00:27:00.780 He assumes that he is the prime minister and he shoots him in the back.

00:27:05.500 But he didn't shoot the prime minister.

00:27:07.140 He shoots the prime minister's secretary, a man named Edward Drummond, dies five days later.

00:27:11.980 at the trial the medical witnesses testified that mcnaughton was living inside of delusion that

00:27:17.880 the government was hunting him and so the jury acquitted him now see if this doesn't sound

00:27:23.040 familiar england lost its mind and so did the queen because queen victoria had been shot

00:27:29.200 three times in the last three years at that time one of those men had been acquitted on insanity

00:27:36.100 as well and so she writes to robert peel to say every time this law gets tested it seems to be

00:27:41.880 of no use to anybody. So the House of Lords, they reached back, they dusted off a medieval power,

00:27:49.300 the right to summon the judges of England and make them answer questions. So on June 19th,

00:27:55.120 1843, the judges came, they gave their answers, and those answers, the McNaughton rules, became

00:28:01.160 the test for insanity across the entire English-speaking world for the next 150 years.

00:28:07.200 Did he know the nature of the act?

00:28:09.120 And if he did, did he know it was wrong?

00:28:12.500 Two things you should know about how that turned out.

00:28:15.180 First, McNaughton didn't go home.

00:28:17.180 He went to Bedlam for 20 years.

00:28:19.280 He died in Broadmoor in 1865.

00:28:22.120 Not guilty by reason of insanity has never meant not guilty and out the door.

00:28:29.060 Second, the rules written to punish him would have convicted him.

00:28:47.220 gets acquitted in 1982.

00:28:54.880 the one whether or not you could control yourself,

00:28:57.040 and leaves the question of, did you know?

00:29:04.460 Both doors are still open in Plymouth.

00:29:06.520 So here's the hard part. If Lindsay Clancy was so ill that she could not know what she was doing, then somebody has to explain the file. Because this was not a woman that nobody was watching.

00:29:20.820 in the three months before the children she killed the children she was seeing a psychiatrist

00:29:26.400 she was also seeing a psychiatric nurse practitioner she was seeing therapist she

00:29:31.440 was in an outpatient program she had been to an emergency room she spent five days at an

00:29:37.520 inpatient at mclean this is one of the finest psychiatric hospitals in the world and she was

00:29:43.740 discharged with a diagnosis major depressive disorder severe without psychotic features

00:29:50.720 prosecutors wheeled prescription bottles into the courtroom as evidence she was taking everything

00:29:57.540 and her treating psychiatrist testified at their last appointment on january 23rd the day before

00:30:04.280 she kills her children she had no thoughts of hurting herself no thoughts of hurting anyone else

00:30:09.200 and that she never in any session ever expressed any plan to harm her children or anybody so which

00:30:16.580 is it? If the experts are right that she couldn't know, why didn't the experts know?

00:30:25.560 I think there's two answers to this, and neither one lets us off. The first one is it's invisible.

00:30:32.040 She hid it. Or that it came to her in hours that no clinician on earth could have ever seen.

00:30:38.020 And that helps her defense enormously. And frankly, it's the most terrifying version

00:30:43.420 because it means there's no warning to miss, okay?

00:30:46.920 The second is that it was visible, but only in pieces.

00:30:50.520 And nobody ever held all the pieces.

00:30:53.220 Her psychiatrist has testified she never went and got the records from the other practices.

00:30:58.100 The nurse practitioner at the other practice testified she never spoke to the Rhode Island

00:31:02.360 Hospital.

00:31:02.920 She didn't even have the records from McLean.

