00:02:31.340 One day after an ICE agent defending himself shot a woman resisting arrest in Minneapolis,

00:02:37.900 Border Patrol agents shoot two suspects during a vehicle stop in Portland, Oregon yesterday

00:02:42.800 afternoon.

00:02:43.820 It happened at about 2.19 p.m.

00:02:46.640 DHS reporting the passenger of the vehicle and target of the stop is a Venezuelan illegal

00:02:52.200 alien affiliated with the transnational Trenda Aragua prostitution ring and involved in a

00:02:58.500 recent shooting in Portland.

00:03:00.580 DHS believes the driver to be a Trenda Aragua gang member.

00:03:04.800 According to DHS, quote,

00:03:06.040 When agents identified themselves to the vehicle occupants, the driver weaponized his vehicle

00:03:11.040 and attempted to run over the law enforcement agents.

00:03:14.700 An agent then firing on the vehicle in self-defense, says DHS.

00:03:19.100 The driver is then said to have driven off with the passenger fleeing the scene.

00:03:24.280 At 2.24 p.m., Portland police say officers responded to a call seeking assistance.

00:03:30.120 Upon arriving, police finding a male and female with gunshot wounds.

00:03:33.920 The officers providing medical care and calling an ambulance, which then took the wounded suspects

00:03:39.160 to a hospital.

00:03:40.760 Fox 12 reporting the incident with Border Patrol occurred outside Adventist Medical Center,

00:03:46.240 with the man and woman then driving to a second location where they placed a call for assistance.

00:03:52.080 Portland City Council President Ilana Pertol-Guney saying at a city council meeting,

00:03:57.160 quote,

00:03:57.300 As far as we know, both of these individuals are still alive,

00:04:00.760 and we are hoping for more positive updates throughout the afternoon.

00:04:04.500 Portland Police Chief Bob Day releasing a statement,

00:04:07.160 quote,

00:04:07.720 We understand the heightened emotion and tension many are feeling in the wake of the shooting in Minneapolis,

00:04:12.400 but I am asking the community to remain calm as we work to learn more.

00:04:16.760 Portland Mayor Keith Wilson releasing a statement calling on ICE to end operations in the city,

00:04:21.680 quote,

00:04:21.900 Federal militarization undermines effective community-based public safety,

00:04:26.740 and it runs counter to the values that define our region.

00:04:29.580 All relatively measured.

00:04:31.960 And then came Congresswoman Maxine Dexter, who represents this district in Oregon, 0.93

00:04:36.500 quote,

00:04:37.220 ICE has done nothing but inject terror, chaos, and cruelty into our communities,

00:04:42.000 straight out of the authoritarian playbook.

00:04:44.820 ICE must immediately end all active operations in Portland.

00:04:48.280 First of all, Mayor Wilson and Representative Dexter,

00:04:52.780 this did not even involve ICE.

00:04:54.440 It was Border Patrol, which is a separate agency.

00:04:57.700 Second, while Ms. Dexter was sure to report that federal officials shot two people in Portland,

00:05:03.360 she mentions nothing about the fact that these two people are accused gang members or affiliates

00:05:08.460 who allegedly tried to run over the officers.

00:05:11.680 Kind of an important fact, no?

00:05:14.680 The FBI is investigating the incident.

00:05:23.640 Protesters in Minneapolis gathering outside the Whipple Federal Building yesterday.

00:05:28.400 CBS News capturing footage of a rowdy crowd directing insults at federal agents

00:05:32.680 after a woman was killed yesterday as she drove her car at an ICE agent.

00:05:37.600 Law enforcement officials deploying tear gas amid escalating tensions.

00:05:41.100 News Nation reporting at least three arrested during the demonstration.

00:05:45.500 Yesterday afternoon, Governor Tim Walz authorizing the National Guard

00:05:48.740 to assist local officials with crowd control as needed.

00:05:52.480 Video of the Wednesday incident igniting intense national debate.

00:05:56.420 Minnesota officials, including Governor Walz and Minneapolis Mayor Jacob Fry, both Democrats,

00:06:01.880 criticizing the Trump administration for conducting federal immigration operations

00:06:05.900 in the sanctuary city, where they have been arresting career criminals,

00:06:10.180 including child molesters, national media and local officials adding fuel to the flames,

00:06:16.040 rushing to judgment about the incident.

00:06:17.820 Had this been local police, they would already be in jail.

00:06:21.680 This is shameful, what is going on in America.

00:06:24.020 We can prevent ICE agents from further terrorizing our civilians by having them leave.

00:06:31.220 It's very clear if they don't, they're going to continue their campaign of cruelty.

