00:01:23.000First up, though, we have David Hoke, who you will know from the Nick Shirley investigations in Minneapolis that have gone massively viral.
00:01:32.000David has been instrumental working behind the scenes for years trying to expose this fraud.
00:01:38.000And then, kaboom, like a tidal wave, Nick Shirley's investigative reporting with David's help has taken over the country and really setting the news agenda right now.
00:01:50.000All the headlines are about Minneapolis, Minnesota.
00:01:53.000A lot of that was sparked because of this investigation.
00:01:56.000So without further ado, David Hoke, welcome to the Charlie Kirk Show.
00:02:30.000I mean, imagine, like, I know this exists, but like, we should really emphasize if you can uncover a fraudulent program such that it gets stopped and maybe someone gets convicted of it, you get 25, 30% of what was saved.
00:03:21.000In this investigation, what are the big takeaways here?
00:03:24.000So this all began several years, well, many years ago, and really got jump-started when I began noticing all these child care facilities here in Minneapolis.
00:03:36.000And they were pretty concentrated in one area.
00:03:38.000And I said, well, I think we have more child care centers in Minneapolis than we do children.
00:03:44.000So I started to look and say, well, you know, the snow would fall and there'd be no footprints around the center the whole day.
00:03:51.000And I'd say, well, what, I mean, what's going on here?
00:03:55.000And so I started to look at who owned these child care centers and I started to see all these vans driving around the Twin Cities with these names, but there was no phone number, no address on them, just a name with a number on the back.
00:04:08.000But they never had a passenger in them ever, ever, ever.
00:04:11.000And so I started to kind of say, well, what's going on here?
00:04:14.000And that led into Feeding Our Future, the autism centers, all of that.
00:04:19.000And I realized that this was going to be like wrestling a grease hippo.
00:04:23.000I just, I couldn't get my arms around it.
00:04:26.000So, and this is advice for anyone else out there who's going to do this sort of thing in your state.
00:04:32.000You can't try and tackle the whole thing all at once.
00:04:35.000You have to pick a pressure point to start with.
00:04:38.000And in my case, I chose the child care because I knew that that would resonate with people, especially when they're paying $2,000 a month per kid to send their kid to childcare.
00:04:48.000And then they find out this whole fraudulent network has been set up.
00:04:53.000And then I knew I was going to move into the non-emergency medical transportation side of things.
00:04:58.000And I realized that that was the hub of the wheel.
00:05:00.000Like I said in the video, all these other things, childcare, the adult daycare, the autism centers, they're all spokes on the wheel.
00:05:08.000It all revolves around transportation.
00:05:10.000So when I had all this data finally put together, I said, well, look, I'm a nobody.
00:05:16.000I need to find someone who has an internet presence who can deliver this.
00:05:19.000And I started to look at all these different influences.
00:05:22.000When I saw Nick Shirley, I said, that's my guy right there.
00:05:25.000I just pested the hell out of him until he called me Friday night about 9:30 my time and said, Okay, I'm coming to Minneapolis.
00:05:45.000Yeah, I mean, and it's really, I mean, listen, and this is, you've got this whole ICE story, which we're going to be hitting in part two of this hour with Cam Higbee and Nick Sortor, who have been on the streets doing more independent journalism.
00:05:57.000They've been infiltrating some of these Antifa groups, these paid protest groups, these Communist Front groups that are reacting to the Surgeon ICE, which are reacting to the video that you and Nick Shirley did.
00:06:10.000I have so many questions, but let's start there.
00:06:13.000What is it like to be enveloped in this national story?
00:06:23.000So I was born and raised in South Minneapolis, lived here my whole life, nunciation grade school, had that terrible shooting last year, Washburn High School, University of Minnesota, Minneapolis.
00:06:35.000And I said, well, look, when I all started to really realize what was going on here, I said, there's something, it just doesn't fit right into a normal society.
00:06:47.000And I said, well, nobody's doing anything about this.
00:06:50.000And so when I started to look into it, I saw these tentacles going everywhere.
00:06:55.000And I said, oh my God, I can't do this.
00:07:12.000I had no idea that this would be the spark, not only nationally, but internationally.
