00:02:28.000 With us today is a great American, Tom Holman, who ran ICE for a little while under the Trump administration and understands the immigration issue, I think, better than anyone else and really what's happening in our country.

00:02:46.000 So give us the truth of what's happening right now on the southern border because the Biden administration is telling us everything is wonderful.

00:02:55.000 They have the situation under control.
00:02:56.000 They won't call it a crisis.
00:02:58.000 What's happening on the southern border?
00:03:00.000 It's absolutely a crisis.
00:03:01.000 The Biden administration lying to the nerd people.
00:03:04.000 Well, under President Obama, when I was third in command at ICE, I met many times with Secretary Jay Johnson and Alley Mayorkis, along with the White House.
00:03:12.000 And with Jay Johnson, we set a threshold of a thousand.
00:03:15.000 We said a thousand a day was a bad day.
00:03:16.000 It was a crisis.
00:03:17.000 So that was always a number we looked at.
00:03:19.000 Now, all of a sudden, they got, you know, the other day they arrested 4,700 in one day.
00:03:23.000 So we got more than four times the numbers we had when we called it a crisis under the Obama administration.
00:03:28.000 But all of a sudden, now it's not a crisis.
00:03:30.000 So look, they deployed hundreds of more board patrol agents to the southern border.
00:03:34.000 They got FEMA down there, got HSS down there.
00:03:36.000 Secretary sent them an email today asking for more volunteers.
00:03:38.000 It certainly is a crisis.
00:03:40.000 The number speaks for themselves.
00:03:42.000 And the most thing I can't get over, Charlie, I spent almost 35 years doing this immigration where I started as a board patrol agent.
00:03:50.000 For the first time in this nation's history, we have a president that is facilitating illegal immigration, facilitating cross-border crime.
00:03:59.000 Cartels are making millions of dollars a day based on the promises Joe Biden has made.
00:04:04.000 Thousands of people are being released in the United States already.
00:04:07.000 Many, you know, some with COVID.
00:04:09.000 So, you know, it's, it's, it's, I knew they would move to the left, but I didn't think they would lose their minds and fall off the table.
00:04:16.000 So it's, it's, it's what's happening on the border right now.
00:04:19.000 And I said it in July last year, I wrote an op-ed on foxnews.com and said, if he became president, we'd lose the border.
00:04:24.000 Well, guess what, folks?
00:04:25.000 We're losing the border.
00:04:27.000 You said the cartels are making a million dollars a day.
00:04:30.000 What exactly do you mean by that?
00:04:32.000 Are they through drugs, through human trafficking?
00:04:35.000 Yeah, you got two different types of cartels, right?
00:04:37.000 You got the handling smuggling organization that smuggled people and trafficking people.
00:04:40.000 But you can't work to the northern border of Mexico without the approval of the drug cartels who own and operate everything on the northern border.
00:04:48.000 So you got to play it's called a plaza tax.
00:04:51.000 If you work through their plaza, you got to pay the drug cartels money to work to get permission to run through their plaza.
00:04:56.000 And the reason they do that, number one, they collect money.
00:04:59.000 Number two, they control the alien smuggling movement.
00:05:02.000 So the cartels will tell these groups, okay, we'll send 200 family groups over in this sector at this time.
00:05:08.000 And when they do that, Board Patrol surges over to deal with that thing.
00:05:11.000 Guess what happens in the unprotected area?
00:05:13.000 That's where they move the fentanyl, the opioids, the MS-13 gang members, and those that don't want to be caught.
00:05:19.000 Different from this surge, the other surges are, is that there are a lot more gotaways.
00:05:23.000 Board Patrol said other days they're estimating about a thousand a day gotaways based on censor trips, that they can't respond to drone sensor, you know traffic that they just simply can't respond because they're tied up a thousand a day.
00:05:35.000 Now we got to remember during the last family surge, uh and family crisis on the border.
00:05:40.000 Everybody wants to call it humanitarian crisis, but it actually created a national security crisis.
00:05:45.000 That same year.
00:05:46.000 Border Patrol says 50 to 60 percent of our manpower is no longer on the line.
00:05:50.000 They're changing diapers, making baby form, making hospital runs.
00:05:54.000 And during that time what happened?
00:05:55.000 62 000 Americans died of overdose.
00:05:58.000 Overdose, deaths from warbories, that being crossed against the, being brought against the border.
00:06:03.000 And when president Trump created a national emergency, I we had I, me and him had many discussions in this the human humanitarian crisis caused half the Border Patrol no longer to be on the line.
00:06:14.000 So if you want to smuggle drugs or ms 13 members, that's the time to do it and type their assets.
00:06:18.000 Second of all, if you want to come to this country and do us harm, you want to blow up a couple buildings?
00:06:24.000 It's hard to get a plane ticket anymore because all the database checks after 9-11.
00:06:27.000 It's hard to get a visa because of the visa security program that's in place now.
00:06:31.000 Any derogatory information out there in any DOD database or anything, you're not getting a ticket.
00:06:36.000 You're not getting a visa.
00:06:37.000 So how are you going to come here and do us harm?
00:06:39.000 You can go to the southern border, enter illegally like 20 million others did, especially when the Board of Patrols tied up with family units and have their staff down the line.
00:06:47.000 That's what makes this a national security crisis.
00:06:50.000 So what Joe Biden has does not only create a humanitarian crisis, which he didn't have to create, because President Trump has solved this issue pretty much.
00:06:57.000 But rather than learning and taking lessons from the Trump administration, he just blew it all up, which created a humanitarian crisis and in turn is creating a national security crisis.
00:07:07.000 So let's just talk about pure numbers.
00:07:09.000 How bad is it?
00:07:10.000 How many people are crossing the border month to month versus what was happening under the Trump administration?
00:07:16.000 Well, the UAC numbers are about three times they were under the Obama administration.
00:07:21.000 Trump administration, I've said this many times.
00:07:27.000 You can like President Trump or hate him.
00:07:28.000 I don't care.
00:07:30.000 You can't argue the fact that President Trump done more to secure this board than any president I've ever worked for.
00:07:35.000 And I've worked for six of them.
00:07:36.000 I started with Ronald Reagan.
00:07:37.000 I respect every president I've worked for because they're the president elected by the people.
00:07:41.000 But you can't argue President Trump had historic, historic numbers on the board.
00:07:46.000 It's unprecedented how border security operated under president Trump.
00:07:51.000 Lowest numbers are illegal immigration, historical numbers.
00:07:54.000 That got turned around in a matter of weeks.
00:07:57.000 The minute the press announced that Joe Biden's become president, look at the maths, look at the CDP numbers.
00:08:02.000 As soon as they said it looks like he's going to be president, the numbers started climbing.
00:08:06.000 Now the numbers are astronomical and they're going to get worse, right?
00:08:09.000 Because a lot of them are still being sent back to Mexico under Title 42.
00:08:13.000 Now, when Mexico stops saying, you know what, we got our own COVID problems, we're not taking these people anymore, you're going to be going to see a surge at the border we have never, ever seen in this country.
00:08:21.000 We went from the most secure border in my lifetime, in my professional lifetime, to a border that's no longer in control by the Board of Joe.
00:08:29.000 The criminal cartels have control of our border, and Joe Biden gave it to them.
00:08:35.000 Why do you think he's doing it?
00:08:36.000 Everyone has their own guesses on the intentions.
00:08:40.000 What could possibly be the intention of Joe Biden?
00:08:42.000 He sold out to the progressive left, open borders people.
00:08:45.000 He did it to get elected.
00:08:47.000 I mean, Joe Biden knows how to fix this because he was vice president when we fixed it in FY15 or Jay Johnson.

