00:05:17.760 Factory is one of the largest manufacturers of um 556 and 223 ammunition which is the most popular

00:05:26.400 caliber for the most targeted firearm in the country the AR-15. In operation since 1941 to produce

00:05:33.840 ammunition for the U.S. Army the government contracts with the private firm Winchester to run the

00:05:39.520 enterprise and sell any excess supplies to the open market. So here's what happened. Winchester called

00:05:46.960 them I'm sorry uh the government called Winchester apparently allegedly and said you know uh you got

00:05:55.920 a cute little business going on here uh and uh and it'd be horrible for something to happen to that

00:06:01.360 business you know what I'm saying uh so what I'd like you to do is uh maybe uh maybe stop selling the uh

00:06:08.800 30 percent of the ammunition to the private market and Winchester said most likely uh well if we do that

00:06:18.400 then if there's a war we can't ramp up to be able to make more ammunition for the war machine

00:08:36.320 on the commercial market for gun owners as well as to harm national security security and military preparedness

00:08:47.200 so there's a couple of things here first of all let's talk about the commercial side

00:08:50.640 the commercial side you drop 30 to 40 percent your price I've read your price of ammunition

00:08:57.600 would go up three to four times is that true uh obviously uh you know economics being supply

00:09:05.280 demand if you cut the supply that is already um strained by 30 plus percent it's going to have a significant

00:09:14.560 impact on the price in the commercial market for sure it's also going to have an impact on what the

00:09:21.840 military pays for ammunition manufactured at the lake city facility because uh the cost the

00:09:32.880 the economics of running that business for winchester would change dramatically so the other the other

00:09:40.480 part of this is for the military not just in cost but the reason why if i'm not mistaken the reason why

00:09:46.480 uh winchester um has that 30 percent and they make 30 or 40 percent of the commercial market is so they have the

00:09:55.200 staff in case there's ever a major war they have the staff they don't have to ramp up they can just

00:10:01.440 shift all of that over to the military immediately so we have enough ammunition to be able to fight a war

00:10:08.720 is that true that's precisely correct and if they can't sell into the commercial market those employees

00:10:14.880 are gone that production capacity is gone and in a surge situation let's say hypothetically we were

00:10:22.480 engaged in a shooting war with an adversary like russia china or something the ability of winchester to

00:10:29.120 meet that surge in demand would not exist we would not be able to meet that need whereas now they can

00:10:35.760 they can simply shift that production from the commercial market to to the priority of meeting the

00:10:41.680 needs of the war fighter so that ability is gone then uh we can't meet surge in demands and the price

00:10:50.080 that the military pays for the ammunition they get now even in a non-storage situation would go up

00:10:56.160 considerably and the sale to the commercial market also helps to fund capital expenditures at the lake

00:11:04.720 city facility so it's not just you know that they winchester sells that ammunition um in the commercial

00:11:12.240 market they they also are putting money back into the dod to for capital improvements capital

00:11:20.000 expenditures at lake city so that it is state of the art and can meet surge demands for the military

00:11:28.080 so as this was revealed last week we had uh some congressmen um start to write some uh write some

00:11:37.440 letters to the white house um some press started to uh sniff around at least on you know on the on the

00:11:44.800 right side uh we started to sniff around and immediately the gates are closed to the white 0.98

00:11:50.320 house and they say this is and i want to quote them here um the reports on a possible ban are way off

00:12:00.880 uh-huh uh do you believe that i mean the person making that go ahead is either woefully uninformed of

00:12:11.760 of the facts because there was a meeting at the highest levels of the military on friday to discuss

00:12:17.200 this very issue or they are not being truthful but it it did happen it is happening um and there is

00:12:28.960 a letter from 50 house members that has gone to the white house yesterday led by congresswoman vicky

00:12:35.200 hartzler in whose district the lake city facility is located and senator blount's office from missouri

00:12:42.720 has been engaged in this issue as well so you know in 2015 the obama administration tried to ban

00:12:52.480 this ammunition um under this incorrect legal theory that it was somehow armor-piercing ammunition it is not

00:13:00.640 by definition armor-piercing ammunition okay hold on hold on just a second because that because that's

00:13:07.760 really important because i just read another story today that said that this is armor-piercing ammunition

00:14:02.400 administration now is trying to make it unavailable and this is all because they can't uh pass a ban on

00:16:27.280 amendment rights to be exercised exactly right exactly right larry is there anything the public can do

00:16:34.080 they should contact their elected representatives in washington their congressmen and their representatives

00:16:41.040 and insist that this uh this issue be fixed once and for all so we don't have to revisit this every

00:16:47.680 couple of years and how do we fix it once and for all uh we make it clear in statute that whoever

00:16:54.640 holds that contract has the right to sell this excess ammunition in the commercial market for the
