00:02:50.000A three-fifths majority can vote to suspend the rules.

00:02:56.000Oh, the session time is going to run out.
00:02:58.000Well, the governor can call a special session for a specific topic.
00:03:02.000So right now, I don't know if this bill is going to succeed this week, but there's time left on the calendar next week, and the governor can call a special session, change the rules, have the Speaker of the House, Speaker Arch, change the rules.
00:03:17.000The tools are there, but what we need is a will to use them.
00:03:23.000And to be perfectly honest, there is not a desire from some members and just the Republican apparatus at large to act.

00:04:21.000When Roe versus Wade was repealed, or it was sent back to the states, I should say, in New York, they stayed up all night and they wrote a thousand-page abortion bill and they steamrolled every single rule you could imagine New York and they got it done.