00:08:53.000 We built detention centers.
00:08:55.000 We didn't release people like they're doing right now.
00:08:57.000 Now the detention centers are turned into welcoming centers.
00:09:00.000 They call them, they call them processing centers, actually welcoming centers.
00:09:03.000 So in FY15, we built detention centers.
00:09:06.000 We went from 100 family beds to 3,000 family beds.
00:09:09.000 We built family residential centers.
00:09:11.000 We turned children over HHS.
00:09:12.000 We let ICE do their job.
00:09:15.000 90% of Central Americans who claim asylum at the border never get relief from U.S. courts because they simply don't qualify, don't show up in court.

00:09:23.000 Now, knowing, and anybody can look that up on the Department of Justice website under EOIR Immigration Officer Immigration Review, look at three countries, El Salvador, Guatemala, and Honduras.
00:09:33.000 Now, the Biden administration knows this because I've met with them many times during the Obama administration.
00:09:37.000 What's causing the surge?
00:09:38.000 How we stop it?
00:09:39.000 So they know 90% don't qualify.
00:09:42.000 They know most amuser cases get order removed.
00:09:45.000 They know that only 3% will leave.
00:09:48.000 So what happens to a family group that comes to the United States illegally, gets released, gets order removed after great due process, at great taxpayer expense, get order removed, and they ignore the judges' orders.

