00:00:33.980 lost loved ones to COVID-19. Many frontline health care workers and first responders also
00:00:39.740 carried an enormous burden throughout the pandemic. They showed up every day, often under incredibly
00:00:45.600 difficult circumstances, to care for Canadians and keep our community safe. I want to take a moment
00:00:51.420 to recognize them and thank them for their service, for their sacrifice, and for the work
00:00:56.260 they continue to do every single day.
00:01:00.020 Over the past several months, we've been asking Canadians
00:01:02.240 who experienced serious adverse events following COVID-19 vaccination
00:01:06.660 to come forward and share their stories.
00:01:09.440 The response has been overwhelming.
00:01:12.360 More than 1,000 people have now applied online
00:01:15.600 asking for the opportunity to have their voices heard.
00:01:18.980 Think about that for one moment.
00:01:21.880 More than 1,000 Canadians have stepped forward.

00:01:30.420 navigate a system they believe was supposed to help them unfortunately we simply cannot
00:01:35.700 hear from everyone during these hearings in september we expect to hear directly from
00:01:40.720 approximately 15 vaccine injured canadians 50 vaccine injured canadians but i want to make
00:01:46.700 something very clear the 50 people who testify are not the only stories that matter they represent
00:01:53.300 more than the thousand people that have contacted us and the many, many more Canadians across the
00:01:59.140 country who have never come forward. These are not statistics. They are mothers and fathers,
00:02:05.780 sons and daughters, friends and neighbors. They are MPs, MP staff and senators. They are in the
00:02:14.580 media. They are doctors. They are literally in every walk of life. We're also going to hear from
00:02:20.960 crystal the sister of scott gory scott was well known here in parliament hill where he served as
00:02:27.620 a dedicated staff member to several members of parliament sadly scott's family said goodbye to
00:02:34.940 him in july he leaves behind his wife and two young children scott passed away from myocarditis
00:02:43.280 before he died scott told his sister that he wanted his story to be told he wanted people to
00:02:49.180 know what he had experienced and what he and his family had gone through. Scott is no longer here
00:02:55.040 to tell that story, so his sister Crystal will honour her brother's request and tell it for him.
00:03:01.380 That is what these hearings are about, giving a voice to people who have asked to be heard,
00:03:06.620 including those who are no longer able to speak for themselves, and they deserve to be treated
00:03:11.420 with dignity, respect, and compassion. One issue we want to intend to examine closely is Canada's
00:03:18.040 vaccine injury support program the program was created to provide financial support to people
00:03:23.680 who experienced a serious and permanent injury following vaccination on paper that sounds
00:03:29.520 straightforward but what we've heard from applicants is anything but straightforward
00:03:33.340 we have heard stories about people waiting months in some cases for years for answers
00:03:38.740 people being asked repeatedly to submit medical information people being asked to resend documents
00:03:44.360 they say they already provided people being told that information or files could not be located
00:03:48.940 people struggling to determine the status of their claims and people say they simply cannot
00:03:54.120 get meaningful answers about what is happening with their case for someone already dealing with
00:03:58.800 a serious health issue navigating a complicated bureaucracy should not become another burden they
00:04:04.000 have to carry federal figures so that among the thousands of adverse events that have been reported
00:04:09.300 only a small number of people have ultimately received compensation to the vaccine injury support program.
00:04:15.720 That raises legitimate questions.
00:04:18.060 Why does the process take so long?
00:04:20.040 Why are applicants having so much difficulty accessing the program?
00:04:24.000 And why are people being asked repeatedly for this information?
00:04:27.340 Why are we hearing allegations of missing documents and lost files?
00:04:30.780 And perhaps most importantly, is the program actually delivering the timely support
00:04:34.800 that vaccine injuries Canadians were promised?
00:04:36.860 These are reasonable questions, and Canadians deserve reasonable answers.
00:04:41.520 This should not be controversial.
00:04:44.000 You can believe that vaccines played an important role during the pandemic and still believe that people who experienced serious adverse events deserve help.
00:04:52.280 You can support vaccination, and you can still demand accountability from the program established specifically to compensate those who were seriously injured.

