00:03:03.360 And as a consequence of that, when the president takes this routine step for presidents,
00:03:08.920 when they undergo anesthesia, she's going to be the first woman in American history
00:03:13.800 to exercise or have the potential to exercise presidential power.
00:03:20.880 The New York Times posited that as the tie-breaking vote in an evenly split Senate,
00:03:24.840 she would be a historic figure.
00:03:26.580 She'd also lead the way on a variety of issues, they reported.
00:03:28.760 She will bring to her history-making role at the White House an array of skills that Mr. Biden
00:03:33.300 will draw on, including the prosecutorial chops that she displayed in Senate Judiciary
00:03:37.520 Committee hearings, her personal energy that balances Mr. Biden's low-key approach,
00:03:41.340 and the voice she will offer to women and people of color.
00:03:44.640 The Times further reported that Biden would not be tasking Kamala with any specific spheres
00:03:48.300 of control.
00:03:49.160 Instead, she would serve as a governing partner to Mr. Biden on all of his top priorities.
00:03:54.060 If fulfilled, that mandate could make her among the most influential vice presidents
00:03:57.920 in history.
00:03:59.200 But Kamala's vice presidency was destined to be a failure, a historic failure.
00:04:03.620 In fact, she was destined to become the least popular vice president in American history.
00:04:08.380 That unpopularity was the result of three factors.
00:04:10.840 First, the unpopularity of the administration she served.
00:04:13.960 Second, her own incompetence.
00:04:15.420 And third, her grating personality and irritating foibles.
00:04:18.500 Kamala's vice presidential tenure would be riddled with more gaffes, scandals, and failures
00:04:22.340 than all previous vice presidencies combined.
00:04:25.040 Her tenure began with problems surrounding COVID.
00:04:27.000 As a vice presidential candidate, she'd expressed skepticism about any potential vaccine developed
00:04:31.600 under the Trump administration.
00:04:33.300 During her vice presidential debate with Mike Pence, she had even rejected the vaccine
00:04:36.420 outright.
00:04:37.200 If the doctors tell us that we should take it, I'll be the first in line to take it.

00:04:42.400 But if Donald Trump tells us that we should take it, I'm not taking it.
00:04:45.780 Now, she was tasked with outreach to communities across America on the vaccine.
00:04:49.320 And she wasn't a particularly convincing saleswoman.
00:04:51.800 In March 2021, Kamala cast the tie-breaking vote on the so-called American Rescue Plan Act

00:05:20.420 Critics suggested that pouring trillions of dollars in stimulus spending into the economy
00:05:23.800 would only further jog already high inflation.
00:05:26.580 Kamala instead celebrated the passage of the act.
00:05:29.160 The next year, she would also cast the tie-breaking vote for the so-called Inflation Reduction Act,
00:05:33.020 again denying it would spur inflation despite its massive spending.
00:05:35.920 Prices have gone up and families and individuals are dealing with the realities of that bread costs
00:05:48.620 more, that gas costs more.
00:05:50.900 And we have to understand what that means.
00:05:53.720 That's about the cost of living going up.
00:05:56.460 In March 2021, with a massive and unprecedented increase in illegal border crossings, Biden tasked
00:06:01.860 Kamala with the unforgiving job of handling border issues.
00:06:04.360 There are many factors that lead president to leave these countries.
00:06:08.680 And while we are clear that people should not come to the border now,
00:06:13.540 we also understand that we will enforce the law.
00:06:16.820 The administration has been facing criticism about conditions at facilities run by Customs
00:06:21.240 and Border Protection.
00:06:22.660 CVP releasing this video shot last week inside a facility meant to hold 250 people.
00:06:28.120 Instead, there are close to 4,000 there.
00:06:30.300 The border situation would become, under the Biden administration and Kamala's watchful

00:08:02.260 We should expedite the process of approving that application so it doesn't take four years,

00:08:14.240 Well, actually, she waited a few months, then traveled to Guatemala, where she declared that
00:08:17.820 she would be seeking to alleviate the root causes of migration.
00:08:20.940 If you want to deal with the effects of a problem, then you have to go to the core of
00:08:26.640 what is causing it.
00:08:27.740 And so that is the approach we are taking.
00:08:29.500 When the president asked me to deal with this issue, it was about addressing the root causes
00:08:34.300 of migration.
00:08:35.020 And the root causes are based on the problems and the challenges that people are facing in
00:08:41.200 countries like Guatemala, which is why I was there.
00:08:43.880 But it was her odd admonition to would-be migrants that drew attention.
00:08:46.680 I want to be clear to folks in this region who are thinking about making that dangerous
00:08:52.520 trek to the United States-Mexico border.

00:09:20.420 television and lied about having visited the border, and then was caught in that lie.

00:09:59.580 By June 2021, Politico was running pieces openly speculating about the breakdown of Kamala Harris's office, calling it rife with dissent.
00:10:07.020 Quote, there is dysfunction inside the VP's office, aides and administration officials say, and it's emanating from the top.
00:10:12.620 As with her presidential campaign and then her vice presidential campaign, Kamala's team was rudderless and chaotic.
00:10:18.140 Quote, Harris's team is experiencing low morale, porous lines of communication and diminished trust among aides and senior officials, Politico reported.
00:10:25.120 One staffer said, quote, people are thrown under the bus from the very top.
00:10:28.360 There are short fuses.

00:10:30.660 It's not a healthy environment and people often feel mistreated.

00:10:37.140 Kamala spokeswoman, Simone Sanders, ripped into the staff league saying, quote, we are not making rainbows and bunnies all day.

00:10:45.180 By November 2021, Kamala Harris carried a 28% approval rating, an unheard of number for a vice president.
00:10:51.180 It had been well earned.
00:10:52.620 Kamala's team struck back in December 2021 against Joe Biden's White House.
00:10:56.660 In a December 23rd, 2021 piece, the New York Times reported that Kamala's allies were frustrated at her treatment by the White House.

00:11:26.660 As her vice presidency sank into the mire, Kamala began to rely more and more on her intersectional credentials as a defense mechanism.

00:11:37.940 Quote, Ms. Harris has privately told her allies that the news coverage of her would be different if she were any of her 48 predecessors whom she has described as all White and male.

00:11:49.160 The notion that inequality of outcome was the fault of systemic racism.
00:11:51.980 This had been a theme of Kamala's since the 2020 race.
00:11:55.020 In November 2020, just days before the election, she had tweeted out this video explaining equity in a way that would make Karl Marx blush.

00:14:12.560 She also began playing up her feminist credentials, particularly in the aftermath of the Supreme Court's overturning of Roe v. Wade in June 2022.

00:20:33.600 It has been obvious to anyone with a functional brain that Joe Biden has been in a state of severe physical and mental decline for at least three years.

00:20:45.640 But from the very beginning of her term, she has downplayed President Joe Biden's health issues.
00:20:49.820 This wasn't done out of an innocent desire to spare Joe Biden's feelings.

00:20:55.340 For example, in an interview with Katie Couric, Kamala downplayed the age issue, stating that critics had nothing to run on, suggesting that focusing on Biden's age was a sign of political desperation.
00:21:04.620 This whole issue that they are raising about his age is, again, because they've got nothing to run on.
00:21:12.620 When asked if she would be honest about the president's health if it started to go south, she said this in November 2023.
00:21:17.440 If there ever is a problem, do you think that you could go tell the American public?