00:10:00.000 I'm going to go hide out long.
00:10:01.000 And what's the consequence?
00:10:02.000 They're going to get amnesty.
00:10:04.000 All these family groups that came across in the last eight years that failed to leave as required by a federal judge are now getting rewarded with amnesty.
00:10:12.000 And they think they're going to stop this now.
00:10:14.000 No, this is this is and look.
00:10:16.000 I said this many times.
00:10:17.000 What does the Democrats have in the open borders?
00:10:20.000 My theory: what's the first thing Joe Biden did?
00:10:22.000 One of the first things he did that week in office, he overturned the census rule that President Trump put in place.
00:10:28.000 They will be counted in the census, which equals more seats in the house, which leads to Electoral College, which leads to continued power.
00:10:35.000 Democrats control the government.
00:10:37.000 That's my theory.

00:11:45.000 Because a lot of people on television, Democrats, they say that everything is fine on the border and the people that are crossing are grandmothers and peace-loving people and all this.
00:12:01.000 Can you talk about how there are some not so great people that are actually passing the border that actually might do harm on American citizens?
00:12:09.000 I can tell you when I was vice director, it was between 20 to 22 percent of everybody border patrol arrested had a prior criminal history.
00:12:18.000 Let's just get that one out of the way.
00:12:19.000 I can tell you that the children, people talk about these children, you see when these UACs, they come unaccompanied and the children come across, they'll show you pictures of three-year-olds.
00:12:28.000 72% of the UACs are 16 and 17 years old.
00:12:32.000 Okay, so they're not toddlers.
00:12:33.000 Finally, let's look at UAC populations and family groups.
00:12:37.000 When I was ice director, we did an operation in New York out on Long Island on an MS-13 operation.
00:12:43.000 We arrested just short of 500 gang members, most of them MS-13.
00:12:49.000 42% of every gang member re-rested came in this country as a UAC.
00:12:55.000 So, you know, it's not, look, there's going to be some vulnerable people in that population.
00:13:00.000 I get it, but do not think for a moment that there aren't criminals and gang members within these groups.
00:13:06.000 We proved it.
00:13:07.000 42% of the gang members we arrested enter this country as a UAC.
00:13:11.000 And what concerns me the most is the Biden administration has given a green light to child trafficking organizations and to female trafficking organizations.
00:13:19.000 More women are going to be trafficking and forcing them to serve it to in a gear and prostitution.
00:13:23.000 We already know during President Trump, he actually established a DNA testing pilot in several areas.
00:13:30.000 We knew that up to 30% of family units weren't even family.
00:13:34.000 When I was vice director, we had several investigations into where a child was rented numerous times by different adult males or adult females to be called a family group.
00:13:44.000 Can the United States be released, child sent back, re-rented?
00:13:49.000 What do you mean by rented?
00:13:51.000 Using that child over and over again to get to the United States, they knew family group wouldn't be detained.
00:13:56.000 So they're claiming to be a family group when there weren't.
00:13:58.000 So you have an eight-year-old and you pay the eight-year-old?
00:14:01.000 No, he pays parents.
00:14:03.000 Oh, so it's a form of like child prostitution, basically.
00:14:08.000 And we have criminal investigations that are looking at it.
00:14:10.000 We had some children that were smuggled in.
00:14:12.000 They're putting into servitude.
00:14:14.000 They're working on chicken ranches and stuff.
00:14:17.000 Slavery.

00:14:19.000 We have given a green light.
00:14:20.000 This administration has given a green light to more child trafficking, more female trafficking.
00:14:26.000 Of course, more drug trafficking, because with the boardrooms tied up, they can't be as vigilant on the borders as they have been.
00:14:32.000 It's just, I'm saying, you know, I don't care if you're a Republican, a Democrat, Independent.
00:14:38.000 There's no downside on having a secure board.
00:14:41.000 If you think about it, there's no downside on 31% of women not being raped, making that journey.
00:14:46.000 There's no downside in children dying and being trafficked.
00:14:48.000 There's no downside on taking millions of dollars a day out of cartels' hands.
00:14:52.000 There's no downside on the sovereignty and security of this country.
00:14:58.000 So why is it happening?
00:14:59.000 It's happening because it's a political issue that's going to help build future voters for the Democratic Party until they get to the point they can vote.
00:15:08.000 They're going to be counted in the census.
00:15:10.000 There's no other reasonable explanation that we would turn our borders wide open.
00:15:15.000 And it's actually getting to be so noticeable.