00:05:03.820 They are what compassion, responsibility, public policy should look like.
00:05:08.460 The purpose of these hearings is not to tell witnesses what happened to them.
00:05:11.900 It's to allow them to tell us.
00:05:13.920 For too long, many of these Canadians believe their experiences have been dismissed, minimalized, or simply ignored.
00:05:21.440 Vaccine-injured Canadians have told us they feel abandoned.
00:05:24.180 Our job is to listen.
00:05:26.340 And that's exactly what we intend to do.
00:05:28.580 When these hearings begin in September, Canadians will hear directly from vaccine-injured individuals.
00:05:33.680 They will also hear from some individuals who will provide some important context
00:05:37.080 to help us better understand what these Canadians have experienced.
00:05:41.500 Canadians will hear about the Vaccine Injury Support Program,
00:05:44.460 the experience of people that have attempted to navigate it.

00:14:07.460 my name is dr charles hoff i'm a family doctor from southern british columbia
00:14:22.100 where i've worked since since 1993 i serve mostly the nilakapa first nations people
00:14:30.780 So when the vaccine rollout began, I tried to alert my colleagues in the area to serious safety signals and was reprimanded by the authorities and told that I was not allowed to say anything negative about the vaccines.
00:14:52.420 And so when I started to see very serious side effects in my own patients, within three months of the onset of the vaccine rollout, I had one patient who died suddenly after his shot.
00:15:07.880 I had three people who were clearly going to be permanently disabled and a number of others who were seriously injured.
00:15:14.640 So I sent an open letter to the British Columbia Public Health Officer, Dr. Bonnie Henry, to inform her of these safety signals.
00:15:24.060 Her response was to refer this to her top vaccine safety specialist, Dr. Monica Knauss, who assured me without any investigation of any of my patients that these were all coincidences.
00:15:36.940 So I said, I've been family doctor to these people for 28 years.
00:15:42.720 I know them very well, and there is no other medical explanation for these terrible disabling
00:15:48.440 symptoms that they have. She insisted that they were all coincidences and told me to just submit
00:15:54.860 vaccine injury reports. So I started submitting the reports, and ultimately I submitted 14 in
00:16:01.220 total. And when every single one was denied as a coincidence by public health, I gave up.
00:16:07.160 To this day, I have 36 vaccine-injured patients. This is just the COVID vaccines I'm talking about in my practice, and I have a small one-man practice of approximately 1,100 people.
00:16:20.080 so so the second response of the authorities to me trying to alert them about what was happening
00:16:28.240 to my own patients was to send a warning letter the college of physicians and surgeons sent
00:16:33.880 a warning letter to every registered doctor warning them that if they spoke misinformation
00:16:39.260 about covid or the covid vaccines that they would be investigated and of necessary discipline
00:16:45.520 In other words, this was effectively a gag order to the entire medical community.
00:16:53.880 These shots are safe and effective.
00:16:56.140 Don't say anything to the contrary.
00:16:58.800 You will be putting people at risk.
00:17:02.400 So ultimately, I was charged with spreading misinformation.
00:17:07.280 And to cut a long story short, after they eventually dropped those charges shortly before my trial,
00:17:15.360 because I had a brilliant lawyer and eight world-class expert witnesses to defend me.
00:17:22.060 The only reason that the college could give me for why they dropped the charges is that this
00:17:27.280 process has already fulfilled its purpose of acting as a deterrent to other doctors
00:17:33.940 who may wish to spread misinformation.
00:17:36.100 misinformation so this gag order this warning to doctors to not spread what they called
00:17:46.740 misinformation effectively created an illusion of consensus because the doctors were too afraid
00:17:53.580 to speak up all the doctors thought that i was there were very few doctors out there trying to
00:17:59.080 raise the alarm of what was happening because it was clearly devastating and i pointed out in my