00:07:16.000We have people wearing these t-shirts and sweatshirts.
00:07:19.000I'm getting videos from photos from Japan and Russia and Sweden and Australia and New Zealand.
00:07:26.000It's everywhere because of one misspelled word.
00:07:29.000And what I didn't point out in the video is that not only did they have the word learning misspelled, they had the address misspelled on their door because Nicholas is spelled with two L's and they only had one L in it.
00:07:41.000And so they were wrong, two out of the four words on their building.
00:07:44.000But I didn't want to point it out because I wanted the focus to be learning versus learning.
00:07:48.000So I said, look, I'm not going to sit by and let this happen.
00:07:52.000I'm not going to hand this situation off to my kids and let them deal with it.
00:07:57.000I'm the guy who's going to stop it and I'm going to tear this whole thing down.
00:08:01.000Well, you've lit a fuse, I think, you know, for Blake and I even.
00:08:04.000And we were sort of aware of this story.
00:08:20.000By the way, Walter Kern and the County Highway, which is not digital, it's only a print publication.
00:08:27.000They had done a story before that, which led to the City Journal investigation, which then kind of snowballed with the Nick Shirley.
00:08:34.000So it's amazing to see that we can blow stories wide open.
00:08:40.000First question: Are you staying safe, David?
00:08:42.000I do have a concern about that for you.
00:08:45.000Well, this is something that I would not recommend that anybody do in the fashion that I did it because my head is on a swivel 24 hours a day.
00:08:56.000I have to have the lights on all the time.
00:08:59.000I have to carry a firearm, a baseball bat, and what's called a whippet, a metal whippet to protect myself because now people are starting to recognize me.
00:09:10.000And it's a frightening place to live in my world, but I just, I have to do it.
00:09:18.000And I believe that at some point, somebody's going to take me out.
00:11:40.000So we have some clips here from part two of your investigation.
00:11:43.000And I don't know if this is the key portion of it, but something I took note of, David, and that is all of this money that has been basically bilk from the taxpayers and then smuggled through the MSP, Minnesota St. Paul International Airport, back to Somalia.
00:12:03.000And we're talking bags full of $750,000, $1 million, $6 million, according to this gentleman.
00:12:12.000The smallest amount in a suitcase that I heard was like $750,000.
00:12:18.000But generally, it was anywhere from a million to $6 million in a suitcase.
00:12:24.000And there usually was, as far as I can remember, there was always two individuals traveling.
00:12:30.000So you would have maybe one guy with 2.2 million and another guy with 3 million.
00:12:35.000And at airports, you're able to take $10,000 without declaring it.
00:12:39.000How are these guys able to take millions of dollars?
00:12:42.000Because as far as I know, as long as they declared it, they were fine.
00:12:47.000And then we found out, David, later in this clip that they actually reported this to HSI, which has all the investigative authority and power that the FBI does via Department of Homeland Security.
00:13:02.000It goes back to what I said earlier that Minneapolis is the epicenter of all of this fraud and all this corruption.
00:13:11.000For someone to be, I mean, if I walk through the airport with 10 cents, I have to source it.
00:13:16.000These guys are walking through with millions of dollars in cash at a time.
00:13:20.000And had I known it, I would have insisted that TSA was running drug-sniffing dogs around the money because you know there's going to be a scent of cocaine or something.
00:13:29.000When you have that much cash, there's going to be a trace of drugs on it.
00:14:34.000So you went to a location of one of these supposed transport companies.
00:14:39.000And to set it up, the state will fund money for people, will give money to companies that are supposedly to transport disabled people, elderly, stuff like that.
00:15:48.000And so it's not in that clip, but I believe it was saying it was at suite 224, and you couldn't find a single suite even labeled two in that building.
00:15:56.000No, so it's interesting you picked that portion of the video because it's the most significant because that advanced mobility has been registered with the state of Minnesota since 1999 at that address.
00:16:13.000And it's a one-story building, so all of the suites are 101, 102, 102.
00:16:18.000You have to have a second, there is no second story, so you can't have a 200 suite.
00:17:25.000Yes, Safari gets the money and they send it out.