00:31:06.220 A rebuttal witness this month noted that there were no records that anyone ever ran on her

00:31:13.000 blood to see how she was metabolizing all of the medications she was on. She was adjusting her own

00:31:19.620 doses over a patient portal. The McLean psychiatrist who said she saw no psychosis acknowledged on

00:31:28.180 cross-examination, she had never in her career treated a case of postpartum psychosis. So it

00:31:35.140 only happens in one or two thousand, one or two in a thousand births. So most physicians never see

00:31:41.080 one so she had six providers eight or ten medications and nobody had the whole file 0.94

00:31:48.100 now the law is going to disappoint anyone who wants a villain in a white coat massachusetts

00:31:56.140 like most states only imposes a duty to warn when a patient names a threat against an identical

00:32:01.900 person identifiable person or has a violent history she told every one of them the opposite

00:32:07.620 every time so legally that's the end of it legally morally they're different rooms

00:32:22.480 and the system's answer is well i didn't have a duty to wonder it's you know it's not a defense

00:32:29.040 of medicine that's an indictment of it that nobody's ever going to be ever going to be sued

00:32:35.280 over. Okay. So nothing happens there. So where, where do we stand on this? What, what, what does

00:32:42.560 all of this mean? Forget all about all that. Cause you and I can't decide this. Okay. We're not in

00:32:49.480 the room. We might have opinions on it, but we can't decide it. So what do we talk about? We

00:32:58.320 talk about what's happening on the sidewalk and on your phone. Hundreds of women have shown up 1.00

00:33:06.260 outside that courthouse in pink. There's a trend online where moms post a video of themselves 1.00

00:33:12.560 with the kids in the background and the caption saying, same, Lindsay.

00:33:19.440 Same what? Same what? Say that whole sentence out loud, will you? Because if the answer is

00:33:27.260 that you've been so overwhelmed that you've had thoughts about killing your own children, 0.94

00:33:31.900 then put the phone down and call some help. 0.67

00:33:36.380 Because that's a medical emergency.

00:33:38.960 That is insanity.

00:33:42.960 There are lawyers already saying they'll pull those videos into custody fights.

00:33:47.720 And whatever you meant by it, that's where it goes.

00:33:53.320 And then there's the other thing.

00:33:54.340 because a certain part of the internet can't tolerate a tragedy without a villain.

00:33:59.360 So let me give you a couple of these highlights from what we're seeing now online.

00:34:04.940 Here's one defender, cut 15, TikToker, says she'll never hate Lindsay Clancy.

00:36:34.880 But this is what happens to a society when we get uncomfortable with the idea that a person can be responsible for something.

00:37:13.000 I am not a guy who thinks postpartum psychosis is a story women make up.

00:37:18.860 It's real, and it is savage, and it is missed constantly, as is most mental illness.

00:37:28.460 But the standard has to stay high anyway.

01:34:02.660 as the currency of choice? How do we get to, well, his suggestion, the Chinese renminbi.

01:34:10.880 And he had this 20-page speech where he talked about how it was critical to move the world off

01:34:16.700 of U.S. dollars to reduce U.S. domineering, that was the word he used, for a new world order. That

01:34:23.620 was the word he used. So he's been an anti-American for a long time. He was a trustee of the World

01:34:30.460 Economic Forum, so he's a globalist in the mold of George Soros. And just last year, he went to

01:34:39.080 Beijing, met with Xi Jinping, who he met with before in his job at Brookfield, and he declared

01:34:45.540 in public on camera that he wants Canada to be part of the China-led New World Order.

01:34:52.980 If I put all these things to you, that he's a man with three passports, he thinks of himself

01:34:59.140 as a citizen of the world, he has dreamed about displacing America as the powerful nation, 0.74

01:35:07.440 and he chose to scupper a free trade agreement with America in favor of a China-centric world

01:35:16.900 order, now what he's doing makes a lot more sense. And I fear that he is driving Canada

01:35:26.040 away from America. And you know who noticed that? There's a Chinese propaganda outlet called Global

01:35:31.900 times. It's one of their English language propaganda forums. They were so thrilled

01:35:37.400 with the fact that Carney walked away from the free trade deal. They called it a China style

01:35:43.280 response. And they noted that China and Canada stand alone against America. Glenn, we can talk

01:35:51.220 for as long as you like about the details, but the headline is globalist prime minister of Canada

01:35:58.460 tries to realign the country towards China away from America.

