00:27:05.820 Russia and the
00:27:08.360 foreign powers
00:27:10.080 overproduction was
00:27:12.520 an attempt to
00:27:13.320 gain back market
00:27:14.440 share that U.S.
00:27:16.240 energy producers
00:27:17.300 have captured.
00:27:18.320 I mean, look,
00:27:18.880 because of
00:27:19.480 innovation and
00:27:20.040 technology, the
00:27:21.280 U.S. has been
00:27:22.280 the powerhouse.
00:27:23.340 As you mentioned,
00:27:24.520 we are at a new
00:27:25.640 level of national
00:27:26.620 security because of
00:27:28.040 energy security.
00:27:29.720 And it is
00:27:30.440 contemplated that
00:27:32.160 foreign global
00:27:33.080 producers wanted
00:27:34.440 to regain some of
00:27:36.460 that market share.
00:27:37.460 And so they plan
00:27:38.480 to, because the
00:27:40.540 Saudis and Russians
00:27:41.160 got in a tiff,
00:27:42.300 they were fighting
00:27:43.000 amongst one another,
00:27:43.840 and it would
00:27:44.500 certainly, their
00:27:45.240 actions would
00:27:46.160 negatively impact
00:27:47.040 U.S. producers.
00:27:48.300 They didn't plan
00:27:49.040 on COVID-19.
00:27:51.120 It is accurate,
00:27:54.480 however, to say
00:27:55.440 that the last time
00:27:57.100 we had trouble in
00:27:57.960 America, we
00:27:59.200 retooled, we
00:28:01.400 reinvented, we
00:28:02.540 reinvented the way
00:28:04.840 we drill and the
00:28:06.380 way we pull oil
00:28:07.840 from the ground.

00:28:14.500 bailed themselves

00:28:16.300 government-owned.

00:28:45.160 innovation, hydraulic
00:28:46.140 fracturing, Texas
00:28:48.440 and America is
00:28:49.620 the incubator for
00:28:51.320 ideas because of
00:28:52.880 our free enterprise
00:28:53.540 system, and our
00:28:54.720 philosophy is don't
00:28:55.860 abandon that now in
00:28:57.500 a time of crisis.
00:28:58.420 Let's go stronger
00:28:59.420 through this, as
00:29:00.400 difficult as it's
00:29:01.460 going to be.
00:29:02.840 So the federal
00:29:04.080 government has been
00:29:04.980 saying now they've
00:29:06.420 got another stimulus
00:29:07.260 package, and the
00:29:08.820 Democrats said last
00:29:10.620 night, this is just
00:29:11.580 the beginning, there's
00:29:12.320 a lot more where
00:29:13.160 that came from.
00:29:14.840 I don't know where
00:29:15.800 they're getting it,
00:29:16.400 the cupboard seems to
00:29:17.300 be a little bare, but
00:29:18.240 there is a problem
00:29:20.160 with people paying
00:29:20.840 their rent and
00:29:21.420 getting food, etc.,
00:29:22.540 etc., and businesses
00:29:24.000 staying afloat, but
00:29:25.360 the real problem is
00:29:26.340 not a shortage of
00:29:27.160 money, it's a
00:29:27.860 shortage of
00:29:28.380 commerce.

00:29:34.720 back up.

00:29:44.600 leadership and focus

00:29:51.080 barrels a day in the
00:29:51.960 world and that
00:29:52.520 drops to 80 million

00:29:54.920 there's nothing that
00:29:56.200 can fix that except
00:29:57.080 getting the economy
00:29:57.960 going back again,
00:29:59.140 and so what the
00:29:59.640 oil and natural gas
00:30:00.480 industry is doing is
00:30:02.040 looking at operational
00:30:03.640 procedures that we
00:30:05.980 need flexibility on
00:30:07.760 in order to manage
00:30:08.720 through the crisis
00:30:09.380 and to restart our
00:30:10.640 sector of the
00:30:11.220 economy, things like
00:30:12.800 permits, getting
00:30:14.080 extensions from the
00:30:15.160 regulatory agency.
00:30:16.280 We want to be very
00:30:17.060 careful that we do
00:30:18.160 not compromise
00:30:18.800 safety, we don't
00:30:19.700 want to compromise
00:30:20.320 environmental
00:30:20.920 standards, our
00:30:22.040 industry spends more
00:30:23.460 than any other
00:30:24.800 industry or the
00:30:25.760 government combined
00:30:26.720 on innovative
00:30:28.200 procedures, and so
00:30:29.640 we're looking at
00:30:30.740 things that can be
00:30:31.480 done to help
00:30:32.340 managers manage
00:30:34.060 their assets the
00:30:35.120 way they know to
00:30:36.260 by looking at

