00:13:03.920 What I think we can say with certainty about the federal liberal government is it's been really, really good at making government bigger and more expensive, but it's been a total failure at making government better.
00:13:18.680 In just the last week, we discovered that executive pay in the federal government has doubled, indigenous spending has tripled under the liberals, and spending on health care for asylum seekers or refugees has gone up nearly six times.
00:13:37.940 They are really, really, really good at spending money, but they're not very good at producing results.
00:13:46.700 Let's take a look at the executive pay as the first example.
00:13:49.940 So, when they came to power in 2015, there were a lot of executives.
00:13:55.020 There were far too many bureaucrats at senior levels in the federal government, even then, even after the Harper government had gotten through with the federal government.
00:14:03.200 There were still way too many managers and executives.
00:14:06.340 But under the liberals, the number of executives has doubled.
00:14:11.700 The payroll that goes towards federal executives has risen by 97% in the last nine years.
00:14:21.560 You wonder why nothing gets done in the federal government.
00:14:23.880 The parliamentary budget officer estimated that most departments and agencies now have seven layers of management.

00:14:33.080 So, if you have an idea, it has to go up the chain and up the chain, and it gets back sent down for more suggestions, and up the chain, up the chain, and then it gets shuffled around.

00:14:54.920 That's one of the big reasons nothing gets done, is that they have doubled the amount of executives.

00:15:04.160 On the asylum seeker healthcare, it started out at $60 million for people who come to Canada in 2015 seeking refugee status.
00:15:14.640 We spent about $60 million providing them with healthcare, while we could determine whether they were legitimate refugees or not.
00:15:20.940 This year, that cost will be closer to $500 million.
00:15:26.420 And there's two reasons for that.
00:15:28.360 First of all, the liberals allowed in a lot more people to make asylum claims.
00:15:34.360 Hundreds of thousands of people who are now awaiting adjudication.
00:15:39.240 They're waiting for a decision on whether or not they qualify as refugees.
00:15:42.820 While they wait, the federal government pays their healthcare.
00:15:46.180 Once they have been determined to be refugees, they move over to their provincial healthcare plans.
00:15:51.220 But in the interim, the feds pay for them.
00:15:54.220 And so the feds have increased the number dramatically under the liberals.
00:15:58.060 That's one of the reasons that the price tag has gone up so much.
00:16:01.820 The other reason is that they get benefits that ordinary Canadians do not.
00:16:06.580 Not only do they get hospital visits, they get free ambulance service.
00:16:11.280 They get eyeglasses and dental care.
00:16:13.740 They get counseling.
00:16:16.180 They get long-term senior care if they need it.
00:16:19.780 They get home care, which an awful lot of ordinary Canadians do not.
00:16:26.160 And that's why that price has gone way up.
00:16:29.800 And indigenous spending, that's another example.
00:16:32.800 When the liberals came to power in 2015, the federal government was spending about $11 billion
00:16:38.700 on Canada's 1.1, 1.2 million indigenous citizens.
00:16:46.240 Now it is spending $32 billion.
00:16:51.120 It's almost exactly triple.
00:16:54.140 And what has happened to living standards on reserves?
00:16:57.980 The quality of living on reserves, as measured by a very standard metric, has gone up from a score of 58 to a score of 62.
00:17:09.960 It's moved up four percentage points with $32 billion in spending.
00:17:16.540 The liberal government just thinks if you throw money at something, that will make it better.
00:17:23.140 That will fix it.

00:17:26.740 And as we're seeing over and over and over again, all that does is make government bigger.
