuana, according to your estimates, would legalizing marijuana create here in the state of Florida?
02:59:36.000 Yeah, we think that it would lead to approximately 10,000 drops.
02:59:39.000 In the state of Florida.
02:59:39.000 Wow.
02:59:41.000 And that's across the state.
02:59:42.000 And again, that's 25 companies currently, right?
02:59:45.000 Another 22 that would be licensed, plus additional licenses on top of that.
02:59:51.000 And so it's thousands and thousands of jobs.
02:59:53.000 And what's so great is that this is a new industry.
02:59:56.000 This is a new American industry, right?
02:59:59.000 When we think about that, that has agricultural roots, That has manufacturing components, that has product development, that has distribution, that has retail.
03:00:08.000 So when you really think about this all-encompassing, amazing opportunity for the state of Florida and for our country, really, to have these types of jobs, U.S. good, solid jobs, in a new industry for our youth.
03:00:24.000 There's opportunities for us to continue to partner.
03:00:27.000 We already do partner, but to continue to partner with universities across the state.
03:00:30.000 To make sure that our young people can create a foothold and really a career in this really exciting industry.
03:00:39.000 Lots of benefits.
03:00:40.000 Then on the tax side, what we see in other states is that we see tax rates approximately, again, 10%.
03:00:46.000 The Estimating Conference estimates about $400 million a year.
03:00:50.000 By the way, that's baseline.
03:00:52.000 On top of that, with the 10%, we estimate it's going to be billions of dollars, and that's a legitimate number.
03:00:59.000 Coming back into the state of Florida.
03:01:02.000 And just think about that, right?
03:01:03.000 Think about what we can do for our police and supporting.
03:01:06.000 I mean, I'm a law enforcement.
03:01:08.000 I'm a child of a law enforcement officer.
03:01:10.000 I'm a Jacksonville sheriff's officer for 25 years and a school teacher, right?
03:01:14.000 So when we think about police and schools and how we can reinvest into our police and schools to make sure that we have and continue to be a leader in the country.
03:01:22.000 And then on top of that, what I would say is that we also have an opportunity.
03:01:26.000 Look, we have some big issues here in the state of Florida.
03:01:29.000 We have a lot of folks who have moved here.
03:01:31.000 We've got strain on our infrastructure.
03:01:33.000 We had large hurricanes and storms come through and insurance problems that we need to solve.
03:01:39.000 So there's a lot of work to get done here in the state of Florida.
03:01:43.000 And for us to be able to lean in and to provide a new industry that can support that important work that needs to be done here is, again, I think just another reason, even if you don't use or you're not gonna consume, another reason that folks should consider voting yes.

03:02:00.000 Kim, any last closing remarks?
03:02:02.000 The election, of course, is on Tuesday, November 5th, and that's in six days.
03:02:07.000 Early voting is still ongoing.
03:02:09.000 And so if you haven't already voted in the state of Florida, I encourage all of you to do what I did and to do what Kim is doing and to do what President Trump has encouraged all of you to do, and that is to vote yes on Amendment 3.

03:02:26.000 Yeah, I just would encourage you guys to certainly read.
03:02:30.000 I want everyone to be educated.
