01:20:43.880It's always been about global warming, but this time they added pandemic and they decided, how could we get our sustainable global warming ideals and ideas through?

01:27:22.740We hit our high watermark about 13 days ago on April the 9th.
01:27:28.600I haven't done the math, but that's about 12 or 13 days ago.
01:27:31.860And that was the only day in the state of Texas where we had more than 1,000 people test positive.
01:27:36.860But I will tell you more important than that are the numbers about the number of people who are in hospitals.
01:27:43.600And that number, even though we've had more people test positive for COVID-19, the number of people in hospitals has remained pretty much flat.
01:27:53.420And Texas, even though we've had too many people pass away, Texas pretty much has the lowest rate of fatalities related to COVID-19 in the country.
01:28:31.460And so in one day in New York, there were far more people who lost their lives than we've had during this entire pandemic in the state of Texas.
01:28:43.080And our goal is to make sure we keep it that way.
01:28:46.880And here's something important for you and your audience to know.
01:28:50.300And that is Texans have done a good job in slowing the spread.
01:28:53.560But it doesn't mean that the coronavirus has departed the state of Texas.
01:28:58.620As we begin the process of opening up, we must maintain these distancing practices that have led to great success in the state of Texas.
01:29:08.080If you've gone grocery shopping or whatever the case may be, you know that you've gone to the store and you've been able to do that without spreading the coronavirus.
01:29:15.560We want people, as they begin to go to the hair salon, as they begin to go to restaurants, or as they begin to go to a movie theater, whatever they may be doing as we begin to open up businesses, maintain those safe, healthy distancing practices so that we can ensure that we can open up without spreading the coronavirus.
01:29:38.240So if you see the numbers start to go up again, are we going backwards?
01:29:47.020Here's what doctors and infectious disease experts have said.
01:29:52.560And that is, when you open back up, you do need to expect some level of increase in the infection rate.
01:30:00.420What matters is not so much what the infection rate is.
01:30:03.740Again, what matters the most is the number of people who are hospitalized and the number of people who are losing their lives.
01:30:10.000Understand this very important fact, and that is, of the people who have lost their lives, most are, over 50%, are over the age of 75.
01:30:21.420And what we need to do is we need to protect our most vulnerable population, many of whom are in nursing homes.
01:30:27.980And so we have stricter standards for nursing homes to make sure that COVID-19 is not being imported into nursing homes.
01:30:34.500And if we can safeguard our seniors in Texas, we can do a terrific job at minimizing the loss of life.
01:30:41.640So I'm really concerned, Governor, about our southern border, because Mexico and many Latin American countries are, they have not hit a peak yet.
01:30:54.940And it is, I think it's Ecuador, the numbers are off the charts.
01:31:00.040And there will be a movement, I would think, to come to America, especially Texas, where it's good.
01:31:07.640I know I would do that if nobody was watching the border, and I need to get my family to someplace safe or get some medical care.
01:31:15.680What are we planning on doing on the border?
01:31:17.920They're already, they're calling everybody a xenophobe if you do this.
01:31:21.700But if there is a crisis on our border, the left is going to pound us on how we're not letting these people in for health care.
01:32:32.600But as usual, we're going to stay on top of it.
01:32:36.240Do you see the schools opening up this fall?
01:32:40.060Are you concerned about a rebound in a new flu season?
01:32:44.720Again, all the talk is from all the doctors that there could very well be a rebound until there is a vaccine for this.
