00:07:02.540 He said the lawsuit that the relief is unconstitutional because the access to the aid is based on race is racist itself.

00:26:17.560 It's that these states that we sued, Pennsylvania, Wisconsin, Michigan, and Georgia, did not follow
00:26:24.500 their own state laws.
00:26:25.660 That the legislature is responsible for electing electors and providing the rules under which
00:26:31.400 those electors are elected.
00:26:32.620 And in those states, other officials, whether it was judges or other elected officials, county
00:26:38.360 officials, changed the law without going back to the legislature.
00:26:42.420 And that's unconstitutional, thus affecting the entire federal election and disenfranchising
00:26:48.120 my voters in Texas and every other voter across the nation.
00:26:53.220 So, there's also the Bush v. Gore kind of angle to this, that they were counting things differently
00:27:00.580 in different counties.
00:27:03.400 Yes.
00:27:03.740 There's an equal protection argument that in every, all these counties, because they were
00:27:08.640 not following, that's part of the purpose.
00:27:11.000 I think that's why the founders put it in there, that it was to be the state legislature.
00:27:15.280 So, you'd have consistent rules across the state.
00:27:18.280 They can be different in different states, but across the state, they'd be the same as the
00:27:22.380 how votes are counted.
00:27:23.600 And in these states, they were done differently.
00:27:26.700 Similarly, in some Democratic counties, they were much more loose with, you know, no signature
00:27:31.920 verification and mail-in ballots.
00:27:33.580 I mean, think about Pennsylvania, it went from 233,000 mail-in ballots four years ago
00:27:36.640 to 2.5 million, and they eliminated all signature verification.
00:27:40.160 So, it's already suspect that there's that many mail-in ballots, and we can't, you know,
00:27:44.200 we don't have photo ID with that.
00:27:45.740 So, it's already suspect.
00:27:46.700 But then you throw in the fact that they eliminated the signature verification.
00:27:50.680 So, the signature verification is important, because when you apply, you have to sign your
00:27:54.560 document, they have a copy of that.
00:27:56.600 When you get your ballot and put it in the envelope, you sign that envelope so that they
00:28:01.020 can match the signatures.
00:28:02.020 That's our only verification, and they eliminated all those rules in many of the states.
00:28:06.680 So, is there a way for them to separate things out at this point and say, okay, well, these
00:28:13.520 things don't count.

00:28:30.940 And we knew that once that genie was out, we could not undo it.
00:28:34.220 So, we fought to the Fifth Circuit numerous times.
00:28:37.760 We went to the Texas Supreme Court, and we stopped it here, because we knew we would be,
00:28:41.420 we would have been Georgia, we would have been Wisconsin.
00:28:43.860 So, the only way you can do it now is our lawsuit addresses that.
00:28:46.760 We can't, once they separate the envelope from the ballot, you can't go back and verify.
00:28:51.260 It's too late.
00:28:53.080 It's actually the perfect way to cheat, if you wanted to, because you can't go back and
00:28:57.400 find out what happened.
00:28:59.120 And so, that's why we're saying, look, there's no way to fix that now.

00:47:34.260 They've got like $165 million in assets, connections to the Biden administration, funded by George Soros, funded by the U.S. government, believe it or not, funded by foreign governments.
00:47:46.880 It's a really weird organization.

00:48:31.100 And those standards that they would be enforcing are related to misinformation, hate speech, all sorts of other things.

00:48:45.920 But, you know, you don't have to worry about that, Glenn.
00:48:47.720 There's nothing to worry about because they're going to rely on experts, experts from the Southern Poverty Law Center and from all sorts of other George Soros-funded groups who are going to be the arbiters of what is appropriate speech and what is not appropriate speech.
00:49:03.440 And they want to roll this thing out and essentially force all of the social media companies to adopt it.
00:49:09.660 And anyone who doesn't comply will, of course, have to face the ire of this new digital democracy agency or whatever the heck they're calling this thing.