00:30:49.100 critical infrastructure,

00:30:51.780 operations have been
00:30:52.900 exempted, but the
00:30:54.100 back office efforts,
00:30:56.000 the planning and the
00:30:56.840 strategy and the
00:30:57.780 promotion, they have
00:30:59.200 been curtailed.
00:31:00.040 We need to get them
00:31:00.840 back to work, maintain
00:31:02.260 social distancing,
00:31:03.500 use good protocols
00:31:06.460 in terms of making
00:31:09.500 certain masks and
00:31:10.340 gloves and all these
00:31:11.020 kind of things, but
00:31:11.960 those are the types of
00:31:12.740 things that we'll be
00:31:13.460 recommending to the
00:31:14.320 governor, and I think
00:31:15.360 he's got another press
00:31:16.100 conference for Monday,
00:31:17.460 and we're hopeful that
00:31:19.120 we'll have some more
00:31:19.900 leniency pretty soon.
00:31:22.400 Yeah, he's going to be
00:31:23.460 on with us in about an
00:31:24.900 hour and 15 minutes, so
00:31:26.300 we'll talk to him a
00:31:27.420 little bit more about

00:31:28.400 The one thing that
00:31:31.600 I'm concerned with the
00:31:32.620 oil industry is these
00:31:35.840 are the kinds of times
00:31:37.180 that, you know, nations
00:31:39.600 go to war in.

00:31:44.220 worst thing that could
00:31:45.060 ever happen to us if we

00:32:15.560 have a domestic energy
00:32:17.740 supply so that we can
00:32:19.420 have energy independence
00:32:20.760 is vital.
00:32:21.960 But let's look at the
00:32:22.880 facts here.
00:32:23.940 The infrastructure that
00:32:25.200 we have in the state of
00:32:26.280 Texas alone, our
00:32:27.780 pipelines, our ports,
00:32:29.280 our refiners, our LNG
00:32:31.340 export facility that's
00:32:33.100 moving clean natural
00:32:34.360 gas all around the
00:32:35.480 world to improve air
00:32:36.700 quality, is right here
00:32:39.300 in Texas.
00:32:39.980 We know that our
00:32:41.120 refining capacity, the
00:32:42.520 ability to move product
00:32:43.640 through our pipelines,
00:32:45.000 the ability to access
00:32:46.220 markets around the globe,
00:32:47.920 our ports, our
00:32:48.980 infrastructure is here.
00:32:50.040 Now, is it a very valid
00:32:52.720 concern about the future
00:32:54.820 of this industry?
00:32:55.760 You bet it is.
00:32:56.960 And we know that
00:32:58.260 uncertainty is the enemy
00:33:01.600 of recovery.
00:33:02.740 And so we need stable
00:33:03.940 policies.
00:33:04.840 We need tax policy that
00:33:06.180 is not punitive.

00:33:09.100 regulatory approaches.

00:46:06.180 March and said, I think this could be

00:46:10.700 How are you feeling about the
00:46:11.900 predictions of it and where we're
00:46:13.520 headed?
00:46:17.180 Well, I'm still, I still think it's
00:46:19.980 pretty scary.
00:46:20.840 I still think we've got a long way to
00:46:22.020 go.
00:46:22.300 It's going to kill a lot of people.
00:46:24.500 But I think we are likely to crack
00:46:27.060 this problem, to solve it, to find a
00:46:29.360 way out of it, whether it's a vaccine
00:46:30.660 or a cure.
00:46:31.840 At the moment, I think the therapies,
00:46:33.460 the cures are looking more promising
00:46:34.760 than the vaccines in short order.
00:46:36.400 And even if it's just an app that
00:46:39.560 tells you on your phone when you've
00:46:41.240 come close to somebody, you've had it,
00:46:42.840 plus a lot of testing so that we can
00:46:44.820 really do the contact tracing, then I
00:46:47.100 think we can we can gradually solve the

