00:00:15.680 He and his vice president want to outlaw now certain guns.
00:00:19.360 They would like, of course, to outright repeal the Second Amendment.
00:00:22.860 They blather on with the same platitudes and bromides about guns,
00:00:27.060 but never say a word about the shooter's mental illness,
00:00:31.240 not a word about why there was an unlocked door for the shooter to enter the school,
00:00:36.200 why there wasn't an armed school security officer.
00:00:39.700 The list goes on.
00:00:41.260 But fundamental to the tragedy was the shooter's mental illness.
00:00:45.240 The broken homes in which he lived are that both his parents are felons, as is his grandfather.
00:00:51.560 Where were the school's counselors, the community's social workers, and others,
00:00:56.260 including teachers, who should have been aware of at least some of the mentally ill students' problems

00:03:11.940 Our guest today is former State Supreme Court Justice Michael Gableman,
00:03:16.140 now the Wisconsin Special Counsel.
00:03:18.920 He's drawn fire from the Democrat establishment in Wisconsin,
00:03:22.560 and he's in court now to proceed with his investigation.

00:03:36.300 than I think anyone in Wisconsin ever thought would occur.

00:04:15.740 but the investigation that you are leading of paramount public importance
00:04:21.580 is on pause because of legal conflicts.

00:04:30.940 what in the world is going on in Wisconsin with your investigation?

00:04:40.720 Two weeks ago, I met with the speaker
00:04:44.860 and some of his fellow members of the assembly,
00:04:49.180 and I signed a new contract,
00:04:52.520 and the new contract has in it the priority
00:04:58.240 of pursuing the litigation necessary
00:05:04.540 to obtain answers from the Wisconsin Election Commission.
00:05:12.920 And that is the entity which in the past
00:05:16.760 has called itself the responsible authority
00:05:21.960 for conducting Wisconsin elections.
00:05:24.460 Now, I'm going to ask you and your listeners
00:05:26.720 to hang with me on that.
00:05:28.500 Why that's significant is something that I pointed...
00:05:32.980 This is a very fundamental issue
00:05:35.360 which I believe has created a lot of problems in Wisconsin
00:05:39.660 and has left the door open
00:05:42.360 to unelected, really unelected bureaucrats
00:05:47.300 who skew way left in Madison
00:05:50.480 to run Wisconsin elections.
00:05:55.380 And here's what I mean.
00:05:58.000 Nobody, to the best of my knowledge,
00:06:01.560 nobody has ever defined precisely
00:06:05.160 what powers and what authorities
00:06:08.460 the Wisconsin Election Commission actually has.
00:06:12.220 In the past, the Wisconsin Election Commission
00:06:15.300 has told all of our municipal clerks,
00:06:18.980 and in Wisconsin, we've got 1,800 of them,
00:06:23.060 1,852 to be precise.
00:06:25.640 The law says that it's those 1,852 clerks
00:06:31.240 who are responsible for assisting the public,
00:06:36.160 facilitating the public in putting on elections.
00:06:41.220 And the Wisconsin Election Commission
00:06:43.520 has taken advantage of that vacuum,
00:06:46.380 and I've been ringing this bell for three years.
00:06:49.620 Since I left the court, I didn't run for re-election.
00:06:52.700 And for three years, I've been following
00:06:55.560 the Wisconsin Election Commission,
00:06:57.480 and I've been talking to anyone who will listen
00:07:00.620 to say, well, what is it?
00:07:02.540 What is its authority?
00:07:04.840 And why that's particularly on my mind
00:07:07.880 is today I watched the most recent public meeting
00:07:11.860 of the Wisconsin Election Commission,
00:07:15.540 which occurred yesterday,
00:07:18.660 and one of its members,
00:07:20.420 one of its members,
00:07:22.400 Commissioner Bob Spindel,
00:07:25.040 a Republican member,
00:07:27.640 for anyone who's interested,
00:07:30.040 at minute 22,
00:07:31.980 he turns to his colleagues and says,
00:07:35.080 what does the Wisconsin Election Commission do?
00:07:38.700 Nobody really knows.
00:07:41.380 And that's a direct quote.
00:07:43.060 And then he went on to describe that
00:07:44.900 because of that ambiguity
00:07:47.280 and the lack of clear,
00:07:49.380 I believe the lines of authority are very clear.
00:07:52.120 The responsibility to conduct elections
00:07:54.400 is on the clerks.
00:07:56.280 And they have been mistakenly relying
00:07:59.640 upon Wisconsin Election Commission,
00:08:02.200 mainly because the bureaucrats there
00:08:04.460 and several of the commissioners
00:08:06.120 have been strong armies,
00:08:08.380 are good clerks around the state,
00:08:10.900 over 90% of whom just want to do a good job.
00:08:14.100 So, this is a really long-winded answer
00:08:17.800 to say that WECC must answer questions,
00:08:22.600 including its administrator,
00:08:25.660 must answer questions.
00:08:27.340 And how she's been answering my questions
00:08:29.600 is I will say in venues such as this
00:08:33.000 or in front of the legislature,
00:08:35.000 I will tell them some of the questions
00:08:38.140 that I have for Megan Wolf,
00:08:39.960 the administrator of the Wisconsin Election Commission,
00:08:42.380 and then a week or two later,
00:08:45.480 up will pop up some response from her.
00:08:49.600 That's not a conversation.

00:08:52.780 That's having lawyers and PR people do it for you.
00:08:56.820 So, the focus of the new contract,

00:11:39.400 from New York and Chicago

00:11:54.240 which would be problematic enough.
