00:00:03.760 the mainstream media they're barely even talking about it

00:01:15.300 Operations at Kelowna International Airport are back to normal after a Tuesday hacking incident saw unauthorized pro-Hamas messages attacking U.S. President Donald Trump played over the public address systems and on video cameras.

00:01:27.980 We're still investigating this further, but we know it came from a third-party software vendor, a supplier to the airport that feeds into our flight information system and our PA system.

00:01:37.940 The attack was done through a cloud-based system, so it wasn't someone specifically being at the airport and initiating the broadcast.

00:01:44.680 Security protocols fell into place quickly and limited any potential threat exposure to other systems.

00:01:49.960 Transport Canada is working closely with federal security partners, including law enforcement, to ensure there are no impacts on the safety and security of airport operations and to mitigate disruption from similar incidents in the future.

00:02:02.120 Transport Canada will also continue to work with air operators to mitigate the potential consequences of any incident, cybernetics-related or otherwise, on transportation safety, security, and operational efficiency.

00:02:12.060 The air travel industry has been dealing with an onslaught of cyber attacks that have caused disruptions for customers and grounded some of the world's largest airports to a halt.

00:02:19.960 In June, a notorious cybercriminal group breached the computer networks in multiple airlines in Canada and the United States.

00:02:26.280 Last month, hackers knocked out a passenger check-in system, CyberIslam, claimed responsibility for the hacks, and on-screen messages, while social media accounts under the name shared videos of the incidents.

00:02:36.420 Now, while the political message did not contain threats against anyone, Samadar said airport staff continue to work with the RCMP because the incident was criminal and can be prosecuted under the Aeronautics Act.

00:02:47.740 This is scary stuff right here.

00:02:49.200 Three Canadian airports were hit by a cyberattack, and there was also a cyberattack at an airport in Pennsylvania.

00:02:56.140 Now, nobody was hurt or killed, but that doesn't make it any less scary.

00:03:00.180 Now, to speculate, I believe whoever did this was testing our security systems, and they're probably planning an even larger attack in the future.

00:03:07.440 Now, I warned you about this.

00:03:09.060 People said it was fear-mongering when I told them that Canada was in danger of being attacked by radical Muslims.

00:03:14.440 Now, look what happened. 0.99

00:03:16.200 We were just attacked by radical Muslims, and we have terrorists living in Canada. 1.00

00:03:20.320 That is a fact, and they're not hiding out. 0.93

00:03:22.780 They're living in this country freely, including senior members of the IRGC.

00:03:27.580 This is something Polyev has called out numerous times.

00:03:30.060 The Honourable Leader of the Opposition.

00:03:32.740 The Wall Street Journal revealed today that mere weeks before Hamas terrorists unleashed the worst attack on Jews since the Holocaust,

00:03:42.600 they went to Iran to take training and direction from the terrorist group, the IRGC.

00:03:52.200 Strangely, given that this group is probably the most dangerous terrorist outfit on Earth,

00:03:57.680 it is perfectly legal to raise money for it, to organize and recruit for it right here in Canada.

00:04:03.420 Will the Prime Minister ban the IRGC today?

00:04:07.380 The right Honourable Prime Minister.

00:04:18.760 During the previous Conservative government's attacks and rhetoric against Iran, including the closing of the embassy,

00:04:25.940 they never moved forward on banning the IRGC and declaring it a terrorist organization.

00:04:31.300 We know there is a rigorous process to do that.

00:04:33.620 We are pursuing and looking at all options around that.

00:04:36.440 What we did do, Mr. Speaker, is use never before used or rarely before used measures in the Immigration Department

00:04:44.020 that were used in case of war crimes in Rwanda and elsewhere to ban for life senior members of the IRGC

00:04:52.320 from ever being able to come and find solace in Canada.

00:04:55.460 That is a strong measure and we're always open to doing more.

00:04:58.240 The same people he claims are banned are present in Canada today.

00:05:07.940 They are terrorizing Persian Canadians. 1.00

00:05:11.120 Many Jews feel that their safety is at risk knowing that there are people with links to the world's most dangerous 1.00

00:05:18.820 and anti-Semitic terrorist organization legally operating on the ground here in Canada.

00:05:23.460 The Prime Minister has the legal authority embedded in law today with a stroke of a pen to criminalize the IRGC. 0.59

00:05:33.140 Will he do it? Yes or no?