01:32:58.880And what's going to happen, however, between now and the school year, is there will be a medication that will come out that people can take that will treat COVID-19.
01:33:08.360So right now, if you have COVID-19, there's no FDA-approved drug that will help you be able to take a medication that will help you overcome COVID-19.
01:33:16.680However, before the school year begins, that should be available in mass scale.
01:33:22.940And we need to see how well that works, how well it diminishes it.
01:33:27.620And again, the population that typically goes to school is at lower risk.
01:33:32.860Our goal is to be able to open schools in the fall, but we simply will not be able to make that call until we get closer to that time period.
01:33:42.540How are the government's finances here in Texas?
01:33:46.120I know these states that had these unbelievable retirement programs, they've all been crashing for a long time.
01:33:53.580And I think they're using this to grab as much federal cash as they can for these collapsing states.
01:34:21.120Our pensions are not as challenged as what you see in some other states like Illinois, New Jersey, New York, et cetera, California.
01:34:30.280And so we will not be as challenged in that regard.
01:34:34.200And so we're going to be okay with regard to our pensions.
01:34:37.640We need just to weather this immediate storm and then we can figure out where we are on our finances.
01:34:45.820As you know, as you were kind of talking about in your lead up to it, and that is there's been a tidal wave of financial support coming in from the federal government,
01:34:56.220some of which is going to the states, some of which is going to local governments, in part to fill holes because of lack of revenue.
01:35:05.100And we need to see what that will total.
01:35:07.440As you know, we have a multi-billion dollar rainy day fund in the state of Texas that we will be able to tap into to help address any type of budgetary shortfall.
01:35:18.320And right now, we simply are not able to figure out the math of what our shortfall may be as we continue to figure out what the cost
01:35:27.380and the extent to which these costs will be reimbursed by the money coming in from Washington, D.C.
01:35:32.060I have so many questions I know you have to run.
01:35:35.100Let me ask one more question, and that is, Texas is, I mean, I moved to Texas because it's the free estate.
01:35:44.040And I hope we're doing things that we're going to, you know, ease some of the restrictions on businesses so they have an easier time opening back up.
01:35:53.800But one of the things that has really disturbed me is, for instance, I live in Dallas.
01:35:59.440Police officers now have the authority to stop people, to check if they are essential workers, or they're just people driving around.
01:36:13.240Don't you think some of these restrictions are ridiculous?
01:36:16.180Well, by law, when we are in a time of disaster, it's the governor's disaster declaration that has the supremacy power over local disaster regulations.
01:36:33.880And as a result, for one, under my disaster declaration, you are free to drive around wherever you want to.
01:36:41.160For another, I'm going to be announcing another declaration that opens up so many businesses across the state of Texas.
01:36:51.120And that will be the law in the state of Texas.
01:36:54.320And every county will be required to follow that law.
01:36:57.740And so we will be injecting a whole lot of freedom.
01:37:00.800But I will tell you this along the lines of what you're talking about,
01:37:02.820and that is another thing that happens in disaster declarations is we waive this regulation or that regulation injecting a whole lot more freedom and ease of doing business.
01:37:14.640And a lot of people are saying, you know what, this has worked so well,
01:37:17.980we just need to continue on even after this disaster to do away with those regulations
01:37:23.720and make sure we have even more freedom in the great state of Texas.