00:47:04.160 the the death toll and the the world

00:47:08.540 I mean, there is a there is a tipping
00:47:10.340 point that you start to do damage that
00:47:14.320 just is going to cause even more death
00:47:16.860 in the long run if you don't have some
00:47:19.460 commerce going on.
00:47:20.600 How where do you think that?
00:47:23.000 Well, what's the line that you would be
00:47:25.140 looking for the trip wire to be able to
00:47:27.340 open things back up?
00:47:30.740 Well, I think you know, if you strangle
00:47:36.160 somebody and then you take your hands
00:47:38.600 off their throat, they're fine as long
00:47:41.120 as it's only been 30 seconds.
00:47:43.080 If it's been three minutes, then they're
00:47:44.820 not fine.
00:47:46.620 And somewhere in the region of, you
00:47:51.180 know, three weeks of lockdown is OK, but
00:47:53.540 six weeks may not be or 12 weeks may not

00:47:58.480 I worry that we're getting close to the
00:48:00.200 point where we've got to find a way out
00:48:01.740 of this lockdown.
00:48:02.440 Otherwise, a lot of businesses are going

00:48:23.940 We realize that we can't have football

00:48:29.600 But if you get schools back, you get some
00:48:31.640 small businesses back, you get shops

00:48:41.000 Then I'm pretty sure that we can rescue a
00:48:44.420 good chunk of the economy and see us bounce

00:48:50.900 doing more harm with the lockdown than the
00:48:53.320 virus is doing.
00:48:54.240 And that's partly, of course, because we've
00:48:55.400 got on top of the virus.

00:49:13.840 know, there's there really seems to be
00:49:15.200 only two camps the way the media is

00:49:19.780 But it's the I don't care if anyone dies.
00:49:22.540 I want money or I want to keep the economy
00:49:26.780 closed for 18 months for everybody's safety.
00:49:29.660 But that's not realistic.
00:49:31.340 Either of those are realistic.
00:49:33.000 But we're being told by those who want to
00:49:36.320 keep us in lockdown that, you know, there
00:49:38.840 could be a real bad rebound if we open up
00:49:41.940 too fast.
00:49:42.560 And I think that's reasonable.
00:49:43.980 But how do we know what too fast is?
00:49:47.200 And are you concerned about a rebound?
00:49:49.520 Yeah, I think that what we know, I mean, I
00:49:53.240 think you're right.
00:49:53.820 The rebound is possible if we open up too
00:49:55.780 fast.
00:49:56.840 On the other hand, we can't keep the lockdown
00:49:59.100 going so long that we don't risk a rebound
00:50:02.260 at all, because during the lockdown, we're not
00:50:05.100 creating herd immunity.
00:50:06.640 You know, we're not getting enough people
00:50:07.940 exposed to the virus for it to be able to slow
00:50:10.300 down the spread.
00:50:12.160 So the end of the lockdown has to come with
00:50:17.440 the help of technology, particularly diagnostic
00:50:19.640 testing and tracing, but also better treatment.
00:50:23.560 And I think, you know, if we can just get it
00:50:26.180 so that people are not going to die when they
00:50:27.720 go to hospital because we worked out how to
00:50:29.260 cure them, then I think we can, as it were, take
00:50:32.140 the pain of people catching it, not at a high
00:50:35.560 rate, but with a moderate rate allowed by
00:50:38.420 contact tracing and social distancing and all
00:50:41.500 those sort of things.
00:50:42.580 So I think that's the way to think about it is
00:50:44.560 a slow easing of the lockdown so that the
00:50:47.660 rebound is copable with, so that the health
00:50:50.100 services can cope with the rebound when it
00:50:51.900 comes.