00:06:35.600 That young lady could have been anybody in this audience.

00:06:39.000 It could have been anybody.

00:06:40.700 And if they can do this to her, they can do it to you too.

00:06:43.480 Yes, Whoopi, she could have been anyone in the Views audience.

00:06:47.720 Anyone who blocked traffic, antagonized law enforcement, resisted arrest,

00:06:53.020 and then accelerated their SUV into a cop.

00:06:56.000 Who among us hasn't been there?

00:06:58.400 Homeland Security Secretary Kristi Noem yesterday defending the agent and oppressor.

00:07:02.820 This is an experienced officer who followed his training,

00:07:06.420 and we will continue to let the investigation unfold into the individual

00:07:10.040 and continue to follow the procedures and policies that happen in these use-of-force cases.

00:07:14.860 But let's remember the events that surrounded what happened yesterday on that tragic situation,

00:07:19.960 was that these individuals had followed our officers all day,

00:07:23.660 had harassed them, had blocked them in.

00:07:26.060 They were impeding our law enforcement operations, which is against the law.

00:07:30.060 And when they demanded and commanded her to get out of her vehicle several times, she did not.

00:07:34.500 So we'll continue to allow this process to unfold

00:07:38.320 and recognize that these law enforcement officers every single day put their lives on the line.

00:07:43.420 The secretary previously citing more than 100 vehicle ramming incidents

00:07:47.940 aimed at immigration officers in recent weeks.

00:07:50.940 The officer involved in Wednesday's incident suffering severe injury just last summer,

00:07:55.620 while a suspect fled in a car, nearly killing him.

00:07:59.280 During the arrest of a convicted child sex offender,

00:08:01.840 the perp attempting to flee the scene in his car,

00:08:04.920 stepping on the gas while this same officer's arm reached for him,

00:08:08.880 dragging the agent down the street while speeding away,

00:08:11.900 resulting in injuries requiring 33 stitches.

00:08:15.240 Vice President J.D. Vance at yesterday's press briefing

00:08:17.500 admonishing media members for their coverage of this story.

00:08:21.380 Somebody sent me a photo of a CNN headline about what happened in Minneapolis.

00:08:26.920 And this is the headline, I'm just going to read it.

00:08:28.500 Outrage after ICE officer kills U.S. citizen in Minneapolis.

00:08:33.960 Well, that's one way to put it.

00:08:36.280 And that is the way that many people in the corporate media have put this attack over the last 24 hours.

00:08:41.760 The way that the media, by and large, has reported this story has been an absolute disgrace.

00:08:47.760 And it puts our law enforcement officers at risk every single day.

00:08:52.440 What that headline leaves out is that that woman was there to interfere with a legitimate law enforcement operation in the United States of America. 1.00

00:09:00.140 What that headline leaves out is that that woman has is part of a broader left wing network to attack, 1.00

00:09:06.760 to dox, to assault and to make it impossible for our ICE officers to do their job.

00:09:11.180 The Minnesota Bureau of Criminal Apprehension, or BCA, yesterday announcing it had withdrawn from the investigation of the incident

00:09:18.540 due to the FBI denying it access to certain evidence in the case.

00:09:23.140 The BCA calling it a reversal of a previous discussion indicating a joint operation.

00:09:28.820 A statement reading in part, quote,

00:09:30.200 Without complete access to the evidence, witnesses, and information collected,

00:09:34.740 we cannot meet the investigative standard that Minnesota law and the public demands.

00:09:39.020 As a result, the BCA has reluctantly withdrawn from the investigation.

00:09:43.360 Some in the media portraying the FBI's decision as an effort to box out local investigators.

00:09:48.700 Vice President Vance saying the decision is simply a matter of jurisdiction.

00:09:52.700 You have a federal law enforcement official engaging in federal law enforcement action.

00:09:56.700 That's a federal issue.

00:09:57.840 That guy is protected by absolute immunity.

00:09:59.540 He was doing his job.

00:10:01.440 The idea that Tim Walsh and a bunch of radicals in Minneapolis are going to go after and make this guy's life miserable

00:10:07.200 because he was doing the job that he was asked to do is preposterous.

00:10:11.960 The unprecedented thing is the idea that a local official can actually prosecute a federal official with absolute immunity.

00:10:19.360 I've never seen anything like that.

00:10:21.000 It would get tossed out by a judge.

00:10:22.740 So what I'd like Minnesota to focus on is the real issue that they're encouraging people.

00:10:26.980 Minneapolis officials are encouraging people to commit violence against ICE officials. 0.91

00:10:31.720 It's ridiculous. 0.82

00:10:32.580 It's got to stop. 0.67

00:10:33.840 The Hennepin County DA's office saying it does believe it has the authority to bring charges.

