00:45:59.160 You know, it's always been a great city, but it was a city that had a lot of major problems when you walked into that office.
00:46:05.020 And one of the ways that you were able to kind of take on those problems was with smart and different approaches.

00:46:15.480 I had lost for mayor four years earlier, very, very close to David Dinkins.
00:46:21.460 And in the four years leading up to it, particularly the last two years, I knew I would have a chance of winning.
00:46:27.680 And I also knew I'd be the first Republican elected in 25 years.
00:46:32.200 I think at that point, only the second Republican elected in the century, and probably the last for a long time.
00:46:41.100 And I decided it was my one chance to really change it.
00:46:44.820 So I spent two years developing my agenda.
00:46:50.520 I had seminars every week.
00:46:52.780 I talked to housing people.
00:46:54.880 I talked to budget people.
00:46:56.060 I talked to social welfare people.
00:46:59.140 I went and took a look at what Tommy Thompson was doing in Wisconsin to reform welfare.
00:47:05.860 And, of course, on policing, I knew a lot about that anyway because that was my background.
00:47:10.180 But I did a lot of seminars on that.
00:47:12.360 So I came into office with a real agenda of reform.
00:47:17.500 And everyone laughed at me and said I couldn't do it.
00:47:20.540 I said I was going to cut the city by 20 percent.
00:47:23.140 I was going to put people on welfare to work.
00:47:26.080 I was going to cut welfare, et cetera, et cetera.
00:47:28.760 And I started doing it.
00:47:30.360 I announced right away 20,000 layoffs.
00:47:34.340 I was told that I would ruin the city.
00:47:36.440 People would get no services.
00:47:38.180 I said you're not even going to notice it.
00:47:41.280 I'm willing to gamble.
00:47:42.940 You're not going to even notice that we reduce service because we could not do any work.
00:47:47.520 And then I cut everybody from welfare who wouldn't work.
00:47:55.920 There's a provision in New York law that says in return for welfare, you have to work for the municipal government or state government for 20 hours a week if you're able-bodied.
00:48:05.800 No one ever used that law before.
00:48:08.120 I did.
00:48:09.020 They took me to court.
00:48:09.880 They challenged me.
00:48:10.620 I won.
00:48:11.940 And I had protests for the next three years.
00:48:15.100 And I was accused by the New York Times of running a plantation, which didn't bother me at all.

00:48:23.380 I decided that we would change our entire policy of the police department.
00:48:26.920 I brought in computer programming called CONSTAT to measure the effectiveness of our efforts and the accountability of our police.
00:48:35.120 So when they say that we put a lot of police in black areas and we had a lot of confrontations with black people, I can show them why.
00:48:44.140 I can show them the complaint from the black person that asked the police to please come there and save them or to arrest a person who killed their son or arrest a man who raped their daughter.
00:48:55.120 So, um, I just looked at, I just looked at Minneapolis with all this stuff about, you know, disbanding the police and the police is racist.
00:49:05.740 The police, um, the police confronted and arrested about 790,000 suspects for murder, but this was two years ago.
00:49:15.680 You know how many murders were committed by blacks in that year?

00:49:20.540 And do you know where the information about them came from?

00:49:23.860 So the idea that the police are selecting blacks is not true.

00:49:54.160 And the only reason you have all this confrontation in the black community is a very, very tragic fact that there is a significantly disproportionate amount of violent crime in the black community.

00:50:50.580 I'm sure you know about it, but it is a Syrian group now that is trying to and they were involved in New York.
00:51:00.800 It's the revolutionary abolitionist movement where they are serious and no one seems to be talking about what's really fundamentally happening.
00:51:11.380 And that is the Mao cultural revolution is happening on our streets here in America pushed by Marxists.

00:51:30.800 Well, I mean, in order to to to find an insurrection and then not to be undercut by the courts, you would have to develop substantial evidence of that.

00:51:43.040 Having. Oh, my God, observed 50 riots and never had one when I was mayor, because I vowed we would never have a riot, even though I followed two years of massive riots under David Dinkins.

00:52:02.240 If we go back to the last two big riots in New York City, which happened to me the last time we had a Democratic mayor.

01:50:37.120 But you wouldn't back down at the time.
01:50:40.100 And you did a study of hydroxychloroquine statewide.

