00:04:17.700 McCarthy, in his first real challenge as speaker, has failed, and he's failed miserably.
00:04:22.400 Over the weekend, he agreed to the framework of a $4 trillion increase to the debt ceiling with no cap.
00:04:30.140 The deal McCarthy agreed to went against everything he had promised the Republican conference and the American people on the night he was sworn in to the role of speaker.

00:04:45.360 He vowed to fight against the weaponization of the federal government against the American people.
00:04:50.400 He vowed to cut spending, not raise it.

00:04:54.980 And here we are, almost five full months since McCarthy begged and pleaded with the conservative members of his conference to give him the chance to be speaker.
00:05:04.260 After 14 failed votes, McCarthy was finally given the opportunity and has now proved those Freedom Caucus members, led by Congressman Andy Biggs, had every right to reject him.

00:07:03.460 Well, Lou, I think this is probably the worst piece of legislation I've seen since I've been in Congress.
00:07:09.340 And the way it was negotiated, everything about it, the process has been bad.
00:07:14.480 But when you have a bad process, almost invariably, you're going to get a really bad product.

00:08:11.060 I never, in my wildest dreams, believed it would be this awful, this on its face, absolutely repugnant.

00:08:30.880 So I predicted, I told people about a week ago, I said, I think they already have their deal.
00:08:37.220 They're just, they've got to try a few bows around it.
00:08:40.700 And, Lou, so if we start talking about the specifics of this deal, the first place you always start is the fact that there's not a dollar figure that they're lifting the debt ceiling to.
00:08:52.340 They are taking the cap completely off from the day of enactment until January 1st, 2025.
00:09:00.000 And that means you'll have about 19 months with no debt ceiling cap at all.
00:09:06.700 In other words, it'd be if your credit card company said to you, hey, you know what?

00:09:14.620 There's no credit limit for you for the next 19 months.
00:09:16.900 It's just a matter of how much you spend.

00:09:20.140 But that's how dangerous and reckless this is.
00:09:23.500 And they did that for two reasons, very cynical reasons, too.
00:09:26.460 Number one, they wanted to get past the 2024 election, which actually benefits the Biden administration.
00:09:31.840 It hurts whoever the Republican is who's running because he can't, he or she can't run on that issue, right?

00:09:39.580 They're not going to be able to run on that issue.
00:09:41.340 And the second thing that's really cynical is they didn't put a number in there because the American people will recoil when they hear that in just a year and a half,
00:09:50.620 they'll probably spend at least $4 to $5 trillion, increase the national debt that much, because that's probably what's going to happen.
00:09:57.760 And people who are watching and listening to all of this transpire, I think there's a great possibility, depending on the way it's conducted from here on.
00:10:12.960 I truly believe that the Republican Party is at an existential moment because there have been lies.
00:10:20.040 And I know that's no surprise in the swamp, but for it to be this blatant, this overt, this cynical is deeply disturbing to me, I will tell you that.

00:10:40.080 But this, to suggest that they just simply suspend the ceiling, the budget ceiling, is just stunning to me.
00:10:51.820 And to take the election of 2024 and dismiss it by putting the date certain as January 1st, 2025.

00:11:10.800 And apparently a good store of them as well in the Republican Party working with Speaker McCarthy.
00:11:16.980 Yeah, Lou, what you're seeing is when you talk about an existential moment for the Republican Party,
00:11:24.460 here's the simplest way to put it is there was a coalition that just de facto formed in January over the Speaker's race, right?
00:11:33.060 And it was really McCarthy and McCarthy's close allies working with the Freedom Caucus and other conservatives.
00:11:42.500 And so you got some decent legislation out in the first three or four months.
00:11:46.500 And there was movement in the right direction.
00:11:51.680 What this does is it actually just rips the conference in half, the Republican conference in half.
00:11:59.080 And actually, the new coalition going forward looks to me, McCarthy will have to rely, if McCarthy's allowed to stay in office,
00:12:08.880 McCarthy will have to form his coalition with Democrats.
00:12:13.300 He's proven untrustworthy.
00:12:15.380 And so it's going to be, I don't know how many Republicans and the Democrats are pushing forward,
00:12:23.000 not a Republican platform because Democrats won't do that.
00:12:26.500 But if McCarthy's going to do anything, he's going to either do just little trinkets, you know,
00:12:33.180 trimming around the edges for legislation, or he's going to do the Biden administration's policies,
00:12:38.860 which is what he's doing in this bill.
00:12:41.080 This deal that he struck is doing Biden's bidding.
00:12:47.280 It's that simple.
00:12:48.140 I said earlier, this wasn't a negotiation for McCarthy.
00:12:52.580 It was a horse whipping, and he was saying thank you to the president for the lashing.