01:41:19.220 we're angry at Trump, and we're happy we didn't sign this trade deal. Go Carney, boo America.

01:41:25.080 But the thing is, he ran and tattled with his side of the story first, but it turns out

01:41:29.680 it wasn't true. Let me give you two quick points on that. It is true that the United States has

01:41:35.900 said to Canada, we don't want you to be able to sign a trade deal with non-market economies like

01:41:43.760 China if you're in this USMCA. Because what would happen is just what you talked about with the 0.72

01:41:49.580 transshipment of steel, if Canada were to do a trade deal with China, that would again give them

01:41:55.920 an entry into the US market. So our USMCA trade deal since 2018 has had a provision in it saying

01:42:05.440 that any country can veto any other country, Canada, Mexico, U.S., can each veto each other

01:42:11.280 if they want to do a deal with China or other non-market economies. So that has been in the

01:42:16.160 deal for eight years. Last week, Mark Carney says it's an outrage. Trump wants to take away

01:42:22.360 our sovereignty and our right to do free trade with people around the world. Who does he think

01:42:26.300 he is? Well, I don't know. All three countries signed the treaty because they all understood

01:42:30.540 that China was a threat. Do you see what I mean? It was a mischaracterization of an

01:42:35.180 old provision. Mark Carney was making it seem like Donald Trump was trying to boss Canada around,

01:42:41.220 but it was something all three countries, Canada, Mexico, US agreed to. Last point, I'll stop. I

01:42:46.500 know I'm ranting, but I want to show you the deceptiveness with which Mark Carney has tried

01:42:51.520 to turn the Canadian people against America. You know that a quarter of Canada are French-speaking

01:42:57.140 Quebecers, and they're a little bit sensitive to the fact that they're a minority, this small

01:43:01.900 minority in an in a huge continent of north america the french language and french culture

01:43:07.460 they're weary they're worried it's going to be in decline and you can understand that they want to

01:43:11.720 keep their their roots so mark carney says i defended quebec donald trump wanted to attack

01:43:41.580 pay a 5% tax and that that money would be given to Canadian competitors of Netflix,

01:43:49.420 including in the French language. And your U.S. trade representative, Jameson Greer, said,

01:43:54.220 well, that's just a tax. That's an unfair tax. We have no problem with Quebec culture. You just

01:44:00.220 can't tax American companies in a discriminating way for that. So it wasn't an attack on anyone

01:44:06.640 or any culture or any language. It was the United States saying, sorry, you can't put a Netflix tax

01:44:12.580 in your country for any reason. And you see what Mark Carney did? It was a tax dispute.

01:52:46.280 What does that do and what does that mean, Carol, to the average person?

01:52:51.420 Yes, well, obviously you have somebody like Carney who was on the foundation board of the WEF, somebody who was the envoy for the UN's climate finance.

01:53:03.580 Why would he not want the U.S. to be the center of the global universe?

01:53:07.620 Because he doesn't want the U.S. to be the center of the global universe.

01:53:10.880 And that's when you hear being the world's reserve currency, that is sort of the shorthand.

01:53:16.240 We have had the pole position in terms of being in the center of global finance.

01:53:22.400 Now, on a technical basis, what does that mean?

01:53:25.100 It shows up in a few different ways, Glenn.

01:53:27.560 One, the literal reserve asset.

01:53:31.100 So when central banks hold money in reserve, they do it.

01:53:34.600 so in a basket of currencies. And historically, predominantly, that has been in the U.S. dollar,

01:53:41.580 less so in other currencies throughout the world. So that's the reserve piece.

01:53:45.760 But there's another piece to this and being sort of the center of the financial world.

