00:13:17.020 At no point in the lead-up to today had D.C. Water or the state of Maryland requested EPA to take over their responsibilities,

00:13:35.240 The next step in this process is for any of the three local jurisdictions involved,
00:13:40.920 whether that's the Commonwealth of Virginia, the state of Maryland and Governor Moore,
00:13:44.980 or the District of Columbia to step forward and to ask the federal government for help.
