Now, with that said, so since we know that it's typically a state crime and a local jurisdiction crime, once that serial killer leaves that jurisdiction, it's going to be a bit harder for that local law enforcement agency to track them down, let alone if it's like a small law enforcement agency and they don't have much resources, then they're going to have to kick it up to the sheriff's office or to the state police, and they have a bunch of murders that they've got to deal with.