00:15:41.700 It's very likely that Speaker McCarthy has cut a deal with Biden and the Democrats for protection for the speakership.
00:15:50.520 He's now on the road to perdition.
00:15:55.480 He has cast his lot with the Dems and this impaired puppet president, but, of course, also the establishment of both parties.
00:16:06.940 What do you do now and what is the likely path forward?
00:16:11.700 What should we expect?
00:16:14.060 Well, the path forward is just going to go to Rules Committee.
00:16:18.720 I think it's going to have to have Democrat votes to get through Rules Committee, I think.
00:16:24.640 If it comes out, it'll be a bare Republican majority, and, you know, that's where it's going to go.
00:16:33.360 And then the question is, are they going to allow amendments?
00:16:35.560 And if they allow amendments, I don't really like this strategy of trying to put amendments on this,
00:16:41.360 other than to point out how bad the bill is.
00:16:43.480 But I also don't want to allow people who are moderates and Democrats to vote for some of these amendments and say,
00:16:50.880 well, see, I tried to fix it.
00:16:52.000 We couldn't fix it, so we had to do this.
00:16:54.140 Anyway, it's going to have – the vote's going to be tomorrow night.
00:16:59.040 There'll be some debate tomorrow.

00:17:03.660 It's going to pass because you're going to have all the – well, not all, but, you know,
00:17:07.240 some of the Progressive Caucus won't vote for it, but you're going to have probably 100, 150 Democrats.
00:17:10.980 You'll probably have some – a neighborhood of 100 or more even Republicans vote for it.
00:17:16.380 Then it goes to the Senate, and then the Senate is going to sit there,
00:17:19.720 and Chuck Schumer's going to have all the Democrats vote for it.
00:17:22.340 And if you think that McConnell's going to be able to stop it or has any inclination or desire,
00:17:28.160 he doesn't even have the desire to stop it.
00:17:30.100 So he'll have his 12 or 15 that vote for it, and then it goes to the president's desk and gets signed into law.
00:17:35.700 Now, the question is what happens to Mr. McCarthy's speakership at that point.
00:17:41.580 And I'm hearing rumblings that some people are going to actually offer up that motion to vacate.
00:17:48.760 And the motion to vacate is appropriate probably here where he's thrown everybody under the bus.
00:17:53.960 But here's the worst outcome of that is if Democrats vote to keep him, which, as I predicted to you,
00:18:00.520 I think they will keep him because you don't need to replace him.
00:18:03.960 You don't want to dare replace him with a Republican who actually might fight you on stuff.
00:18:08.120 So you'd keep McCarthy.
00:18:10.280 And if you keep McCarthy in, then does that empower him and embolden him to go over with the Democrats more often?

00:18:18.300 So what you, as I would infer from what you've said, that there is no way forward here.
00:18:27.460 This is straightforward, a railroad that goes straight ahead and only stops at stations that Biden designates.
00:18:35.720 Well, I mean, this bill is definitely preserving the Biden agenda, even Lou, even as you and I have been speaking just right before you and I started speaking here.
00:18:47.580 One of Biden's top economic advisors said that the deal with Kevin McCarthy actually cements in the progress of the leftist or the progressive agenda.

00:19:02.360 And the question is, is there any way to turn that ship around?
00:19:12.400 And it would have to be turned around between now and tomorrow night.
00:19:14.980 And it would have to be done by the middle of the road Republicans in Congress in the House who were to say, we can't do this.

00:19:26.380 And because if you had 120 Republicans that were going to vote no on this, I think at that point McCarthy's got to say, OK, we can't do this deal.

00:20:47.140 It means that those investigative committees are not going to have the credibility they had before Republicans all over the country were campaigning against the eighty seven thousand IRS agents.

00:21:23.800 And that's the sad part, because this I mean, if it was just about the bill, we could say it's just a horrible, horrible bill.

00:21:38.260 Like I say, it rends the conference apart and and and makes it almost ungovernable now because of of this.

00:21:52.780 Third thing, it gives it actually gives lobbyists around here the power that we were trying to minimize in our fight last January.
00:22:04.240 It has it also, quite frankly, it's it probably does in our chances to take the House and the Senate and the White House in 2024.
00:22:14.240 I mean, look, we I mean, we just lost this whole battle to to Joe Biden and Joe Biden is is incompetent.
00:22:27.240 And we demonstrated that what I think people are going to say is we can't trust the Republicans.
00:22:34.740 We still can't trust the Republicans. We knew they would do this to us sooner or later.
00:22:38.700 They did it. And so they're going to flee and they're not going to come back probably for the 2024 election.
00:22:44.560 And that is. That is doing what I would say is both is a generational damage, the actual numbers and stuff, that's multigenerational.

00:23:00.900 Well, Speaker McCarthy lied to be Speaker. He betrayed the conference.

00:23:14.480 To. To evil incarnate, in my opinion, it's just it's appalling what we're witnessing here, and I and I can't believe that the other leaders in the conference did not stop this man before he did this,
00:23:31.160 because they know what he just did to the investigative committees, what they just did, as you as you put it perfectly, what he did to the Republican Party and his chances in 2024.