01:50:46.820 And did it make a difference?
01:50:48.420 Well, we have Sanford Research here in South Dakota.
01:50:52.980 It's one of our major health care systems.
01:50:55.340 And they had discussed doing some clinical trials in regards to COVID-19.
01:51:00.400 And with some of the research I was seeing and reading about, I asked them if they would
01:51:04.380 consider doing one on hydroxychloroquine if I could get some supply from the national
01:51:10.220 stockpile.
01:51:11.100 So I did and was able to secure a million doses of it.
01:51:15.680 And the other two health care systems in our state decided to partner on that trial.
01:51:20.800 And that would be Avera and Monument Health.
01:51:23.500 And so it was the first state-backed statewide clinical trial on a therapeutic here in South
01:51:31.140 Dakota, but also in the country.
01:51:32.640 So it really was something to tackle.
01:51:35.480 Now, the Sanford Research is leading it.
01:51:37.960 And the decision to go forward with it, I think they have on hold and are pausing based
01:51:43.240 on some of the other research they're seeing coming out of other trials.
01:51:46.080 But they are keeping registries open.
01:51:48.480 And we're continuing to track and monitor and see what therapeutics are effective in
01:51:52.840 South Dakota and allow people the opportunity to be on offense.
01:51:56.240 And really, Glenn, that was my big deal is that for me, I was much more comfortable doing
01:52:01.500 something to be on offense against this virus.
01:52:03.860 I think a lot of times I saw people being scared and fearful and, you know, not reacting
01:52:11.260 appropriately to take care of their families or their communities.
01:52:14.420 And I knew that if we could be on offense and get a treatment as soon as possible that
01:52:18.700 was effective, we'd be much better off and could get back to normal much quicker.
01:52:24.200 Let me switch topics.
01:52:25.500 Some of these some of these governors and mayors, I think, have gone insane.
01:52:32.460 And you saw it early on with with COVID-19.
01:52:37.060 And now we all had to stay in and we were going to be arrested if we even breathed, you
01:52:42.320 know, outside of our front door.
01:52:44.220 And now they're you know, they're marching with protesters before the before the restrictions
01:52:50.340 came up.
01:52:51.020 What's what is happening to our our our country, let alone our governors and cities?
01:53:00.800 What what what should they what what am I missing?
01:53:05.260 Well, it's alarming to me.
01:53:07.360 You know, my background is that I come from a family that's not political at all.
01:53:12.080 There's nobody in my family that was raised tied to the government or in public service.
01:53:16.960 I ran for office, you know, and ran for Congress the first time because I was mad at the federal
01:53:25.320 government about death taxes.
01:53:27.060 My dad was killed in an accident and we got hit with death taxes.
01:53:30.780 It almost caused us to lose our family operation.
01:53:33.040 And that made me angry.
01:53:34.560 And I decided to get involved.
01:53:36.180 But, you know, honestly, you know, you got to come back to your your principles, your values.
01:53:42.540 And for me, America has always been special.
01:53:45.160 We have a story that is unlike any other country in the world.
01:53:48.740 And the Constitution is the foundation.
01:53:50.900 Even though I didn't come from a political background, my family believed it.
01:53:54.340 And they they knew that that our history and that document was sacred.
01:53:59.360 And so what was interesting to me is I sat down when this virus was coming to our state and
01:54:06.020 talked to my Department of Health officials, my state epidemiologist, my recommendations
01:54:11.020 from those health care organizations in our state and got information.
01:54:16.200 One of the best traits that I think I have and that I think public leaders need to have
01:54:21.160 is to be teachable and to continue to learn things every day and be willing to be teachable.
01:54:26.560 But then I also sat down with my legal team, with my general counsel and with my executive
01:54:32.480 team in my office and had them tell me what my authorities were as governor, what I could
01:54:38.040 do, what I couldn't do in light of our state constitution.
01:54:41.560 And in the U.S. Constitution, I took an oath to uphold.
01:54:45.300 And then I also knew that if I overstepped those authorities in a time of crisis, that
01:54:49.880 would be setting an incredible precedent that would break down really the freedom and
01:54:55.420 the liberties that America stands for.
01:54:57.340 So I think it was a very different path.
01:55:00.140 And there was never really a question that that's the path I would take, that I had to
01:55:04.960 decide on the side of protecting law and order and our constitution.
01:55:10.000 I don't know why other leaders made the decisions that they made, but I would say mainly it was
01:55:15.080 driven by fear.
01:55:17.200 And you never make a good decision if you're making it out of emotion.
01:55:21.180 And I tried every day hard to take emotion out of it and make a good decision.
01:55:25.920 Do you think that we are, we still have that love of the land and the country?
01:55:33.440 And I mean, I know a lot of people, South Dakota, I'm in Idaho now, you know, there's
01:55:40.040 lots of places out West, but in many of the cities, there's no love for that anymore.
01:55:47.260 It's, it's really disappeared in one generation.
01:55:50.320 It seems, do we have enough to hold it together?

01:56:15.340 And they treasure and value the land, even though they never had the chance to grow up

01:56:35.220 and our civics and why it's important and the stability it brings to us as a country.
01:56:40.200 And then I, then I'll be honest, I spoke a lot about strong families, you know, that we
01:56:46.000 have a breakdown of the family too.
01:56:47.480 And I think that's why we see some people, um, you know, facilitate or, you know, going
01:56:53.040 back and forth and not having a strong, firm grip on, on where their foundation is too.
01:56:58.000 Um, I appreciate your, uh, I appreciate your willingness to come on the air, uh, especially
01:57:04.980 earlier when you were really under attack and very busy, uh, and, uh, you're just, your
01:57:10.700 willingness to stand up and protect the constitution, even though at the time, I think, you know,
01:57:16.740 there would be a lot of people that would say, wait, we need protection.
