00:02:01.060 This lack of civic engagement, he argued, made it easier for despots to establish tyrannical rule.

00:02:14.500 Despotism, suspicious by its very nature, views the separation of men as the best guarantee of its own permanent rule

00:02:48.680 So how did Americans preserve a spirit of individualism while avoiding its corrosive effects on civic life?
00:02:56.320 For de Tocqueville, the answer lay in their impulse to build free institutions and engage in voluntary associations.
00:03:04.340 He observed that Americans had an instinct to form committees,

00:03:09.600 and charities to address almost every problem.
00:03:13.160 In the United States, individuals didn't need to be ruled by a powerful despot
00:03:17.900 because the citizens were expected to actively contribute to the collective well-being of their community through voluntary efforts.
00:03:26.540 This approach was individualistic in that it arose organically and wasn't compelled by the state,
00:03:31.620 but it was also collectivist in that individuals felt a profound duty to their families, churches, and communities.
00:03:38.980 Even when problems required government intervention, governance in America was primarily local.
00:03:45.620 The national government remained small and local matters were handled by elected officials
00:03:50.180 who were familiar with the specific character and needs of the community.

00:04:02.540 would be enough to cure a disease so natural to the frame of democratic societies and so fatal.
00:04:09.600 They also thought it appropriate to give each area of the territory its own political life
00:04:15.100 so as to multiply without limit the opportunities for citizens to act in concert
00:04:20.080 and to let them realize every day their mutual dependence.

00:04:27.840 Despite their individualistic tendencies,
00:04:30.500 the American system encouraged citizens to recognize their interdependence
00:04:35.380 and address issues affecting their communities at a local level.

00:06:59.440 These communities were able to defend their liberty because they exercised it collectively,

00:07:15.240 It is a liberty ordered toward a higher purpose, pursued through the establishment of free institutions