01:53:49.720 One is how are goods priced, traded and settled throughout the world? Well, right now, primarily,

01:53:57.520 whether it is energy, whether it is food, whether it is copper, you know, whatever the commodity is,

01:54:05.640 those are priced and settled primarily right now in U.S. dollars. So that's a big piece of being

01:54:12.620 the center of the financial universe. And then, of course, when countries borrow, what currency

01:54:19.080 are they borrowing in? And because all these other countries don't have the same perceived

01:54:23.620 stability. They're often borrowing in U.S. dollars. So obviously that gives us a lot of strength,

01:54:31.460 not only in that sort of historical privilege of access to cheap financing,

01:54:37.340 access to cheap goods and whatnot, but in terms of our strength of being able to use

01:54:43.620 economics, to use finance, to use the dollar to get countries to acquiesce and do what they want,

01:54:50.680 which makes it clear as to why somebody like Carney would not want the U.S. to have that what is historically known as exorbitant privilege.

01:55:00.740 How do we pay for things like our military alone?

01:55:05.680 If people are dumping the dollar, our dollar is worth less and less.

01:55:09.580 We can't get the financing with a $50 trillion or $40 trillion, soon to be $50 trillion, $40 trillion debt.

01:55:20.020 nobody's going to loan us money without extraordinarily high interest rates.

01:55:25.360 So how does that not just collapse everything?

01:55:29.920 Yeah, I mean, that is the $40 trillion and growing question.

01:55:34.920 It used to be for having this privilege, like I said, that you would have central banks

01:55:39.600 and they would be what we consider to be non-price sensitive buyers.

01:55:43.460 They would go out and they would buy our treasuries no matter what on the regular

01:55:47.780 so that they would have them in reserve and for, you know, whatever else they needed.

01:55:51.700 And we're seeing on net that central banks have abandoned that.

01:55:56.580 And that's heavily been led by China.

01:55:58.240 But if you look at things since 2014, over the last 12 years,

01:56:02.260 you add up all the times that they have bought central banks

01:56:05.020 and all the times that they have sold on net, there actually have been net sellers.

01:56:10.720 So who's buying when we have $2 trillion deficits?

01:56:14.540 We have price sensitive buyers.

01:56:16.720 You have hedge funds and individuals. And so they're not buying at any cost. They're saying, OK, what is an interest rate where we're going to actually loan to the United States that has this debt, that has these deficits, that doesn't seem to be getting serious about anything, that has their debt has been downgraded.

01:56:35.720 graded. And so that price that they require to buy the debt continues to go up. And that is

01:56:42.900 the struggle that is running through everything. Because as we know, we have to pay interest on

01:56:48.780 the debt based on what that market that these price sensitive buyers are saying that they're

01:56:53.260 going to loan to us at. And that means now that our interest expense is higher. We're spending

01:56:59.200 more on that than we are on the defense of this country. And on the trajectory we're on,

01:57:04.060 that it's going to be the number one expense item

01:57:06.740 for the United States

01:57:07.760 if we don't get our act together here soon.

01:57:10.900 We're not going to get our act together.

01:57:12.900 So, Carol, let me switch to Canada

01:57:16.160 because I think what this election is going to be all about

01:57:19.760 and what Americans really care about

01:57:21.600 is price of food, price of my life.

01:57:26.440 Everything is, you know, seemed to be spiraling here.

01:57:30.960 and it's the affordability crisis.

01:57:39.120 But how does this deal with Canada play out?

01:57:44.560 I mean, this is going to hurt Canada and the Canadians

01:57:47.600 maybe more than it will hurt us,

01:57:50.140 but it's going to hurt us as well.

01:57:52.500 How bad is this thing going to get?

01:57:55.560 Well, obviously, one hopes that there's a lot of posturing

01:57:59.740 We've seen in many of these trade discussions that there have been these big blow ups and things have normalized.

01:58:06.880 So the hope will be that we'll get back to that position.

01:58:10.320 But obviously, Canada is a major trading partner here in the U.S.

01:58:15.700 And certainly I think that's part of the reason that Trump is trying to do this.

01:58:19.780 He's trying to protect that position in sort of a weird way.

01:58:24.520 things like import, if they start importing cars from China, you know, that could impact trade.