00:15:20.000 They just had a segment where they had the mayor of McAllen, Texas.
00:15:23.000 I obviously didn't hear what he had to say, but they said, you know, pressure mounts for Biden big test on the southern border.
00:15:30.000 Are you hopeful that maybe Joe Biden will embrace logic and reasoning and do the right thing?
00:15:36.000 Or are basically we're going to say the rest of the world, the southern border is nothing more than a suggestion.
00:15:41.000 There's no difference between the United States and Mexico and just come right in.
00:15:45.000 I have no confidence in this administration.
00:15:48.000 Alejandro Mayorkas, I respect the man.
00:15:51.000 I think, you know, he came to this country legally as a Cuban immigrant.
00:15:55.000 During his confirmation hearing, I thought and I thought, you know, he may be the guy for the job because he was feared during the FY14, FY15 border search.
00:16:04.000 He knows how to fix this.
00:16:06.000 And that's explained to him: more detention, let ICE remove the job.
00:16:08.000 But what's happened?
00:16:09.000 ICE has been gutted.
00:16:10.000 They lost 90% of their authority.
00:16:12.000 They're not going to, you know, might as well, you know, get rid of immigration course too, because the judge's order seems to mean nothing anymore.
00:16:19.000 So ICE is out of a job.
00:16:20.000 So they're not going to remove people ordered by the judge.
00:16:22.000 And they're not detaining people anymore.
00:16:24.000 They're quickly released.
00:16:25.000 And the rule is not releasing within 72 hours as quick as you can.
00:16:28.000 So they're doing the complete opposite.
00:16:29.000 What solved the issue in 2015.
00:16:31.000 So I've lost faith that this administration is going to, I got no faith that they're going to deal with this crisis the way they do they should deal with it with consequence deterrence.

00:16:42.000 How about enforcing the immigration law rather than telling the men, women, ICE and border patrol, turn a blind eye and let these people in.
00:16:48.000 Again, it's facilitation.
00:16:50.000 They know 90% don't qualify.
00:16:52.000 They know they're not going to leave after the order removed.
00:16:54.000 So why are you letting them in?
00:16:56.000 The remain in Mexico program was a perfect idea by President Trump.
00:16:59.000 They can still claim asylum, but let's not release them knowing they're not going to come back.
00:17:03.000 And the second thing is that, you know, when you claim asylum, you're claiming that you're escaping fear and persecution from your homeland.
00:17:12.000 So when you leave Guatemala and you get to Honduras, you get to Mexico, guess what?
00:17:16.000 You escape persecution from your home government.
00:17:18.000 You're in a different country.
00:17:19.000 So it's really now, and based on the numbers, 90% failing, this really isn't about fearing persecution.
00:17:25.000 This is about getting to the United States.
00:17:27.000 This is about getting here and working in the United States because now Joe Biden says the ICE can't do work site enforcement operations anymore, which means you can come here and get a job.
00:17:35.000 ICE isn't going to find you because ICE can't do work site enforcement operations anymore.
00:17:38.000 On top of all of this, you know, we're going to get, we'll give you free health care.
00:17:42.000 It's just, they lit the fire.
00:17:44.000 And rather than trying to throw water on the fire, every day I see a new announcement, they're putting gas on the fire.
00:17:49.000 Now Congress wants to talk about immigration reform.
00:17:51.000 You want to throw amnesty on top of all the other enticements?
00:17:53.000 Just crazy.
00:17:55.000 So can you talk more specifically about the Remain in Mexico policy?
00:17:59.000 I've heard it mentioned a couple of times.
00:18:01.000 What specifically is the Remain in Mexico policy?
00:18:04.000 Why did it work?
00:18:06.000 Can you get into the details of that?
00:18:08.000 The Remain in Mexico Main in Mexico programs are great out-of-the-box thinking by the president.
00:18:14.000 It was that he, you know, based again, he looked at the data, he looked at the facts that is actually 88 to 90% of Central Americans claiming asylum at the border never get relief in the immigration court.
00:18:24.000 Almost half of them, 48%, don't even file a case with the courts about to get released.
00:18:28.000 And the rest of them, most of them lose their case.
00:18:30.000 So he said, okay, so they're being released.
00:18:32.000 Many don't show up in court.
00:18:34.000 And the ones that do show up in court, 90% lose their case.
00:18:36.000 So why are we releasing the 90 states?
00:18:37.000 No, they're not leaving.
00:18:39.000 Why not have them wait in Mexico for the hearing?
00:18:42.000 That way they're not being released and in the wind.
00:18:44.000 Got it.
00:18:45.000 Great idea.
00:18:46.000 But of course, the open board of advocates fought it.
00:18:48.000 But it was working.
00:18:49.000 That was the major enticement to come to this country and be released.
00:18:52.000 That's why children were trafficking, claiming to be family units.
00:18:55.000 President Trump, what he did was actually make sense of this and found, and he's trying to close a loophole that Congress failed to close.
00:19:01.000 For five years, I was up on Hill when I was ICE director and I was in 30 command ICE.
00:19:06.000 Here's the three loopholes you need to fix.
00:19:08.000 The families, here's something no one wants to talk about.
00:19:11.000 In FY14, the family surge first happened.
00:19:14.000 We built the first family residential center over in the old border patrol facility in New Mexico.
00:19:20.000 And we held these families about 40 days in a residential center to see a judge.
00:19:23.000 It took about 40 days to see a judge.
00:19:25.000 90% lost their cases.
00:19:27.000 We put them on an airplane and sent them home.
00:19:29.000 What do you think happened?
00:19:30.000 The border numbers went in the toilet because we were shown that we're going to enforce our laws here.
00:19:36.000 They're the Ninth Circuit, those geniuses said, no, you can only detain for 20 days.
00:19:41.000 In my affidavit, I said in the court finally, if you limit this to 20 days, they won't have time to see a judge, they're going to be released and they're going to be in the wind.
00:19:49.000 And the opposing party says I was a fearmonger.
00:19:52.000 Well, guess what happened?
00:19:54.000 When they put 20 days, a number skyrocketed back up because people are going to be released.
00:19:58.000 Now, the Ninth Circuit said we're going home for 20 days.
00:20:01.000 What did the administration just announce?
00:20:03.000 They weren't released for 72 hours.
00:20:05.000 They're even going further than further left in the Ninth Circuit, which I never thought was possible.
00:20:09.000 The Remain in Mexico program stopped catching release.
00:20:13.000 Now we're back to catch and release.
00:20:16.000 So, catch and release.
00:20:18.000 So, we have a lot of younger listeners, just so they understand.
00:20:21.000 And I understand because it's been a while since I've talked about this.
00:20:24.000 Catch and release.
00:20:25.000 You have a border jumper that comes into the country, and instead of saying you got to go back to Mexico and wait out your court hearing, we just catch you and then release you into the interior of the United States and say, I hope you show up at some point in front of a judge.

