00:00:49.060 to be here again. Crazy news again, a Toronto police officer was shot just last week by
00:00:54.320 someone, surprise, surprise, out on bail. This is becoming a regular occurrence. There's
00:01:01.940 not a week that does not go by that we read and hear about just devastating news. It's not
00:01:08.640 law enforcement being targeted, it is law-abiding citizens who are being targeted by individuals
00:01:16.160 who rightfully should be locked up. In this particular case, this individual, 21 years old,
00:01:23.780 don't know the extent of his criminal record, but he had 21 prior convictions of failing to comply. That
00:01:32.560 could be failing to comply with attending court, failing to comply with bail orders, failing to comply with
00:01:38.720 probation orders, and more importantly, at least one current release. I believe it was from the Fort
00:01:45.920 Francis jurisdiction, some 17 hours away from where we are right now. In relation to a violent offense,
00:01:54.160 I believe a firearm offense for which he was released on bail. I would suspect that he was probably
00:02:00.560 released to a surety, someone that was supervising him. I don't know the extent of the terms, but I'm sure
00:02:07.680 he has breached a number of those terms in relation to the intentional shooting of that police officer.
00:02:15.200 My information suggests that this individual outed this plainclothes officer who was there to do
00:02:23.120 surveillance on potential stolen vehicles in the area. This individual recognized the undercover officer,
00:02:30.160 took out a stolen handgun, surprise, surprise, probably smuggled in from the United States,
00:02:36.080 and just shot randomly with whatever bullets he had in his cartridge. Luckily, one struck the officer
00:02:44.800 in the stomach. The circumstances could have been drastically different. We could have had a completely
00:02:51.120 different discussion today. Fortunately, that officer survived his intervention at the hospital. But it
00:02:58.480 just goes to show how brazen these criminals have become. Now, I know we've heard in the House that
00:03:05.760 certain members of the Liberal government, including the leader of the Green Party, Elizabeth May, was
00:03:13.200 very, very offended by the language that our leader used in calling this individual a dirtbag. And I think
00:03:19.360 we've got a video of that. Let's give up cut one. We'll show the video for those who haven't seen it. We'll also
00:03:24.240 show the minister's response to that, and we'll get into that. So let's play cut one. We see the case
00:03:30.080 of the dirtbag Tabor Organo who shot a police officer in the stomach yesterday while he was out on bail.
00:03:37.120 When will this government finally accept that their hug-a-thug catch-a-release system is putting our
00:03:42.400 people at risk? Mr. Speaker, what is extremely concerning is what the leader of the opposition is doing in this
00:03:50.240 house today? Canadians need to be extremely alarmed about the fact that when it comes to their rights,
00:03:56.720 his first instinct is to trample over them. That's what the police officer said. Almost everyone we
00:04:01.840 arrest is out on bail. No one stays in jail where they belong. The city and the feds just don't care.
00:04:09.200 It just doesn't bother them. It doesn't matter how many die and if a cop gets shot. What's wrong with
00:04:15.200 you people? All right, so that was the exchange. Let's show a point of order after question period.
00:04:22.880 Cue up cut two. This is Patti Haju, the Minister of Indigenous Services, with her own intervention,
00:04:28.480 and we'll examine that in just a second. Play cut two. I've noticed over the last several months a real
00:04:34.160 decline in the tenor of this house. It is disturbing to me as a member of parliament to hear other members
00:04:40.400 of parliament use names and slurs towards constituents of all of ours. These are Canadians
00:04:46.560 that we're talking about and Mr. Speaker, when we're using names and calling each other names
00:04:51.520 and calling constituents names, I think we can do better Mr. Speaker. I'm a member of parliament for
00:04:56.400 Thunder Bay Superior North and I'm immensely proud of the citizens in my riding. I'd just like to put on
00:05:01.200 the record that I am very comfortable calling a cop killer a dirtbag. Thank you. Good intervention by
00:05:08.080 our colleague Michelle Rempel-Garner, but the Liberals are more concerned about offending
00:05:14.640 the alleged cop shooter than actually dealing with the problem itself, which is the out-of-control
00:05:19.760 crime that ravages communities everywhere in this country. That is such an appalling response
00:05:26.240 from a minister of the crown. Completely tone deaf to the reality. If that had been a police officer in
00:05:33.760 her riding, I'm sure her language, she would have probably not even intervened in the fashion that she'd
00:05:38.080 did. But let's remember something else. You'd hope not anyway. Our party is a firm believer in
00:05:44.000 upholding charter rights. Every Canadian deserves that respect. We clearly have the right to be
00:05:51.200 presumed innocent until proven guilty. We have the right to have a fair trial. But in my former career
00:05:57.600 as a crown, sometimes there are circumstances by which I receive a crown brief that is extremely,
00:06:05.040 extremely relevant to the prosecution in the sense it's a strong crown case. That case we just
00:06:12.000 referenced, that individual was arrested on the spot. He was caught in the act of shooting. So it limits,
00:06:22.080 absolutely limits, if not eliminates any potential defenses this person has because he was caught in
00:06:29.840 the act. So while I respect our charter rights, there are circumstances by which a strong crown case
00:06:37.680 presents itself. This is one of those examples. I too would have used very similar language, if not stronger
00:06:45.200 language, in the house to describe those actions. Because far too many police officers are actually now
00:06:52.800 resorting to kissing their family goodbye in the hopes that they may return at the end of their shift.