00:17:27.000I said, well, where's the transportation company?
00:17:29.000It doesn't know what we're talking about.
00:17:31.000And what we didn't include in that video was there was a guy who stormed into that liquor store and he started shouting at the older guy in Somali to get him to stop talking.
00:17:40.000And so that guy turned around and he walked out the back towards the back door.
00:18:45.000President Trump walked into a catch-22 when taking office.
00:18:49.000Do nothing, and America would be staring at a ticking debt bomb, the kind of crisis that could cripple our future.
00:18:54.000Instead, he's taken action with strong policies to slow the train and buy us some time.

00:19:55.000And it's disturbing because it indicates that a lot of squishes are surrounding President Trump and trying to tell him to go halfway, half measures in this push to remove illegals from our streets.
00:20:45.000Yeah, so it's all like bullet pointed very to the point, and you don't always know what's behind the scenes.
00:20:48.000But the claim is Trump's immigration erosion worries his team.
00:20:52.000And what they're claiming is eroding is they have polling that says independent and undecided voters think President Trump is too focused on deporting illegal immigrants.
00:21:02.000And also that ICE has taken a reputational hit.
00:21:07.000Now, what I would first observe about that is that's such an obviously like media-driven sense of things.
00:21:14.000Why would they think President Trump is too focused on deportations?
00:21:18.000Because the news media is perpetually covering ICE in Minneapolis in this hostile way.
00:21:25.000And that's also what's driving any sense of damage to ICE is there's hostile coverage of one incident that happened in Minneapolis.
00:21:35.000And I think you and I both agree that a headline like this is partly designed to engineer what we warned yesterday cannot be allowed to happen.
00:21:43.000They're trying to attack the moral resolve of the administration and get them to wuss out.
00:21:50.000They're trying to get them to back down and say, the juice isn't worth the squeeze.
00:21:56.000And I think what you and I both agree is once that happens, the jig is kind of up that they won't be able to enforce their immigration will anywhere else.
00:22:04.000And it's not going to help their numbers because to be sort of straightforward, success succeeds and failure continues to fail.
00:22:40.000And then they just regurgitate it and parrot it.
00:22:41.000And they think Gestapo, Nazi, Trump, tyrant, all of this.
00:22:46.000That was a distraction, unfortunately, Renee Good getting shot from the fraud story that was pushing up the positives in the polling to do this mass deportation.
00:22:55.000So this is a moment in time where we have to be showing, to Blake's point, resolve.
00:23:00.000We cannot give in to this sob story, weak need Republicanism that doesn't work and we lose our country.
00:23:08.000This is the opportunity where you double down, triple down.
00:23:11.000And we now have, sounds like we now have Nick Sortor and Cam Higbee, who've been on the ground in Minneapolis, who can give us an insider scoop of what they've been seeing.
00:23:20.000I mean, these guys are absolute maniacs and heroes.
00:23:23.000They are in middle of the night, freezing temperatures.
00:24:10.000And I was able to announce this yesterday that that FBI rifle that I captured being stolen out of an FBI vehicle that was a select fire rifle, by the way.
00:24:24.000And it ended up in the hands of a Latin Kings gang member out here, the same gang that has a $10,000 hit out on Bovino.
00:24:36.000So, you know, and these are the Democrats are siding with out here.
00:24:40.000These are the people that they're supporting.
00:24:41.000I've gotten a bunch of hate messages in my DMs from people after I had this guy arrested yesterday.
00:24:48.000You know, I've been in direct contact with General Pam Bondi several times a day at this point, you know, tracking these people down.
00:24:56.000The FBI is on the ground doing a really good job with that.
00:24:59.000I'm hoping there's going to be another announcement on that today.
00:25:02.000But the fact of the matter is, you know, I told Minneapolis police immediately as this happened because they were just a block away.
00:25:13.000And I told them that somebody, I didn't know what kind of gang he was in at the time, but the face tats kind of gave it away, had just stolen an FBI rifle.
00:25:31.000They could have taken this rifle off the streets right then, right there.
00:25:35.000Instead, they risked the lives of, you know, countless innocent people by just letting him run away because they didn't want to offend the anti-ice rioters.
