00:10:59.720 pursuant to President Trump's executive order on gain-of-function research.

00:20:14.340 probably should have. It was all out there. But your conclusion is that changing from the
00:20:20.860 scientific consensus of it being from a lab to a neutral position by the CIA was significantly
00:20:27.000 influenced by Anthony Fauci? It was significantly influenced by Anthony Fauci's
00:20:32.140 injecting himself into the IC. And to go to the second part of your question about what happened,
00:20:39.460 particularly during the 90-day study, we have documentation that shows that as of August 12th,
00:20:47.780 the CIA was considering calling this a lab leak, August 12th of 2021. And then that changed on
00:20:55.500 August 17th of 2021. And unfortunately, because the CIA would not provide us documentation that
00:21:00.760 we asked for. We have no idea why that changed. And they weren't alone because we know the FBI
00:21:07.480 was coming to the same conclusion that it was lab leak as well as the FBI. Senator Ernst?
00:21:16.680 Think about that, folks. You had Anthony Fauci still walking the streets, still making money
00:21:23.240 somehow, probably working another book deal. And the people wonder why we're upset that nobody's
00:21:29.500 gone to jail. They wonder why we're upset that they've continued to be allowed to get away with
00:21:35.180 this stuff. And it sets a bad precedent now for everyone else who thinks that they're going to
00:21:40.080 get away with this too in the future. It's dangerous. Now, J.D. Vance was in California
00:21:46.240 this afternoon with Dr. Oz and some other folks as he continues to crack down on fraud, waste
00:21:53.700 fraud and abuse across this country. Today, he announced the federal government is deferring
00:21:57.680 $1.3 billion in Medicaid reimbursements to California. In the press conference, he was
00:22:04.080 joined, as I said, by Senator for Medicaid and Medicare Services Administrator Dr. Mehmet Oz.
00:22:08.740 Take a listen to Vance's announcement as he continues to do a terrific job for America
00:22:14.320 and to expose the ways fraud and abuse in this country. We are going to very aggressively
00:22:19.500 encourage the states to take Medicare fraud more seriously. So I think a lot of you understand,
00:22:25.220 But for those of you watching at home who don't appreciate this, the Medicaid system that exists in the United States is really 50 separate systems.
00:22:33.900 The federal government pays most of the Medicaid money, but then each of the individual states actually administers the Medicaid program.
00:22:41.480 Now, we have red states and blue states that go after fraud aggressively.
00:22:46.960 But we also, unfortunately, have some states, mostly blue states, unfortunately, that do not take Medicaid fraud very seriously.
00:22:54.320 So you have what's called Medicaid Fraud Control Units, or MFCUs.
00:22:59.460 These Medicaid fraud, these anti-fraud units within the Medicaid program, we generously,
00:23:04.780 meaning the federal government generously gives these fraud control units many, many billions of dollars across the United States of America
00:23:11.840 so that they can take Medicaid fraud seriously.
00:23:14.700 But let me just give you an example to highlight how absurd some of these Medicaid fraud programs are
00:23:20.400 because they're not actually being used at all.
00:23:23.600 This is a tool. This is a tool that we want the states to use.
00:23:26.400 But unfortunately, a lot of states aren't using these tools at all.
00:23:29.560 Let me highlight this with just a couple of separate statistics.
00:23:32.560 So the Hawaii Medicaid program has received billions and billions of dollars from the federal taxpayers.
00:23:43.760 And of course, Hawaii taxpayers have paid a lot of money into this program over the last years as well.
00:23:49.540 Well, guess how many convictions or indictments has Hawaii had over the last few years in its Medicaid fraud program?
00:23:57.880 The answer is zero.
00:23:59.760 Not a single indictment, not a single conviction, because the administrators of the Hawaii program just don't take it seriously.
00:24:07.340 They don't think that fraud is a big enough problem.
00:24:09.920 They don't care about protecting resources.
00:24:11.860 They don't care about protecting that Medicaid program.
00:24:14.260 So what does that mean?
00:24:15.120 That means that if you're committing fraud in Medicaid in Hawaii, at least up until now, hopefully now they're going to take it seriously, you have had effectively free reign from the government of Hawaii to commit as much fraud as you want.