00:06:59.760 That should not be the mantra of our law enforcement officers in this country. Far too many are being shot.
00:07:07.840 Far too many are being killed in the line of duty. And it's because of this disastrous, liberal,
00:07:14.800 soft on crime approach, going back to the days of Bill 75. Absolutely. And just, like I said,
00:07:20.800 the misguided view that they have. Don't offend the alleged cop killer. It's unbelievable what's
00:07:28.480 happening here. Okay, the other Randy. That saga continues. You're doing great work in committee with
00:07:34.080 our colleague, Michael Barrett and others. Do you want to do the quick, just to get our viewers and
00:07:39.120 listeners up to speed? Do you want to do a quick elevator pitch as to kind of Randy when he lost
00:07:44.320 the election in 2019? What happened, the pandemic? And then we'll get into some quick questions. Yeah,
00:07:48.640 I'll do as quickly as I can. So in 2019, he loses the election. He decides to, because of the pandemic,
00:07:54.480 he decides to get into business with a Steven Anderson two-person partnership. And they created a
00:08:00.480 company called Global Health Imports. They would supply PPE equipment to distributors in Canada and the
00:08:08.480 United States. However, their business blueprint, pardon the pun, was essentially to defraud customers
00:08:17.600 of the goods that they had paid for. Not surprising, they were embroiled in numerous fraudulent lawsuits,
00:08:24.320 some of which still exist today. Fast forward, one particular company, a California-based company
00:08:30.080 called the Goway Group, wanted to contract with Steven Anderson. At the time now, I have to be mindful of
00:08:39.040 the time frame. This goes now to post 2021. So now Minister... Randy Boissoneau. Randy Boissoneau. Minister Boissoneau
00:08:50.240 is now a Minister of the Crown, and according to our ethic laws, cannot have a managing or operating
00:08:59.680 interest in a company. You can have an interest in the company, but you can't be actually managing it.
00:09:05.520 So all the, basically, the day-to-day decision-making was left to Mr. Anderson. Mr. Anderson
00:09:12.320 was looking for a payment from the Goway Group of a half a million dollars, $500,000. At the heart of
00:09:20.080 this controversy is a slew of emails between Stephen Anderson and the owner of the Goway Group about
00:09:30.240 putting pressure on Goway Group to release the advance funds of a half a million dollars. And in
00:09:37.040 support of that request, Mr. Anderson makes nine specific references to Randy. Doesn't identify the last
00:09:47.760 name, but Randy wanted to have a partner's call in one of the text messages. Now, there's only two
00:09:55.280 partners, so you can do the math. It's not Mr. Anderson and Mr. Boissoneau. Minister Boissoneau was
00:10:01.680 a former partner. He's likely the Randy, most likely, if not definitively, the Randy that he's referencing
00:10:08.240 to. Now, Steven Anderson claims it was simply an auto-correct. Now, we know how auto-correct works.
00:10:13.360 All nine times. All nine times. Also interesting to note is that the owner of Goway Group, who actually
00:10:19.840 paid the $500,000, remarked that at all material times, Steven Anderson referred to Randy as his
00:10:29.760 partner and as a public official. Again, you can do the math. He's referencing Randy Boissoneau,
00:10:37.920 Minister of State. So that, in essence, is the controversy. The money was actually sent to Global
00:10:44.960 Health Imports. 16 days later, surprise, surprise, there is a fire, an arson, committed at the warehouse
00:10:55.280 where the goods were being stored. And none of the equipment that Goway Group had paid for was actually
00:11:02.480 received by them. So, of course, they have sued. That lawsuit is still outstanding. But Mr. Anderson
00:11:09.680 and Mr. Boissoneau, Randy Boissoneau, the Minister of State, refuses to own up that he, in fact, is the
00:11:18.320 Randy that he was referencing, or to give us details as to who the other Randy may be. Wasn't there a text
00:11:25.840 that reference that Randy was in Vancouver? Yes. And as a result, Minister Randy was coincidentally
00:11:33.200 in Vancouver at the exact same time. At a cabinet retreat, there is a controversy surrounding
00:11:41.680 whether he had access to telephones or other telecommunication devices during the cabinet
00:11:48.480 retreat or cabinet meeting. Now, of course, during the meeting itself, I'm sure that you can't have
00:11:53.840 access to those devices. But as you know, in many meetings that we have on a national basis,
00:11:59.680 you can easily leave the meeting to go to the washroom, to take a look at your phone, to communicate
00:12:05.760 with constituents or other stakeholders or your family, for that matter. So we have every reason
00:12:10.880 to believe that's, in fact, exactly what happened. Minister Randy Boissoneau took the opportunity,
00:12:17.120 because it was important to him, as it was Mr. Anderson, to receive that $500,000 advance.