01:26:11.960 Well, I'm in charge of the five international broadcasting networks, the voice of America,
01:26:16.620 Radio Free Europe, Radio Liberty, Middle East Broadcasting, Radio Free Asia, and the office
01:26:21.820 of Cuba Broadcasting together.
01:26:23.640 They reach an audience around the world of 350 million people in 62 languages.
01:26:30.140 So it's a big operation and very significant.
01:26:33.520 And it's, it's mission is significant.
01:26:35.540 Its mission is to, um, tell America's story, bring the news and the objective truth to people
01:26:42.420 where, where that is not permitted, like China and North Korea, and to promote American ideas
01:26:49.520 and values when they're under attack, especially in a renewed attack, especially from enemies
01:26:55.280 like China, North Korea, Iran, Russia.
01:26:59.120 So it's an important mission and important agency.
01:27:01.460 And I have striven in my six months there to get them back to that core mission, which
01:27:07.220 they are legally obligated to do.
01:27:09.140 And I have faced intense resistance, maybe not surprisingly.
01:27:13.280 Like, tell me what was going on that Americans should know about.
01:27:17.640 Well, we found, especially in the run up to the presidential election, lots of instances
01:27:22.680 of bias, even though the, these agencies are required by law to be objective and balanced
01:27:28.640 and not represent a single segment of society.
01:27:31.720 For example, the Urdu service, which is supposed to target Pakistan, had on their social media
01:27:38.120 page, what can only be described as a Biden ad.
01:27:41.380 It was made up of a Biden ad.
01:27:43.180 It appealed to voters in Michigan, Muslims in Michigan to vote for, for Biden and to swing
01:27:49.920 the state for Biden, and it was a direct appeal to Muslims in Michigan.
01:27:54.360 We found that it had been on the, on their social media page for seven days.
01:27:58.520 We finally got them to take it down, only to find that our audio version was on weeks
01:28:03.340 later, and we had to get them to take that down too.
01:28:05.920 And not only was it such an egregious example of bias, but in our efforts to discipline the
01:28:11.560 people responsible, we were accused of, you know, violating their First Amendment,
01:28:16.020 violating a firewall that's supposed to not let us manage them.
01:28:19.240 You know, they went to the media, you know, they claimed, you know, you know, horrible
01:28:24.060 interference from the Trump administration and, and on like that.
01:28:27.900 And that's just one of, you know, what it's been like for six months in there.
01:28:32.500 Now we have, we have Richard Stengel coming in and he's going to be replacing you in the
01:28:42.160 next administration, if that's a Biden administration, correct?
01:28:45.020 He is the head of the transition team into my agency.
01:28:48.840 He's rumored to be Biden's candidate to replace me.
01:28:53.400 I've never met him.
01:28:54.500 I mean, in keeping with the Washington Post's refusal to cover my agency fairly, there was
01:28:58.780 a piece today in the Post saying that we have refused to cooperate with the transition team,
01:29:04.000 even though I'm scheduled to talk to Mr. Stengel next week.
01:29:07.300 And we've provided hundreds of pages of documents and many, many interviews, but I have not talked
01:29:13.260 to him yet.
01:29:14.060 So that, but the transition team is working away.
01:29:18.380 Well, he is the former editor at Time magazine.
01:29:20.700 He served as, as Obama's undersecretary for state, for public diplomacy and public affairs.
01:29:28.140 But what I want to really talk to you about is his view on the First Amendment, because I
01:29:36.000 don't think the First Amendment is what he thinks it is.
01:29:40.440 Well, he definitely has these controversial views on the First Amendment, but, and I don't
01:29:46.460 understand them.
01:29:47.640 We, or our agencies especially, should be committed to the First Amendment.
01:29:52.820 In fact, you know, we rest, you know, what we should be communicating is the fundamental
01:29:58.540 principles enshrined in the Declaration of Independence and the Constitution.
01:30:02.700 Those are the things that make America unique.
01:30:04.520 And we need to get those ideas out in the world to combat what the Chinese are saying,
01:30:10.560 what radical Islam is saying.
01:30:12.880 And we need to be defending things like the First Amendment on which we rely.
01:30:17.720 You know, so I, I think that's very important.
01:30:22.200 He has said, as a government official traveling around the world, championing the virtues of free
01:30:26.440 speech, I came to see how our First Amendment standard is an outlier.
01:30:30.720 Damn right.
01:30:31.360 He wrote, even the most sophisticated Arab diplomats that I dealt with did not understand why the
01:30:38.340 First Amendment allows someone to burn a Koran.
01:30:41.020 Amen.

