00:05:34.000Unfortunately, USAID has become a federal government agency funded by the taxpayers, but run by, as the president said, radical left lunatics who have been spending money on needless, insane priorities overseas that do nothing to advance America's interests abroad.
00:05:52.000And so this administration has streamlined USAID into the Department of State, and we have a freeze on foreign aid.
00:06:03.000And so now Secretary Rubio is overseeing USAID, and his team at the State Department is going line by line to oversee and review some of the wasteful spending, the fraud and the abuse throughout the entire State Department,
00:06:21.000But particularly at USAID, the State Department and our Doge team here at the White House have found just egregious violations of the American tax people's money.
00:06:34.000You had millions of dollars going out the door for LGBTQ programs in foreign countries.
00:06:39.000That does nothing, again, to advance our national security interests here at home today.
00:06:44.000Nothing to advance humanitarian causes.
00:06:47.000So, you know, this administration is running, going to run the federal business, the federal government, like a business.

00:08:23.000Can you help separate fact from fiction of the scope of work of Doge and the important precision that they're operating, of course, under the president's direction?
00:08:32.000Absolutely, Charlie, and I'm so glad that you asked that question because there is so much misinformation flying around about Doge and Elon Musk's team that are working on behalf and at the direction of President Donald Trump.
00:08:46.000Let me just start by saying that Doge was a promise that President Trump campaigned on.
00:08:52.000He campaigned alongside Elon Musk and was very vocal about the fact that he would be appointing Elon or tasking Elon with this very important role of putting together the Department of Government Efficiency.
00:09:04.000And Elon has brought in highly skilled individuals who are very proficient in technology, I may add, to review, again, the transactions and the payments of the federal government.
00:09:18.000These individuals have read-only access and at the direction of the secretaries of these departments, they are curbing back wasteful spending on useless priorities like DEI, for instance.
00:09:31.000It's at the president's direction that we no longer fund DEI programs here in the United States or anywhere on the planet.
00:09:39.000And so Doge has identified millions and millions of dollars in DEI programs all over the world that don't align with the president's priorities.
00:09:48.000And so Doge is focused on, again, making the government more efficient and more aligned with the president's policies that he campaigned on and received an overwhelming That is amazing to hear.
00:10:05.000These young geniuses, kind of like yourself, they really don't like the fact that there's this youthful energy that is in D.C. fulfilling the mandate that American voters gave them.
00:10:16.000There's also a lot of questions, and I know there's been a lot of back and forth here, about the president's plans in Gaza.
00:10:22.000I know you mentioned this yesterday with your PowerPoint presentation.
00:10:52.000The president—actually, I think Prime Minister Netanyahu said it best the other night when he was speaking alongside the president here at the White House.
00:11:01.000And he said that when President Trump announces a new bold idea, jaws drop, and then people actually think about it, and they scratch their heads and they say, he is right.
00:11:13.000And that's exactly what is happening in Washington right now with this new proposal by the president to bring economics— And insanity is doing the same thing over and over again and expecting different results.
00:11:33.000And this president is proposing a new, and yes, it's very bold, and it is outside of the box, vision and plan and solution for peace-loving people in the region that nobody else has thought of or brought to the table.
00:11:49.000The media elite and the bureaucrats in Washington laughed at the president for announcing his idea of the Abraham Accords.
00:11:57.000They mocked him and said that Arab nations would have never negotiated peace with the Israelis.
00:12:02.000That turned out to be a very successful plan that is still in effect today, even through all of the troubles of the last administration in the region.
00:12:11.000And so I think that the president should be taken very seriously, and he expects our partners in the region.
00:12:19.000To get on board with this plan and to accept Palestinian refugees as the United States takes over Gaza for rebuilding, for the betterment of everybody in the region.
00:12:29.000And just to clear and make sure everyone is clear, the president tweeted at quite early, might I add, I'm not tweeted, I'm sorry, truth socialed, quote, no soldiers by the U.S. would be needed.
00:12:49.000The president, he takes it incredibly seriously, his responsibility as commander-in-chief, and he has been very clear for decades about not wanting to send American troops abroad.
00:13:02.000This is an economic development plan that he expects our partners in the region to continue on the ground, especially our Israeli partners.
00:13:12.000The president has made that commitment, no boots on the ground.
00:15:13.000The Office of Management and Budget, if properly wielded, Can dominate the policy agenda by controlling federal spending, enforcing all presidential priorities, and wielding significant influence over the president's agenda.
00:15:31.000And there is no person better prepared to do this than Russ Vogt.
00:15:36.000Russ Vogt has been on the program many times.
00:15:38.000He's a true patriot, and Democrats know that if he becomes OMB director, that is the central nervous system, that is the hub, Of the entire federal government.