00:25:45.000I mean, this isn't getting any better, guys.
00:25:49.000Just to give a scope, how many, I guess, straightforward numbers, I feel like I'm not seeing.
00:25:54.000How many people do you sense are out on the streets?
00:25:58.000How many are really violent agitators versus how many people are maybe spectators, passerby?
00:26:04.000It varies and they become way more emboldened after the sun sets.
00:26:09.000So it's, I mean, outside the federal building, it's pretty consistently upwards of 200 people, but it's really, I mean, it's a lot of the same people during the day, but as soon as the sun sets, they get that mob mentality.
00:26:21.000More of the agitators comes out, come out, and it gets really violent.
00:26:24.000I mean, it's gotten to the point where Nick and I can't even show up anymore.
00:26:28.000They run us out as soon as they realize we're there.
00:26:32.000I was out there embedded for nine hours yesterday, and it wasn't until right before I was forced to leave for the night because they chased me out that they realized I was even there.
00:26:42.000It's like I'm obviously a pretty poor agitator.
00:26:45.000Minneapolis Police Department, local law enforcement in general, don't do anything.
00:29:05.000Well, in terms of names of it, Indivisible is the one that I know of at the time.
00:29:10.000I mean, it's not a hugely organized group out here that's going from place to place to place.
00:29:17.000In terms of the weather, I mean, it's going to be anybody's guess, really.
00:29:21.000I mean, it's obviously probably not going to be nearly as bad as it could be given the cold temperatures, but that hasn't really stopped a lot of these people.
00:29:31.000Anybody that is from any states in this area, if they come from Chicago, if they come from Iowa, places like that, they're used to the cold already.
00:29:40.000And when it was, keep in mind, last week, right after this happened, we saw similar temperatures out here, and it was still pretty violent.
00:29:49.000So I don't necessarily think it's going to quell everything.
00:29:53.000I just think, you know, the Soros folks will send out a lot more goods to support them with out there.
00:30:02.000And you should see the, what was that?
00:30:05.000No, I was about to play this Pritzker clip because we're hearing this from a bunch of Dems because we're talking about the Insurrection Act.
00:30:12.000I think if Minnesota, what I'm hearing from you, if the Minneapolis police are unwilling to engage and drive back these agitators, then we have a serious issue.
00:30:38.000The feds are supposed to be fighting to protect your civil rights, not to take them away.
00:30:45.000And the Insurrection Act is designed only for circumstances where your rights can't be protected by local authorities or by whatever federal authorities are already there.
00:30:57.000And then, only then, can federal troops be brought in to protect your civil rights.
00:31:11.000The Insurrection Act is intended for insurrections.
00:31:13.000And when you have people trying to pull down the fences of federal facilities, attempting to kill federal officers, breaking into their vehicles, stealing their documents that is allegedly controlled, unclassified information, I think that that probably constitutes the beginning of an insurrection.
00:31:30.000Governor Tim Wall said that he would deploy the National Guard if things got too bad.
00:31:34.000And here he is continuing to encourage these people, despite the fact that they broke into vehicles the other night.
00:31:40.000And honestly, I'm a little bit disappointed in the federal response.
00:31:44.000FPS came out last night and they were very easy on these guys as they tried to pull that fence down.
00:33:19.000We have Cam Higby and Nick Sortor, two guys that have put their bodies on the line to document the chaos and the insurrection, really, that's happening in Minneapolis.
00:33:30.000I think almost more insulting and appalling is the fact that the elected officials, whether that's Tim Walsh, Jacob Frye, you've got this guy in Florida, by the way.
00:33:40.000It's worth reminding our audience about this guy.
00:33:42.000This guy in Florida is actively promoting doxing ICE agents.
00:33:47.000We'll just play this clip just so everybody knows what I'm talking about.
00:33:51.000We've received multiple reports of heavy ICE activity in different parts of Central Florida, including the University of Central Florida, Winter Garden, Altamont Springs, and other surrounding areas.
00:34:02.000We've also received reports of heavy ICE activity at certain hotels in the area as well.