01:30:45.900 I mean, we should be defending instead.
01:30:49.700 He's a guy who is saying we need hate speech laws that our First Amendment goes too far.
01:30:56.080 I have, let me play the journalist, please.
01:30:58.440 He's the head of the Journalism School of Columbia University.
01:31:02.200 Listen to what he said about Facebook and free speech.
01:31:05.020 You can't get away from the fact that their mission is to connect everybody in the world.
01:31:10.960 That's what motivates Mark Zuckerberg.
01:31:13.280 And it has, it's his passion.
01:31:14.720 And he profoundly believes in free speech.
01:31:17.380 And, you know, those of us in journalism have to come to terms with the fact that free speech,
01:31:22.500 a principle that we hold sacred, is being weaponized against the principles of journalism.
01:31:28.120 And what do we do about that?
01:31:30.140 I just say, you know, as reporters, we kind of march into this war with our facts nobly
01:31:36.500 shouldered as if they were going to win the day.
01:31:39.560 And what we're seeing is that because of the scale of this alternate reality that you've
01:31:45.160 been talking about, our facts, our principles, our scientific method, it isn't enough.
01:31:51.500 Unbelievable.
01:31:53.660 How do you fight against that, Michael?
01:31:56.240 What can you put in place or what have you put into place, if anything, that can slow this
01:32:02.240 march away from the First Amendment?
01:32:04.480 Well, I have tried to put things in place in these institutions so that they remain true
01:32:17.080 to their actually fundamentally core mission, which is to tell the objective truth, to promote
01:32:22.560 American ideas, and to represent the administration's views along with criticism.
01:32:28.180 And we have tried to put in new policies.
01:32:31.360 We've cleaned up a huge security failure.
01:32:34.700 There was, owing to this sort of mismanagement over a 10-year period, we had had reports from
01:32:39.980 the Office of the Director of National Intelligence and the Office of Personnel Management that
01:32:45.440 1,500 of our 4,000 people had not had proper security clearances, including 77 with confidential
01:32:54.960 and above.
01:32:55.680 And our agency had been filing security forms without taking fingerprints, with making up
01:33:03.300 social security numbers after our right to clear people had been revoked.
01:33:07.420 We continue to clear people.
01:33:08.760 So I've tried to, I've fixed this massive security problem, and I've tried to investigate those
01:33:16.380 responsible for it.
01:33:17.460 And that, too, is perceived as a kind of witch hunt on the part of the Trump administration.
01:33:22.440 But this is a huge security failure, and that, I think, is on the way to being fixed and cannot
01:33:27.240 be reversed.
01:33:28.240 That's good news.
01:33:29.120 And it's very important that these agencies be, have their security, you know, not lax and
01:33:36.800 not be subject to, you know, the influence by foreign intelligence or any other kind of
01:33:45.780 bad action.
01:33:47.820 And, you know, these security rules are in place for a reason.
01:33:50.420 And in a way, that may seem unrelated to bias, but I think this kind of gross mismanagement,
01:33:56.220 lack of concern about security is related to a lack of concern about bias and a kind
01:34:01.660 of laissez-faire attitude towards things like bias in the Erdo video and just not reporting
01:34:08.680 both sides.
01:34:09.640 I mean, another example of that is that in the presidential election, there was no mention
01:34:14.100 of the Hunter Biden story, let alone the effort of Twitter to cover it up.
01:34:18.920 And whatever you think, whether you're a Democrat or a Republican, it's an important Republican
01:34:23.380 story.
01:34:24.000 And when you're supposed to represent all of America, it's an important story to be there.
01:34:29.440 I have, you know, I've only been there six months.
01:34:32.740 I'm trying to put institutions in place, but I actually fear, Glenn, that everything that
01:34:37.700 we've done will be potentially reversed by a new group that might come in.
01:34:43.240 And how much damage, what does that mean for America?
01:34:46.800 Well, I mean, we need to tell our story.
01:34:51.820 And we have, the American people spend close to a billion dollars, over $800 million on
01:34:56.860 these agencies.
01:34:57.800 And it's important.
01:34:59.480 And we are, we need to win the war of ideas.
01:35:02.340 You understand this better than, as well as anybody else.
01:35:05.400 And this is an instrument of it.
01:35:07.980 I actually think, Glenn, that it's symptomatic of a bigger problem.
01:35:12.560 And it's very hard to get the VLA and these other institutions to be unbiased and objective
01:35:19.640 and balanced when the rest of the media isn't.
01:35:22.100 You know, they look to the Washington Post and the New York Times and CNN as their models.
01:35:27.760 And it's very hard to get them to see it the way the law says it should be.
01:35:34.960 And that is really a problem.
01:35:36.440 And I actually think the failure to tell America stories goes well beyond just my agency.
01:35:42.540 We as a culture are not doing it.
01:35:44.380 Hollywood is not doing it.
01:35:45.680 The Academy is not doing it.
01:35:47.760 Nobody is.
01:35:48.000 So, it's symptomatic of a deeper problem that is very hard to fix.
01:35:53.180 But I am planning to dedicate myself to fixing it.
01:35:57.120 We need to build institutions, in addition to this U.S. government one, that'll tell America's
01:36:03.800 story to the world.
01:36:04.720 I mean, you mentioned my Clarence Thomas film.
01:36:06.860 I think that's the kind of story, you know, the world needs to hear.
01:36:11.880 You know, it's a story of a man who could succeed in America where he could not have succeeded
01:36:17.220 anywhere else, from dire poverty in the segregated South, the Supreme Court.
01:36:21.220 I mean, and it's called Created Equal because of Clarence Thomas' dedication to the Declaration
01:36:25.600 and the Constitution.
01:36:27.200 I mean, there are many such stories, and they're not getting out.
01:36:30.420 Instead, people all over the world are hearing stories of racism and oppression and imperialism.
01:36:36.020 And, you know, it's not an America that I recognize.