00:52:08.340 And that is I've been watching the BBC and I've been
00:52:13.980 seeing the private industry screaming.
00:52:16.900 Please let us help with testing and you for some reason
00:52:23.460 will not allow the the private sector to help.
00:52:28.200 This is what Germany did it the right way.
00:52:31.020 We didn't even do it the right way.
00:52:32.420 We got bogged down in our governmental, you know, CDC as
00:52:35.960 well.
00:52:36.720 And that's why we screwed up the testing.
00:52:38.880 Germany immediately went to the private sector because, you
00:52:42.460 know, they learned lessons from the past.
00:52:44.160 Uh, why, why is it that England just will not allow the
00:52:50.620 public sector to, to get involved in this?
00:52:55.880 Well, this is a really interesting point and you're
00:52:58.620 absolutely right.
00:52:59.200 The Germans have a decentralized health system with 28
00:53:02.660 different health authorities, each of which is, is going
00:53:05.260 out there and finding whoever can provide it with testing.
00:53:08.000 They don't have their own labs.
00:53:09.440 They don't try and do it in house.
00:53:10.780 And as a result, they got off to a flying start by getting
00:53:13.320 the private sector involved.
00:53:14.760 The U S was slow to do that.
00:53:16.560 And the CDC tried to hold onto a monopoly on the testing and
00:53:20.260 it quickly did a U-turn and realized that wasn't going to
00:53:22.860 work.
00:53:23.640 The UK was even slower.
00:53:25.780 It is now changing.
00:53:28.040 We are now getting the private sector involved, but it's
00:53:30.380 been a shockingly slow process.
00:53:32.780 And, uh, the excuse given by the authorities is that they
00:53:35.960 wanted quality control.
00:53:37.120 They didn't want tests that didn't work being used by
00:53:40.120 people.
00:53:40.380 So they didn't want to order them from people who they

01:07:31.440 So exactly one month, one year ago, this month, Ethiopia hosted its second belt and road summit.
01:07:39.680 Now belt and road is China's strategy to dominate all international trade.
01:07:44.280 Apple and Samsung used to be the most popular phone companies in Ethiopia until China moved
01:07:50.040 in.
01:07:50.480 Now it's the Chinese phone maker techno.
01:07:53.460 The Chinese presence in Ethiopia is staggering.
01:07:56.580 And we went through it on blaze TV.
01:07:58.800 The Chinese construction companies are building structures all over the country.
01:08:03.360 They fully funded a $47 million rail system and over 30,000 miles of roads.
01:08:08.460 They proved, uh, 70% of the funds for another railroad, uh, that, uh, links Ethiopia to neighboring
01:08:16.380 countries at a pot, uh, at a cost of $3.4 billion.
01:08:20.820 The Chinese investment in Ethiopia is growing at a rate of 52% a year, still growing.
01:08:26.520 That's a high price tag.
01:08:28.620 How is Ethiopia ever going to pay that back?
01:08:31.100 Well, the answer is they can't in cash.
01:08:33.720 Since the year 2000, Ethiopia owes China over $12 billion.
01:08:39.180 That's half of their entire external debt owed to the Chinese communist party.
01:08:43.800 They have no way of ever repaying it, at least not with cash.
01:08:48.140 No one in the media will ask these questions and making even more ridiculous.
01:08:53.240 Uh, this whole situation is the fact that China has a track record for buying influence in
01:08:59.340 international organizations within the UN, an official within the white house recently told
01:09:04.700 radio free Asia that China's foreign investment in places like Ethiopia and Africa is part of a plan
01:09:10.780 to quote reshape the international system to accommodate its political and economic interests.
01:09:17.320 They go on quote in service of this strategy.
01:09:21.620 China has consistently sought to trade financial incentives for votes, offering bribes and canceling
01:09:28.140 debt for countries that support them.
01:09:31.040 Now, the Washington Post recently reported that China forgave, uh, Cameroon's debt just
01:09:36.520 one month before they withdrew their country's candidate to head the UN's food and agriculture
01:09:42.020 organization.
01:09:43.180 China also threatened to cut off exports from multiple countries in South America.
01:09:48.060 If they didn't back their candidate to head the FAO, guess who now sits at the head of
01:09:54.120 that UN organization?
01:09:55.340 Yes, the distinguished gentleman from China.
01:09:58.980 So why is it suddenly out of bounds to notice the same mafia style tactics from China directed
01:10:04.340 at the WHO in 2017, the WHO director shocked the world when he announced that he was naming
01:10:11.680 President Mugabe of Zimbabwe, a WHO goodwill ambassador.
01:10:18.400 Mugabe, you know, as in the ruthless human rights, abusing land grabbing, hyperinflation inducing,
01:10:25.300 dictator.
01:10:26.300 Oh, and you can also tact Marxist, Leninist and Maoist to that impressive resume.
01:10:32.300 So why the heck did the WHO, more importantly, their director, think this was even a remotely
01:10:39.020 good idea?

