00:00:33.760 And by the way, Quebec, when we met with Paul St-Pierre Plamondin,
00:00:39.440 the leader of the Parti Quebecois, towards the end of September,
00:00:44.420 he also said when he becomes Premier next year and they have a referendum on sovereignty,
00:00:51.200 that they will acknowledge Alberta's sovereignty subsequent to a referendum as well.
00:00:56.520 So it might happen that as Quebec's sovereignty movement, independence movement, grows in strength,
00:01:04.300 and probably Alberta's same movement grows in strength,
00:01:08.040 you'll find federal politicians nervous, saying,
00:01:13.460 OK, let's renegotiate in good faith.
00:01:16.300 I think we've been through that once it's done.
00:01:19.640 So once Quebec declares independence, I think if Alberta declares independence, Quebec will follow.

00:01:30.340 That's another thing that people are not paying a ton of attention to,
00:01:34.220 because I think at this point in time, at least in Canada and internationally even,
00:01:39.020 Alberta is, disturbantly so, getting most of the attention when it comes to the sovereignty topic.
00:01:45.520 But Quebec has been moving, and I mean, they've been doing this for decades and decades.
00:01:49.480 Their sovereignty movement is well more advanced than ours when it comes to institutionalization of it.
00:01:55.480 I'm fairly certain that the governing party at the National Assembly,
00:02:02.360 I can't speak French, at their National Assembly, they unveiled their own constitution, didn't they?

00:02:11.100 Well, I think this is interesting to think about.
00:02:16.640 But when King Charles was here for the opening of Parliament in the spring,
00:02:24.040 the entire Quebec legislature, so all the parties in Quebec that formed the Quebec legislature,
00:02:32.700 in a unanimous vote, voted to end the relationship with the monarchy.

00:03:24.600 that when he becomes premier, he will remove the lieutenant governor as well.
00:03:30.460 So if you think about Quebec, they never signed the Constitution Act 1982.
00:03:34.980 They have already jettisoned the monarchy
00:03:41.640 and they're going to get rid of the lieutenant governor.
00:03:45.620 Ostensibly, they're already a sovereign country.
00:03:48.720 And Section 155 of the Supreme Court analysis of the Quebec secession reference
00:03:54.640 would conceivably give them the right to declare their sovereignty unilaterally
00:03:59.960 and without a referendum.
00:04:03.640 And so they're right now preparing a constitution for Quebec.

00:04:12.480 And that constitution for Quebec basically will get them out from under federal control
00:04:19.580 of just about anything.
00:04:20.580 So at that point, you see where I think I'm going with this.

00:04:40.880 And like you said, the Parti Quebecois, which is the party that Paul Saint-Pierre is leading,

00:04:57.960 So things are about to get very interesting in North America,
00:05:01.520 particularly in Quebec and Alberta as referendums are imminent.

00:05:10.460 At the rally, some like Colin Krumka believe federal equalization payments
00:05:14.320 and environmental laws have limited Alberta.
00:05:16.980 I've worked 44 years in the oil patch and the East has always
00:05:21.680 taken, taken, taken from here and abused it.
00:05:27.180 And I'm sick and tired of it.

00:05:29.200 And of course, the federal party, which is the Bloc Quebecois,
00:05:33.200 which only exists in Quebec, will be working hand in glove with the Parti Quebecois
00:05:39.360 to bring about a successful referendum if they actually want to actually go ahead with
00:05:46.960 the referendum.
00:05:47.940 Because can you imagine what would Ottawa do if they just declared their independence
00:05:52.600 unilaterally?
00:05:53.740 I don't think they could do very much.
00:05:55.160 But the implications already are interesting for us here in Alberta,
00:06:00.080 because if Quebec is no longer part of a constitutional monarchy,
00:06:04.980 because they've gotten rid of the monarchy,
00:06:07.400 then why are they getting $14 billion of equalization payments?
00:06:14.120 And we give $14 billion to the equalization formula, you see.
00:06:19.780 But Mr. Plamondin said something very important that I think your listeners need
00:06:24.920 to understand.
00:06:26.300 And that is that the reason they want Quebec to become a sovereign country is
00:06:31.780 because they want to preserve their language, their culture, and they want to get out
00:06:35.680 from under federal political corruption.
00:06:39.200 And Mr. Plamondin said very clearly, that $15 billion that Quebec receives is used to corrupt
00:06:50.720 the political system.
00:06:53.700 And we don't need that $14 billion, because when we're out from under all federal regulation
00:06:59.600 and taxation, our fiscal capacity surplus will exceed that $14 billion.
00:07:05.100 So we'll have more money available to us in a sovereign Quebec when the federal government
00:07:11.220 isn't controlling us anymore.
00:07:14.100 So I thought that was very interesting.

00:07:17.180 I've said on this channel a couple of times now, at least, that I don't believe Canada

00:07:25.980 I think we're going to be looking at the balkanization.

00:07:36.220 Regional differences are becoming more pronounced, not only culturally with Quebec, which obviously
00:07:42.720 culturally, but financially, as in Quebec seems to be moving forward very firmly and