00:10:38.820 But Minnesota Lieutenant Governor Peggy Flanagan telling MS Now pursuing charges at the local level would be difficult without cooperation from the FBI.

00:10:46.980 Meanwhile, DHS confirming federal enforcement operations in Minneapolis are continuing as scheduled.

00:10:54.560 Agents seen yesterday morning exiting local businesses carrying out banker boxes as part of a fraud investigation.

00:11:01.220 Accusations of widespread Medicaid fraud among Minnesota's Somali community amounting to at least $9 billion stemming from 14 state-run services forming the backdrop of a broader White House push.

00:11:13.700 Vice President J.D. Vance from the White House yesterday announcing a new team member at the DOJ.

00:11:19.900 We are creating a new assistant attorney general position who will have nationwide jurisdiction over the issue of fraud.

00:11:28.060 Now, of course, that person's efforts will start and focus primarily in Minnesota,

00:11:32.140 but it is going to be a nationwide effort because, unfortunately, the American people have been defrauded in a very nationwide way.

00:11:40.100 This person is going to be part of a very broad interagency White House that's being led from the President of the United States on down,

00:11:46.920 and that's going to give them the resources, the access to material and information to make this person more effective.

00:11:53.060 I think a lot of people have asked, how are you really going to get to the heart of the fraud?

00:11:56.900 We've been asking ourselves that question for the past couple of months, and we think this is the critical piece at the Department of Justice to really ramp this fraud investigation into high gear.

00:12:06.740 The new role will require Senate confirmation.

00:12:09.640 The Vice President, stating Majority Leader John Thune, has assured the White House the Senate will act swiftly to confirm the nominee who has not yet been named.

00:12:18.060 The White House also recently announcing the DOJ is doubling the number of prosecutors dispatched to Minnesota to focus specifically on fraud.

00:12:25.620 Treasury Secretary Scott Besson in Minneapolis yesterday, laying out the scale of fraud facing the federal government nationwide.

00:12:33.760 The GAO, the General Accounting Office, believes that there is somewhere between $300 billion and $600 billion of annual fraud, roughly 10% of government spending, that disappears due to fraud.

00:12:47.460 If we can recapture that, that is 1% to 2% of GDP.

00:12:52.460 Earlier this week, the administration announcing the freezing of more than $10 billion in federal social services funds across five states, California, Colorado, Illinois, Minnesota, and New York, underscoring the scale of the work ahead for the DOJ's new fraud hunter.

00:13:08.320 Coming up, a handful of Senate Republicans breaking with the party to advance a war powers resolution aimed at curbing military action in Venezuela.

00:13:19.220 And former reality TV villain Spencer Pratt launches a run for L.A. mayor, targeting the officials who let his city burn and promising to, quote, expose the system.

00:13:29.140 We'll see you next time.

00:13:59.140 Giving back to those who serve.

00:14:00.680 If you are active or former military or a first responder, you're going to save an additional 20% every single month.

00:14:07.280 That's awesome.

00:14:08.200 The easiest way to free up cash flow is to reduce your monthly recurring bills.

00:14:12.320 Start by cutting overpriced wireless and consider switching to PureTalk.

00:14:17.220 Go to puretalk.com slash Kelly and make the switch today in as little as 10 minutes.

00:14:22.780 Again, talk, text, and data for just $20 a month.

00:14:26.320 That's puretalk.com slash Kelly, and you will save an additional 50% off your first month.

00:14:32.360 PureTalk, America's wireless company.

00:14:34.740 The Senate yesterday in a procedural vote clearing the way to begin debate on a war powers resolution seeking to limit the use of military force in Venezuela without congressional approval.

00:14:48.100 Yesterday's vote giving the green light to begin debate on the war powers measure.

00:14:52.060 Five Republicans voting with Democrats.

00:14:54.300 Rand Paul of Kentucky, Susan Collins of Maine, Lisa Murkowski of Alaska, Todd Young of Indiana, and Josh Hawley of Missouri.

00:15:01.220 The final tally, 52-47.

00:15:04.900 The vote following a DOJ operation carried out by the U.S. military last Saturday to capture and arrest former Venezuelan leader Nicolas Maduro and his wife from a Venezuelan military base.

00:15:15.780 The White House ordering the raid without first requesting permission from Congress on the grounds that the operation was a law enforcement action, not a military one.

00:15:23.800 Under the Constitution, only Congress can declare war, but in recent decades, presidents from both parties have increasingly used military force without congressional authorization.

00:15:34.700 Presidents from both sides pointing to the powers granted to them under the Constitution's commander-in-chief clause.

