00:22:00.420 coherent and a lot of people commented like is there something wrong with bill here because he really
00:22:07.300 didn't seem to have a grasp of the answer but the gist of his response was that the navy was in havana
00:22:15.620 as part of some deterrence show against russia because russian ships had been there now
00:22:23.220 whether or not bill blair actually believed this or not i i and i doubt it very much but how much
