00:14:11.020 can you walk us through a little bit here um give us a perspective of someone who actually
00:14:20.220 managed a situation like this you come into office we all remember i lived in connecticut at the time
00:14:25.100 we all remember what new york was like you know it's always been a great city but it was a city that
00:14:29.500 had a lot of major problems when you walked into that office and one of the ways that you were able to
00:14:35.180 kind of take on uh those those problems was with smart and different approaches can you kind of
00:14:40.860 discuss what you did i um you know i had lost for may or four years earlier very very close to david
00:14:48.380 dinkins and in the four years leading up to it particularly the last two years i knew i would
00:14:54.620 have a chance of winning and i also knew i'd be the first republican elected in 25 years
00:15:00.380 i think at that point only the second republican elected in the century and and probably the last
00:15:08.220 for a long time and i decided it was my one chance to really change it so tell me when i can talk
00:15:14.220 years i spent two years uh developing my agenda i had seminars every week i i talked to housing people
00:15:22.780 i talked to budget people i talked to social uh social welfare people uh i went and took a look
00:15:29.180 at what tommy thompson was doing in wisconsin to reform welfare book and of course on policing i knew a
00:15:35.820 lot about that anyway because that was my background but i did a lot of seminars on that so i came into
00:15:41.020 office with a real agenda of reform and everyone laughed at me and said i couldn't do it i said i was
00:15:48.940 going to cut the city by 20 percent i was going to put people on welfare to work i was going to cut
00:15:54.620 welfare et cetera et cetera and i started doing it i i announced right away uh 20 000 layoffs
00:16:02.540 i was told that i would ruin the city people would get no services i said um you're not even going to
00:16:08.300 notice it i'm willing to gamble you're not going to even notice that we uh reduce service because we
00:16:14.620 could not do any work and um and then i cut um cut everybody from welfare who wouldn't work
00:16:23.980 there's a provision in new york law that says in return for welfare you have to work for the
00:16:29.260 municipal government or state government for 20 hours a week if you're able-bodied no one ever used
00:16:35.020 that law before i did they took me to court they challenged me i won and i had protests for the next
00:16:42.060 three years and i was accused by the new york times of running a plantation and which didn't
00:16:48.620 bother me at all i said we're succeeding i decided that we would change our entire policy of the police
00:16:54.460 department i brought in computer programming called constat to measure the effectiveness of our efforts
00:17:01.020 and the accountability of our police so when they say that we put a lot of police in black areas
00:17:06.620 and we had a lot of confrontations with black people i can show them why i can show them the
00:17:12.940 complaint from the black person that asked the police to please come there and save them or to arrest a
00:17:19.340 person who killed their son or arrest a man who raped their daughter so um and i just looked at i just
00:17:27.580 looked at minneapolis with all this stuff about you know disbanding the police and the police is racist
00:17:33.180 the police uh the police confronted and arrested about 790 000 suspects for murder but this was two
00:17:42.380 years ago you know how many murders were committed by blacks in that year about 820
00:17:48.700 and do you know where the information about them came from other black people
00:17:52.620 so the idea that the police are selecting blacks is not true blacks are selecting blacks in an absolutely
00:17:59.100 understandable effort to save their lives right and so i kept okay very clearly when the justice
00:18:06.780 department came after me holder and janet reno we we got them to drop the case because we could show
00:18:14.620 that our arrests were determined by statistics so by facts not by race and the only reason you have
00:18:24.300 all this confrontation in the black community is a very very tragic fact that there is a significantly
00:18:30.700 disproportionate amount of violent crime in the black community and the black community wants you to
00:18:36.940 solve it as as any so rudy rudy let me let me jump in here it's glenn i'm sorry i wasn't here for the
00:18:45.260 beginning of the interview i'm up at our ranch i'm good uh listen i want to get specific here on a couple
00:18:52.540 of things that i think you can really address and that is um yes there are problems with policing and
00:18:58.460 there's there's all kinds of things we can talk about but this is a marxist movement uh blm antifa
00:19:07.100 or antifa uh and there is also another uh really nasty group that has uh kind of come into this uh into this
00:19:16.060 fold uh from from syria i'm sure you know uh about it uh but it is a a syrian group now that is trying
00:19:26.620 to and they were involved in new york it's the revolutionary abolitionist movement they are serious
00:19:34.220 and no one seems to be talking about what's really fundamentally happening and that is
00:19:40.060 the mao cultural revolution is happening on our streets here in america pushed by marxists when
00:19:48.700 does the insurrection act actually when when when does it when does what's happening in america rise to
00:19:56.700 an insurrection well i mean in order to to find an insurrection and then not to be undercut by the
00:20:05.420 courts you would have to develop substantial evidence of that here's what i can tell you
00:20:11.020 having oh my god observed 50 riots and never had one when i was mayor because i vowed we would never
00:20:18.940 have a riot even though i followed two years of massive riots under david dinkins this is a different
00:20:25.100 riot than we've ever had before in new york city and i'd be willing to testify as an expert witness

00:21:15.180 were given about what streets to hit and if you know new york they're all they're all the upper end
00:21:22.060 streets uh so this this was not in any way let's go back to benghazi a spontaneous riot like the one
