00:00:58.100 Here is what happened, according to Mo Brooks, today, this morning, around 7 a.m.,
00:01:06.340 between 7 and 8 Eastern Time, in Washington, D.C.
00:01:11.180 We get here about 6.15, 6.30, if you're familiar with the movie, remember the Titans?

00:01:17.040 Well, we practice on their baseball field, 6.15, 6.30.
00:01:21.540 Tomorrow night it's supposed to be the game.
00:01:23.180 Hopefully we'll still have it, but I don't know.
00:01:25.480 It raises about $600,000 for charity, and we play it in the Washington Nationals baseball stadium.
00:01:31.720 Frequently the president will come, so it's a pretty good time for all,
00:01:36.640 except for the fact that the Democrats have beaten us so much.
00:01:39.160 But I was on deck, about to hit batting practice on the third base side of home plate,
00:01:45.920 and I hear a loud, bam.
00:01:48.220 And I look around, and behind third base and the third base dugout, which is cinder block,
00:01:53.000 I see a rifle.
00:01:55.020 And I see a little bit of a body, and then I hear another blam,
00:01:59.580 and I realize that there's an active shooter.
00:02:01.640 At the same time, I hear Steve Scalise over near second base scream.

00:02:12.760 The gun was a semi-automatic.

00:02:18.660 You can imagine all the people in the field scatter.
00:02:20.580 I run around to the first base side of home plate,
00:02:26.100 and we have a batting cage that's got plastic wrapped around it to stop foul balls

00:02:34.180 And I was lying on the ground with two or three others as the gunfire continues.
00:02:38.980 Heard a break in the gunfire and decided to take a chance.
00:02:42.760 Ran from home plate to the first base dugout,
00:02:45.240 which is also cinder block, and down about two or three feet so you can have better cover.
00:02:51.000 There were a number of congressmen and congressional staffers who help us lying on the ground.
00:02:57.760 One of them was wounded in the leg, took off my belt,
00:03:03.600 and myself and other congressmen, I don't remember who,
00:03:07.120 applied a tourniquet to try to slow down the bleeding.
00:03:10.440 In the meantime, I'm towards the right field side of the dugout,
00:03:18.260 and there's gunfire within about five or six, seven feet of my head.
00:03:23.940 And I look up, and there's a guy with a gun blasting away.
00:03:29.480 Fortunately, it was one of the good guys, one of our security detail who was shooting back.
00:03:36.620 Of course, it was pistol versus rifle, our pistols versus the shooter's rifle along the third baseline,
00:03:43.480 just outside the chain link fence.
00:03:47.180 And he was ordering us to stay down.
00:03:49.940 Another security detail person was closer to home plate.
00:03:53.680 Probably, I couldn't see him, but probably on the home plate side of the dugout outside the fence line,

00:04:01.860 And there must have been 50 to 100 shots fired, hard to itemize them.
00:04:08.760 Eventually, it seems that the shooter shot both of our security detail people.
00:04:15.220 There were some congressmen on phones screaming for reinforcements.
00:04:21.220 It seemed like a long time when we weren't even hearing sirens from local police officers,
00:04:25.420 which tells me they probably did not yet know what was going on.
00:04:29.920 Eventually, the shooter starts circling around third base.
00:04:34.920 This is my understanding.
00:04:36.640 Of course, I'm down on the ground helping the guy who's got a bullet hole in his leg.
00:04:42.700 And the shooter starts coming around the home plate towards we are, outside the fence line.
00:04:47.580 And my understanding is that's where our security detail, maybe some of the ones who were wounded, still defending us,
00:04:57.480 took him down.
00:05:00.820 At which point, once we got the all clear that the shooter was down, we ran out to second base, received Scalise,
00:05:07.800 and he had crawled into the outfield leaving a trail of blood.
00:05:11.380 And we started giving him some liquids, putting, I put pressure on his wound in his hip.
00:05:23.380 And Brad Winstrup, a congressman from Ohio, Cincinnati, fortunately, the physician,
00:05:30.140 he started doing what you need to do to try to minimize the blood loss.
00:05:35.880 Shortly thereafter, more of the police showed up.
00:05:38.920 Again, it seemed like forever, but it probably was shorter than what it seemed.
00:05:45.140 That's Mo Brooks, congressman, telling us exactly what happened in Washington, D.C. earlier this morning.
00:05:54.760 CNN, they had him on it for a long time, given the details.
00:05:57.960 If they would not have had the Capitol Police there, many of the Republican congressmen say that they would all be dead by now.

00:06:22.340 Some of the congressmen were asked in the parking lot by a strange man if these were the Republicans or the Democrats that were practicing.

00:06:37.360 We understand that the shooter at this point is still alive, but we have no motive and probably, not probably, it is not wise to speculate at this point on what his motives were.

00:07:35.580 This was the first I had heard of it, so I immediately started calling my friends who were there.
00:07:40.240 I called, got through to Senator Flake, who told me that Steve Scalise had been shot.
00:07:44.840 He had been hit in the hip and was being taken to the hospital.
00:07:47.060 I was, of course, shocked, and it's a very scary thing.
00:07:51.980 Mike, there wasn't, are you guys allowed to carry guns as senators or congressmen?
00:07:59.900 I do know that there are very restrictive laws in the District of Columbia with regard to gun possession.
00:08:09.380 I'm not certain what the laws are with regard to members of Congress specifically.

00:08:18.140 I think you're right in speculating that had Steve Scalise and his security detail not been there, these guys would have been sitting ducks.

00:08:56.000 The majority whip has the job of whipping votes into line, meaning it's his job to track where the votes are going to head on particular pieces of legislation that are important.
00:09:06.700 So if you watch House of Cards, he's the guy with the map of Congress in his office, and he's counting the votes.

00:09:19.180 His job is to count votes and to figure out where everybody is on the issue and to try to whip people into line.
00:09:26.700 Mike, what's your counsel for people today who are in the media and are looking to fill time and the speculation?
00:09:46.860 What's your counsel for those in the media and those at home who have, you know, words are not bullets, but we are in a different time period in our country.

00:10:10.980 Well, first and foremost, I think you're right to counsel people, not to speculate as to what the motive might have been, as to who the shooter was or what prompted him to do this.
00:10:20.980 Secondly, I think this is always a sobering reminder that words of reconciliation are always in order.
00:10:26.160 You will never regret being kind, never regret uttering words that are brought to that are meant to bring people together rather than tear them apart and inflame them.
00:10:34.400 And finally, if you're a person who prays, as I do, and I know you do, we should all pray for those involved and for the victims and their families.

00:12:12.020 Um, we're still piecing this together, but I heard my friend, uh, Ron DeSantis, congressman from Florida, say earlier today that he was approached as he was leaving the ballpark, uh, by someone who asked specifically, is this where the Republicans practice or were the Democrats?
00:12:30.520 Uh, and, um, I think he's wondering out loud whether that method, somebody knew it, at least that there were members of Congress playing there.
00:12:39.360 It appears that he did, uh, we don't know for sure whether that was a shooter asking that question, but, uh, one could speculate that, uh, once someone shows up and does something horrific like this, that they might know what was happening.