00:16:02.000It generally kind of gets thrown on the back burner among political types because anytime you have math and numbers being thrown around, the journos can't handle it anymore.

00:16:15.000But OMB is the central hub for basically all spending activities within the federal government.
00:16:20.000It's what puts together the federal budget every year.
00:16:23.000It manages whether a whole host of disbursements can be allowed or not.
00:16:28.000It coordinates with all the various federal agencies.
00:16:32.000And when you're looking at, for example, discretionary spending, which is the spending that gets appropriated every year by Congress, it's not Social Security or Medicare.
00:16:41.000That's stuff that OMB kind of directs and controls.
00:16:45.000And given his experience, his background, he previously had this job in the first Trump administration.
00:16:52.000I don't think there's a better person on earth than Russ Vogt to do it.
00:17:27.000Say, NPR, you're not getting your money anymore.
00:17:29.000Planned Parenthood, we're going to look at your money and your payments.
00:17:34.000We're not going to do the USAID thing.
00:17:35.000In some ways, the USAID fight would have been even more potent if we had Russ vote at OMB. Is that fair to say?
00:17:42.000I think basically every fight is more potent when you have your permanent cabinet people in there.
00:17:49.000You're just able to do more things with a full Senate-confirmed director than you can do with an acting director, as good as that person might be.
00:17:57.000And it's actually why it's so important to get Russ in there, is that Trump needs to have someone who he's picked, who he knows, who he's worked with, and who he knows he can trust to do all this.
00:18:08.000And when it comes to controlling spending, there's going to be fights.
00:18:12.000Between OMB and Congress, knock down, drag out fights about constitutional prerogatives, because over the years...
00:18:21.000You know, Congress has given up tons and tons and tons and tons of power to OMB because they don't actually want to be held accountable for the spending.
00:18:28.000They want to be able to do their press release and do the ribbon cutting and then be able to blame the administration for this or that getting spent.
00:18:36.000And what's happened is because of decades, if not longer, of them just handing over their power, OMB has a whole lot of power right now, not just to audit spending, but to direct and even impound it, which is really important.
00:19:43.000That if Congress says, I want you to spend up to a billion dollars on this thing.
00:19:48.000That was giving the administration the flexibility to spend that amount.
00:19:51.000It was not really until this Impoundment Control Act was enacted that people decided that appropriations were actually statutory floors, that the executive had no choice, no flexibility to execute on these for anything less than whatever the bare minimum was that was appropriated.
00:20:11.000And it's actually a big constitutional fight.
00:20:14.000You're going to have people who believe more in executive authorities saying, hey, the president had this power for 200 years, and it wasn't until this unconstitutional law was passed in the wake of Watergate that they decided suddenly the executive couldn't do that anymore.
00:20:28.000And I think impoundment is really going to become the big battle over the next four years in the Trump administration because we have a debt that's almost $40 trillion.
00:20:39.000Congress has shown no interest in anything even remotely resembling spending restraint.
00:20:44.000And so I think this impoundment stuff is going to end up being the big constitutional fight, at least on the spending front, that we're going to see for the next couple of years.
00:21:05.000Let's play Cut 109. As Senator Blumenthal's office told us just this hour, Democrats know they can't unilaterally stop Trump's nominees from getting confirmed in the Senate, but they do plan to make Republicans work as hard as possible for it.
00:21:19.000They can make Republicans use up as much valuable floor time as possible on each and every nominee, and that's what they plan to do.
00:21:27.000Slow the whole thing down as much as they are capable of.

00:22:04.000And what happens in the Senate with that procedure is once you invoke cloture, there's 30 hours of what's called post-cloture debate that allows people to have their final say before you get to a vote on final confirmation or passage.