00:18:04.920 letter to Dr. Bonnie Henry, that at that point, which was 15 months into the pandemic, we had not
00:18:12.360 had one single person in our town needing any health care for COVID at all. And as soon as the
00:18:19.260 vaccine rollout started, then the real problem, the real casualties emerged. And I pointed out
00:18:30.380 to her that it was clear to me that the COVID injections were more dangerous than COVID.
00:18:36.780 So, of course, the response of the authorities is, well, yes, it's unfortunate if a few people
00:18:42.480 get hurt, but the vaccines are saving millions of lives. They are keeping people safe. So one
00:18:51.140 needs to keep in mind that in the first year of the pandemic, there was absolutely no increase
00:18:57.200 in the number of people dying in Canada.
00:19:00.360 If we look at all-cause mortality
00:19:02.160 in the first year of the pandemic,
00:19:04.220 it was no different than what we would expect.
00:19:08.360 The increase in all-cause mortality
00:19:10.660 started after the vaccine rollout.
00:19:13.340 In the United States,
00:19:15.180 they have now had approximately 1 million excess,
00:19:19.000 these are non-COVID excess deaths
00:19:21.720 since the vaccine rollout.
00:19:23.900 So this idea that the vaccines
00:19:25.740 have saved millions of lives is absurd the number of people dying is higher than ever
00:19:32.400 the the open verse so as i mentioned vaccine injury reporting in canada appeared to be censored
00:19:43.660 as i discovered when when literally of the 14 reports that i submitted 100 rejection from public
00:19:51.860 health. So we have to look to other nations since Canada had a censored vaccine injury
00:19:57.660 reporting system. So the open VAERS in the United States records 39,000 people who died
00:20:05.540 unexpectedly within 28 days of their COVID shot. 39,000 and 72,000 who were permanently disabled
00:20:13.900 within 28 days of their COVID shot. And they continue to tell us that this is safe and
00:20:19.100 effective. There seems to be no ceiling on how many casualties there need to be before they shut
00:20:25.680 this down. So I am part of this Allison inquiry advocating for the safety of my own patients
00:20:33.140 and for all Canadians. Thank you. My name is Sean Buckley and I'm a lawyer volunteering with the
00:20:44.160 Ellison Inquiry, and I've been involved in interviewing people that have been shortlisted.
00:20:49.200 So we have had over a thousand applications. We don't know how many applications we'll have by
00:20:54.800 the time the inquiry starts. We're still inviting people to apply. Clearly, your chances of being
00:21:01.420 selected is diminishing as we're filling slots, but we want your written story to be recorded.
00:21:07.540 We want you to at least be able to tell your story in writing. And we understand it's been
00:21:13.640 communicated to us that some people are afraid to apply. Some people are traumatized by the
00:21:19.660 thought of applying. I'll get into that in a moment. And we've had some people that have
00:21:24.100 applied and we actually wanted to call as witnesses, but they're not willing to testify
00:21:29.420 because they're afraid that they'll be alienated by family members. Some have communicated they're
00:21:35.020 afraid that they'll lose benefits. So there's a real fear out there. But I want to share with
00:21:40.000 you something special that has been happening we don't have the funds to pay for these witnesses
00:21:46.940 to attend so we're having to ask them can you make your way to ottawa and we're actually surprised
00:21:55.060 because you know we're interviewing these people we're seeing their their written stories most of
00:22:00.360 them have been absolutely devastated because they're disabled they can't work their finances
00:22:05.440 are in absolute ruins but they're finding a way and there's one of them named michael
00:22:12.060 who lives in a care facility because he's in a wheelchair he's largely paralyzed has some
00:22:17.960 some ability to uh limited mobility and in his arms so he can use a wheelchair joystick
00:22:24.400 and he actually crowdsourced and he's getting a friend to fly out from victoria he lives in
00:22:31.140 ontario and he's chartered a bus that is wheelchair friendly and he sent us an email saying you know
00:22:39.380 if anyone else in a wheelchair needs a ride like we'll give them a ride there was another witness
