00:01:28.900canadian justice system to achieve political and you all remember what happened in snc lavalon so let's
00:01:33.940bring in larry brock here we're going to talk about the emergencies act we're going to talk about the
00:01:38.620unbelievable news coming out of nova scotia with that uh inquiry that's going on the information so larry
00:01:46.060good afternoon thanks for coming on the show thank you jamie happy to be back all right let's let's just
00:01:51.840continue on with the emergencies act because that is something you came on a few weeks ago to talk about
00:01:57.160some of the developments some of the interesting back and forth you had with the deputy prime minister
00:02:02.820the finance minister christia freeland in committee and and we we really talked about that but just around
00:02:09.780canada day something else happened the the government announced that it would be
00:02:13.380relieving or taking away cabinet confidence and and bringing out a whole bunch of documents that
00:02:19.640might prove interesting in this whole committee investigation into the circumstances surrounding
00:02:25.040the emergencies act yes um you're absolutely correct jamie the everyone on the committee the
00:02:34.260emergencies act committee um were quite optimistic that the position that the government took in terms of
00:02:41.140waiving cabinet confidentiality and cooperating as fully and transparent as possible with justice
00:02:50.080ruleau in his commission work that that is yet to be started but it will be starting shortly
00:02:56.140we were optimistic that the documentation that we had requested in the emergencies act overview committee
00:03:03.260would similarly receive that type of waiver um we have not received anything official yet from the
00:03:11.700government that sets that out but i can tell you that i'm less than optimistic as i once was last week
00:03:19.780because just yesterday we received a notification of uh several documentation several documents i should say
00:03:28.260that were um deposited into our portal for our review in relation to a number of orders that we all agree to as
00:03:37.100committee members compelling various departments of the government to release documentation so i haven't
00:03:43.480had a chance yet uh jamie because it's uh roughly 57 documents and and each document contains upwards to
00:03:51.040you know several uh you know several dozens of pages but i've done a cursory review
00:03:55.780uh of the documents and unfortunately i see several redacted pages several paragraphs all blacked out
00:04:05.240several pages completely blacked out so again a less less than optimistic that the government is going to hold true
00:04:13.740in terms of its position that it's taken with justice rouleau so ultimately we're going to have to
00:04:19.600look at alternative means to to bring this to the house's attention and get a ruling compelling the
00:04:26.160government to be as transparent as as they're supposed to be in relation to this work that we're doing on
00:04:33.160this committee so let me get this straight so the government made this big fanfare that they're going to
00:04:38.060produce all the documents that the committee wanted to see while the opposition members wanted to see
00:04:42.800anyway and it turns out just on your quick look at the documents in in front of you that a lot of
00:04:50.560redacted sentences and paragraphs are quite evident in in the papers which probably and i'm sure you'll
00:04:59.160find this out as you get into it won't give you the exact information you and other members of the
00:05:03.740committee trying to get to the bottom of why the government used the emergencies act to get rid of
00:05:09.700the protesters on parliament hill absolutely again all the all the government officials that we have
00:05:18.340interviewed so far particularly the ministers have made it abundantly clear that they will cooperate
00:05:24.880with the caveat that there is solicitor client privilege attached to some of the documents and
00:05:30.840there's also cabinet confidentiality so we anticipated long before there was an announcement with respect to
00:05:37.860their cooperation with justice rule oh we anticipated that we would receive the documents that they'd be
00:05:43.400fully uh redacted and we would then look at alternative means to try to get the the original
00:05:50.900documentation for our review again i was somewhat optimistic last week given its uh its position with
00:05:59.060justice rule oh unfortunately they are not uh they're not following through on their stated path of
00:06:06.640of open and accountable government i know that justin trudeau made that abundantly clear in 2015 that
00:06:12.780this would be the most open and transparent government this country has ever seen and as you know jamie
00:06:19.060you've been a member of parliament for a significant number of years and this is nothing new to this
00:06:24.380particular liberal government in terms of uh not being transparent with the documentation they
00:06:29.680release uh to to committees and they can't even get be transparent about the reasons for the emergency
00:06:35.180fact we also heard it was public safety then it was economic and the the list just kept changing just
00:06:40.560right what would stick to the wall here on that's right it's a changing it's a changing narrative
00:06:46.280with every sort of justification that has been debunked and there have been several justifications
00:06:53.020that have been debunked and disproven over the course of several months it always appears that
00:06:59.860the goalposts continue to keep moving down the proverbial football field and they look at alternative
00:07:05.460ways to justify this so we've already you know we've dealt with issues and there's still issues with
00:07:11.840respect to uh to minister mendocino's his changing narrative uh justin trudeau's changing narrative with
00:07:19.800respect to justification minister blair's changing narrative minister freeland's changing narrative so
00:07:25.740it's frustrating for us it's frustrating for canadians we're just trying to get to the truth
00:07:32.080canadians deserve the truth they need to understand why in the 34 years since this particular bill was
00:07:40.140introduced and passed as law as to what circumstances were warranted enough to constitute a national