00:05:36.140 Mr. Speaker, if I start correcting the Honourable Leader of the Opposition on the facts, we'll be here all day.

00:05:48.220 The fact of the matter is the listing of an organization as a terrorist organization is actually a meticulous process

00:05:55.480 led by intelligence and security agencies and carefully calibrated to do no harm to Canadians or Canadian military members serving overseas.

00:06:05.460 We will continue to take all measures to hold the murderous regime in Iran to account. 0.97

00:06:10.860 We will continue to stand with the community.

00:06:12.540 We will stand against anyone who's attempting to harm or intimidate Canadians on Canadian soil.

00:06:17.280 And we are always open to doing more.

00:06:19.480 Mr. Speaker, that is what we are continuing to work on.

00:06:26.000 Before I move on to the Leader of the Opposition, I wish to remind the Member for South Shore of St. Margaret's

00:06:34.160 to leave the floor to those who have the floor during question period.

00:06:39.340 The Honourable Leader of the Opposition.

00:06:40.860 The Minister has had plenty of time to go through that meticulous process.

00:06:44.180 Under the anti-terror law adapted in the aftermath of 9-11, the Public Safety Minister, which reports to the Prime Minister,

00:06:52.600 has the ability to put groups on the list.

00:06:55.460 There are dozens that have already been added, but the most dangerous terrorist group of all,

00:07:00.140 the IRGC, can still legally fundraise, coordinate, organize, and propagate its message here on Canadian soil

00:07:08.420 at great risk to Canadian Jews and Persians.

00:07:11.840 Will the Prime Minister put his intransigence and stubbornness aside and protect Canadians for once

00:07:17.160 and ban the IRGC?

00:07:18.700 Mr. Speaker, we have taken and will continue to take significant actions to hold the murderous regime

00:07:32.140 in Tehran to account.

00:07:34.340 We continue to recognize them as supporters of terrorism around the world.

00:07:38.880 We continue to take more tools in terms of doing that, and all options, as always, are on the table.

00:07:45.000 We need to make sure we're doing it in a way that protects Canadians, including Canadians of Iranian descent,

00:07:50.320 but also military members in our CAF serving around the world.

00:07:54.620 We will continue to do the right things to keep all Canadians safe and hold the Iranian regime to account. 1.00

00:08:01.300 You're here.

00:08:04.240 Mr. Speaker, the Americans banned the IRGC in 2019.

00:08:07.700 President Biden reaffirmed that decision just last year.

00:08:13.620 The Liberal Caucus even voted in this House in favor of banning the IRGC,

00:08:18.000 but the Prime Minister blocked that from happening.

00:08:21.980 He has the legal authority to do it.

00:08:24.120 This is the world's most dangerous terrorist group.

00:08:27.020 They help orchestrate the hideous attacks on the people of Israel just weeks ago. 0.92

00:08:32.540 Will he finally do the right thing and ban the IRGC?

00:08:36.760 Yes or no?

00:08:43.340 Mr. Speaker, as alluded to the opposition, should know the Americans have a very different regime from us

00:08:50.480 when it comes to banning various organizations.

00:08:53.080 But we continue to have all options on the table.

00:08:56.380 As we've said, we continue to do everything necessary to hold this murderous Iranian regime to account. 1.00

00:09:03.440 And we will continue to move forward in measures to do just that.

00:09:08.080 Let I have Chef de l'Opposition.

00:09:10.080 Actually, the regime is really not that different when it comes to listing.

00:09:13.360 We both have the power of the executive branch to identify terrorist groups

00:09:18.840 and put them on a list of banned entities,

00:09:21.540 banning them from raising money, recruiting, coordinating, and arranging attacks on other people around the world.

00:09:28.960 That power exists in Canada.

00:09:31.160 And in fact, because the Prime Minister has not been willing to exercise that power

00:09:35.300 using his executive authority,

00:09:37.640 Conservatives have a helpful private member's bill that would do it for him.

00:09:42.180 Will he adopt the Conservative private member's bill to ban the IRGC?

00:09:46.960 Yes or no?

00:09:51.540 Mr. Speaker, we'll continue to do everything we can to hold Iran, 1.00

00:10:00.780 the Iranian regime, accountable for its actions.

00:10:03.400 Our actions have included having sanctioned hundreds,

00:10:06.220 over 368 in fact, of Iranian individuals and entities,

00:10:10.300 including the IRGC Quds Force.