00:15:40.240 Fox News reports that the Republicans who favored the resolution supported the operation to arrest Maduro, but argue Congress should weigh in before any additional military action is taken.

00:15:50.900 Senator Hawley telling Politico, if the president wants to send in the military, quote, Congress would have to be on the hook for that.

00:15:57.380 President Trump posting to Truth Social following the vote, quote,

00:16:00.240 Republicans should be ashamed of the senators that just voted with Democrats in attempting to take away our powers to fight and defend the United States of America.

00:16:08.780 This vote greatly hampers American self-defense and national security, impeding the president's authority as commander-in-chief.

00:16:15.680 The final vote on the resolution expected next week.

00:16:19.040 If it passes, the next stop is the House, followed by the White House, where it appears quite likely to be vetoed.

00:16:26.160 Overriding a veto requires a two-thirds majority in both chambers.

00:16:30.240 Former reality TV star Spencer Pratt on Wednesday launching a bid for Los Angeles mayor one year after losing his home in the Palisades fire.

00:16:40.820 The fire destroying thousands of structures and taking 12 lives, an additional 19 lives lost in the concurrent Eaton fire.

00:16:48.800 Pratt rising to fame in the late aughts as a villain on MTV's The Hills.

00:16:53.200 So, I'm sorry that you're making yourself cry.

00:16:56.560 All right, well, my answer is no.

00:16:58.200 Oh, sweet. My answer is get out of my car.

00:17:01.340 Long known for courting controversy on reality TV, Pratt now channeling that notoriety into a crusade for justice for fire victims.

00:17:09.620 The candidate spending last year waging an online campaign against L.A. Mayor Karen Bass and Governor Gavin Newsom,

00:17:16.260 accusing them in social media videos of negligence and mismanagement.

00:17:20.260 Since Gavin Newsom hasn't given us our Palisades investigation, we are going to get to the bottom of how our town burned down and how 12 senior citizens were killed.

00:17:31.100 It wasn't hurricane winds that screwed these guys.

00:17:34.680 It was the cruel incompetence of Mayor Karen Bass who sabotaged this once great agency and left us all to burn.

00:17:43.720 At the Wednesday campaign launch, Pratt citing examples of incompetence he says contributed to the deadly inferno.

00:17:50.200 I have to tell you the most heartbreaking part of the past year wasn't being displaced or losing everything I own.

00:17:56.780 It was the realization that all of this was preventable.

00:18:00.500 We are standing here amongst the ashes of our once beautiful town because the state and local leaders let us burn.

00:18:10.400 Gavin Newsom and the state of California let brush grow wild in Topanga State Park for 50 years with no prescribed burns and no wildfire maintenance.

00:18:21.060 Gavin Newsom and the state of California created an insurance market so hostile that every major carrier stopped writing policies and dropped our families and our neighbors just before the sparks flew here in the Palisades.

00:18:37.800 Gavin Newsom and his state park policies actually literally dictated that we let the Palisades burn.

00:18:45.660 And while our lives were literally burning to the ground, Mayor Karen Bass was in Ghana.

00:18:52.840 Pratt promising to, quote, expose the system and displaying a campaign slogan of they let us burn behind him during his speech.

00:19:00.820 To this day, the AP reporting fewer than a dozen homes have been rebuilt in Los Angeles County.

00:19:05.860 According to Mayor Bass, only about 400 homes in the Palisades are currently under construction.

00:19:10.560 Pratt joining two other declared challengers against Mayor Bass with the possibility of the field expanding.

00:19:16.900 The nonpartisan primary is set for June.

00:19:19.540 Yesterday, Pratt ending speculation surrounding his political affiliation with a post on X, quote,

00:19:25.160 I registered Republican in 2020 and never changed it.

00:19:28.540 And I wasn't going to change it now just to check a different box.

00:19:31.700 This is a nonpartisan race.

00:19:33.360 There will be no D or R next to my name.

00:19:35.980 As mayor, I will not serve either party.

00:19:38.160 I will work with anyone who wants to help the city.

00:19:41.060 No labels necessary.

00:19:42.960 If a candidate receives more than 50 percent of the vote in June, that person will become the next mayor.

00:19:47.840 If no candidate earns a majority vote, the top two candidates, regardless of party, will compete in a general election set for November.

00:19:55.720 Bass's approval rating sitting in the low 40s.

00:19:58.560 Polling that indicates Pratt in a hypothetical matchup is not yet available.

00:20:02.820 Mr. Pratt receiving some early support from Trump administration official and L.A. resident Rick Grinnell and GOP candidate for governor of California, Steve Hilton.

00:20:12.800 And that'll do it for your AM update.
