00:02:53.860 squirrel squirrel. They keep seeing a nut, something shiny in the wind, and they've got to
00:02:58.940 move the constant assault on our constitution. The rule of law and Liberty is something that
00:03:05.180 is subsidized by many large corporations in the United States and your cell phone company

00:04:52.620 Schiff. I am reporting, this is the whistleblower now. This is August 12th, 2019. I am reporting an
00:04:59.960 urgent concern in accordance with the procedures outlined in 50 USC, blah, blah, blah, blah, blah.
00:05:05.720 This letter is unclassified when separated from the attachment. In the course of my official duties,
00:05:12.840 I have received information from multiple U.S. government officials that the president of the
00:05:17.140 United States is using his power of his office to solicit interference from a foreign
00:05:22.580 country in the 2020 U.S. elections. Wow, that's quite a charge. The interference includes,
00:05:30.060 among other things, pressuring a foreign country to investigate one of the president's main domestic
00:05:35.140 political rivals. The president's personal lawyer, Rudolph Giuliani, is central figure in this effort.
00:05:42.520 Attorney General Barr appears to be involved as well. Okay, so I want to set this out from the outset.
00:05:49.580 In the course of my official duties, I have received information from multiple U.S. government
00:05:56.820 officials. So in other words, what he's about to present, he has no firsthand knowledge of.
00:06:05.940 But even if he did, what he's saying, I don't know if there's a problem. He said, over the past four
00:06:12.360 months, more than half a dozen U.S. officials have informed me of various facts related to this effort.
00:06:17.600 The information provided herein was relayed to me in the course of official interagency business.
00:06:24.760 It is routine for U.S. officials with responsibility for a particular regional or functional portfolio
00:06:30.360 to share such information with one another in order to inform policymaking and analysis.
00:06:37.100 So in other words, I want you to know we're not doing anything weird here.
00:06:40.160 I was not a direct witness to most of the events described.

00:06:50.420 However, I found my colleagues' accounts of these events to be credible because in almost all cases,
00:06:57.340 multiple officials recounted a fact pattern that was consistent with one another.
00:07:03.200 In addition, a variety of information consistent with these private accounts has been reported publicly.
00:07:10.460 Now, let me tell you something.
00:07:11.460 First of all, we'll let you decide whether there's anything in this.
00:07:16.860 But I just, I want you to know, I really, truly believe we would have read this document differently
00:07:23.520 had the press and the intelligence community not spent the last three and a half to four years
00:07:30.540 trying to take this president down on everything.
00:07:35.100 This used to mean something when you'd have a so-called whistleblower.
00:07:40.820 But does anybody trust the press, the intelligence community, the DOJ, any of it?
00:07:48.520 They have so discredited themselves that you don't know what's real and what's not.

00:07:58.500 I am deeply concerned that the actions described below constitute a serious or flagrant problem,
00:08:06.380 abuse, or violation of law or executive order that does not include differences of opinions
00:08:13.300 concerning public policy matters.
00:08:15.240 It is consistent with the definition of an urgent concern in U.S. C-50, blah, blah, blah.
00:08:22.460 I am therefore fulfilling my duty to report this information through proper legal channels
00:08:27.420 to the relevant authorities.
00:08:29.680 I am also concerned that these actions pose risk to the U.S. national security
00:08:35.360 and undermine the U.S. government's efforts to deter and counter foreign interference in U.S. elections.

01:35:04.820 If she was serious about an impeachment inquiry, that requires a vote on the House floor.
01:35:09.860 She has to put her members on record of saying, yes, we are seeking impeachment.

01:35:17.840 She's saying, yeah, yeah, yeah, we're going to start an impeachment inquiry, and we're going to do it by doing the same thing we've been doing for the last, you know, nine months.

01:35:27.540 She's not serious about this inquiry, or she would have the vote and compel her members to say, yes, I want to proceed.

01:36:14.140 And the second thing that he had to consider, the law compelled him to consider, is was this outside of the jurisdiction of the director of intelligence, which it was?
01:36:24.140 And look, Mr. McGuire, as I was adamant in my defense of him, this is a man of clear integrity.
01:36:29.020 He found a deficiency in ambiguity in the law and did not know what to do.
01:36:33.700 He wasn't trying to obstruct.
01:36:35.260 He wasn't trying to protect the lighthouse.
01:36:36.900 He simply didn't know what legally he could do in this situation.

01:36:47.400 But to create this narrative of my Democratic colleagues, and they attacked his integrity so often and so repeatedly as if he's the problem.
01:36:56.280 And then I said to them, if you think you're going to win on this by trying to convince the American people that this is a political stooge sitting before us, good luck on that.
01:37:04.100 Because if anyone watches this hearing for even a few minutes, it's very clear.

