Mark Slapinski

00:00:00.000 Mark Carney's in trouble.

00:00:01.780 Despite a good month for him in November,

00:00:03.760 scoring some short-term victories,

00:00:05.480 such as a Conservative MP crossing the aisle

00:00:07.500 and narrowly surviving the budget vote,

00:00:09.920 all is not well in Liberal land.

00:00:12.380 Mark Carney is continuing his losing streak,

00:00:14.860 and now it's worse than ever before.

00:00:17.020 Let's take a look at that.

00:00:18.100 Joining me now is CTV News political commentator

00:00:20.540 and former NDP leader, Tom Mulcair.

00:00:22.480 Morning, Tom.

00:00:23.540 Good to be with you, Matt.

00:00:24.620 Tom, it was on this show, I think, a few weeks ago

00:00:26.820 that we talked about, you know,

00:00:27.820 this was a political move by Danielle Smith,

00:00:29.700 that the likelihood of this pipeline not being built

00:00:32.120 was very strong.

00:00:33.280 However, here we are.

00:00:34.240 I'm not saying that, you know,

00:00:35.020 all there's lots of hurdles still to clear,

00:00:37.000 but it looks like the government

00:00:38.300 and the federal government that might be on board.

00:00:40.160 What do you make of the latest developments?

00:00:42.200 It's very important what's happening now,

00:00:44.280 and it goes to what we saw with the budget.

00:00:46.560 I can recall the head of the Green Party suddenly,

00:00:49.140 after having said that there was no way

00:00:50.800 she would ever approve that budget or support it,

00:00:53.460 it was out of the question, she voted for the budget.

00:00:56.020 And that, for me, was an indication

00:00:57.340 that environment was slowly slipping off the table.

00:01:01.160 I'll have two remarks.

00:01:02.800 The first has to do with the environmental aspect.

00:01:04.820 The second has to do with the internal political aspect

00:01:07.500 for the federal Liberal Party.

00:01:09.700 On the environment, David Eby speaks common sense.

00:01:13.140 The First Nations communities and nations in that area

00:01:16.260 are firmly opposed.

00:01:17.640 If they're talking, again, a new iteration

00:01:20.300 of what they were calling Northern Gateway before

00:01:22.260 into the Douglas Channel, it's a non-starter.

00:01:25.360 Is it perhaps possible that Prime Minister Carney

00:01:28.900 is simply trying to purchase peace with Danielle Smith,

00:01:31.060 knowing himself that there's no proponent for the project,

00:01:33.960 because that's what Adrian Dix,

00:01:35.100 the energy minister of BC, said,

00:01:36.900 and David Eby, the premier.

00:01:38.640 I think they're both right,

00:01:39.800 and I think that Carney knows that they're right.

00:01:41.660 So is he simply trying to mollify her

00:01:43.560 and say, no, no, I'm not against it.

00:01:44.880 I'm going to remove the tanker ban,

00:01:46.360 but can the thing ever get built

00:01:47.440 without First Nations approval?

00:01:49.280 You know, the United Nations declarations

00:01:51.280 on the rights of Indigenous people that Canada signed

00:01:53.360 talks about prior informed consent,

00:01:57.000 and there will be no consent to this project.

00:01:59.540 So basically, Mulcair is admitting on live television

00:02:01.680 that Mark Carney is capitulated

00:02:03.500 to Daniel Smith's demands over pipelines.

00:02:06.220 If you remember, Daniel Smith has long asked

00:02:08.140 the federal government to allow new pipeline projects

00:02:11.100 coming out of Alberta,

00:02:12.100 and it appears that Mark Carney has finally caved.

00:02:15.100 Now, Mulcair won't say it as directly as I did

00:02:17.460 because his paycheck relies on it.

00:02:19.620 However, the fact of the matter is that

00:02:21.300 no matter what he says,

00:02:22.760 no matter what excuses Mulcair makes,

00:02:25.020 the fact of the matter is that Mark Carney capitulated.

00:02:27.920 Now, as a side note,

00:02:28.720 I'm sick and tired of Indigenous people 1.00

00:02:30.200 blocking any resource development project

00:02:32.340 that would make them and the country money.

00:02:35.040 Look, I get it.

00:02:36.080 The Europeans, the British, 1.00

00:02:37.400 they stole your land hundreds of years ago. 0.78

00:02:39.820 Get over it.

