00:03:39.560 So where would the Alberta police force stand in relation to the legal firearm owners?

00:03:54.980 So the proper use of the criminal code power is the way the feds will regulate around,
00:04:02.540 for instance, vehicular homicide.
00:04:04.200 Like there are ways that you can use your car that kill people
00:04:06.560 and they look at that as a criminal penalty and they charge you.
00:04:10.400 But you know what they don't do?
00:04:11.600 They don't come in and say red cars have a disproportionate number of accidents.
00:04:16.380 Therefore, we're going to ban red cars and confiscate them, right?
00:04:20.080 They're able to see that there is one use of that particular piece of property that is criminal
00:04:25.880 and they let us regulate who gets a driver's license and who registers a car.
00:04:30.880 So I'm just going to take that analogy a little bit further.
00:04:33.300 They can regulate the criminal use of firearms.
00:04:35.480 They can go after the bad guys who are breaking into people's houses with crossbows.
00:04:39.040 And we will then regulate the legal use of firearms
00:04:42.140 so you can continue to own them, collect them, use them for sport shooting,
00:04:45.920 use them for hunting, and use them for other purposes.
00:04:49.020 So we're working right now on what a legislative framework
00:04:52.720 for an Alberta firearms license would look like.
00:04:55.260 And we're going to fight it out because property and civil rights
00:04:58.580 are our jurisdiction under section 91 of the Constitution.

00:05:07.640 I'll have to defer to my judge on that.
00:05:10.060 But that is, as you've seen, we have already taken action in that regard.
00:05:15.560 We told the municipalities, no, you can't have a handgun ban.

00:05:20.760 We told the RCMP, no, you cannot participate in the confiscation scheme.
00:05:25.680 We've told our sheriffs that.
00:05:26.880 We have told municipal forces, if you want to participate in the confiscation scheme,
00:05:30.660 you have to come and get a permit from the justice minister.
00:05:33.820 And I have it on good authority.
00:05:34.800 He will not say yes.
00:05:35.780 There is a piece that we're missing because Saskatchewan Premier Scott Moe
00:05:39.300 said that any of the mail delivery services were not allowed to convey these firearms.
00:05:44.440 We're going to have to change our legislation to make sure that that's not a loophole
00:05:47.220 that they can use as well.
00:05:48.580 We've also passed our own Firearms Act,
00:05:50.900 and we will do everything we possibly can to make it as difficult as possible
00:05:55.220 for anyone to get the permit that they need to participate in that program.
00:05:58.360 That's our ability to do that, using our ability to regulate on professions.
00:06:02.160 So, in short, you'll see that us and Saskatchewan are going to do whatever we can
00:06:06.960 to make sure that we're defending firearms owners' rights.
00:06:09.360 And I know we're coming up to a deadline here,
00:06:11.920 so just have some patience because we know how important that is.
00:06:15.280 We just have a different approach we want to take in Alberta,
00:06:17.520 and I think that that is what the Constitution allows,
00:06:20.320 and we'll see what the courts say about it.

00:06:27.780 is showing that currently the government's plan to confiscate lawfully-owned firearms
00:06:34.260 from the illegal gun owner community is costing upwards of $75 million thus far,
00:06:39.440 and yet not a single firearm has been purchased from a lawful owner.
00:06:43.340 And, in fact, no impact has been had, of course,
00:06:45.560 on the criminals and illegal gun trade that's going on.
00:06:50.000 Can you comment on what the Toronto Police Service would do
00:06:53.420 with $75 million to combat gun violence?
00:06:58.140 $75 million would go a long way.
00:07:00.300 We completely feel that the current gun ban buyback program
00:07:04.700 has zero impact on crime in the city of Toronto.
00:07:07.940 So here you have one of the leaders of law enforcement in Canada
00:07:11.380 informing the federal government that their ridiculous plan
00:07:14.820 to confiscate the firearms from law-abiding citizens
00:07:17.700 is doing nothing to stop the real criminals in the streets of Toronto,
00:07:21.960 which have seen a sharp increase in violent crime recently.
00:07:25.540 This so-called buyback program isn't only ridiculous,
00:07:28.980 but it's also ineffective,
00:07:30.960 because the real criminals would never hand their guns to the government,
00:07:35.060 at least not voluntarily.
00:07:37.020 Makes you wonder what the real plan is
00:07:39.240 if it really isn't for the sake of public safety.