00:34:07.000I'm making this video to confirm both of those things, that ICE is in the community and that they have made pretty large hotel reservations and surrounding hotels as well.
00:34:18.000I play that clip for you guys because you're seeing it up close and personal.
00:34:23.000If we do not stop this insurrection in Minneapolis, it spreads.
00:34:28.000These guys are all going to get emboldened to do even more.
00:34:31.000And then you guys are going to be flying all over the country covering the next chaotic eruption somewhere else.
00:34:38.000That this can, if we stop this, that the message will be clear?
00:34:43.000Or do you think this is just going to keep spreading?
00:34:46.000Yeah, they're going to have to make an example out of this place, especially, you know, this is, obviously, the Minneapolis-St. Paul area is a Democrat stronghold.
00:34:54.000And right now, these people firmly believe that they're going to get away with all of this and that ICE is going to back down.
00:34:59.000You know, they're talking about these poll numbers, which I don't even believe are real poll numbers, because if you talk to actual people on the street, they don't want to live next to Venezuelan rapists.
00:35:11.000I mean, that seems like a no-brainer, right?
00:35:15.000I will tell you, I would much rather cover this in somewhere like Florida.
00:35:23.000When they tried all these rallies and these big protests, like Indivisible was doing stuff down when I was in New Orleans as well, they didn't put up with it.
00:35:33.000The Louisiana government didn't put up with it.
00:35:36.000They shut down all of the potential riots right away.
00:35:40.000And up here, you see videos of anti-ICE activists running red lights, following ICE, going around busted on blind corners, 12 of them at a time, just total lawlessness.
00:35:56.000And the police don't do anything about it.
00:35:58.000They can literally see it happen and they don't pay any attention to the person that just blew a red light at 80 miles an hour to catch up with ICE vehicles.
00:36:06.000Down in Louisiana, I did that just because I was covering ICE.
00:36:12.000I like rolled a red light and turned right behind them without stopping at the red light on that right turn.
00:36:21.000And so it's like you didn't have the same issues down there.
00:36:24.000You didn't have the constant clashes with ice in the middle of the street.
00:36:29.000The truth is, is like cities that have had to deal with really severe violent crime for a long time or where they have a history of really bad, well, I shouldn't say that about Minneapolis because they do.
00:36:39.000Cities that have had to deal with a lot of violent crime for a long time just don't have quite as much.
00:36:45.000Like they just don't have the patience for this.
00:36:46.000They realize what the cost to a city is.
00:36:54.000It's cities that historically were safer usually.
00:36:57.000And it's cities also, and it just has to be said, demographically, they're more of what you'd think of as, well, let's just say stereotypical white liberals run these cities still, as opposed to in, if you're in New Orleans, if you're in Atlanta, if you're in Detroit, those are heavily black cities that are run by other black Americans.
00:37:14.000And they just don't, they don't fall for this nonsense nearly as much.
00:38:06.000If your child touches the stove and burns themselves, they're probably not going to do it again.
00:38:10.000If your child does something wrong and you punish them, you give them a spanking, they're probably not going to do it again, or they're going to do it to a lesser degree.
00:38:20.000And like Nick said, I hope that message the administration, please do mass raids in Hawaii.
00:38:31.000Yeah, I mean, that's an interesting point, right?
00:38:34.000I mean, it does seem to be the sort of white enclave, white traditional liberal like softies that let their cities devolve into chaos right now.
00:38:44.000And, you know, you guys are talking about this, Nick.
00:38:46.000This is the Axios article that came up this morning.
00:38:48.000Two public surveys released this week, one from CNN, another from YouGov, found that most Americans said the agency was making U.S. cities less safe, referring to ICE.
00:38:57.000Another poll done for the Associated Press after Goods' death found that just 38% of Americans now approve of Trump's immigration policy.
00:39:05.000But what I do agree with is that when you, to your guys' point, when you allow this kind of chaos, whether it's 200 or 300 agitators, when they get tackled, when you see these purple-haired jihadists getting face-planted in the snow, there's a group of us that love it.
00:39:22.000But when it keeps going on too long, that's when you're going to see the negative impact on the polling, as opposed to you just snuff this out like on day one.