01:47:23.180When you have these huge companies, which I would deem as huge, I mean, you know, if you're a if you're a half a billion dollar company, I think you're big.
01:47:35.640You know, you're not the pizza place and the pizza place should have equal footing with everybody else when it's coming in line.
01:47:44.600In fact, I think some of these mom and pops, if we're not if we're not helping the entrepreneur, you will lose the next line of entrepreneurs.

01:48:27.740OK, so at least 75 companies that have received the aid were publicly traded and received a combined 300 million dollars in low interest taxpayer based loans.
01:48:40.240OK, I think these are big businesses, but what are we doing for the little guys?
01:48:49.140So there's this whole did you see the list of the of the public companies, the big publicly traded companies that were helped out?
01:48:58.860I've I've seen bits and pieces, some of the companies.
01:49:01.800Yeah, I mean, you know, I know steak, excuse me, Shake Shack was one we talked about earlier this week and they actually were returning their they gave the money back.
01:49:08.480Yeah. And it's not like I understand that there's differences.
01:49:12.400If you're a franchise owner and you own one of these places, you are running a small business.
01:49:16.160And the concept is, you know, look, I've got a location.
01:49:20.140I've only employed, you know, 30 or 40 people in this location.
01:49:23.660Well, I am a small business, just like another small business with that same size.
01:49:26.900But under that big umbrella, it's definitely not what the average person pictured when they talked about small business loans.
01:49:33.120And you wonder if there's a better way to go through the larger corporation for some of that stuff.
01:49:38.180Right. So if McDonald's is getting a small business loan, I have a problem with it.
01:49:42.560But if my local guy filed with a local bank and he owns a McDonald's, that's totally different.
01:49:49.480But McDonald's is a corporation should not be standing in line with everybody else because McDonald's is always going to get to the front of the line.
01:49:58.100You know, so they have an advantage when they go to the front when they are employing so many people.
01:50:03.860That's not a small business. The local McDonald's is a small business.
01:50:08.980And if it's locally owned, I understand that Starbucks.
01:50:12.840If Starbucks goes and files for, you know, a loan is a small business.
01:50:18.000Excuse me. No, but my local Starbucks is a franchise.
01:50:23.780That guy only makes money two days out of 30.
01:50:27.340So he's not going to be able to keep that open.
01:50:31.600So, yeah, I want to help him keep his doors open, but I don't necessarily want to help Starbucks.
01:51:08.280They were asked by the government to go out of business, basically.
01:51:13.580So, of course, those are the types of people that if we're going to comply with these policies in a short term basis until we can get things restarted and understand this thing and build up our PPE and all those other things,
01:51:23.620then it makes sense to offer them some sort of compensation to get them through this time so they can hopefully keep their employees employed and everything else.
01:51:32.700But I will bet you that that guy gets nothing.
01:51:35.420Well, yeah, I'll bet you that guy goes in for a loan and he doesn't have 12 months of records.
01:51:39.480Yeah. So he doesn't have any business record to show that he would have succeeded.

01:51:50.120You know, we know a lot of small business owners across the country that we've dealt with over the years.
01:51:53.640And so many of them I've heard from that say basically version of the same story, which is if you went to the bank all the time and had a relationship with a specific banker and you did business there all the time,
01:52:06.640you got in front of the line. If you were a business that was running on cash flow and didn't need loans from the bank all the time.
01:52:13.280Well, then you didn't have a relationship like that and you were not able to get in line.
01:52:17.520And a lot of those people got, you know, tossed out of the program.
01:52:20.980Now they did approve all this new money. Maybe we'll see that get solved here with a second batch.

01:53:53.500I mean, there's no there's no reason for us to be ever giving them another dime in any circumstance when you have a forty three billion dollar endowment.
01:54:01.460So the Ivy League is comprised of eight elite private colleges that control endowments with a combined value of over one hundred and forty billion dollars.

01:54:17.320Five of the schools reported operational surpluses of over two hundred million dollars in their last financial statement.
01:54:28.620And eight of these schools are now set to receive sixty one million dollars from you, from you.

01:54:40.900They're never going to go to these Ivy League schools.
01:54:43.640They have one hundred and forty billion dollars in cash reserves right now.
01:54:51.160And they came and they made two hundred million dollars in profit that they could just put off to the side just last year.
01:56:23.060And that is where, like, you're seeing this thing, I think, start to creep up now, Glenn, in the media where they're doing the same thing they did with the Tea Party, which is talk about these.
01:56:40.280And all of this stuff as if there's nobody in America who is feeling the pinch of an entire economy being shut down and now can't run their business, can't pay their bills, can't put food on the table.
01:56:53.380These people are begging to get back out there.
01:56:56.400And, look, we may need to keep this closed down for a longer period of time, particularly in certain areas where it's really bad still to this day.
01:57:05.660The tri-state area is probably the top of that list in New York, Connecticut, New Jersey.
01:57:10.180But the bottom line is these people are real people who have real jobs and real families, and you're not letting them go to work to earn money to support their actual kids and spouses.