00:07:48.660emergency sufficient to basically curtail and suspend our civil liberties as canadians we will get to
00:07:56.800the truth we will continue to use whatever toolbox every sorry whatever tool we have in the proverbial
00:08:04.040legislative toolbox to uncover the truth that is going to be our mission as as opposition members
00:08:10.540on this committee is going to be my personal mission to get to the truth jamie well i can tell you when
00:08:16.080the truth does come out as it has already the common theme is it's not justin trudeau's fault
00:08:21.820right just like our airports are a mess there's lines outside passport canada offices two million cases
00:08:27.920in the immigration file and the immigration department just laying on desk trying to get
00:08:33.040through nothing is his fault it is really amazing right they will not accept responsibility for in fact i
00:08:40.540i think i just read something today that we are now the number one jurisdiction in the world
00:08:45.460for airport delays a fact that we ought not to be proud of a fact that this government knew was going
00:08:53.460to become an eventual reality and they simply did not plan they had no exit plan uh with respect to the
00:09:02.320end of this pandemic and it's unfortunate that canadians are now feeling the brunt of this incompetent
00:09:09.340government well uh let's continue on the incompetence road uh let's talk about the mass
00:09:15.760casualty commission here so that's the the federal inquiry it's looking into the worst ever mass shooting
00:09:21.360here in canada happened to nova scotia it also is looking about how the rcmp dealt with it how it
00:09:27.860managed its communications the whole gamut uh from from start to finish but what has come out
00:09:33.640through the the the the commission and its investigation is and i quote here from the
00:09:40.000national post article on page 103 the report outlines how the commissioner of the rcmp brenda
00:09:45.560lucky allegedly dressed down nova scotia investigators for their initial refusal to release details about the
00:09:51.120firearms used by the shooter and the allegations from the superintendent at the time and you can fill
00:09:55.340in some blanks here is that the the people on the ground wanted to hold off on releasing information
00:10:02.620about the firearms used in the mass shooting so they could hopefully use the tools that the united
00:10:09.300states had in their fbi the atf to find out the source of those illegal firearms because they were
00:10:15.080smuggled across the border illegally but at the other side you had the prime minister's office and the
00:10:21.560then minister bill blair of public safety who wanted to it seems like use the shooting as a an excuse to
00:10:30.140move forward with their firearms agenda this is an appalling set of facts that you have just
00:10:38.180presented uh jamie and i think there's no politician uh in the house that does not feel for
00:10:47.120the victims and the survivors and the families who have gone through the most horrific attack this
00:10:53.300country has ever seen and then to have a government so ethically and morally bankrupt and challenged to
00:11:03.220take advantage of this particular situation to advance their own agenda is just absolutely deplorable
00:11:11.260it's disgusting and when i think about my time as a former crown attorney i i look at the values
00:11:19.760and the ethics that i had to stand by every single day in my practice in my pursuit of justice and holding
00:11:28.460offenders accountable while representing the interests of victims i did it passionately i did it diligently
00:11:35.580and i took pride and i also i also like to think that the whole notion of a politician was once viewed to be a most honorable exercise of public duty it was an it was a it was an example of the highest level of public service that you could have not only to your constituents but also to the country
00:12:01.580and with it you absorb the whole concept of truth and integrity and honesty and these are values that have been ingrained in canadians views of politicians and to see what is happening around the world but particularly in this country since 2015
00:12:24.580the whole institution of the whole institution of of our elected officials in my view has been so tarnished
00:12:33.080by the actions and the virtue signaling and the breaches the most the most blatant of ethical and moral breaches by this government it is no wonder
00:12:46.880it is no wonder that canadians have a dim view of of politicians being honest and respected and when you have justin trudeau who made significant promises
00:12:59.460in 2015 before he became our next prime minister that his government would be the most open the most transparent that canada would be back on the world stage
00:13:12.140there was a level of optimism that excited canadians and then to have one series of missteps
00:13:21.200and and political gaffes but more importantly than that you know some of the stuff could be excused as as a new government
00:13:30.300but as we got deeper and deeper into his mandate jamie and after several several elections and several mandates
00:13:38.560repeating the same lines repeating the same lines about how transparent and ethical his government is
00:13:44.280there's just example after an example that he is disappointed and let down canadians
00:13:49.660this being the most recent um the snc level and uh previous to that was another example
00:13:58.240where he took immediate steps to interfere in a criminal prosecution
00:14:05.200where he had no business interfering with and directed the then attorney general and minister of justice to
00:14:13.880exercise her political clout just to make amends to a company that was again morally and politically
00:14:24.280bankrupt facing you know serious criminal charges uh to interfere in that and to avoid a criminal prosecution
00:14:32.980and then to have our prime minister look in the camera look to canadians from coast to coast to coast
00:14:41.820and lie to canadians and indicate at no which way or form did he interfere or direct the minister of
00:14:51.980justice and the attorney general to take whatever corrective steps were required in the circumstances
00:14:58.360all of that was a lie and then to to be covered to be to be discovered to be a lie and and to to to to have the uh the the ethics uh commissioner uh declare that he had breached the conduct of ethics um to have him basically try to throw it under the carpet sweep it under the carpet
