00:11:34.200 Pippa Malgrim, she's an economist and former presidential advisor in the U.S., speaking yesterday at the World Government Summit, talking about the new digital money.

00:11:56.700 My father was an advisor to Nixon when they came off the gold standard in 71.
00:12:01.500 And so I was brought up with a kind of inside view of how very important the financial structure is to absolutely everything else.
00:12:10.540 And what we're seeing in the world today, I think, is we are on the brink of a dramatic change where we are about to, and I'll say this boldly.

00:12:18.300 We're about to abandon the traditional system of money and accounting and introduce a new one.
00:12:23.580 And the new one, the new accounting, is what we call blockchain.
00:12:28.640 It means digital.
00:12:30.220 It means having an almost perfect record of every single transaction that happens in the economy, which will give us far greater clarity over what's going on.
00:12:40.540 It also raises huge dangers in terms of the balance of power between states and citizens.
00:12:46.220 In my opinion, we're going to need a digital constitution of human rights if we're going to have digital money.
00:12:52.080 But also, this new money will be sovereign in nature.
00:12:57.840 Most people think that digital money is crypto and private.
00:13:01.680 But what I see are superpowers introducing digital currency.
00:13:06.780 The Chinese were the first.
00:13:08.840 The U.S. is on the brink, I think, of moving in the same direction.

00:13:13.720 And the question is, will that new system of digital money and digital accounting accommodate the competing needs of the citizens of all these locations so that every human being has a chance to have a better life?

00:13:36.520 But just to build on that, again, for anyone who thinks that I am crazy, you can now quote the New York Times.
00:13:46.220 Not only is the the New World Order, the global government summit yesterday talking about this.
00:13:54.160 But here's the New York Times central banks around the world are experimenting with issuing digital replacements for cash in the form of central bank digital currencies.
00:14:05.120 But those are, by and large, not anonymous.

00:14:12.440 In January, a white paper from the Federal Reserve made it clear any digital currency it issued would differ materially from cash, which enables anonymous transactions, end quote.

00:14:29.560 If the Fed issues a digital currency, which the president is now asking the Fed in a executive order to explore, they've already explored it.
00:14:45.340 They have a white paper that's 78 pages long there on their own website.
00:14:50.860 They put it there in January.
00:14:52.960 They don't need to explore it.
00:14:54.320 And they said that the Fed coin will differ materially from cash because no purchase will be anonymous.
00:15:04.340 To some people, to some people, the loss of privacy is no big deal, especially if the death of cash makes life harder on criminals who often do business using stacks of $100 bills to avoid detection by the authorities.
00:15:20.120 Representative Stephen Lynch, a Democrat from Massachusetts, a former iron worker who represents a part of Boston and its southern suburbs, isn't soft on crime.
00:15:32.220 But he doesn't like the idea of banks and governments being able to track every single transaction every person makes.
00:15:40.320 Quote, we're trying to preserve some element of anonymity and not have full spectrum surveillance of every aspect of people's lives.

00:16:44.140 Well, Lynch introduced a bill directing the Department of Treasury rather than the Federal Reserve to develop an experiment with issuing digital dollar technologies.

00:17:05.700 Yeah, because the government wouldn't ever do anything with that information.