00:10:12.480 And we're listing the regime under the most powerful provision

00:10:15.000 of the Immigration and Refugee Protection Act.

00:10:17.580 We're, of course, working on a way to recognize the regime to continue to be what it is,

00:10:22.880 which is spreading a regime that spreads terror.

00:10:26.160 And we're working to find a way that doesn't unfairly affect those

00:10:28.720 who may have an association with the IRGC through no choice of their own

00:10:32.120 or puts at risk members of the Canadian Armed Forces.

00:10:37.240 Now I have Chef de l'Opposition.

00:10:39.120 Mr. Speaker, there are plenty of ways to protect people who are unintentionally

00:10:45.500 forced to participate in terrorist groups.

00:10:48.040 That's what we do with all the listed banned terrorist entities that are already on the list.

00:10:53.940 So those tools already exist.

00:10:56.200 The Prime Minister has had eight years.

00:10:59.740 Eight years.

00:11:00.860 He is not worth the cost.

00:11:02.480 He is not worth the risk to our safety.

00:11:05.020 Will he adopt the common-sense conservative proposal

00:11:08.480 to criminalize the IRGC terrorist group today?

00:11:18.680 Mr. Speaker, no one in this House disagrees that the Iranian regime is murderous, 1.00

00:11:28.100 is a sponsor of terror, is bloodthirsty against people around the world

00:11:32.300 and, indeed, against its own citizens.

00:11:34.080 I remember well having held in my arms families of the victims of PS752

00:11:40.040 brokenhearted because of what this murderous regime is capable of doing

00:11:44.300 against its own citizens, let alone against citizens around the world.

00:11:48.080 That is why we've continued to pursue every available means

00:11:51.540 to hold the Iranian regime to account,

00:11:54.200 to support people fighting for freedom in their country,

00:11:57.440 to support Iranian Canadians,

00:11:59.600 and we will continue to do just that.

00:12:02.080 Before I move on to the Member for Davenport,

00:12:08.040 I remind the Member from Cumberland's Colchester to please allow the question to be answered

00:12:14.320 and the person who has the floor to answer that question without interruption.

00:12:19.040 Alas, we've come to the end of question period.

00:12:21.320 I see the Honourable Member from Edmonton,

00:12:26.000 Sherwood Park,

00:12:28.000 Sherwood Park, Fort Saskatchewan, rising on a point of order.

00:12:30.980 Thank you, Mr. Speaker.

00:12:32.580 In light of the persuasive arguments raised by the Leader of Canada's Conservatives,

00:12:36.540 I hope you will find unanimous consent for the following motion,

00:12:40.020 that notwithstanding any standing order or usual practice of the House Bill C-350,

00:12:43.900 the Combating Torture and Terrorism Act,

00:12:46.240 be deemed read a second time and referred to the Standing Committee on Foreign Affairs.

00:12:49.360 All those opposed to the Honourable Members moving the motion will please say nay.

00:13:02.580 I regret that there is not unanimous consent for this.

00:13:07.300 I see the Honourable Member from Sherwood Park, Fort Saskatchewan, rising on another point of order.

00:13:12.260 Chair, is it possible to identify the Liberal Members who said nay in response to the...

00:13:16.360 The Honourable Member is an experienced member of the House,

00:13:23.640 you know that that is not a point of order.

00:13:26.360 Now this is an older clip, but it proves a point.

00:13:28.900 The Liberal government has continuously failed to take terrorism seriously.

00:13:32.660 Honestly, I'm getting some pre-9-11 vibes right now.

00:13:35.940 The same thing happened in the United States.

00:13:37.920 They didn't take the threat of Al-Qaeda seriously.

00:13:40.360 And look what happened.

00:13:41.500 Terrorism is obviously no joke.

00:13:43.620 It's time for our government to stop being so politically correct

00:13:46.300 and take action before someone gets hurt.

00:13:48.960 Now look at Europe.

00:13:49.640 They opened their borders to millions and millions of radical Muslims.

00:13:53.080 Now look what's happening.

00:13:54.460 There's a terrorist attack almost every month.

00:13:57.140 And Canada is headed on the same path.

00:13:59.220 This is just another reason why we need PolyEvon office.

00:14:01.860 And we need an office now.

00:14:03.620 The Liberal government has shown time and time again

00:14:05.680 that they're incapable of stopping the terrorist threat that is facing Canadians.

00:14:09.660 The time for joking, the time for clowning around is over.

00:14:13.420 The time for action is now.