00:22:47.220 that um actually is is not is kind of taking up that offer we weren't sure if this witness would
00:22:53.000 be able to attend the witness said you know i'm able to take a train you know with my support
00:22:59.040 person to Ottawa. But I can't find transportation from the train station because I not only need a
00:23:07.160 wheelchair accessible vehicle, but one that can take a tall IB pole also. It actually took that
00:23:13.620 person a couple of weeks. And then Michael is going to be picking that person up in his bus
00:23:18.680 from the hotel to the inquiry. And we're getting quite touched. You know, another witness said,
00:23:27.620 well, you've got to be flexible on which day I testify because I have to schedule dialysis in
00:23:33.000 Ottawa. And so you have to work around my dialysis because this person has lost a kidney
00:23:38.020 and is waiting for a kidney transplant. We've been absolutely touched by how much these people
00:23:46.440 want to help each other, by how determined they are to show up. And this determination is because
00:23:55.820 they have not been heard. When I'm interviewing these people, I ask them, every single one of
00:24:02.640 them, a question that they don't expect. I ask, what is the most difficult part of this experience
00:24:09.440 that you've had? And I'm actually expecting them to say, well, it's becoming a quadriplegic.
00:24:15.400 It's the chronic pain. It's the fact that I'm on dialysis six days a week and I'm, you know, 33.
00:24:22.300 Even if I get a transplant, that's only going to last 10 years. I know I'm facing dialysis again.
00:24:27.380 I'm expecting that or the economic turmoil or the family turmoil.
00:24:32.440 But most of them don't talk about that.
00:24:35.880 When I ask them what the most difficult part is,
00:24:44.040 most of them say the most difficult part has been dealing with the medical system
00:24:49.180 they almost all of them use the term gas lit basically what they have is is they're they're
00:24:56.580 having these these symptoms that is causing enormous suffering disability loss of function
00:25:05.360 and they're basically being told that it's in their head or you know it's something else that
00:25:11.060 it's not um and they're actually being treated like modern day lepers um some of them like the
00:25:17.380 doctors right out of the gate this is vaccine injury everyone agrees it's vaccine injury but
00:25:22.000 they can't get specialists them to help them because the doctor will refer to the specialist
00:25:27.540 and because the diagnosis is vaccine injury it's almost like there's a fear it's almost like they're
00:25:33.500 they're untouchable there's this unspeakable thing we cannot we cannot say vaccine injury
00:25:41.040 We cannot treat vaccine injury. This has become the most difficult experience in their lives, is dealing with the medical system and then also dealing with the vaccine injury support program.
00:25:54.620 And let me just share with you kind of some of the unfairness of this program, which was actually we've learned by all of these thousands of stories coming to us because we ask in our questionnaire detailed questions about the vaccine entry program and we interview these people.
00:26:11.980 And so basically, you start with a two-part process, which is just a form with two parts.
00:26:18.040 So you fill in this form where you basically tell your story, and you really only tell it in a couple of paragraphs.
00:26:25.740 Now, you don't know what the criteria is because the Vaccine Injury Program doesn't say,
00:26:30.660 here are the criteria for us to determine what a vaccine injury is.
00:26:34.020 And then you get your doctor or a doctor if a doctor is willing to fill in form two.
00:26:38.680 Many of them have not been able to apply because they can't get a doctor willing to sign the form because of this unwillingness to participate in anything connected to vaccine injury.
00:26:50.160 Well, then they get your medical records and internally they put together your file.
00:26:57.000 It's analyzed or a report is done that you never see.
00:27:00.880 And then a panel of three meet and decide things you've never been interviewed.
00:27:06.200 So can you imagine, you know, one lady I was speaking to, I think English is her second language.
00:27:13.320 She's largely, largely quadriplegic, has some motion in her arms, chronic pain.