00:21:02.000 They're being processed with what we call a notice to appear, promise to go see a judge.
00:21:06.000 They're being OR, order recognizance on your own.

00:21:39.000 So they're going to get worked authorization to compete with the same job many middle-class Americans are going to compete for in this unemployment issue.
00:21:47.000 So not only are they going to get released, and we already know that over 100 have COVID, they're going to also be qualified work authorization.

00:24:27.000 He says that's based on central traffic who we couldn't respond to.

00:24:35.000 We go over there and there's 20 sets of footprints heading north, and especially if it's near residential area, they're lost in the wind.
00:24:41.000 So the person I talked to the other day, again, I'm not going to name him because I don't want to get him in trouble, but a thousand gotaways a day.

00:24:48.000 Because these family groups are tying up the border patrol so they can't they can't have the manpower on the border they want.
00:24:54.000 Criminal cartels are dictating where they move, when they move, how many they move, so they can take advantage of the unguarded border.

00:25:03.000 What, first of all, back to the families.
00:25:05.000 What percentage of the families are, on the data that you have available to you, not legitimate?
00:25:11.000 They have been kind of put together with rented children.

00:25:21.000 This is terrible to think that children are rented for this.
00:25:24.000 What percentage of the families are legitimate asylum seekers versus kind of just opportunists?

00:25:33.000 I know when the DNA testing was done, it was the lowest 12%, as high as 30%, depending on when.
00:25:39.000 But even, let's take the low number, 12%.
00:25:42.000 So, you know, one child out of every 10, that's okay that he's trafficking.

00:25:48.000 And what really irritates me is, you know, I was there and they talked about the whole family separation.

00:25:55.000 We're talking about taking a child, putting them in a licensed daycare facility because their parents are being prosecuted.
00:26:00.000 Just the same thing happens to U.S. citizen parents every day across this country.
00:26:04.000 Law enforcement separates family when someone's arrested.
00:26:06.000 But now they ignore the fact that at the same time they're screaming about 2,500 separation, there's 14,000 children because HHS whose parents chose to separate themselves and put their children in the hands of criminal cartels.
00:26:19.000 And we're inhumane.
00:26:20.000 Give me a break.
00:26:22.000 And the other day, during the one that Brief says, well, loving parents send their children to cross the border.
00:26:28.000 No, they don't.
00:26:29.000 They may be loving parents, but they're foolish parents because you never put your child in the hand of a criminal cartel to be placed in the trunk of a car or back of a tractor trail to get smuggled in the U.S. Who knows what those children are exposed to?
00:26:41.000 So the and selling your children is something the third world does all the time.
00:26:46.000 So it's not a surprise.
00:26:48.000 It shouldn't shock people.
00:26:49.000 But open border policies put forward by Joe Biden, the Democrats, they don't care about children.