00:02:40.600 It happened a long time ago.

00:02:42.560 It's time to get to work,

00:02:43.900 and it's time for these people 0.99

00:02:44.680 to stop sucking off the taxpayer teat. 1.00

00:02:47.220 And another side note, 1.00

00:02:48.440 I don't know about you,

00:02:49.060 but I'm sick and tired of the provincial government

00:02:51.000 in British Columbia.

00:02:52.180 We need to get rid of that David E.B. guy.

00:02:54.720 Now, before I show you the rest of the clip,

00:02:56.400 I'm being heavily censored on YouTube.

00:02:58.560 If you see this video,

00:02:59.840 let me know in the comment section.

00:03:01.520 Give me a like and make sure you're still subscribed.

00:03:04.220 Thank you.

00:03:04.640 When I hear the head of the opposition in B.C.

00:03:07.540 rolling in the way he did

00:03:08.520 with his superlatives and his exaggerated language,

00:03:11.320 yeah, okay, you're that opposed.

00:03:13.340 David E.B. made an incredible offer yesterday.

00:03:17.260 He said,

00:03:17.720 if you want to increase the capacity

00:03:19.420 of the one that we just built

00:03:20.960 with $37 billion of taxpayers' money,

00:03:23.600 that's fine.

00:03:24.620 That's the Trans Mountain pipeline.

00:03:26.300 Go ahead.

00:03:26.900 Increase the capacity.

00:03:27.740 Now, that is not something

00:03:29.200 I would have ever heard

00:03:30.360 the head of the NDP say in B.C.,

00:03:32.560 but what he's trying to do

00:03:33.900 is to offer up some sort of peace offering,

00:03:36.580 saying we're not opposed

00:03:38.080 to getting more oil to the coast,

00:03:39.900 but we're certainly not going to be

00:03:41.020 building another pipeline across B.C.

00:03:42.960 Now, Alcaro is also admitting

00:03:44.060 that David E.B. of British Columbia

00:03:45.580 is also capitulating to Daniel Smith.

00:03:47.860 Of course, it makes sense.

00:03:49.160 If you're not willing to build

00:03:50.120 another pipeline through your province,

00:03:51.980 the least you could do

00:03:52.840 is increase the capacity

00:03:53.980 on a pipeline that already exists.

00:03:56.280 That's a no-brainer.

00:03:57.180 And it's a real shame.

00:03:58.960 It's a real shame

00:04:00.320 that liberals and progressives

00:04:01.740 need to be pressured

00:04:02.840 just to do the right thing,

00:04:04.520 just to do the common sense thing.

00:04:06.300 However, you haven't heard

00:04:07.120 the important part yet.

00:04:08.460 I want you to listen really carefully

00:04:09.720 to the next part.

00:04:11.000 This is the part where Malcaro admits

00:04:12.600 on live television

00:04:13.520 that Mark Carney's days

00:04:14.640 are potentially numbered.

00:04:16.140 I think that that's the way

00:04:17.380 the thing lands.

00:04:18.580 With regard to the internal aspects

00:04:20.180 of the Liberal Party of Canada,

00:04:22.260 keep an eye on people

00:04:23.780 like Jonathan Wilkinson,

00:04:25.160 who was the former

00:04:25.940 Energy and Environment Minister

00:04:27.680 in Ottawa.

00:04:28.500 He's been left on the sidelines.

00:04:30.220 Keep an eye on someone

00:04:31.260 like Stephen Gilbo.

00:04:32.760 Gilbo staked his credibility

00:04:35.160 as an environmentalist

00:04:36.580 in backing everything

00:04:37.620 that Trudeau and now Carney

00:04:39.100 has done on the environment.

00:04:40.680 But he's no fool.

00:04:42.040 This thing cannot go through

00:04:43.260 and Canada have

00:04:43.860 any plausible argument

00:04:44.920 that we're going to respect

00:04:45.780 our obligations

00:04:46.640 under the Paris Climate Agreement.

00:04:48.460 So if you start losing

00:04:50.900 and Karina Gould

00:04:51.680 is another person

00:04:52.500 expressing misgivings

00:04:53.560 and I would spontaneously

00:04:54.740 throw into that mix

00:04:55.860 people like Nathaniel Erskine-Smith.