01:38:04.960 I mean, the objection of my Democratic colleagues is that he didn't do it immediately, but he had a 14 day window where he could seek legal counsel and make a decision.
01:38:13.380 And and it's apparent that, again, he and the inspector general were in the disagreement and a bit of a loggerheads.
01:38:19.820 And I think that we have to realize, as I said, the law is deficient on this and we need to address the law.

01:52:57.360 in front of this and have been for, you know, a very long time telling you the details of the
01:53:03.160 story because we believed it would become a really important election issue.
01:53:07.040 It's really fun.

01:53:08.620 And what's frustrating about the, about this as a, as a process is the media is now presenting
01:53:14.720 this major scandal about Joe Biden as a Trump problem exclusively.

01:54:10.040 This is basically what the whistleblower is accusing the president of doing in his timeline.
01:54:17.900 And there was some confusion earlier kind of on the show as to some of these events and

01:54:22.720 And the reason for that is the actual whistleblower report itself is out of order.

01:54:28.840 It's presented the facts of later date events that happen at later dates are first and then
01:54:36.760 they go back and kind of backtrack.
01:54:38.180 So there's a little bit of confusion.
01:54:39.080 So let me lay this out in a timeline structure.

01:54:44.020 This is not necessarily, you know, the corrective truth.

01:54:51.920 So what they say is in late 2018, late last year, Giuliani first met with the former prosecutor

01:54:59.940 This is the guy who was fired, fired by Biden, who, by the way, on camera said very close
01:55:09.180 to the exact same thing Trump is accused of.
01:55:12.000 He took he withheld money that Ukraine was expecting billion dollars, a billion dollars.
01:55:18.680 And this is what Joe Biden admitted that he would withhold this money to unless they fired this particular prosecutor.

01:55:26.900 OK, now Giuliani in 2018 met with him in late January.
01:55:32.380 Giuliani met with Lushenko.
01:55:34.080 Do we know anything at all about what Giuliani found out from Shoykin?
01:55:39.140 Because remember, the accusation is that Shoykin was going in and and going to question Gazprom and the big bank,
01:55:48.580 the biggest bank over there, which had one point eight billion dollars of our money,
01:55:53.800 our taxpayer dollars that just went offshore and just disappeared with the guy from from Burisma, the gas company.
01:56:02.020 Right. And so we don't know exactly what was said in there.
01:56:05.480 In fact, it's not even in the accusation.

01:56:08.820 OK, but she's or he is leading is is is building a case here is building a case here to try to say, hey,

01:56:20.620 So these events happen in late 2018 Giuliani meeting late January of 2019.

01:56:30.960 Now, Lushenko is an ally of the president who lost to the talk show host guy who's in there now, Zelensky.

01:56:41.820 What's the motivation for Lushenko talking to Giuliani?
01:56:45.900 You could make the argument, and I think this is the implied argument,
01:56:49.300 that Lushenko realizes his allies about to lose this election
01:56:53.300 and is trying to align himself with American interests so that he can save his job when Zelensky loses.
01:57:01.320 Right. So after these meetings happen with Giuliani.
01:57:05.180 The Hill starts publishing articles and videos featuring comments from Lushenko.
01:57:13.100 Lushenko says all sorts of things about the Democrats and all stuff that's bad for Democrats.

01:57:22.820 The implication of this allegation is basically Giuliani met with these people, Lushenko in particular,
01:57:31.600 and that those meetings resulted in Lushenko outwardly and publicly saying really bad things for Democrats

01:58:15.320 So now you have Lushenko, who has been talked about as losing his job if Zelensky wins.

01:58:46.900 On April 25th, Trump comments on these stories from The Hill.

01:58:54.440 In this hour, he was supposed to be on today, but a last-second cancellation.
01:58:58.440 Potentially, was it related to the fact that he was mentioned, essentially, in the whistleblower report?

01:59:04.700 But he said he had a source meeting, so we'll find out about that tomorrow.
01:59:07.500 On May 9th of this year, the New York Times reported that Giuliani was going to Ukraine to meet with Ukrainians.
01:59:12.860 On May 11th, Lushenko met with the current president, Zelensky, the talk show host guy.
01:59:18.920 In mid-May is when the whistleblower says they first started hearing rumors about all of this.
01:59:26.700 So they have no—this person, who is the source of this allegation, had no knowledge about any of this stuff other than what was publicly reported until mid-May.
01:59:36.020 So this is after the election and everything.
01:59:39.380 Between May and early July, Trump will—the allegation is that Trump said he will only meet or call with the new Ukrainian president.
01:59:50.900 He'll only meet with him and only give him the call if he, quote, plays ball.

01:59:59.200 Again, this person doesn't even claim to have witnessed or seen any of these things themselves.

02:00:49.220 So if you see this, though, at what point did the U.S. ambassador that was fired, at what point did they get in and stop Ukrainian investigators from coming over to the United States to explain and arrest people?