00:12:25.040 Of course. And let's cue up cut three, because my next line of questioning is a result of that,
00:12:32.800 and I don't want to lose this clip. So let's play cut three.
00:12:35.040 I admit that I did panic when she said, is there another Randy?
00:12:39.520 So you lied? To the reporter, I did, yes. How much did Minister Boissoneau pay you for your silence?
00:12:47.680 Mr. Chairman, I haven't... How much did he pay you? I have not had no communication
00:12:52.240 with Minister Boissoneau. Is it your testimony today that how many times do you say it? Nine
00:12:57.280 references to Randy? Every one of those nine is an autocorrect? Yes. It was Randy Boissoneau.
00:13:03.840 It was Randy Boissoneau. There's five individuals that would be involved in any decision deal-making
00:13:10.000 that we were making. Who are they?
00:13:16.320 One was Shauna Parker. One was Felix Papineau. One was Edward. And the last one I'm not, I won't name.
00:13:24.480 I simply will not name them just based on the turmoil. You are a self-admitted liar. You lack
00:13:31.520 any credibility whatsoever. It's pretty darn clear. Now, it makes sense for a whole bunch of
00:13:38.080 reasons why you would not have a Minister of the Crown having direct influence into a operating
00:13:44.640 corporation for a whole bunch of reasons. The government could change policy, you had inside
00:13:48.320 information, you could direct, you know, your team to go in certain areas and potentially reap the
00:13:54.160 rewards of that. So it makes total sense on this. Mr. Boissoneau, it looks like decided potentially
00:14:02.800 that he wanted none of that and actually wanted just to reap the rewards. Yes. And what I want to
00:14:08.640 add to that is that clip that you showed also reveals another lie by Mr. Anderson when he said he had no
00:14:17.200 communication with Randy Boissoneau during that period. Minister Boissoneau has attended twice at
00:14:23.600 committee, his first attendance. He also lied to committee. This is a Minister of the Crown. Although
00:14:31.760 not being sworn in at committee, there is a presumption at committee, as you will know,
00:14:36.880 Jamie, that you're going to tell the truth. A Minister of the Crown deliberately lied at committee
00:14:44.480 when he said he didn't have any communication with Steven Anderson in and around that time and further
00:14:52.960 lied when he spoke to Global News and informed Global News that he had always paid the company's bills
00:15:03.520 when he was a partner, an active partner in the affairs of the company. Global News confirmed by looking
00:15:11.520 at court records of the lawsuits that he in fact deliberately lied, misled Global News because
00:15:18.960 at a time when he had an active interest, he wasn't paying the bills and he and the company and Mr.
00:15:24.800 Anderson were being sued for that. But to the point I'm raising right now about no communication,
00:15:31.040 through Global News, it was revealed that there were additional text messages. And from that,
00:15:37.840 we also heard from Minister Boissoneau during his second appearance. Oh, by the way, committee members,
00:15:46.240 I received a text message from a perlator company regarding an unpaid invoice. So I took it upon myself.
00:15:57.600 And this is a Minister of the Crown who's got a staff of hundreds. He took it upon himself,
00:16:07.040 knowing he can't have any operating or management connection with the company. He took it upon himself
00:16:13.920 to text Mr. Anderson and requested a phone call with Mr. Anderson. He claims they spoke for one minute.
00:16:21.920 This is at the exact same period of time he's doing a shakedown for that half a million dollars.
00:16:29.680 So you be the judge, Jamie. So he finally fessed up to communicating, but he could have had other
00:16:36.960 people doing that for him. So clearly, in our view, he is still in violation of the conflict of interest.
00:16:44.800 Now, what would be the biggest punishment? If this is conclusive, that he is in fact guilty of
00:16:51.680 what we've laid out today on this show and in committee, what's the worst? Public shaming.
00:16:56.560 Public shaming. That's it. That's it. Our current ethic rules don't have enough teeth. And that is why
00:17:04.640 our colleague, Michael Barrett, is introducing his own private member's bill for more accountability and
00:17:09.920 more consequences, including fines, if not jail. I think that's what Canadians demand and expect
00:17:18.000 from their elected officials. There's got to be a heightened sense of scrutiny and a higher sense
00:17:24.400 of integrity. When we become members of parliament, we are holding ourselves to a higher standard. This
00:17:32.480 government's level of competency and integrity is the complete opposite of what Canadians expect.
00:17:38.640 When Stephen Harper took power in 2006 and onwards in 2008, it was the Accountability Act, right?
00:17:44.800 Brought in because of the sponsorship scandal, which was more liberal corruption. And leave it to the
00:17:51.680 liberals, the liberal themselves in terms of the corruption meter, right? They keep finding new ways,
00:17:57.200 and we continue to have to change the law to keep up to them.
00:18:02.560 That's precisely what we're doing. All right. We're pretty much out of time. We did go over,

00:18:42.240 so we can restore common sense, but more importantly, community safety.
