00:05:30.380 Within hours of issuing the 10-day Grand Stop, the FAA suddenly lifting the order.
00:05:35.020 CBS News reporting the closure resulting from a spat between the FAA and the Department of War
00:05:39.920 over drone-related testing.
00:05:41.940 The Pentagon reportedly planning tests of anti-drone military technology near Fort Bliss,
00:05:47.560 adjoining the El Paso International Airport, including a high-energy laser.
00:05:52.760 But safety coordination meetings with the FAA were still pending.
00:05:56.480 According to CBS, the Pentagon felt ready to proceed with testing prior to scheduled safety meetings.
00:06:01.700 FAA Administrator Brian Bedford then abruptly closing the airspace without first notifying the White House,

00:06:10.660 Transportation Secretary Sean Duffy, pointing to the involvement of the cartels,

00:06:16.000 the FAA and Department of War acted swiftly to address a cartel drone incursion.
00:06:20.840 The threat has been neutralized and there is no danger to commercial travel in the region.
00:06:25.360 The restrictions have been lifted and normal flights are resuming.
00:06:28.340 However, CBS reporting at least one object initially believed to be a foreign drone
00:06:33.040 during recent operations turned out to be a party balloon, and it was reportedly shot down.
00:06:38.420 Now, with conflicting explanations emerging,
00:06:41.400 questions mounting about whether this was a real security emergency,
00:06:44.760 a breakdown in coordination, or maybe something else entirely.
00:06:48.360 Former acting DHS Secretary Chad Wolf tells us
00:06:51.040 cartel drone activity along the border is real and it's extensive.
00:06:55.260 Yeah, I mean, there's a significant amount of cartel activity when it comes to the use of drones.
00:07:00.640 I mean, thousands and thousands of recorded incursions and others.
00:07:06.460 And usually, you know, an incursion of the U.S. is just very, very briefly
00:07:10.560 because most of their operations are on the Mexican side.
00:07:14.600 Or if they are dropping contraband, you know, they will drop it over the border
00:07:18.460 and then the drone will retreat very, very quickly.
00:07:21.380 This doesn't appear to be the same case, so we'll see what more information comes out.
00:07:27.160 But the use of drones by cartels and limited amount of counter drone authority
00:07:35.320 that the Department of Homeland Security has as well is kind of an ongoing battle.
00:07:40.220 Despite that threat, Wolf tells us cartel drone activity rarely shuts down airspace,
00:07:44.940 especially at any major airport.
00:07:46.780 Historically, you do not see airspace closures because of drone activity.
00:07:52.120 Usually, if it is, it's because the Department of War is interdicting
00:07:57.720 or there's a significant amount of drones that are coming fairly close to commercial aircraft
00:08:06.900 landing or takeoff paths at a commercial airport.
00:08:11.760 And it's a prolonged incursion of some kind.
00:08:15.620 I mean, normally where you see a lot of these incursions along the border are not in urban areas.
00:08:20.720 Or if they are in urban areas, they're in small urban areas, unlike El Paso.
00:08:26.640 You know, there are other airports in Del Rio and Brownsville, Rado,
00:08:30.640 that are fairly close to the border.
00:08:32.900 Wolf says the FAA is often cautious,
00:08:35.480 but he has major questions about the initial 10-day shutdown.
00:08:39.340 If there's any type of threat to commercial aviation, they're going to close that airspace.
00:08:43.420 And then they're going to figure out what's going on and then try to open it back up,
00:08:48.400 which is the case, right?
00:08:49.380 I mean, the 10-day closure that the FAA originally put out is highly unusual.
00:08:54.980 You know, wherever the president's at, right, for instance,
00:08:57.380 or when there's a Super Bowl or when there's a big event.
00:09:00.000 But those are limited duration.
00:09:01.520 In most cases, maybe a couple of days.
00:09:05.420 And so to close airspace for 10 days,
00:09:08.600 I think you would think that something very, very significant is happening in real time.
00:09:13.820 And then, of course, the FAA pulls it back and says, OK, it's canceled.
00:09:17.640 I think they probably do need to answer some questions to say,
00:09:21.840 well, why did you jump to 10 days right away?
00:09:24.520 And what was the coordination with the Department of War?
00:09:26.900 And was it exactly what happened?
00:09:28.800 And while some have speculated about unidentified aerial phenomena or UAPs,
00:09:34.080 the new term for UFOs, Wolf dismisses that as unlikely.
00:09:38.060 I suppose it's possible.
00:09:39.660 But I think what's more logical is that either responding to drone incursions by the cartels,
00:09:47.200 which we know they use, they use drones very liberally,
00:09:50.860 or the fact that the Department of War was testing some type of technology as well.