00:26:55.000 There's a lot of women will be raped.

00:26:58.000 In fact, I believe it's more women than not that are raped that try to cross the southern border.

00:27:03.000 So something that Donald Trump did correctly, he did very well, and you would know it a lot better, is involving the Mexicans in trying to actually secure the border.

00:27:18.000 Please add some detail to that.
00:27:20.000 President Trump had agreements with Mexico, Honduras, Guatemala, El Salvador that no other president was able to obtain.
00:27:29.000 And maybe some of it's from fear, intimidation, because he was going to, you know, you know, start hitting them in a pocketbook.
00:27:34.000 But he held it.
00:27:35.000 Look, Mexico is against the law of Mexico trafficking women and children.
00:27:38.000 So, President Trump said, once you guys enforce your law, once you secure your border, it's also illegal to transit Mexico without a transit visa.
00:27:45.000 So, all these cartels, all these caravans coming across, they don't got transit visas.
00:27:49.000 So, President Trump says, enforce your law.
00:27:53.000 Or I'm going to, you know, we're going to tariff you.
00:27:56.000 You got to give them guy.
00:27:57.000 You got to give the guy credit.
00:27:58.000 He says, I'm holding you accountable.
00:28:00.000 You know, we give you all this money every year, and you guys don't do anything.
00:28:03.000 So you're right.
00:28:05.000 Mexico put.
00:28:06.000 National Guard and Southern border, they put them on the northern border, and they helped us get the numbers down.
00:28:10.000 Mexico actually deported thousands of Central Americans for us after President Trump brought them to the table.
00:28:17.000 Guatemala, El Salvador, and Honduras all agreed for repatriations.
00:28:22.000 What did Joe Biden do?
00:28:24.000 Killed all of them.
00:28:25.000 So now you have those countries, Guatemala, El Salvador, Honduras.
00:28:29.000 They just basically walk into Mexico as they please.
00:28:32.000 Mexico, I'd imagine, would want to secure their southern border too.
00:28:35.000 I wouldn't imagine that they're perfectly okay with these caravans coming unless they're just indifferent to it.
00:28:41.000 I think Mexico is doing some things, but they're not doing what they did under President Trump.
00:28:44.000 And also on the same voice, you got the Mexican president asking Joe Biden to bring thousands of more temporary workers into the United States.
00:28:52.000 You got to remember, last year, $42 billion, billion with a B, $42 billion in remittances were sent down to Mexico from people working in the United States.
00:29:02.000 You know, illegals and legal, both sending money down to Mexico, $42 billion.
00:29:06.000 Now he wants to send as many as $800,000 more.
00:29:08.000 And people say, why?
00:29:09.000 Well, look, first of all, it's bad.
00:29:11.000 It's bad for the United States.
00:29:12.000 It's bad for the American worker.
00:29:13.000 But it's great for Mexico.
00:29:14.000 They can send their people over here.
00:29:15.000 They don't have to train them.
00:29:17.000 They don't have to provide them social services.
00:29:19.000 Send them over here and send it back to them, which is a big part of their GDP.
00:29:24.000 Mexico's, it's a win-win for them.
00:29:26.000 So, you know, again, President Trump, when it comes to border security, no one did it better.
00:29:32.000 He said, he goes, look, I know you're getting all these remittances.
00:29:34.000 I know we're sending millions of dollars in aid to Central America and you guys aren't doing anything about controlling your border.
00:29:39.000 He held them accountable.
00:29:40.000 Now the Biden administration wants to send billions of dollars or more down to help them create jobs and create opportunity zones down there.
00:29:48.000 You can't do that unless you fix the corruption in those countries because we've given them billions of dollars.
00:29:54.000 It doesn't get to the people that need it.
00:29:56.000 So it needs to be some sort of accounting.
00:29:57.000 I'm all for creating opportunities down there so people don't have to flee their country.
00:30:02.000 However, until you fix the corruption, you're not going to fix the problem.
00:30:06.000 I completely agree.
00:30:07.000 And so let's talk more about these cartels.
00:30:09.000 Who's running them?
00:30:10.000 I thought Mexico, in certain ways, the Mexican government is at odds with the cartel, or is it kind of like a détente where they allow the cartel to run the border as long as they don't come into kind of more of the upper middle class neighborhoods in Monterey and the outskirts of Mexico City?
00:30:27.000 How is it that a non-government organization, a criminal enterprise, runs the thoroughfare into our country?
00:30:33.000 Corruption.
00:30:34.000 Look, you know, there's, I'm not going to badmouth every cop, every soldier in Mexico.
00:30:38.000 There's actually cops down there, police officers that want to do the right thing.
00:30:41.000 There's some military guys wanting to do the right thing.
00:30:43.000 The problem is the corruption is rampant in law enforcement.
00:30:46.000 It's rampant in Mexican military.
00:30:48.000 And these cartels have bought and sold for a lot of mayors and governors.
00:30:53.000 And it's just, the cartels are running the northern border of Mexico.
00:30:59.000 And just like the Mexican president just proposed that DEA that's assigned to Mexico turn over all intelligence of Mexico to the Mexican federal authorities.
00:31:11.000 DA is not going to do that.
00:31:12.000 And if they're demanded to do that, she leave the country because even with ICE, we have what we call vetted units.
00:31:19.000 We have Mexican federal officers working with our task forces, but we bet that we bet.
00:31:24.000 We look at their finances.
