00:01:51.500 The CIA was born in 1947. The Mossad followed in 1949, one year after the State of Israel was
00:02:00.460 founded, on the recommendation of Prime Minister David Ben-Gurion. Its first director had already
00:02:08.100 cultivated ties with the Office of Strategic Services, the predecessor of the CIA. In June of
00:02:14.380 1951 Mossad director Shiloh came to Washington to discuss an exchange of information and liaison
00:02:21.900 officers with CIA director Walter Bedell Smith, Alan Dulles and a young officer named James
00:02:30.820 Angleton, later the CIA's chief of counterintelligence. From that year until his
00:02:37.100 resignation was announced on Christmas Eve 1974, Angleton held what insiders called the
00:02:44.120 Israel desk. Another early conspirator was Teddy Kollick, later mayor of Jerusalem, who represented
00:02:51.760 the Jewish underground army, the Haganah, in Washington and helped forge the links between
00:02:57.980 the two agencies. Kollick later claimed that whilst visiting the agency, he ran into Kim
00:03:04.020 Philby, whom he had known in Vienna in the 1930s, and warned Angleton about Philby's Soviet past.

00:03:45.320 security service, passed it to the CIA. On the 5th of June, the New York Times printed it in full.
00:03:54.260 For anyone who thinks about this for more than two seconds and reads a book, it's clear that
00:04:00.480 Israel most likely wasn't the first or the only source we had in the Soviet Congress,
00:04:05.380 But the episode became legend, and the public was satisfied with the close cooperation.
00:04:13.880 What bound the services at first was common interest, not affection.
00:04:18.420 America wanted eyes on the Soviet Union and the Arab states,
00:04:22.680 Moscow was financing and militarising, and Israel had both.
00:04:27.020 According to the journalist Seymour Hersh, a CIA project code named KK Mountain
00:04:32.060 funded Mossad work in the 1960s, from gathering intelligence among Soviet bloc refugees in Israel
00:04:39.380 to operations in Africa where Mossad officers served as American surrogates. Then on the 16th
00:04:46.740 of August 1966, Mossad's Operation Diamond brought an Iraqi pilot named Munir Redfa to Israel in his
00:04:55.760 Soviet-built MIG-21. In January of 1968, the jet was lent to the United States for evaluation,
00:05:04.500 a transaction that paved the way for Israel to buy American phantom fighters.
00:05:09.560 In the first days of June 1967, Mossad director Meir Amit was in Washington.
00:05:16.400 A memorandum by the CIA's deputy director records his talk with Defence Secretary Robert McNamara,
00:05:23.260 and the State Department's official history notes that Amit had come in his own words to tell the
00:05:29.820 Americans, I, Mayor Amit, am going to recommend that our government strike. Days later, the six-day
00:05:37.920 war began. Few people have openly served both agencies, but many have lived with a foot in each.
00:05:44.920 After Angleton died in 1987,
00:05:47.700 Mayor Kolek, Defence Minister Yitzhak Rabin and Amos Manor
00:05:53.320 established the Jim Angleton Corner,
00:05:55.900 and a lookout in Jerusalem facing the Old City.
00:05:59.420 Michael Ross, a Canadian Army veteran who joined Mossad in 1989,

00:06:17.380 before becoming director general of Israel's foreign ministry and a central intermediary in a scandal we will come to shortly.

00:06:37.780 In January of 2024, CIA Director William Burns met Mossad Director David Barnier in Paris to 0.54
00:06:45.120 work toward freeing the hostages held by Hamas. Now that we've established the links and what
00:06:52.340 went right, let's look at a few things that went wrong. The first scandal unfolded in Apollo,
00:06:59.120 Pennsylvania, at the Nuclear Materials and Equipment Corporation, or NUMEC, run by Zalman
00:07:05.560 Shapiro. By 1968, roughly 269 kilograms of highly enriched uranium, the stuff of atomic bombs,
00:07:14.620 was unaccounted for. That April, CIA Director Richard Helms asked the FBI to investigate,
00:07:21.640 and that September, four Israeli intelligence officers toured the plant. Among them was Rafi
00:07:27.620 Ayatan, who led the capture of Adolf Aikman, and who was posing as a defence minister chemist.
00:07:35.060 The CIA's Carl Dukit judged diversion to Israel a distinct possibility.
00:07:41.780 Yet J. Edgar Hoover effectively halted the FBI inquiry.
00:07:46.260 Shapiro was never prosecuted, and the National Security Archive calls the evidence strong, but not incontrovertible.
00:07:53.960 That is to say, Israel has nuclear weapons, and it's very likely that they were built using stolen American materials,

00:08:12.080 and in 1984 and 1985 he gave Israel roughly 800 documents, many of them top secret,