01:11:21.100 Tedros's victory was also a victory for Beijing, whose leader, Xi Jinping, has made public his
01:11:27.820 goal of flexing China's muscle around the world.

01:11:33.400 This is the guy that everyone in the world, including our media, is claiming is acting in
01:11:38.280 good faith when he covers up for China over the coronavirus.

01:27:28.600 I haven't done the math, but that's about 12 or 13 days ago.
01:27:31.860 And that was the only day in the state of Texas where we had more than 1,000 people test positive.
01:27:36.860 But I will tell you more important than that are the numbers about the number of people who are in hospitals.
01:27:43.600 And that number, even though we've had more people test positive for COVID-19, the number of people in hospitals has remained pretty much flat.
01:27:53.420 And Texas, even though we've had too many people pass away, Texas pretty much has the lowest rate of fatalities related to COVID-19 in the country.
01:28:05.120 And so why do you think that is?
01:28:06.320 You know, it's a great question because the disparity is so wide.
01:28:13.380 We're second best in the nation for the number of recoveries.
01:28:16.540 Let me give these numbers because they are amazing.
01:28:19.040 New York, 989 deaths per million.
01:28:22.400 Over the entire U.S., 131 deaths per million.
01:28:26.560 Texas, 17 deaths per million.
01:28:31.140 Right.
01:28:31.460 And so in one day in New York, there were far more people who lost their lives than we've had during this entire pandemic in the state of Texas.
01:28:43.080 And our goal is to make sure we keep it that way.
01:28:46.880 And here's something important for you and your audience to know.
01:28:50.300 And that is Texans have done a good job in slowing the spread.
01:28:53.560 But it doesn't mean that the coronavirus has departed the state of Texas.
01:28:58.620 As we begin the process of opening up, we must maintain these distancing practices that have led to great success in the state of Texas.
01:29:06.900 Here's the deal.
01:29:08.080 If you've gone grocery shopping or whatever the case may be, you know that you've gone to the store and you've been able to do that without spreading the coronavirus.
01:29:15.560 We want people, as they begin to go to the hair salon, as they begin to go to restaurants, or as they begin to go to a movie theater, whatever they may be doing as we begin to open up businesses, maintain those safe, healthy distancing practices so that we can ensure that we can open up without spreading the coronavirus.
01:29:38.240 So if you see the numbers start to go up again, are we going backwards?
01:29:42.740 Are we going to close things again?
01:29:47.020 Here's what doctors and infectious disease experts have said.
01:29:52.560 And that is, when you open back up, you do need to expect some level of increase in the infection rate.
01:30:00.420 What matters is not so much what the infection rate is.
01:30:03.740 Again, what matters the most is the number of people who are hospitalized and the number of people who are losing their lives.
01:30:10.000 Understand this very important fact, and that is, of the people who have lost their lives, most are, over 50%, are over the age of 75.
01:30:21.420 And what we need to do is we need to protect our most vulnerable population, many of whom are in nursing homes.
01:30:27.980 And so we have stricter standards for nursing homes to make sure that COVID-19 is not being imported into nursing homes.
01:30:34.500 And if we can safeguard our seniors in Texas, we can do a terrific job at minimizing the loss of life.
01:30:41.640 So I'm really concerned, Governor, about our southern border, because Mexico and many Latin American countries are, they have not hit a peak yet.
01:30:54.940 And it is, I think it's Ecuador, the numbers are off the charts.
01:31:00.040 And there will be a movement, I would think, to come to America, especially Texas, where it's good.
01:31:07.640 I know I would do that if nobody was watching the border, and I need to get my family to someplace safe or get some medical care.
01:31:15.680 What are we planning on doing on the border?
01:31:17.920 They're already, they're calling everybody a xenophobe if you do this.
01:31:21.700 But if there is a crisis on our border, the left is going to pound us on how we're not letting these people in for health care.
01:31:32.560 What are we thinking?
01:31:33.360 No one has let up on watching the border.
01:31:38.880 I stay in contact with the director of the Texas Department of Public Safety that has a high level of involvement of watching the border.
01:31:46.720 We have assigned in the Texas budget 500 Texas Department of Public Safety officers to be involved in border security-related missions.
01:31:56.480 And then on top of that, I have been in conversations with federal leaders about what's going on on the border.
01:32:02.700 And what's happening is cross-border traffic has dwindled to just a trickle right now.
