Summary

00:02:53.360 Bailey was murdered by her strange husband on July 4th.
00:02:58.300 After he was released, being convicted on four charges,

00:03:15.540 and within three hours, alleged her with a hammer.

00:03:25.700 So, basically, he was found guilty of choking someone,
00:03:32.320 of uttering threats, and they immediately released him.
00:03:36.660 And within hours, he went and killed your stepdaughter.

00:03:45.360 They were waiting to do a psych evaluation.
00:03:49.400 His sentencing was going to be September 16th.
00:03:54.140 He should have never been released.
00:03:56.040 So, why didn't they just keep him behind bars

00:04:00.000 given that he had already had a conviction?

00:06:26.480 It would be the biggest change
00:06:27.880 to the law on intimate partner violence
00:06:29.780 in Canadian history.
00:06:31.660 We call it what it is,
00:06:32.740 which is assault of intimate partner.
00:06:34.220 It would make murder of an intimate,
00:06:36.320 first-degree murder.
00:06:37.820 Anybody with a previous conviction in five years,
00:06:39.880 they'd have to be released by a judge,
00:06:41.920 not just by a police officer at the scene.
00:06:45.500 It would also update the laws of detention,
00:06:47.200 something that's needed.
00:06:49.420 And in a case like Bailey's,
00:06:50.980 it would allow for a risk assessment,
00:06:53.080 a judge to hold somebody for up to seven days
00:06:55.140 where there are the red flags.
00:06:57.000 Even if that person hasn't breached,
00:06:59.240 a judge or a prosecutor,
00:07:00.640 even a victim could apply for this
00:07:02.580 and say, look, I am fearful.
00:07:05.300 I'd like the court to perform a risk assessment.
00:07:08.220 Obviously, the accused person would have a right

00:07:11.960 to make sure that it's compliant with the charter.

00:07:17.900 if we're not here to save lives of intimate partners,

00:07:24.860 and we're calling on the government
00:07:26.800 and all the parties to pass it unanimously
00:07:29.340 through all stages so it becomes law.

00:07:34.640 130,000 victims of intimate partner violence
00:07:37.820 every single year.
00:07:39.260 This bill will probably cut that dramatically
00:07:42.380 by taking the most dangerous people
00:07:44.960 out of these homes,

00:07:47.180 and letting innocent, mostly women,
00:07:51.660 live in peace and tranquility,
00:07:53.480 but allow children to wake up in the morning
00:07:55.840 without fear that they're going to be
00:07:58.180 savagely attacked by a violent predator
00:08:02.040 who's right within the four walls of their house.
00:08:04.780 So this is one where we have to put