00:31:25.000 We look, we look, find out who they are, make sure it's good.
00:31:28.000 And we don't even share all the intelligence with them because it puts our officers at risk.
00:31:31.000 We have to pick and choose what we tell the Mexican authorities because we know corruption is rampant.
00:31:36.000 So the criminal cartels are operating freely in Mexico.
00:31:40.000 And I don't think the current president taking it seriously by asking DEA to step back and give them all the intelligence.
00:31:47.000 90% of the cartels arrests made, and I'm not exaggerating number, 90% of the cartels arrests that are arrested in Mexico are based on U.S. intelligence.
00:31:56.000 So I think the Mexican president understands he wants to be sovereign and shouldn't have DEA or U.S. law enforcement now they're running his counter narcotics operations.
00:32:06.000 But we're successful.
00:32:07.000 We're good at it.
00:32:08.000 And, you know, American law enforcement don't have anywhere near the corruption that Mexican law enforcement does.
00:32:16.000 So the cartels don't, they're running a big part of Mexico.
00:32:22.000 So a lot of, you mentioned this earlier, the opioids.
00:32:25.000 They are killing tens of thousands of Americans every single year.
00:32:29.000 And would you say a vast majority of those drugs are flowing through the southern border?
00:32:34.000 They are.
00:32:36.000 It used to be, used to come to the mail system and CBP and ICE has really stepped up.
00:32:40.000 The cargo shipments inspections.
00:32:43.000 Opioids are even produced in Mexico, being produced in China, sent to Mexico, coming across, either across the border or maritime and water.
00:32:51.000 Or what's happening more and more right now, the precursors are being sent to Mexico.
00:32:56.000 This actually be made in Mexico and smuggled across the United States.
00:33:00.000 Some of it through the port of entries, a lot of it between the board of entries.
00:33:03.000 You hear the Democrats say, well, we're going to put more technology, more money in the port of entries.
00:33:07.000 That's where most drugs are coming through.
00:33:09.000 Wrong.
00:33:10.000 That's where most drugs are seized.
00:33:13.000 Let's get our talking point straight.
00:33:15.000 Every car stops at a port of entry.
00:33:17.000 And officers can decide, okay, do I secondary him or not based on a few questions he may ask or based on some intelligence they may have on targeting.
00:33:25.000 If I'm going to smuggle a million dollars worth of opioids, I'm not going through a port of entry.
00:33:30.000 I'm going to go through between the ports of entry when the board patrol is busy processing 200 family units.
00:33:37.000 At a port of entry, once you're secondary, you know, you're not going south.
00:33:41.000 You're arrested.
00:33:42.000 Between the port of entry, board portal holds up on you.
00:33:44.000 You can be south another two minutes.
00:33:46.000 So it's more drugs coming between the ports of entries.
00:33:49.000 So when you hear that sound bite, well, more drugs are coming through the port of entry.
00:33:53.000 No, more drugs are seized at the port of entry because every vehicle stops.
00:33:56.000 The chance of getting caught is a lot more.
00:33:59.000 When half the board patrol is busy with these family units, a lot of people aren't getting caught.
00:34:02.000 We already got a thousand a day that we know of aren't being caught.
00:34:05.000 And, you know, once, you know, one 120-pound man can carry a lot of fentanyl in this country.
00:34:11.000 So one of the common talking points that we hear on college campuses of Turning Point USA, people will interrupt my speeches yelling that there are children in cages, there are children in cages, there are children in cages.
00:34:23.000 What's the truth of the matter with this?
00:34:25.000 Please help clarify it because I hear this all the time.
00:34:29.000 Yeah, you know, I had the same issue.
00:34:30.000 I was at the Penn University, and there's, you know, they're shouting, but they won't let me talk, shouting, abolish ice, abolish ice.
00:34:36.000 I look outside, there's a big playcast one guy up sign, abolish ice.
00:34:39.000 He misspelled abolished.
00:34:40.000 So he should have spent more time in class rather than protesting me.
00:34:44.000 However, the cages, they want them called cages.
00:34:47.000 Look, under the bomb administration, the board patrol built a facility to hold children until HHS could pick them up.
00:34:53.000 Because by law, you got 72 hours term to health and human services.
00:34:56.000 They built the chain link fence that went from the floor to the ceiling and probably 30 foot high.
00:35:02.000 Same chain link fence you see in the playground.
00:35:05.000 And they put the chain link fence divider up to separate children from unrelated adults, which should be done.
00:35:13.000 They call them cages.
00:35:16.000 Not cages, but why I'm called cages, and they got to give us the fact that they were built under Obama administration.
00:35:20.000 So I've always argued a point, you know, they aren't cages.
00:35:23.000 They're built to keep children separated from unrelated adults, which I think that's what playground fences do.
00:35:28.000 They protect the children.
00:35:30.000 And look, If you want to complain about children being locked up, then why don't you spend more time trying to convince the mothers and fathers not to put their children in the hands of criminal cars to be smoked in the United States?
00:35:44.000 I mean, so it's one call case, they weren't cases.
00:35:47.000 I want to set that straight.
00:35:48.000 They're chain link dividers separating children from unmarried adults.
00:35:51.000 They weren't in them for longer than 72 hours and sent to HHS where they put in license daycare.

