00:04:34.400 you would imagine that the most effective way to get people not to do something that's bad for them

00:04:46.760 and what they found was focusing on industry tactics rather than individual choices they could change

00:04:57.760 perceptions in other words people are willing to hurt themselves if it's their choice so if you say eating this

00:05:07.760 this uh this this fast food could make you fat and blah blah people will say hmm yeah maybe you could but I really like this food

00:05:18.760 but if you say to them people you don't know are screwing you with their with their clever addictive treatments and they're basically taking your money and killing you

00:05:31.760 and killing you well then it feels personal it doesn't feel like you're making the choice

00:05:38.760 it feels like something that somebody's doing to you and apparently that's more persuasive

00:05:44.760 so keep that in your persuasion bag of tricks that people care more about being manipulated than they care about even their own health

00:21:55.760 that 80% of those endowments

00:21:57.760 are limited for specific uses

00:22:01.760 it's not like a big bank account

00:22:03.760 so it's stuff like, this is for the athletic teams

00:22:07.760 and this one's to build this building

00:22:10.760 and put my family name on it

00:22:12.760 so only 20% of it is even in play

00:22:15.760 but it's worse than that

00:22:19.760 because there's some kind of rule that says universities

00:22:22.760 they can only spend like 5% of it or something

00:22:28.760 so there's a couple of rules that they have internally

00:22:33.760 that kind of limit how they can even spend any of that money

00:22:37.760 on their regular operations

00:22:40.760 and then some of it's a grab bag of smaller donations

00:22:44.760 so they have to figure out who's got what restrictions on what

00:22:49.760 so they might be able to squeeze a little bit out of there

00:22:52.760 but if you're looking at the 50 billion

00:22:54.760 it's probably closer to 1 billion

00:22:58.760 and maybe not even that

00:23:38.760 but instead of threatening somebody with

00:23:40.760 if you do this we'll take a side and bomb you

00:23:45.760 or we'll do something else to you

00:23:48.760 apparently he either gave them a carrot or a stick

00:23:54.760 and said if you want to be trading with the United States

00:23:59.760 here I'm just speculating

00:24:04.760 you're going to have to calm down a little bit

00:24:07.760 and then you can have a normal trading relationship

00:24:09.760 with the United States and the rest of the world