00:08:26.240 He was run not by the Mossad, but by a scientific intelligence bureau called LAKAM,
00:08:31.460 headed by the same Rafi Eitan. Pollard was arrested on the 21st of November 1985
00:08:38.220 while seeking asylum at the Israeli embassy in Washington and was sentenced to life.
00:08:44.860 The CIA's damage assessment found that Israel wanted intelligence on the Arab states,
00:08:49.760 Pakistan and the Soviet Union rather than on American military plans, but the theft
00:08:55.680 weakened America's hand in intelligence exchanges with Israel,

00:09:23.160 Israel shipped 96 American-made TOW missiles to Iran in August of 1985, and 408 more in September,

00:09:39.900 When a November shipment of Hawk missiles ran into trouble, an airline secretly owned by the CIA
00:09:46.360 flew to Israel to carry them, and in December the President signed a finding that retroactively
00:09:53.100 approved the agency's role and directed that Congress not be notified. When a Lebanese 1.00
00:10:00.100 magazine exposed part of the scheme on the 3rd of November 1986, the Iran-Contra affair began
00:10:06.560 to unravel. Even after the collapse of the communist bloc, the Americans still were unable
00:10:11.680 to trust Israel. In 1997, American eavesdroppers heard an Israeli intelligence officer in Washington
00:10:18.660 proposed obtaining a confidential letter from the Secretary of State to Yasser Arafat.

00:10:30.880 The FBI went hunting for a source called MEGA.
00:10:34.260 Israel called the report totally baseless, and no MEGA has ever been publicly identified.

00:11:47.780 carrying American passports posed as CIA officers in London to recruit members of the terrorist group

00:12:03.420 Israel neither confirmed nor denied it. In 2014, American officials told Congress that
00:12:09.360 Israeli espionage had crossed red lines, and in 2019 Politico reported that American agencies

00:12:21.060 which Israel called a blatant lie. With all this in mind, is it any wonder why the UK's
00:12:27.180 intelligence agencies wouldn't let Israelis anywhere near their buildings or equipment?
00:12:33.020 Leaks have flowed in both directions. In 2023, a leaked American intelligence document
00:12:39.060 alleged that Mossad leaders had encouraged protests against the Israeli government's
00:12:44.100 judicial overhaul, which Netanyahu's office called mendacious and without any foundation whatsoever.
00:12:50.500 In October of 2024, CIA analyst Asif Rahman leaked top-secret documents on Israel's plans to strike
00:12:57.460 Iran, and in June of 2025, he was sentenced to 37 months in prison. Of course, those Mossad 0.74
00:13:05.660 documents were clear warning that Israel would have a war with Iran, one way or another.
00:13:13.420 Yet the partnership has only grown more lethal. A covert program begun under President Bush
00:13:18.680 in 2006 named Olympic Games, which produced a computer worm that was described as developed
00:13:27.440 by the United States and Israel, and it took out nearly 1,000 of Iran's 5,000 working century futures.
00:13:34.220 On the 12th of February 2008, a car bomb in Damascus killed Imad Moghineer, the Hezbollah
00:13:42.720 commander, suspected of masterminding the 1983 Beirut bombing that killed 241 American servicemen.
00:13:51.380 The Washington Post later reported that the CIA built and tested the bomb, and that the Mossad
00:13:56.880 sent it off from Tel Aviv. Then came 2026. On the 28th of February, America and Israel went to war
00:14:06.140 with Iran together. The CIA had tracked Supreme Leader Ali Khamenei for months, learned of a
00:14:13.920 morning meeting of senior officials he was expected to attend, and relayed this to its Israeli
00:14:19.440 counterparts. An Israeli strike killed him that day. The next day, Pope Leo XIV warned that
00:14:27.480 stability and peace are not built with mutual threats, nor with weapons, and begged the parties
00:14:33.020 to stop the spiral of violence before it becomes an irreparable abyss. In June, Roman Goffman became
00:14:42.500 the Mossad's new director, and in July he flew to Washington to discuss the war with CIA director
00:14:48.480 John Ratcliffe. As this script is written, this pointless and unjust fighting over the Strait of
00:14:54.420 Hormuz continues, to the benefit of Israel and to no one else. So what are we to learn from this? 0.92

00:15:45.020 do whatever works. This corruption has a few takeaways. The first is that the end does not
00:15:52.220 justify the means, the catechism says so in those words, and adds that one may not do evil so that
00:15:59.020 good may result from it. Stealing an ally's secrets, hiding alms deals from one's own lawmakers,
00:16:05.280 and, if the reports are true, impersonating another nation's officers to recruit terrorists
00:16:10.560 whose methods the catechism calls gravely against justice and charity
00:16:15.060 are not cleansed by the cause they serve.
00:16:19.520 The second is that a nation has a right, even a grave duty, to defend its people,
00:16:25.700 and legitimate authority may use arms to repel aggressors.
