00:03:34.640 LGBT youth across this country are among the most vulnerable to homelessness, to suicide, to a range of things that can harm them.

00:04:41.660 why is this left-ling loon saying that Tucker Carlson is far-right?

00:10:05.880 But he's been crying about it ever since.
00:10:07.480 So, anyway, that's where it comes from.
00:10:09.560 But what we really need to do is examine

00:10:14.800 On the issue of gender reassignment treatments for minors.
00:10:20.220 How about Daniel Smith-Paul?
00:10:21.260 For minors age 17 and under,
00:10:23.320 top and bottom gender reassignment surgeries
00:10:26.240 will not be permitted.
00:10:27.700 For children age 15 and under,
00:10:30.420 puberty blockers and hormone therapies
00:10:32.320 for the purpose of gender reassignment or affirmation
00:10:34.980 will also not be permitted,
00:10:36.860 with the exception of those who have already
00:10:38.520 commenced their treatment at this time.
00:10:40.180 Minors age 16 and 17 will be permitted
00:10:43.620 to commence hormone therapies
00:10:45.080 for gender reassignment and affirmation purposes,
00:10:47.660 so long as they are deemed mature enough
00:10:49.500 to make these decisions
00:10:50.380 and have parental physician and psychologist approval.
00:10:53.480 When it comes to classroom instruction
00:10:55.060 on subject matter involving gender identity,
00:10:57.400 sexual orientation, or human sexuality,
00:10:59.880 we will be requiring parental notification
00:11:02.020 and an opt-in requirement
00:11:03.620 for each instance a teacher intends
00:11:05.700 to give formal instruction on these subjects.
00:11:08.200 Furthermore, all third-party resource materials
00:11:11.800 or presentations related to gender identity,
00:11:14.580 sexual orientation, or human sexuality
00:11:16.540 in our K-12 school system
00:11:18.660 will need to be pre-approved
00:11:20.260 by the Ministry of Education
00:11:21.680 to ensure the materials are age-appropriate.
00:11:24.720 For a minor age 15 and under,
00:11:26.880 the government will require parental notification
00:11:29.380 and consent for a school
00:11:31.240 to alter the name or pronouns of a child.
00:11:34.100 For 16 and 17-year-olds
00:11:35.720 who choose to alter their name or pronouns,
00:11:37.460 parents do not need to give consent,
00:11:39.740 but they must be notified.
00:11:41.460 We know that nearly all parents,
00:11:43.320 even those who may disagree
00:11:44.380 with the decision of their children,
00:11:46.020 will love and care for their children
00:11:47.600 no matter what choices they make.
00:11:49.780 However, in the handful of rare situations
00:11:51.740 where one or both of the parents reject
00:11:53.900 or become abusive to a child
00:11:55.560 who identifies as transgender,
00:11:58.260 we have child protection laws
00:11:59.580 that will be strictly enforced.
00:12:00.860 The government is also designing a pilot project
00:12:04.580 to provide appropriate counselling services
00:12:06.760 to support parents and youth identifying as transgender
00:12:09.280 to work through the unique challenges
00:12:10.880 these families face.
00:12:12.660 We encourage all teachers, parents, classmates,
00:12:15.260 and youth volunteers
00:12:16.600 to be on the watch for any instances
00:12:18.600 of bullying of youth or children for any reason
00:12:21.860 so adults can assist with putting a stop to it
00:12:24.400 the moment it is detected.
00:12:26.160 Our government also needs to deal
00:12:27.380 with the emerging issue
00:12:28.360 of the unfair disadvantages
00:12:29.800 that young women and girls are experiencing
00:12:31.820 when competing with biologically stronger
00:12:34.240 transgender female athletes
00:12:35.960 in sporting competitions.
00:12:38.100 I strongly believe
00:12:39.480 that those who were born male
00:12:40.760 but have transitioned to
00:12:42.220 or identify as female
00:12:43.720 are owed the opportunity
00:12:45.060 to meaningfully participate in sport.
00:12:47.860 However, there are obvious biological realities
00:12:50.220 that give transgender female athletes
00:12:52.300 a massive competitive advantage
00:12:54.200 over women and girls.
00:12:55.220 It is not beneficial for those women
00:12:57.640 including those who are transgender
00:13:00.080 for this divisive
00:13:01.680 and sometimes dangerous situation to continue.
00:13:04.940 That is why the Alberta government
00:13:06.360 will work with sporting organisations
00:13:07.840 active in our province
00:13:08.960 to ensure that women and girls
00:13:10.140 have the choice to compete
00:13:11.480 in a women's only division
00:13:13.060 in athletic competitions
00:13:14.440 and are not forced to compete
00:13:16.060 against biologically stronger
00:13:17.780 transgender female athletes.
00:13:20.080 We will also work with those same
00:13:21.500 sporting organisations
00:13:22.480 to ensure transgender athletes
00:13:24.500 are able to meaningfully participate
00:13:26.140 in the sport of their choice
00:13:27.340 through the expansion of co-ed
00:13:29.060 or other gender neutral divisions
00:13:31.320 for athletic competitions.
00:13:33.620 I understand how controversial
00:13:34.940 and divisive discussions
00:13:36.460 on topics of sexuality
00:13:38.140 and gender can be
00:13:39.380 especially when those conversations
00:13:41.440 involve children.