00:04:57.900 So you will wind up

00:04:59.280 with a cautery of people

00:05:00.700 within the caucus

00:05:01.880 of the Federal Liberal Party

00:05:03.080 who might be willing

00:05:04.300 to break ranks.

00:05:05.280 Now we've been talking

00:05:06.100 a lot about the single conservative,

00:05:08.100 Chris D'Entremont,

00:05:08.840 who went over to the Liberals,

00:05:10.100 but we haven't been thinking

00:05:11.020 a lot about the internal dissent

00:05:12.620 within the Liberal caucus.

00:05:14.060 And I think that

00:05:14.740 if Prime Minister Carney

00:05:17.180 and the people around him

00:05:18.120 is not careful,

00:05:19.240 he might wind up

00:05:20.120 in a much more difficult situation

00:05:21.580 the next time

00:05:22.140 there's a confidence vote.

00:05:23.280 Now this is what I want

00:05:24.000 people to understand.

00:05:24.960 This is what I want you to understand.

00:05:26.700 If you take one thing

00:05:27.800 away from this video,

00:05:29.040 I want it to be the fact

00:05:30.200 that Carney is having

00:05:31.260 a lot of internal issues.

00:05:32.900 Sure, Paulie,

00:05:33.580 I've had some internal issues

00:05:34.640 this month,

00:05:35.500 but I want to stress

00:05:36.240 it's nothing compared

00:05:37.140 to what Carney is dealing with.

00:05:38.940 And we'll come back

00:05:39.480 to that later.

00:05:40.120 That's an interesting point

00:05:41.040 that you bring up too

00:05:41.840 because, you know,

00:05:43.100 all these different relationships,

00:05:44.800 you know,

00:05:45.140 whether it's with premiers,

00:05:46.360 whether it's clearly

00:05:47.180 inside of his own party,

00:05:48.980 but clearly the Prime Minister

00:05:50.160 wants to be getting things done.

00:05:51.960 And he's trying to remove

00:05:53.320 some of these barriers

00:05:54.160 to get these things done

00:05:55.660 as quickly as possible, right?

00:05:57.120 But maybe forgetting

00:05:57.920 some of what might happen

00:05:59.080 and some of the fallout

00:05:59.900 from that

00:06:00.260 as he pushes forward

00:06:01.360 with some of these decisions.

00:06:02.900 Perfectly well said.

00:06:04.400 And Carney is all about that.

00:06:06.700 He's saying we have,

00:06:07.820 and that was the terminology

00:06:09.060 of Finance Minister Champagne,

00:06:11.300 you know,

00:06:11.580 the boastful,

00:06:12.440 we're an energy superpower.

00:06:13.940 Forget about the planet.

00:06:14.940 Forget about future generations.

00:06:16.320 Forget about the environment.

00:06:17.580 We're an energy superpower,

00:06:18.700 which we are.

00:06:19.500 We have tons of capacity.

00:06:21.280 So if the purpose

00:06:22.680 is to drill baby drill

00:06:24.260 and to get the stuff

00:06:25.120 out of the country

00:06:25.780 as fast as possible,

00:06:26.820 we can't give ourselves

00:06:27.740 a clear conscience, Matt,

00:06:29.000 by saying,

00:06:29.660 oh, it's going to be burned

00:06:30.360 somewhere else on the planet.

00:06:31.540 It doesn't count

00:06:32.340 in our balance sheet

00:06:34.120 of greenhouse gases.

00:06:35.780 It does.

00:06:36.600 And Canada's wildfires alone,

00:06:39.240 those have to be filed

00:06:40.440 and tabulated

00:06:41.100 with the United Nations

00:06:42.360 under the Paris Agreement.

00:06:43.760 We've blown past anything

00:06:45.300 that we thought

00:06:45.940 we were able to do

00:06:47.100 in the next decades

00:06:47.920 to try to reduce

00:06:48.920 our carbon footprint.

00:06:50.320 So it is a very vexing time.

00:06:52.920 There is no...

00:06:53.920 Prime Minister Carney

00:06:55.340 is on his way

00:06:55.860 to a G20 meeting.

00:06:56.780 There's nobody in that room

00:06:57.860 that knows more

00:06:58.800 about the environment

00:06:59.560 than Mark Carney.