00:35:59.000 So many times I testified they want to say it and I just push back on them.

00:36:16.000 Texas is sending their National Guard down to the border.
00:36:19.000 Do states have any sort of authority here?
00:36:22.000 What can they do?
00:36:23.000 Sue, sue.
00:36:25.000 I'm involved with Texas litigation on their lawsuit.
00:36:29.000 I'm one of their expert witnesses, filed an affidavit with them.
00:36:31.000 I just filed an affidavit with the state of Florida.
00:36:33.000 They just announced their lawsuit today.
00:36:35.000 Payback time.
00:36:36.000 They sued President Trump every time they turned around, especially California and this Becerra, who's now they want to run HHS, sued President Trump and his immigration policy all the time.
00:36:44.000 What they're doing, in my opinion, is illegal.
00:36:47.000 And you can't circumvent Congress, who wrote the Immigration Nationality Act, the immigration law, then tell sworn law enforcement officers you can't enforce the law.
00:36:58.000 And in addition to that, you got to ignore a federal judge's order to execute a removal order.
00:37:07.000 If you and I ignored a federal judge's order, what would happen to us, Charlie?
00:37:10.000 We'd be in jail.
00:37:11.000 So I don't think any executive branch can overrule the judicial branch.
00:37:15.000 So these lawsuits, and I heard, I can't say it right now, but I know there's three other states that are pending lawsuits, and I'll jump to their assistance too.
00:37:23.000 We need to sue.
00:37:25.000 We have a constitution.
00:37:27.000 We have the laws.
00:37:29.000 That's what we need to follow.
00:37:30.000 Not some executive fiat comes in.
00:37:32.000 It's, I'm going to open the borders up.
00:37:34.000 So I think states, as you see, this isn't just a border issue either.
00:37:38.000 The 108 goes with the COVID, they got they were all over the country.
00:37:42.000 They left the border area.
00:37:44.000 So this isn't a border issue.
00:37:45.000 This is an all-of-nation issue.
00:37:48.000 And I think by the mere fact that President Biden, I want to hear this one note.
00:37:53.000 And you asked this question.
00:37:53.000 Let me ask this one thing.
00:37:54.000 President Biden says he gave ICE new priorities, aggravated felons, rapists, murderers, so forth.
00:38:01.000 The other day, he dropped a sanctuary city lawsuit in the Supreme Court.
00:38:05.000 So at the same time, he says he wants ICE to concentrate on the aggravated felons.
00:38:09.000 He hasn't done a thing about sanctuary cities.
00:38:11.000 Matter of fact, he dropped a lawsuit against them.
00:38:12.000 So sanctuary cities are going to keep releasing sexual predators every day, despite what President Biden says is a priority.
00:38:20.000 Now, sanctuary cities aren't changing their motor operandi.
00:38:24.000 They're going to keep releasing sex offenders they have for years.
00:38:26.000 So the priorities mean nothing unless you address sanctuary cities.
00:38:29.000 And he's just turned off the lawsuit of DOJ.
00:38:31.000 So he's doing the complete opposite when he's telling the American people.
00:38:34.000 So sue.
00:38:34.000 The states need to step up.
00:38:36.000 They need to file lawsuits.
00:38:38.000 And I think they'll prevail because the law speaks for itself.