00:27:21.580 It's like two paragraphs.
00:27:24.320 This, her life depends on this.
00:27:26.640 She's hoping to get compensation for pain and suffering.
00:27:29.660 She's hoping to get cost of living expenses.
00:27:32.580 She's hoping to get cost of care expenses.
00:27:34.640 these are people that are in absolute financial crisis they're depending on this program they're
00:27:41.380 never interviewed so if you don't tell your story right you're not a doctor you don't know what the
00:27:46.420 criteria is you don't know what's important to them and they never get back to you and say well
00:27:51.720 what about this what about this what about this and then a decision is made by three unnamed people
00:27:57.320 you're told who you know oh it's a family doctor and a neurologist and a physiotherapist but you
00:28:03.600 don't know who they are you don't know if there's any bias you don't know if they're actually

00:29:53.600 You know, I think one of the biggest challenges right now is that people have not felt they have permission to actually talk about this.
00:29:59.180 So how do you move forward if no one can talk about it?
00:30:01.740 You know, Dr. Huff talked a bit about how people show up and doctors are afraid to actually, you know, diagnose or find help.
00:30:09.100 So we've realized by raising awareness, we're hoping to put pressure on the government to the fact that they realize they're already relooking at this program.

00:30:17.960 we also understood that there was like two thirds of that money in the original program went to
00:30:22.740 overhead. So we hope to listen to what the stories and the frustrations and concerns are. So at the

00:30:37.780 the end of the day, we want the healing to start by people just feeling like they're being hurt.

00:30:47.720 government by but by all means i think it's a great start and we really hope that this will
00:30:52.800 start the healing process and the government will take notice and they'll they'll do a better job

00:31:02.600 criticism that we've seen uh that this is uh an initiative that you were leading for political
00:31:08.200 motivations uh drumming up anti-vaccine sentiment uh instead of actually trying to uh meaningfully

00:31:19.260 I'd say, you know, my job as a member of Parliament
00:31:21.860 was to listen to people and help them access programs.

00:31:25.980 As a matter of fact, every MP doing their job,

00:31:32.860 they do their job every day.
00:31:34.620 The challenge is, I'll say once again,
00:31:36.560 is that when you're looking at things like this,
00:31:39.600 you end up realizing that people don't feel comfortable
00:31:42.740 having these conversations.
00:31:43.840 And so, you know, I look at that. I look at this as an opportunity, as an extension of my job and to be able to do this publicly because I'm already doing this privately.
00:31:53.020 And as I said, you know, when you talk to some of these vaccine injured people, what you'll find out is that there's a huge reluctance to have any conversations or any meaningful conversation.
00:32:02.460 Really, what we hope they'll do is they'll have permission that we want to give them permission to speak publicly about these things.
00:32:08.740 And so I don't look at it as that. We're not trying to find facts to beat up the government. It's open to everybody. We invited all parties to sit in and listen to this. And so my response to that is I believe this is an extension of my job. And MPs do this in a variety of ways all the time, all across their ridings.
00:32:28.180 We're trying to do it more publicly because the input I've received over the last three or four years from people across the country, voicemails, text emails, all those things were saying like we have like no one's had a conversation.
00:32:38.860 We we don't know what's going on and we need help.
00:32:40.960 So we were trying to raise awareness and the government admits themselves at the end of the day.
00:32:45.920 They started the program, this program, because they realized people were injured.
00:32:49.580 And government's own health records have some 60,000 people are injured, 11,000 serious, 3,500 applied to the program.
00:32:57.360 When 3,000 got accepted, only 252 received any types of compensation.
00:33:01.920 That is 0.4%.
00:33:03.960 And so as we look at these numbers and we hear the stories of docs sort of saying,
00:33:08.600 we're reluctant to say anything, we feel those numbers could be much higher.
00:33:12.700 But let's just use the government numbers for now.
00:33:14.520 That's what we'll use, the health care numbers.
00:33:16.240 We realize that there's a very, very small fraction of the money that was promised
00:33:20.980 or used to help these people is actually getting to them.
00:33:24.440 And so that's really what we want to do is raise awareness.
00:33:26.420 and we hope the government will, as they look at this new program,
00:33:30.380 will be able to add more funds, make the process simpler.
00:33:33.980 If they're listening to what they're doing, it really is quite amazing

00:41:53.440 been some where we've had a panel of doctors look at it and see if it's a realistic thing.

00:43:12.360 year. Some of these things may never come forward. And so I think that if we could do that, I think
00:43:17.360 that would be helpful. People have a chance to, you know, talk about what they've struggled with
00:43:22.400 and they feel like they've been alone.

00:43:27.280 And so if we could deal with that, and then the next part would be
00:43:30.000 if the government's listening, we'd love definitely for them to do a better job,
