00:07:23.380 climate change we will continue to fight climate change mr speaker and put more money in people's
00:07:28.980 pockets while he sits with his arms crossed the honorable leader of the opposition he didn't answer
00:07:36.860 my question you know now he says that his taxes are going to make canada a high-tech wonderland

00:13:10.380 percent of all the money that's spent by the government goes into our defense now canada is
00:13:16.060 now sitting at roughly 1.3 i believe now bill blair and his infinite wisdom as the defense minister
00:13:22.880 of course he takes orders from justin and whoever orders justin around takes his orders accordingly
00:13:28.380 but you see what i'm getting at here and i'm sure my viewers and my fellow vets we all know the plight
00:13:33.520 of how the canadian forces has not met the standard when it comes to two percent my libertarian side

00:19:38.140 but what we need is for the canadian government to issue some sort of plan to get to 2% in the years ahead
00:19:47.060 every member of this alliance is either already at 2% about two-thirds of the alliance are going to
00:19:54.980 hit that target by the summit in july or they have a plan to get to 2% in three to five years and so we
00:20:04.200 want a situation where we can announce at the summit that every member of the alliance has a plan to get
00:20:10.620 there if they're not there already has it ever been conveyed to you behind the scenes that canada does
00:20:16.760 not plan to ever do that or have there been specifics attached perhaps behind the scenes
00:20:21.520 in conveying to you of the fact that it might happen
00:20:25.320 certainly the canadian delegation here and the canadian government has indicated that they take
00:20:33.800 the pledge very seriously they signed on to it i think they had when they signed on to it every
00:20:40.060 intention obviously of eventually meeting the commitment the question though again across the
00:20:47.120 alliance is when will we see an actual plan to reach that two percent target and have
00:20:54.900 clarity on how canada is going to get there i have not had any instance where any canadian official
00:21:01.880 has told me they will not get there but i don't have any sign that there is a plan in place to get to
00:21:09.360 that two percent mark i wanted to ask you a question that that may be obvious to you but but not to all
00:21:13.860 our viewers and that is look canada has plotted this chart now you know of definitely an increase in
00:21:19.500 defense spending historically speaking in this country at 1.7 why does the extra 0.3 matter so
00:21:26.100 much to nato well i'll tell you uh the alliance last year at its summit in lithuania rolled out a new
00:21:34.140 set of regional plans and what those plans mean is that every ally now has clarity on what they need to
00:21:43.360 have in hand and what level of readiness their forces need to have to ensure that we can defend
00:21:50.800 nato territory against russian aggression against any kind of aggression and even some hybrid threats
00:21:57.140 that exist out there things like cyber attacks for example so in order to realize those regional plans
00:22:04.380 and execute them as they are designed we need we have calculated that we need every member of the
00:22:13.880 alliance to do its fair share we need every ally to spend the two percent of their own gdp and invest in
00:22:21.320 their own national defense because those investments pay dividends for the alliance in enhancing our
00:22:28.540 deterrence and defense and i do want to acknowledge that canada has made significant
00:22:34.140 increases over the last couple of years and we are deeply appreciative of those increases
00:22:40.000 particularly because they are challenging in the current political climate that we all find
00:22:46.520 ourselves in there are competing priorities no doubt but given the state of the global security
00:22:53.340 environment the challenges and the very real threats that the alliance faces today the threats
00:23:00.180 stemming from russia and again other corners around the world it is imperative that every member meet
00:23:08.060 the two percent pledge and i would note that last year at the summit we said that two percent should be
00:23:14.120 seen as a floor not a ceiling you made some references to the threat that russia poses of course and what's
00:23:19.760 happening in ukraine i think the the response from the federal government would be along the lines of on a
00:23:24.900 per capita basis canada is one of the largest contributors to aid writ large for ukraine that we are
00:23:30.980 leading the the nato um uh the nato mission in latvia and that our presence there is set to increase
00:23:37.540 substantially like that that the that the canada is very aware of the threat that that you describe and has
00:23:43.440 offered in their view i think a disproportionate uh number uh an amount of aid in order to address
00:23:50.580 that threat is that argument not salient well look uh canada has provided critical assistance
00:23:57.480 humanitarian economic security assistance to our friends in ukraine and like i said at the very top
00:24:03.800 we do salute those efforts but every member of the alliance is providing critical assistance to ukraine
00:24:10.080 it's a collective effort and we appreciate canada's leadership and we hope we will continue to see it
00:24:15.520 and we hope all allies will continue their very important assistance to ukraine in terms of the
00:24:22.680 leadership role that canada is playing in latvia that is also widely applauded across the alliance
00:24:28.680 we want to ensure though that that multinational battalion that canada has committed to leading
00:24:34.560 is scalable to a brigade and in order to ensure that that battalion is scalable to a brigade
00:24:40.760 every country that's contributing to that battalion does need to invest in its armed forces to make
00:24:47.100 sure that they have the necessary capabilities and that those forces are maintained at the right
00:24:52.740 level of readiness this letter referenced that meeting coming up between nato allies in washington dc at the
00:24:59.220 at the beginning of this summer and i wanted to ask i think you've outlined um what the the geopolitical
00:25:05.380 stakes are if if nato members including canada do not set a path out to two percent are there specific
00:25:10.460 consequences for canada if our government does not come to the table at that meeting with a path to
00:25:16.260 two percent well ultimately it affects the way in which we're messaging burden sharing across the
00:25:23.560 alliance it would be wonderful to come to the summit in july and have all 32 heads of state announce that
00:25:31.680 we now have a situation where 20 or say 22 allies have met the two percent pledge and that every member of
00:25:40.100 the alliance has a plan to get to two percent in the next few years that would be the best message
00:25:45.160 to any sort of potential aggressor or certainly to moscow to be able to relay that message but would there
00:25:53.560 be any sort of penalty absolutely not but i think the the fundamental goal here is for all 32 nations to lock
00:26:02.560 arms and stand together on this pledge that we made 10 years ago we want canada to be part of that
00:26:09.240 message we want to be to have canada there locking arms with us making that commitment to the two
00:26:15.460 percent ambassador i'll leave it on that note i appreciate your time today as always thank you

00:27:01.060 thee which is it something to think about ladies really no like as far as i can remember nato has
00:27:09.760 been on canada's ass to do its part two percent gdp if the federal government and dish out six hundred
00:27:16.160 billion dollars and put us in debt with one point trillion dollars one point two trillion
00:27:23.540 then we can upgrade our military there's no more excuses for it you can put a lot of people to
00:27:32.140 work to create the northern fuel line and reinforce it a lot of people get put to work to upgrade our
00:27:39.760 bases a lot of people can still put to work getting things done to build proper ships proper
00:27:44.860 submarines to acquire things you could get rid of all these boards all these admins and bureaucrats
00:27:49.960 and put trained personnel in there to decide what ship is best for the water what airplane is good
00:27:55.400 to the sky and what kind of apc or tank is good for the road or the battlefield
