00:12:11.620 projects, the researchers who participated, the specific operation that the CIA had funded,
00:12:18.040 and without them, the vast majority of MKUltra would only be a rumor just as Helms and Gottlieb
00:12:23.280 intended. Those seven boxes revealed that MKUltra comprised at least 149 subprojects operated
00:12:29.860 across more than 80 institutions and involved 185 non-government researchers. They revealed that
00:12:37.600 the CIA covertly contributed $375,000 to a hospital research wing,
00:12:42.040 which was approved directly by DCI Allen Dulles, which Richard Helms' concurrence,
00:12:48.200 so the agency could use unwitting patients as experimental subjects
00:12:51.880 in what their own documents called a hospital safehouse.
00:12:56.540 The CIA's inspector general said in 1963, his classified report concluded that the program
00:13:01.460 had exceeded the agency's legal chapter, and covert testing on unwitting subjects
00:13:06.040 place the rights and interests of U.S. citizens in jeopardy. The program ran for a decade that we

00:17:02.360 Let me begin by expressing my gratitude to this task force for confronting the enormous issue of overclassification of government documents and the culture of secrecy that enables it.
00:17:14.200 I'm especially gratified by your interest in MKUltra, the project the CIA carried out
00:17:20.240 through the 1950s in an attempt to find the secret of mind control.
00:17:25.820 MKUltra was one of the most secret government programs in American history.
00:17:31.220 The chemist who directed it, Sidney Gottlieb, lived in total anonymity.
00:17:36.580 My book, Poisoner in Chief, may be the most complete account of MKUltra that exists in
00:17:42.140 public, but I'm painfully aware that I have discovered only a small portion of what MK
00:17:49.180 Ultra was and what Sidney Gottlieb did. In 1951, the CIA hired Gottlieb and directed
00:17:55.680 him to launch what became MK Ultra. Gottlieb believed that in order to find a way to implant
00:18:02.120 a new mind into someone's brain, you first had to find a way to destroy the mind that
00:18:09.920 was in there already. In its search for ways to destroy a human mind and body, MKUltra conducted
00:18:17.960 the most extreme experiments on human beings that have ever been carried out by a U.S. government
00:18:24.240 agency. By any standard, they qualify as medical torture. These experiments took place in prisons,
00:18:32.560 clinics, and safe houses in the United States, in Europe, in Asia, and even in Latin America.
00:18:37.900 Now, officers of MKUltra were authorized to travel to foreign countries, preferably those
00:18:45.040 under formal or informal U.S. occupation, and ask the local CIA station to provide them
00:18:51.980 with expendables, human beings who would not be missed if they disappeared.
00:18:58.620 Gottlieb had what amounted to a license to kill issued by the U.S. government.

00:19:59.540 left the cia in 1973 they illegally ordered that its records be destroyed

00:20:10.980 discovered a catch of mk ultra documents hidden among financial records turner credited that
00:20:16.900 analyst with doing a very diligent job of sherlock holmzing that same diligence i believe could bring
00:20:26.140 results today. One of the great mysteries of MK Ultra has to do with the death in 1953 of an MK
00:20:34.960 Ultra scientist, Frank Olson, who had announced his intention to quit the project. His plunge from
00:20:40.940 a New York hotel room was described in the press as the suicide of an army scientist. He was not
00:20:48.340 an army scientist. He worked for the CIA. And evidence suggests that his death may not have
00:20:54.320 been a suicide so there could be hidden documents that could illuminate this case i would also point
00:21:00.920 out that i had a shot on it's real about the window unknown documents this committee could
00:21:06.480 do a tremendous service by simply asking for the end of redactions on the documents that we now
00:21:13.340 have there are reams of documents about mk ultra that have heavy sections redacted in the 1970s
00:21:20.780 This was justified by the argument that it had only been 20 years since these terrible things had happened
00:21:26.140 and revealing details might affect national security.
00:21:29.260 Now 70 years have passed.
00:21:31.300 That argument can no longer be valid.
00:21:33.440 So I would urge this committee to try to fill out all the blank spaces in the documents that we have
00:21:39.980 because we know that is there.
00:21:41.900 this task force could also consider trying to determine whether some new incarnation
00:21:49.020 of mk ultra exists today when the main phase of mk ultra drew to a close in the early 1960s

00:22:12.920 then there have been enormous advance advances in cyber technology in artificial intelligence