00:07:00.660 There's nobody in that room

00:07:01.480 who knows more

00:07:02.080 about the importance

00:07:02.920 of reducing

00:07:03.540 our greenhouse gases

00:07:04.920 and saving the planet

00:07:05.980 from global warming

00:07:07.020 and climate change.

00:07:08.280 But is he going to

00:07:09.820 simply keep pushing

00:07:10.680 the same agenda

00:07:11.760 that says we're going to

00:07:13.080 exploit and operate

00:07:15.200 as much as possible,

00:07:16.320 as quickly as possible

00:07:17.340 in the oil patch

00:07:18.400 to get more money

00:07:19.040 into the country

00:07:19.520 to compensate

00:07:20.080 for the current problems

00:07:21.380 that are short-term

00:07:22.300 with Donald Trump?

00:07:23.660 Well, that remains to be seen,

00:07:24.820 but that's certainly

00:07:25.360 what it appears to be

00:07:26.560 his priority right now.

00:07:28.020 Now, Mark Carney,

00:07:28.720 he's in a real pickle right now.

00:07:30.600 Let me explain.

00:07:31.880 If Mark Carney pushes ahead

00:07:33.140 with resource development projects

00:07:34.600 as he should,

00:07:35.680 he's going to alienate his base.

00:07:37.740 But if he doesn't push ahead

00:07:39.460 with resource development projects,

00:07:41.120 he's also going to alienate his base.

00:07:43.980 People voted for Mark Carney

00:07:44.980 for two main reasons.

00:07:46.880 One, they wanted him

00:07:48.160 to stand up to Donald Trump.

00:07:49.700 Number two,

00:07:50.800 diversify Canada's trade exports.

00:07:53.420 Mark Carney has clearly

00:07:54.300 failed on number one

00:07:55.340 and now he's in the process

00:07:56.620 of failing on number two.

00:07:58.540 Whatever happens next,

00:08:00.220 Carney is in the lose-lose situation.

00:08:02.780 I want you to understand that.

00:08:03.980 I want to stress

00:08:04.620 that whatever Carney does next,

00:08:06.340 Polyev is going to win.

00:08:08.180 Malcair said that

00:08:08.960 on live television,

00:08:10.240 just not as directly as I did.

00:08:12.120 Now, all of this,

00:08:12.920 all of this is happening

00:08:13.900 on top of the disastrous budget.

00:08:16.900 Canadians thought

00:08:17.620 they were getting

00:08:18.020 an economic mastermind.

00:08:19.840 Instead,

00:08:20.400 they got the bait and switch

00:08:21.540 and they got someone

00:08:22.500 who likes to waste money

00:08:23.660 even more than Justin Trudeau.

00:08:25.700 I'm not sure how that's possible,

00:08:27.340 but that's what's happening.

00:08:28.400 Now you're understanding

00:08:29.220 why I can't stand

00:08:30.240 conservative commentators

00:08:31.200 like Mr. Sunshine Baby

00:08:32.440 or as some people call him,

00:08:34.100 Mr. Cry Baby

00:08:35.080 or Mr. Clickbait Baby.

00:08:37.180 They see a few bad pulls

00:08:38.540 and they start losing their minds

00:08:40.300 and they turn on Polyev

00:08:41.360 and they're missing

00:08:42.200 the bigger picture.

00:08:43.900 I understand the bigger picture

00:08:45.140 and that's what I'm trying

00:08:45.860 to relay to you.

00:08:47.080 Polyev is going to win.

00:08:48.320 It's just going to take

00:08:49.020 a little bit more time

00:08:50.020 than we expected.

00:08:51.060 As you're well aware,

00:08:52.420 pulls,

00:08:52.940 they go up,

00:08:53.800 they go down,

00:08:55.020 but we need to look

00:08:55.920 at the bigger picture.

00:08:57.460 One pull is just

00:08:58.400 a snapshot in time

00:08:59.600 that doesn't tell you everything.

00:09:01.660 Like I said,

00:09:02.340 whatever Carney does next

00:09:03.420 is going to lose support.

00:09:05.400 Polyev is going to

00:09:06.200 seize that opportunity,

00:09:07.920 use Carney as his punching bag

00:09:09.400 and rise,

00:09:10.340 rise,

00:09:10.800 rise in the polls

00:09:11.520 and then we'll soon
