00:00:06.380 The province of Quebec, the French-speaking province of Quebec in eastern Canada,
00:00:10.820 they're now banning halal food in publicly funded schools.
00:00:14.600 Let's take a look at that.
00:00:15.920 Daycares and other public institutions in Quebec that serve halal or kosher food
00:00:21.020 are wondering how the province's new secularism law will affect them.
00:00:25.220 The law, which was tabled last month, says that no public institution can offer exclusively a diet
00:00:32.100 based on a religious precept or a tradition.
00:00:35.660 That's creating some confusion.
00:00:38.080 I've heard very little in terms of how that detail would look like.
00:00:42.580 I think it's all up in the imagination right now.
00:00:45.500 How do we navigate this?
00:00:48.240 How do we navigate the kosher food or the halal food or whatever other food restrictions other communities have?
00:00:54.880 The minister responsible says it's not that complicated.
00:00:58.340 Here's how he explained it when he first tabled the bill.
00:01:01.200 They can serve kosher meal, but they will have to serve some other food too to enlarge the offer.

00:01:14.520 This makes perfect sense.
00:01:16.260 And I'm not sure why this is controversial in a Western country like Canada.
00:01:20.220 So let me break this down.
00:01:21.280 What the province of Quebec is essentially doing is they're saying that with these schools,
00:01:26.540 you're only serving halal meat.
00:01:28.620 And that's unacceptable.
00:01:29.920 You have to serve other types of food.
00:01:32.180 And if you're only going to serve one type of food, it has to be non-halal.
00:01:36.180 And I agree with that 100%.
00:01:38.280 What these schools are doing, it's unacceptable.
00:01:41.360 And the province of Quebec is right to push back against this.
00:01:44.660 These schools need to leave these kids alone.
00:01:47.100 These kids have the right to eat non-halal food.
00:01:49.500 They shouldn't have halal food forced down their throats.
00:01:52.800 That is not right.
00:01:54.120 This would affect mostly publicly funded or subsidized daycares.
00:01:59.140 Many of them serve exclusively halal or kosher food,
00:02:03.220 even to children who aren't Jewish or Muslim, simply out of convenience.

00:02:16.380 In a statement to CBC, the association representing publicly funded daycare
00:02:20.980 says the new law raises many questions.
00:02:23.940 It's important to understand that those responsible for providing food in child care centers
00:02:28.800 have to work with limited suppliers and budgets.
00:02:32.100 So what will a manager do if the only suppliers able to meet budgetary constraints
00:02:37.120 offer, for example, only halal or kosher products?
00:02:41.000 In some cases, it could mean a daycare might require two separate kitchens.
00:02:46.880 So for example, a kosher kitchen is, you know, very particular.
00:02:51.500 And you can't bring other food into a kosher kitchen without it no longer being kosher.
00:02:56.740 And so how do you navigate that while serving all communities and serving your community as well?
00:03:03.660 Beyond daycares, the institution that could be the most affected is Montreal's Jewish General Hospital.
00:03:09.140 The hospital's patient guide online says all of its food preparation services are kosher.
00:03:15.460 A spokesperson told CBC non-kosher meals are available, but didn't offer any other details.
00:03:21.060 Does that mean that the Jewish General Hospital has to build a new kitchen?
00:03:24.480 CBC has repeatedly asked the hospital about the bill since it was first tabled.
00:03:29.620 It will only say that it's still studying the situation and analyzing potential impacts.
00:03:34.680 We also asked the minister responsible what he thinks about all these concerns.
00:03:40.560 In a statement, his spokesperson says,
00:03:43.000 There are no exceptions provided for in the bill.
00:03:45.420 However, it's important to remember that we're still in the tabling stage.
00:03:49.460 Before answering more specific questions, it's necessary to consult with stakeholders
00:03:53.720 and have a detailed article-by-article review.
00:03:57.620 Muslim and Jewish groups say they're ready to participate in that process.

00:04:03.400 Both Jews and Muslims, they're minorities in Canada.
00:04:07.300 Yet, they come here and they demand that their food is prepared a certain way.
00:04:11.820 And not only that, they ignore the fact it comes at a great inconvenience to regular Canadians.

00:06:30.520 pack your own lunch or go to a country that upholds your religious beliefs.