00:15:21.360and not apologize to and not apologize to canadians for that breach of trust that breach of ethics and now this most recent example
00:15:29.360there is a firewall jamie that exists between politicians and law enforcement and it is clear that they looked for an advantage they said the right things they showed empathy to canadians
00:15:44.360they showed that as a federal government they were taking the appropriate steps but all along he had years and years and years and years to introduce this legislation
00:15:54.760but chose the timing which was not coincidental to follow on the steps of this worst mass shooting tragedy this country has ever seen
00:16:05.100to take advantage to take advantage and instruct either himself or the privy council or minister belair as he then was a minister for public safety
00:16:15.160to essentially direct the commissioner of the rcmp to advise that certain details of the firearms needed to be released
00:16:25.620and kudos to the supervisor on the ground who fought back and said to his ultimate boss i can't do that it's going to compromise
00:16:36.400the investigation and to have other like-minded individuals uh reported now in the paper to say how disgusted
00:16:45.160and how dismayed and concerned they were of this overt political influence is something that canadians
00:16:54.200ought to take notice of ought to take notice of and ought to be extremely concerned these are classic
00:16:59.960examples jamie of what you see in kangaroo countries and political entities around the world where
00:17:07.800authoritarianism and totalitarianism exists this does not exist in pure democratic countries and what this prime
00:17:18.240minister is doing and what his ministers are doing is inexcusable there has to be accountability
00:17:25.380i can't comment on commissioner lucky uh that's something that she's going to have to to deal with
00:17:33.080she certainly has some challenges in terms of facing uh facing the canadians facing the government in terms of her role in this particular matter but
00:17:43.240as far as far as minister blair is concerned as far as members of the privy council is concerned
00:17:48.320this warrants a full examination and i know that several witnesses later this month are going to be called
00:17:55.640to a special hearing of the public safety committee i'm hoping that i could take advantage of that and be in a position
00:18:03.500where i can ask uh certain people some some questions to get to the again to the heart of this matter
00:18:09.640to find out why there was that level of uh of interference when there ought not to have been
00:18:15.560so certainly uh jamie this is something that uh the press certainly became aware of towards the latter days
00:18:22.680of our session before we rose for the summer break and it's something that we will not forget
00:18:29.080and it's something that our party i know will not forget and we will continue to bring this to the attention
00:18:34.720of the canadians they they deserve the truth and they deserve to have a government that represents
00:18:40.800them honestly and ethically well let's let's build on what you said about canadians must take notice and
00:18:46.640be concerned i agree with that and and this is just kind of a personal pet peeve of mine if if you can
00:18:51.840compare what has happened in the past you remember mike duffy the whole thing around mike duffy
00:18:57.280and his expenses that was wall-to-wall coverage by the media to talk about a senator who uh filled out
00:19:06.560expense forms that were questionable and uh and it was reimbursed by the prime minister chief of staff
00:19:12.160out of his personal funds all that that was wall-to-wall nothing new seemed to develop but yet the media
00:19:16.740was talking about a day in morning noon and night now we have a situation that it looks like the
00:19:23.480government may have interfered in a police investigation to further their own political
00:19:28.800agenda but yet the media talked about it for a little bit but then once something else shiny and
00:19:34.920new came they quickly as quick as possible turn their attention and this should be something that's
00:19:39.680still in the headlines because as you said this is something that should not be happening in a g7
00:19:45.420nation but yet it is and it's just being silenced for the last week or so this should be front page
00:19:52.580until we have a resignation of a minister or people coming forward as you said will happen in the
00:19:59.080committee but this should be sped up this is this is absolutely ridiculous couldn't agree more and um
00:20:06.960i'm not i'm not here to to opine on what the press um uh the reasons why the press aren't following
00:20:14.620this as diligently uh as they should because this is not the first time that this has happened this is a
00:20:21.480this is a direct pattern of uh of interference where where the the prime minister and his ministers
00:20:29.760are simply not following a code of conduct that canadians expect from their elected officials
00:20:37.940particularly the government itself if we don't have an ethical government and an honest government
00:20:44.560what do we have jamie what do we have to look forward to and it really concerns me that the press is
00:20:53.300is assisting this bad behavior to continue silencing the public and not keeping this at the heart of
00:21:05.640people's discussions at dinner tables at barbecues at functions this is something that strikes again
00:21:15.340where i i comment at the very beginning it strikes at the erosion of public confidence
00:21:22.220in our democratic institutions and and as a new time politician jamie is someone who has followed
00:21:30.540politics all of his adult life it really greatly concerns me that this is the sort of blueprint that we can
00:21:41.600expect from this government and and there has to be accountability so hopefully you know your show
00:21:49.720and other like-minded shows and conservative colleagues of ours from coast to coast to coast
00:21:56.260we'll use this opportunity to continue this discussion to have these uh opportunities of sharing this
00:22:04.540on social media so that we keep this discussion alive if the press won't do it for us we will do this
