00:05:57.220 had always something positive to say about the military and how the federal government should step up
00:06:01.820 the fucking plate and this is back in 2021 so when you talk about the constituents oh they never really
00:06:09.980 talked about it oh really but all these constituents out of nowhere thought the carbon tax was just

00:11:44.340 june 2022 analysis of canada's attempts to meet nato's two percent defense spending benchmark
00:11:49.020 and its 2022 examination of planned capital spending under canada's strong secure
00:11:53.920 engaged defense policy basically the strong secure engaged policy is no better than
00:11:59.020 the 1987 and 1994 defense white paper report anyway regarding the latter report girot said he
00:12:07.320 determined that canadian government was underspending with respect to what is outlined
00:12:10.940 in current defense policy the tune of eight billion over four years the government at that point
00:12:16.280 when we realized that report had revised its capital expenditures to make up for that shortfall
00:12:21.820 he told committee pbo analyst christopher penny told the committee that in 2022-23 saw capital
00:12:28.320 spending shortfalls of 1.5 billion compared to what was outlined in strong secure engaged with
00:12:33.920 shortfalls this fiscal year of around 4 billion there was over 10 billion planned spending under
00:12:38.440 sse for 2023-2024 and only 6 billion was asked for the estimates penny said responding to questions from
00:12:45.980 liberal committee member darren fisher on how the best to streamline military procurement
00:12:49.600 gero said canada smaller than average homegrown defense production base is having a negative
00:12:54.540 impact particularly when paired with policies favoring procurement from local vendors
00:12:58.960 right there at a disadvantage especially we insist on having canadian made major equipment and the
00:13:04.740 government for obvious reasons often insist on domestic production he said see that's reliance
00:13:09.580 all can industry can do it but then they can't decide which is the better one
00:13:12.520 that severely limits the competitive base on which the government can tap
00:13:17.080 gero said there's a definite value in having domestic defense production capacity
00:13:20.940 but warned against policies that make canada overly reliant on local production when more cost-efficient
00:13:26.900 options exist overseas okay there are options the thing is our procurement board limits those options
00:13:34.660 okay and our government too by by some strange coincidence oh yes of course oh yes
00:13:41.280 right it's difficult to meet all constraints if you also add domestic production he said canada has a
00:13:47.860 small industrial defense base so if any government insists on domestic production it's very difficult
00:13:52.740 to have sound competition that will also drive down costs right the only way to square that circle
00:13:58.860 he said is to make commitments to source domestically with benchmarks to allow for foreign procurement
00:14:03.400 if the numbers don't make prudent prudent financial sense exactly you don't let competition thrive
00:14:12.220 that's what happens you won't let foreign investment inside canada oh who knew but then that would be a
00:14:18.200 breach of domestic production capacity policy and that would leave canada exposed to foreign suppliers
00:14:22.660 in case of a war outbreak that would require significant ramp up of production he said well

00:14:32.940 expectancy and financial prudence your role said requires a delicate balancing act doing cost and value

00:14:43.220 domestic defense capability he said okay it's one thing to procure major equipment from abroad
00:14:48.640 but in the case of war it doesn't guarantee us that we'll be the first to be served
00:14:52.180 we'd probably be at the back of the queue numerous means exist to improve defense procurement in
00:14:57.280 canada he said but explained that both specialization and single point accountability are key
00:15:02.020 streamlining procurement jerome said could be achieved by ensuing single points

00:22:29.120 f-35 can do it i would say the f-18a could probably do it the new f-18 but it's just a matter of them