01:32:09.540 It's been a long, long time since we've had as few people coming across the border as there is right now.
01:32:16.040 That said, we will always remain vigilant, making sure that, for one, the laws are applied.
01:32:21.920 But second, we want to make sure that there's not going to be any cross-border importation of COVID-19 into our border counties.
01:32:30.440 So far, it's remained good.
01:32:32.600 But as usual, we're going to stay on top of it.
01:32:36.240 Do you see the schools opening up this fall?
01:32:40.060 Are you concerned about a rebound in a new flu season?
01:32:44.720 Again, all the talk is from all the doctors that there could very well be a rebound until there is a vaccine for this.
01:32:58.880 And what's going to happen, however, between now and the school year, is there will be a medication that will come out that people can take that will treat COVID-19.
01:33:08.360 So right now, if you have COVID-19, there's no FDA-approved drug that will help you be able to take a medication that will help you overcome COVID-19.
01:33:16.680 However, before the school year begins, that should be available in mass scale.
01:33:22.940 And we need to see how well that works, how well it diminishes it.
01:33:27.620 And again, the population that typically goes to school is at lower risk.
01:33:32.860 Our goal is to be able to open schools in the fall, but we simply will not be able to make that call until we get closer to that time period.
01:33:42.540 How are the government's finances here in Texas?
01:33:46.120 I know these states that had these unbelievable retirement programs, they've all been crashing for a long time.
01:33:53.580 And I think they're using this to grab as much federal cash as they can for these collapsing states.
01:33:59.540 How are we financially?
01:34:01.120 Well, listen, our revenues are down for the state.
01:34:06.080 Our revenues, our number one revenue is sales tax revenue, which of course is down.
01:34:11.760 And we also have revenue coming in from oil and gas severance tax, which of course is down.
01:34:18.800 And so our revenues are...
01:34:21.120 Our pensions are not as challenged as what you see in some other states like Illinois, New Jersey, New York, et cetera, California.
01:34:30.280 And so we will not be as challenged in that regard.
01:34:34.200 And so we're going to be okay with regard to our pensions.
01:34:37.640 We need just to weather this immediate storm and then we can figure out where we are on our finances.
01:34:45.820 As you know, as you were kind of talking about in your lead up to it, and that is there's been a tidal wave of financial support coming in from the federal government,
01:34:56.220 some of which is going to the states, some of which is going to local governments, in part to fill holes because of lack of revenue.
01:35:05.100 And we need to see what that will total.
01:35:07.440 As you know, we have a multi-billion dollar rainy day fund in the state of Texas that we will be able to tap into to help address any type of budgetary shortfall.
01:35:18.320 And right now, we simply are not able to figure out the math of what our shortfall may be as we continue to figure out what the cost
01:35:27.380 and the extent to which these costs will be reimbursed by the money coming in from Washington, D.C.
01:35:32.060 I have so many questions I know you have to run.
01:35:35.100 Let me ask one more question, and that is, Texas is, I mean, I moved to Texas because it's the free estate.
01:35:44.040 And I hope we're doing things that we're going to, you know, ease some of the restrictions on businesses so they have an easier time opening back up.
01:35:53.800 But one of the things that has really disturbed me is, for instance, I live in Dallas.
01:35:59.440 Police officers now have the authority to stop people, to check if they are essential workers, or they're just people driving around.
01:36:09.540 What is that?
01:36:11.300 Why can't we drive around?
01:36:13.240 Don't you think some of these restrictions are ridiculous?
01:36:16.180 Well, by law, when we are in a time of disaster, it's the governor's disaster declaration that has the supremacy power over local disaster regulations.
01:36:33.880 And as a result, for one, under my disaster declaration, you are free to drive around wherever you want to.
01:36:41.160 For another, I'm going to be announcing another declaration that opens up so many businesses across the state of Texas.
01:36:51.120 And that will be the law in the state of Texas.
01:36:54.320 And every county will be required to follow that law.
01:36:57.740 And so we will be injecting a whole lot of freedom.
01:37:00.800 But I will tell you this along the lines of what you're talking about,
01:37:02.820 and that is another thing that happens in disaster declarations is we waive this regulation or that regulation injecting a whole lot more freedom and ease of doing business.