01:58:31.480 And so, you know, that's the kind of thing that he's focusing on. But I do feel like it's not

01:58:37.740 going to help, certainly in the short term, any affordability. And that's been the frustration

01:58:43.240 point all along, because there's a lot of low hanging fruit, whether it's in education,

01:58:48.100 whether it's in housing, perhaps some programs in food that could start to address affordability.

01:58:56.000 And these side quests, which may have long-term implications, aren't helping what's happening

01:59:01.680 today. And I think that's the disconnect that the Americans are feeling right now. Americans don't

01:59:08.180 have that, let's think about this in three, five, 10 years. Right now we're hurting and we want to

01:59:14.340 make sure that that's fixed first before we address that. I have to tell you, I was just in,

01:59:19.920 I was in the Middle East. I was in France. I was in Belgium. And I, when I was walking down one of

01:59:27.800 the boulevards in France, you know, have you been to Paris before? I have. Oui, oui. Okay. So,

01:59:34.120 yeah, okay. Pipe down. So, but you walk down and it is truly, I think, one of the most beautiful

01:59:40.360 cities in the world and it is that way for a reason it was master planned over 19 years

01:59:47.720 and it led to another you know revolution in the end and i see this thing kind of playing out

01:59:55.880 you know when napoleon to the second or third he started building these cities like the building

02:00:01.220 paris it was good for the people but in 20 years it was good it was very bad for the people during

02:00:08.680 those 20 years he was right in the end but it didn't matter um and i feel like we're in this

02:00:14.540 trump is making these extraordinary moves nobody's really explaining them you have some things really

02:00:21.700 not helping um you know some self-inflicted some not but but you don't have 20 years you don't have

02:00:28.860 10 years you know you've got a few months here is there anything that can be done because this

02:00:35.100 if this holds, because I think Carney is playing the elections. I think he's willing to hurt

02:00:40.180 himself in Canada just to play this hardball line until the elections are over because he wants to

02:00:45.500 flip to the Democrats. What does this do to us in the next three months? What does it mean to the

02:00:51.080 average person when you're going to try to buy something? It's a good question. Certainly we

02:00:57.000 have seen the side quests, whether they're tariffs and trade or Iran has not done anything to make

02:01:04.880 things less expensive. In fact, in many cases, it has made them more expensive. And I think that

02:01:11.520 the trajectory is going to continue in that direction. One of the other things that's not

02:01:18.400 helping is that you have the Treasury that's trying to keep the bond market together. And so

02:01:24.860 they're coming into the market with interventions. But as we know, anytime you have these non-market

02:01:31.120 interventions. There has to be a release valve. You don't get to do that for free. There's a cost

02:01:35.680 to that. And the cost on the other side of that, Glenn, is more inflation. So I think this is a

02:01:41.900 very risky strategy all around that could continue to stoke inflation right in front of the midterms,

02:01:50.620 which is not what the American people voted for. Do you believe that it is Trump's miscalculation

02:01:57.960 or it is Carney's calculation for the midterms?

02:02:05.000 Yes.

02:02:06.640 So I think there's a little bit, you know,

02:02:09.680 the Trump's tactics this time around,

02:02:13.440 and it's interesting to me because he's such a good negotiator

02:02:16.800 and he has so much in his back pocket and he's so charming one-on-one

02:02:21.440 that he has gone in a different direction.

02:02:24.120 Instead of the carrot, instead of the charm,

02:02:26.260 He has gone with the big stick approach. And, you know, I do wonder if that has been a mistake.

02:02:34.100 Now, obviously, to get Canada to the table because they had been ignoring us, it did help from that standpoint temporarily.

02:02:42.520 But in terms of actually getting something done, now it seems to not be helping.

02:02:47.360 And Carney, who is, you know, we may not like his background, but we cannot put aside the fact that he is a very intelligent and calculating and connected individual is, of course, playing this to his advantage, which I think is somewhat funny, because my guess is that Trump probably liked the fact Carney was in there because he thought he would be more rational and easy to deal with, not necessarily projecting this kind of calculation.
