00:01:03.920 Attacks targeted people from every walk of life

00:01:05.880 doing the most common of tasks.

00:01:08.300 Pumping gas, shopping, mowing the lawn,

00:01:12.240 just walking, just walking down the street.

00:01:15.660 At first, law enforcement thought the shooter

00:01:17.460 was likely a white, older man,

00:01:19.400 perhaps with military experience.

00:01:21.280 But as they pieced together the clues,

00:01:23.640 the reality was much different.

00:04:13.980 were setting up big tarps around the area

00:04:25.580 It was the most direct, horrific,

00:04:50.360 in the Washington, D.C. area,

00:04:52.560 particularly because D.C.

00:04:53.860 is such a political place,

00:04:55.980 and all these shootings happened

00:04:57.880 right around D.C.

00:04:59.120 and even right into D.C.

00:05:01.360 And those things got people worried,

00:05:04.040 especially people in the FBI.

00:05:06.320 Yeah, I remember it was like

00:05:09.060 not to compare,

00:05:10.040 because 9-11 is in a class of its own,

00:05:11.780 but we had,

00:05:12.740 we suffered that terrorist attack.

00:05:14.140 Then the anthrax scare came,

00:05:16.660 and then within 12 months or so,

00:05:19.500 we're looking at the D.C. sniper attacks,

00:05:21.960 these seemingly at random,

00:05:24.520 and, you know,

00:05:25.000 people may remember 10 people died,

00:05:26.380 but 20 people were shot.

00:05:28.300 I mean, 13 as part of that one month,

00:05:30.700 but it actually wound up going

00:05:31.920 well beyond that,

00:05:32.720 which we'll get to.

00:05:33.500 Well beyond, yeah.

00:05:34.320 So it truly was terror,

00:05:37.180 events of terror back then,

00:05:39.040 and people wonder why,

00:05:41.040 at the benefit of hindsight,

00:05:44.260 the expansion of all these programs

00:05:49.440 Yeah, well, we were vulnerable,

00:05:50.900 and we had to do something as a country

00:05:52.940 to sort of counteract that.

00:05:56.500 not only that we were vulnerable,

00:05:59.020 but that we were extremely lucky

00:06:01.680 because that attack could have killed

00:06:04.440 upwards of hundreds of thousands of people,

00:06:07.500 and to lose 3,000 lives on that day

00:06:12.160 and I'll never forget it,

00:06:17.460 there were 150,000 people

00:06:19.380 working in the World Trade Center alone,

00:06:21.220 and if one of those towers

00:06:22.480 had fallen sideways

00:06:23.940 instead of just collapsing on itself,

00:06:29.700 could have been killed.

00:08:03.320 this is like a killing for joy?

00:08:07.060 Did we think he had enemies?
